Challenges of Recent Trends in Globalization and Tasks for Sustainable Rural Community Development in Asia (세계화의 도전과 아시아 농촌 지역사회개발의 과제)

  • 국제연합 식량농업기구 (FAO)에 의하면 UR 협상과 WTO 체제 출범 이후 농산물 수출국가와 선진국에서의 소득균형은 일반적으로 향상되었으나 순식량수입국가나 개발도상국가에서는 소득균형이 더 악화되고 농업영역의 쇠퇴를 가져왔다. 더욱이 식량안전상황은 농산물의 급격한 수입으로 여전히 불안하고 농가판매의 지속적인 악화, 농촌과 도시간의 소득격차가 큰 것으로 나타나고 있다. 특히 인간의 건강과 환경에 유해한 GMO의 거래는 소비자의 식품안전과 잠재적 위해 때문에 적절한 조치를 필요로 하고 있다. 아시아 지역 개발도상국가들에서의 식량의 안정적 공급과 농촌 지역사회 개발의 핵심적 과제는 인적자원의 개발, 기술역량의 신장, 하부구조의 개선, 농업기술 이전의 효율화 등으로 요약될 수 있다. 이러한 상황에서 농업교육, 연구 그리고 지도, 특히 아시아의 주요작물 영역에 대한 더 많은 투자가 필요하며 많은 아시아국가들에서 우선적으로 요구되는 농촌청소년교육은 빈곤퇴치, 식량의 안정적 공급 및 식품의 안전 그리고 지속적이고 균형있는 농촌개발 등이다. 이를 위한 정부와 국민, 특히 젊고 열정적인 사람들이 함께 협력해야 빈곤퇴치와 식량의 안정적 공급 및 식품의 안전 등 농촌의 사회경제적 발전이 가능할 것이다. 진행되고 있는 WTO 체제 하에서의 아시아 지역 농촌사회 발전과 식량문제 해결을 위해서는 교역과 환경, 그리고 개발의 총체적 접근이 중요하며 식량의 안정적 공급을 위한 농업, 농촌의 하부구조가 열악한 개발도상국 소농에 대한 우선적 배려가 필수적이라 할 것이다. 특히, 농업분야 생산 유통 분야의 개선을 위한 농업교육, 농촌지도의 국가적 강조와 농촌 청소년 교육 훈련과 육성의 중요성에 대한 인식과 이에 따른 국가적, 국제적 협력이 필요할 것이다.

How to extract value from poverty? : an institutional ethnographic critique on the Community Redevelopment Agency of the City of Los Angeles (빈곤으로부터 가치 짜내는 방법 -로스앤젤레스 도시재개발국에 대한 제도민족지적 비판-)

  • An increasing number of cities employ rescaling strategies that not only construct metropolitan production network scaled down from national context, but also tune up new governance to effectively control local geographies of the city. In this context, urban redevelopment has emerged a key 'global' strategy to empower governmental institutions of the city, which not only eliminate such threatening spatial variables as deteriorated housing, working-class ghettos, and crime areas, but also increase and extract exchange value of those spaces. I view such practices a process of 'glurbanization'. This paper investigates how state/city government employs the discourse of urban re/development for 'inventing' poverty at an urban scale: how it institutionalizes the discourse for implementing concrete projects: and how urban institutional apparatus appropriate their discursive practices of redevelopment for their own ends in the city. By particularly focusing on the California Redevelopment Law and the Community Redevelopment Agency of the City of Los Angeles, this paper analyzes the ways in which the law and the agency extract value from what they define 'blight areas' by means of eminent domain and tax increment revenues. For empirical analysis I employ discourse analysis and institutional ethnography. I conclusively argue that the urban spaces stigmatized as 'blight areas' are increasingly entrapped by the urban redevelopment agency, which extracts increased exchange value from the areas and redirects it for supporting external investors, private developers, and the body of the agency itself.

Comparisons of the Equity of Medical Care Utilization by Sex, Age Groups, and Region (성, 연령, 지역에 따른 의료이용 형평성의 집단 간 비교)

  • This study decomposed Concentration Index(CI) and Hiwv Index(HI) of medical care utilization by subgroups: sex, age group, and region. CI and HI were decomposed into "the between group" component, "within group" component, and a residual. The results of analysis are summarized as follows; First, there was no influence of sex on the equity of medical care utilization measured by the numbers of visiting clinic. However, "within group" component of female explained .0441 among HI, .1035. This means that poor women's underutilization of medical care is the important factor in determining its degree of equity. Second, age groups had a decisive effect on the equity of medical care utilization measured by the numbers of visiting clinic. they explained -.0085 among HI, -.0170. Third, internal equality within elderly group was the most important factor in determining HI measured by the medical care cost. Finally, "within group" component of urban area explained .0535 amomg HI, ,1035 measured by medical care cost. This indicated that the urban poor's underutilization of medical care was very important factor in explaining its degree of equity. There was the poor's underutilization of medical care within the groups as female, the elderly, and urban areas. This significantly explained the equity of medical care costs.

An Analysis on North Korean Impoverishment and Marketization in Terms of Economic System (경제제도 측면에서 북한의 빈곤화와 시장화에 대한 분석)

  • This study analyzes the process of overcoming the impoverishment due to the failure of North Korea planned economy through marketization. Recognizing the economic policy presented by the convergence of market and planned economy system as a economy system and focusing on the 7.1 Economic Management Measures and the 6.28 New Economic Management Measures. The marketization is classified the indigenous marketization (1990-2001), the marketization focusing on central distribution (2002-2011), the marketization focusing on production (2012-2017). The major events, the economic circular structure and the economic behavior were analyzed. Results showed as following: First, through the process of marketization starting from the expansion of farmers' market and the marketization focusing on distribution, the marketization focusing on production to the marketization focusing on finance. And as the evolution of it continues, to some extent a poverty has been overcomed. Second, corporate institutions, agricultural institutions, financial institutions and progress in becoming a market economy direction. A series of privatization starting from small one to large-scale one have been progressing. Third, in order to overcome the impoverishment completely. Through foreign investment the industrialization covering a wide range of industries are urgently needed, Domestic agricultural reform, enterprise reform, price reform, financial reform, financial reform, trade and direct investment, reform, reform, distribution, etc are needed. The economic reforms across almost all sectors are needed to be combined in a global economy Expanding employment, the acquisition of foreign currencies and the acquisition of technology in the process should also be realized. The direction of change of this series of economic structures has turned Public sector and centralized into Private sector and Decentralization.

The Overcome of Subalternity for the Producers of Fair Trade and the Ways for Producer-led Regional Development (공정무역에서 생산자의 하위주체성 극복과 생산자 주도 지역 발전)

  • Recently global society has been interested in the alleviation of poverty in the developing countries. Fair trade has gotten lots of attention as the new way to release the poor situation of the developing countries through the favored trade deal. This research endeavored to reveal the problems of fair trade in the context of the subalternity of producers in the developing countries. Fair trade as a social movement has been carried out under the principle of fairness with the partnership between developed and developing countries, pursuing on the sustainable development of the developing countries. However, it has been revealed that fair trade is not the right way to overcome the poverty of developing countries. The main reason for the unfairness of fair trade was due to the developed countries led programs which are very similar to aid programs, thus this study suggests the necessity of producer-led development program as a practical performance of the producers in the developing countries for fair trade. For this development, this research put emphasis on the perceptual transition for development, renewed understanding of market value, development as freedom, and the importance of individuality for local development in the context of postdevelopment.

  • Global polarization at different scales has been more intensified than ever before. So, more complicated geographies are associated with global poverty and inequality, and their subsequent problems such as famine, disease, environmental degradation, and asylum seekers. These problems are apparently confined to specific countries and regions. However, they are a consequence of historical-geographic (post)colonial interconnectedness. In this sense, since the early 1960s, international development cooperation has significantly contributed to resolve or alleviate them. Especially, in 2015, the Millenium Development Goals(MDGs) project is finished and Sustainable Development Goals(SDGs) are newly set up as a global project to end human poverty. It is assumed that donor's IDC to accomplish SDGs will be more complicatedly implemented because SDGs contain more expanded and diversified forms of project targets than before. They are both possibilities and limits in the sense of development geography.

  • In developing countries, economically under-privileged are mostly consisted of women, therefore supporting those women signify supporting the local society and the family. Advancement of women's economic status not only contributes to her family but also to the local society, nation, and to the global world as a whole. This paper is a research on local informatization and successful model in e-business for Indonesia, which established interactive research model networking with Korea-Indonesia Research Institution and policy-makers for two years and susggested practical research model through visiting Pekalongan. Through activated interaction between women enterprises and policy makers from Korea and Indonesia, the research paper seeks to create research based network and provide opportunities of information access and business matching to local informatized and e-business enterprises. In research adopted regions, city development project has been accomplished in human, business and environmental field since 2005, and have selected Pekalongan region where infra is settled to certain extent. With the information about Indonesia's city development project, investigation on Pekalongan's current geographical, humanistic status quo, the paper aims to and create Indonesian female e-business professionals, e-business user, e-business producers and provide successful model on Pekalongan's local informatization and e-business.

GIS-based Study on Residential and Neighboring Environment and Residents' Social Exclusion in Slum Area (쪽방밀집지역의 주거환경과 주민들의 사회적 배제에 대한 GIS 활용 연구)

  • This study examines the effect of residential and neighboring environment on the residents' social exclusion in Daejeon Chokbangchon, the city's slum area. Based on GIS methodology with residents' addresses and other characteristics, this study finds out the feminization and the ageing trends in the central part of this area. Besides, longitudinal data between 2007 to 2016 shows this area's depopulation resulting in people's spread into other parts of the city. This study took pictures of 252 images of in the streets and indoors, analysed them and defined the problems of residential and neighboring environment. According to this picture analysis, the predicaments of this area was categorized into 4 types such as appearance-hygiene, narrowness-lack of residential functions, safety-privacy violation and stigma. This area ranging 1 km from north to south adjacent with Daejeon railway station was divided into 4 sections with different main problems. The follow-up survey for residents living in each section showed each section was different in work state, neighbor satisfaction, stigma and social exclusion. Finally, residential satisfaction was found to be the most important affecting factor on social exclusion. Based on these results, this study suggests government's housing policy on this area to be more enthusiastic and specific to cope with each problems of sections.

A Study on Community Development Practice for Children: Applying the Perspective of CCIs (아동중심의 지역사회개발 실천연구 -'포괄적 지역사회 계획(CCIs)'관점 적용-)

  • Applying the perspective of Comprehensive Community Initiatives (CCIs), this paper attempted to examine community development practice for children. Using focus group interviews, this qulitative research study collected data from six social workers in Guryonpo-village(fishing village) and Ganeong 1-dong village(city village), all of whom have experience in community development practice for children. The main results were as follows: First, it was found to be important to access the community in the initial stage of CCIs. Second, indigenization strategies were useful for the fishing community. Third, it was important to organize parents of children in poverty. Lastly, the community development practice was more successful in the fishing village than in the city village.
