Case Study for the Elderly Welfare Center for the Aging Society (고령화 사회를 위한 노인복지회관 사례 연구)

  • This study examines the services provided by the elderly welfare center in Korea, which have entered the aged society since 2017. And it suggests future direction of development. In order to present the direction of development, I surveyed three cases in Germany, Sweden, and Japan and conducted In-depth Interviews with 12 elderly people. According to the interviews and case studies, first, it is necessary to make people participate in many programs, secondly, it should be made that the welfare centers are not used only by elderly people, third, elderly people should be provided with program to participate in self, it is important. Currently, Welfare Centers are applying different programs in different regions, so it is a limitation of this study that I do not know how the program is going on. In future research, it is necessary to investigate cases in Korea and specific programs that can be applied to local characteristics and common without regional difference.

Ecotourism as Community Development Tool in Rural villages of Indonesia and Cambodia (동남아 농촌마을의 생태관광을 통한 지역사회 발전: 인도네시아와 캄보디아의 지역사회기반생태관광(CBET))

  • Tourism is a major sector of the national and regional economy in Southeast Asia endowed with rich natural environment and a variety of cultural and historical heritages. Tourism has been recognized as the industry without chimneys. However, as tourism sector is getting larger and being globally standardized, various problems such as environmental degradation as well as profits leakage from locals have been gradually aggravated. Against negative impacts from massive tourism various efforts have been tried and community-based ecotourism(CBET), seeking environmental conservation and community development at the same time, has emerged as a noteworthy alternative. By comparing the two cases of CBET in Indonesia and Cambodia, this paper aims to review the current status and future challenges of community development through ecotourism in Southeast Asia's rural villages. In the concrete, this paper analyses in-depth on case of JED(the village ecotourism network) in Bali, Indonesia and CBET project in Ramsar wetland reserves of Steung Treng province, Cambodia and founds out the possibility and main obstacles of community developmental strategy through CBET. Both cases have proven the positive outcomes in terms of environmental protection, local people's awareness improvement, and direct/indirect economic gain from CBET project. However, there are significant, but differentiated limitations in management capacities and stabilities of internal governance of two villages. Both villages are still in need of brisk networks with and assistance from the outside. In the conclusion part, this paper suggests CBET development program in Southeast Asia through Korea's social enterprises as one of the possible ODA programs(in tourism sector).

A Case Study on the Development of Environment Friendly Citrus Farming in Jeju - Focusing on Graduate Farms of Korea National College of Agriculture and Fisheries (제주 친환경 감귤 농업 발전을 위한 사례연구 - 한농대 졸업생 농가를 중심으로 -)

  • The purpose of this research is to find what difficulties the agricultural successors, the Korea National College of Agriculture and Fisheries (KNCAF) graduates, face with in implementing eco-friendly agriculture in Jeju, and what solutions they can be provided with. This research, a case study on the basis of open-ended survey questions, has 6 cases out of 8 graduates who have or had implemented eco-friendly citrus farming. In Jeju, 24 graduates have involved in citrus farming. According to the case study, only one case was environment-friendly farming method at the pesticide-free level, and the others at organic farming level. All the cases have tried to alter main crops or to diversify management for coping with global climate change and market-opening. On analyzing operating cost to gain product of merchantable quality, it revealed that the environment-friendly farming method needs much more managing efforts than the conventional farming does. But to the contrary, the materials cost in the environment-friendly farming method was lower than in the conventional farming method. In the total production and the price, the environment-friendly farming was 20~50% lower and 10~50% higher than the conventional farming, respectively. Difficulties which the graduates confronted with in implementing the environment-friendly agriculture are as below. Firstly, many of the difficulties have resulted from lack of the environment-friendly farming techniques, and the high cost of farm scale improvement due to high price of land and topographical features of Jeju. Secondly, the agricultural successors, the KNCAF graduates, have trouble in obtaining approval of their parents to changeover from the conventional farming to the environment-friendly farming. Lastly, there is no advisory organizations and experts for environment-friendly farming in the given area. For shift to the environment-friendly farming, followings are needed. Agricultural Technology & Extension center, with cooperation of leading farms in environment-friendly farming, should have a key role in offering education and consults on the environment-friendly farming techniques. Also, this organization should inform rapidly the research results to the farmers, and their feed-back should be involved in the next research. Therefore, it is suggested that the forum called 'Environment-friendly Organic Farming Forum in Jeju' tentatively is organized.

The Distributional Characteristics of Organic Farming in South Korea (한국의 유기농산물 생산의 지역적 분포 특성)

  • This paper has examined the origin of organic fanning, its development stages, its certification program, and its distributional characteristics in South Korea. Organic agriculture in South Korea originated in the late 1970s as several organic farmers' associations started to be formed. However, the certification of organic farm products, based upon the Codex guideline on organic produce as well as the FAO/WHO find standards, was not institutionalized with the year 2001. A majority of organic products are currently certified as farm products grown with low chemical input. Vegetables grown without any chemical input occupy the largest proportion of the certified produce, while fruits take the smallest. The average size of farms practicing organic agriculture is 0.88 hectare, smaller than the scale of conventional farms being 1.39 hectare. These organic farms are concentrated in Gyeonggi, Chungcheongbuk, and Jeju Province, where organic farmers' associations were first founded. The roles of those associations not only in developing and extending organic farming techniques but also in promoting organic agriculture to consumers were most critical in the regional development of organic farming. It would be desirable for local governments to promote organic farming in tandem with a whole environmental movement.

Characteristics of the Immigration Path and Residential Location of Korean Immigrants in London Metropolitan Area (런던지역 한인 이주민의 정착경로 및 주거입지 특성)

  • This paper aims at analyzing the characteristics of the immigration path, residential location, and housing ownership structure of Korean immigrants in London metropolitan area. The main results of this study are as follows. Firstly, factors influencing the initial residential location of Korean immigrants are situation of immigrants, immigration region, and help of prior Korean immigrants. Secondly, factors influencing the current residential location of Korean immigrants are income, ability of English, education at United Kingdom, and initial residential location. Thirdly, viewing the characteristics of the of housing ownership structure, migrants tend to reside their own housings while migration period go beyond 10 years and incomes exceed ${\pounds}$50,000. Forth, immigration path types of London Korean Immigrants are divided by ethnic enclave oriented type and mainstream society oriented type.

Urban Revitalization Policies of the Ruhr Area, Germany: Case Studies on the Cities of Oberhausen and Gelsenkirchen (독일 루르지역의 도시재생정책: 오버하우젠시와 겔젠키르헨시를 사례로)

  • The Ruhr area in the Northwestern Germany grew rapidly from the 1850s based on coal mining and iron and steel industries, playing a key role as an engine of industrial growth. Since the 1950s, however, the area has been experiencing a serious economic crisis as the traditional industries declined. The crisis was comprised of increasing unemployment and abandoned industrial lands and facilities. Oberhausen and Gelsenkirhen are typical cities of the Ruhr, characterized by such economic crisis. Oberhausen attempted to solve the problems by developing a large leisure town, composed of a sopping mall, restaurants, and other arts and cultural activities, on a former steel mill site. Gelsenkirhen, on the other hand, went on to promote renewable energy industries, business incubators, and energy-saving housing complexes. This paper analyses the processes and outcomes of urban revitalization policies of the two cities, based on the path dependence theory, and draws theoretical and policy implications.

  • 전력거래소는 전격계통 안정된 운영과 공정한 전력시장 운영을 주요 임무로 하며, 이를 위하여 전국의 80여개의 발전소와 600여개 변전소로부터 발전량, 전압, 조류, 자단기 상태정보 등 다양한 전력계통 자료를 취득하고 있다 전력거래소의 중앙급전소에는 이와 같은 계통자료 취득은 물론 발전량 제어기능을 수행하기 위한 에너지관리시스템(이하 EMS 라 한다)을 운영하고 있으며, 발,변전소에는 현장의 전력설비와 연결되어 계통자료를 취득하여 EMS로 전송하는 원격소장치 (이하 RTU 라한다)를 운영하고 있다. 자료취득 경로는 모든 발전소와 34skv급 이상의 변전소의 경우 EMS와 RTU가 직접 연결되어 자료를 취득하며 154Kv급 이하 변전소는 12개 지역급전소의 자료취득제어시스템(이하 SCADA라 한다)를 경유하여 자료를 취득하고 있다. 전력계통의 대형화와 복잡화에 따라 계통해석기능 자동발전제어기능에 의한 계류운영으로 정보기술에 대한 의존도가 증가하고 있으며, 변동비 반영시장의 개선운영에 따라 공정한 전력시장 운영과 안정된 전력계통 운영을 위해 전력계통 취득자료의 신뢰도가 요구되고 있다. 따라서 EMS를 비롯한 RTU, 통신망 등 전력계통 자료취득 설비의 운영실적을 분석하여 각 시스템별 고장 고장원인 고장유형 등을 고찰하므로써 시스템 성능개선을 위한 설비투자와 운영개선에 반영하고자 한다.

  • The Lifelong Learning City Project whose aim is to encourage regional innovation and development by the Ministry of Education & HRD. As of in 2006, there are 57 Lifelong Learning Cities which are providing its citizens with various lifelong learning programs since the project got started in 2001. The Lifelong Learning City Project has been increasing across the nation since it has been regarded as a key strategy for the sustainable reg ional development. Accordingly, there has been a lot of discussion on how to develop the project qualitatively as well as quantitatively. In this context, this study aims to draw policy implications of the Cyber Network System for the lifelong learning cities. With this context, this paper suggests to set up the Cyber Network System as the developmental strategy of learning cities and intends to search how to structure the Cyber network System. For this purpose, we survey the learners' needs and suggest the directions for the further Cyber network System of the Learning Cities.
