The Transformation of Automotive Production Systems and Evolving Regional Governances: A Comparison of Stuttgart and Turin (자동차산업의 생산방식의 변동과 지역 거버넌스의 차별적 전개: 슈투트가르트와 토리노의 사례 비교)

  • This paper have examined how industrial restructuring had been undertaken in response to economic crises in both Stuttgart, the hometown of the German automaker Daimler-Benz and Turin, that of the Italian automaker Fiat, in terms of changes in regional governances. Based upon this comparison, their micro dynamics have been examined that the transformation of automotive production systems from vertical integration to vertical disintegration had produced different regional development paths. It is argued that the recent transformation of auto production systems does not lead to a global convergence, but it reveals a local divergence based upon its locally embedded heritages, which is closely related to regional governances among the economic agents in question.

The Evaluation on the Governance of Andong International Mask Dance Festival (안동국제탈춤페스티벌의 거버넌스 특성과 평가)

  • This paper evaluates the governance of the Andong International Mask Dance Festival. The evaluation focuses on mutual cross-assessment of agents engaging in governance relating to four elements: social justification, reliability, professionalism and transparency. Governance based on co-operative partnership was the essential factor leading to the mask festival's success. Governance of the Andong International Mask Dance Festival in 2011 was privately initiated governance having horizontal and open partnership among festival specialists, civil society organizations, regional business organizations, volunteers and local government, with the Andong Festival Tourism Foundation as the central figure. Three of governance elements were successfully carried through; the exception was transparency. The agents who gave more positive evaluations were those who played leading roles in planning and conducting events, as well as in assessing those events. The reasons for positively assessing the elements are the significance of the festival and the guarantee of agents' participation in social justification; the ability of agents, as well as cognitional and institutional trust in reliability; expert knowledge, capacity to suggest alternatives and duality of business in professionalism; and effective communication, the guarantee of opening of information and information sharing in transparency. To improve the effectiveness of governance, the system for allowing passive agents to contribute usefully should be strengthened. Mutual communication and sharing of information among agents, as well as between agents and residents, also should be more strongly reinforced.

Promotion Strategies for Daegu-Kyungbuk Mobile Cluster: Searching for Alternative Regional Innovation Governance (대구.경북 모바일 클러스터 육성전략: 지역혁신 거버넌스의 대안 모색)

  • This research aims to examine Korean regional innovation governance, find structural problems, and explore alternative strategies of regional innovation governance. Especially the alternative governance was searched through the case study of Daegu-Kyungbuk mobile cluster, of which formulation Samsung is the anchor institution. Regional innovation governance in this research is defined as a policy system to link knowledge generation & diffusion subsystem and knowledge application & exploitation subsystem, and institutional conditions to steer the system. "Social Capital Assessment Tool (SOCAT)" of the World Bank was utilized for the appreciation of cluster governance. The regional innovation governance of Daegu-Kyungbuk mobile cluster is characterized as production networks dominated by one-to-one relationship between Samsung and hardware/software developers, decentralized R&D networks and policy networks with multiple hubs. Major policy agents have not developed networks with local companies, and rare are interactions between the policy agents. Local companies, especially software developers, responded they have had experiences to cooperate for local problem solving and shared their community goal, however, the degree of trust in major local project leaders is not high. Local hardware/software developers with core technologies need to be cooperative to develop similar technologies or products in Daegu-Kyungbuk mobile cluster. Regional administrative actors, such as the City of Daegu and Kyungsangbuk-do, and diverse innovation-related institutes should build cooperative environment where diverse project-based cooperation units are incessantly created, taken apart, and recreated.

Governance of Regional Innovation Policies of the Lorraine Region in France (프랑스 로렌지역 지역혁신정책상의 거버넌스 구조: 혁신주체간 협력관계를 중심으로)

  • The Lorraine region of France is one of the regions in the core of Europe that suffered most from the decline of its traditional industries. Since the 1970s, various levels of governments have attempted to solve the economic and social problems originating from de-industrialization with policies of regional innovation, e.g., establishing technopole, the creation of the technology transfer network, the launch of the RTP project, and business incubators to promote start-ups, technology transfers, and networks between governments, businesses, universities, public research institutes, and the public. In this context, this paper attempts to analyse governance of regional innovation policies of the Lorraine region, based on an analytical framework developed by a groups of researchers, i.e.. Bae et at (2006). The paper concludes that the roles of governments are important in creating and implementing regional innovation policies of the Lorraine region; the policies heavily rely on the R&D capacity of universities and public research institutes; and various levels of governments have different roles to play.

  • Community recently pays attention to participation, network, and partnership of local residents and community stakeholders for the purpose of solving community problems and issues. This is the typical characteristics of local governance as an institutional setting to solve the problems which communities face with. The aim of this study is to attempt an analysis of local governance from the perspective of community welfare. To do that, it especially focuses on 'Gwangju Greenway' as a case. Participation of and communications among local residents strengthen their community's capabilities to deal with problems and seek better solutions. Above all, networking and cooperation between local government and local residents are required to improve the quality of local residents' participation at the process of planning and policy-making in the area of community welfare. 'Gwangju Greenway' is a good example of community welfare in that local residents actively seek to solve their own problems and realize common good within their local community through the improvement of social interaction and solidarity among local residents, thus resulting in good quality of life.

  • The Ruhr region used to be a large industrial area, working as an engine of economic growth of the Germany. However, the region has been suffering from economic and social problems originating from de-industrialization. Since the 1970s, various levels of governments have attempted to solve the problems with policies of regional innovation, e.g., establishing technology parks, competence centers, and business incubators to promote start-ups, technology transfers, and networks between governments, businesses, universities, public research institutes, and the public.   • The purpose of this study is to suggest the strategies of building disaster resistant communities to overcome communities destruction and vulnerability caused by the Hebei Spirit oil spill accident in Taean on December 7th, 2007. For accomplishing the purpose, we drew problems of approach based on context of community, governance strategy, and community-based approach. And based on the results of this analysis, suggestions were made as follows for building disaster resistant communities. First, when Hebei Spirit oil spill accident occurred we have been short of regional study and unreality of regional safety plan. For overcoming this points, we have need of activation of regional study and establishment of regional safety plan based on the bottom-up approach. Second, while the spill has brought a milestone activation of volunteer, we have not still efficient disaster management based on governance. So we have to establish network-governance to cooperate with government-business-private sector for efficient disaster management. Third, we argue that it is important to build social capital such as social networks, social contacts for community-based disaster resistant communities.

  • 기후변화로 인하여 발생하는 자연재해는 수많은 인명 및 재산 피해를 일으키며, 그 중에서도 가뭄은 물과 식량의 안보를 위협하고 있다. 이에 OECD(2015)는 미래의 세계 인구 40%가 2050년까지 물이 부족한 강 유역에서 살 것이라 예측하고 있으며, 물의 다층적 거버넌스를 개발하여 물을 효과적으로 사용하기 위한 상향식 의사결정, 통합물관리 체제의 개념을 제시하기도 하였다. 우리나라 역시 가뭄으로 인한 피해발생이 빈번하고, 그 강도나 범위가 점차 증가하는 추세이다. 하지만 2000년부터 한국농어촌공사(출범은 '농업기반공사')가 농업용수를 관리해오고 있으며, 농업용 수리시설의 증축, 관리 등이 공적인 관리쳬계로 변화해오면서 자연스럽게 농업인의 물관리는 배제되었다. 또한, 농업용수는 무상·무제한 공공재라는 인식과 농업인 평균 연령이 높아짐에 따라 농업인의 물꼬관리 및 수로 훼손, 무단취수 행위 등에 대한 제제가 불가능한 실정이다. 본 연구에서 최근 농식품부의 「2019년 정부가뭄종합대책」에 포함되어 있는 물절약 거버넌스 구축 및 운영 내용을 바탕으로 농업용수 관리 및 사용구조를 고려하여 두 개 지역의 농어촌공사(여주이천지사, 경주지사) 주도 하에 거버넌스를 간담회 형식으로 운영하였다. 농업용수 물절약 거번넌스 이해관계자들은 각 지역별 공기업, 공무원, 농업인, 언론인, 학계 전문가 등이 참가하였으며, 거버넌스 운영 2회 및 설문조사를 실시하였다. 그 결과 각 이해관계자들은 농업용수 절약을 위한 현재 문제점 및 해결방안 등에 대한 의견을 제시하였으며, 설문조사를 통하여 농어촌공사의 신뢰도 및 중요도가 가장 높고, 높은 중요도에 비하여 농업인 및 지자체 등은 신뢰도가 낮은 것을 확인 할 수 있었다. 이러한 결과는 농업인이 농업용수에 대한 주인의식을 가지고, 적극적이고 자발적인 참여가 필요하다는 것을 보여주고 있으며, 본 연구를 통하여 이루어진 간담회 형식의 거버넌스보다 운영효과 및 지속성을 유지할 수 있는 형태의 거버넌스가 연구되어야한다. 향후 농촌형물 거버넌스 모형이 개발되기 위하여 본 연구는 기초자료로 활용할 수 있다.

An Exploratory Study on the Care Farm Governance: Focusing on the Netherlands and Belgium Cases (케어팜 거버넌스에 대한 탐색적 연구: 네덜란드와 벨기에 사례를 중심으로)

  • Recently, there has been growing social interest in the use of care farms as part of therapy for neurological or mental patients and regional innovation for rural areas. Care farm, which combines the health treatment and rural innovation perspectives, is important to establish a proper governance system for mutual collaboration with various stakeholders. However, there is still a lack of research on this. Therefore, this study designed the care farm governance framework and comparatively analyzed the governance between Netherlands paradise care farm and Belgium blue farm, which are major successful care farm cases. The results showed different governance system between Netherlands and Belgium care farm in terms of institutional and financial support, regional characteristics, structure, operation, and strategy. In Netherlands, as the central government-initiated therapy-centric, care farm governance is concentrated in treatment of patient mainly supported by Ministry of Health, Welfare and Sports under the law on social support. Whereas, in Belgium, as local government-initiated agriculture-centric, care farm governance is mainly focused to lead voluntary participation of agricultural cooperatives and medical institutions in regional area. This study provides a theoretical foundation of governance type and system for the care farm research and suggests guidelines of care farm governance for the governments like South Korea consider activating care farm.

A study on Korean Climate Change Governance in Mass Media : Focused on Daily Newspapers (우리나라 언론에 나타난 기후변화 거버넌스 연구 : 일간지를 중심으로)

  • Climate change is tough global issue with human being to tackle in cooperative manners, because climate change affects globally and has long-term detrimental impacts. To get a clue to this intricate problem, vertical governance (global, regional, national, and local) with horizontal governance should be well orchestrated. In this research, we analyzed about 24,000 articles in Korean daily newspapers from 1990 to 2018 to find out vertical and horizontal governance characters of Korean climate change. The result showed that Korean government followed the global issues but lacks relations with neighbor countries. and found a little actions in local government. In horizontal governance aspect, Korean government approached the climate change as a tool for economic development and lead the issues without communication with other two player which are market and civil society. We proposed to use market mechanism to facilitate the participation and Climate Change Framework Act to setup the mechanism for cooperation.
