  • 본 연구는 대전 3, 4 공단 지역을 대상으로 발암 금속 6종(As Be, Cd, Cr, Ni, 및 Pb)을 포함한 15종의 독성 금속을 선정하여 3, 4 공단과 주변 지역내 5개 지점에서 유도결합 플라스마 분광법(ICP-MS)을 이용하여 계절별 3회씩 1년간 분석하고 이 농도 자료에 근거하여 위해도 평가를 하고자 한다 대전 3. 4공단 지역은 110여개의 생산업체가 밀집되어 있는 지역으로 대전 1, 2 공단 지역과 더불어 대전시내 대기중 독성 금속의 오염이 가장 심하리라 예상되는 지역이다.(중략)

Effectiveness Enhancement Measures for Local Government Environmental Impact Assessment (EIA) by Improving Small-scale EIA Institution (소규모 환경영향평가 제도개선을 통한 지자체 환경영향평가 효과성 증진방안)

  • In the Republic of Korea, the target project scope of the small-scale EIA is stipulated as the plan area above around 5,000~60,000m2 depending on a type of project and classification of land use. Whereas, the lower limit of the corresponding local government EIA project is generally located above the small-scale EIA's limits, and overlapping ranges exist. This situation has been enlarged since road construction and district unit planning were included as the target projects for small-scale EIA in the "Enforcement Decree of the Environmental Impact Assessment Act", which was partially revised in November 2016, and the current consultation system needed discussion in that small-scale EIA is allowed to be done without gathering review opinions at the local level. In fact, projects subjected to local government EIA but consulted as small-scale EIAs may seem insignificant because of a small number of total cases; however, it is worth paying attention to the fact that a local government may not add a target project due to the small-scale EIA. This study suggested the three policy measures for improving small-scale EIA to enhance the effectiveness of local government EIA: supplementing the institutional arrangements to incorporate the review opinion from the local region in small-scale EIA, giving priority to local EIA for conducing the projects in overlapping ranges with partial amendments on EIA law regarding exceptions to local government EIA, including small target projects (not to be small-scale EIA targets) to the ordinance that are deemed necessary to be conducted as local government EIA. Even though a positive function of small-scale EIA has been confirmed, efforts should be made to improve the situation in which many projects within local governments are consulted without review from the region.

Application of ECVAM as a Indicator for Monitoring National Environment in Korea (국토환경 모니터링 지표로서의 국토환경성평가지도 활용방안)

  • Objectives of the Korean Environmental Conservation Value Assessment Map (ECVAM) is to evaluate environmental value used in comprehensive environmental information in order to encourage eco-friendly land use and management. The first research was conducted in 2001 to establish the evaluation items and the criteria of the ECVAM, and the first nationwide map was established in the period of 2003 to 2005. The maps are updated annually to reflect environmental changes of land. The evaluation items and the criteria have been modified based on feasibility studies to improve the accuracy of the maps. This study re-evaluated the ECVAMs from 2005 to 2010 with criteria used in current environment and analyzed the changes in the area of the maps in 6 years. This is also an investigation on the maps whether they are appropriate as an index for sustainable environmental monitoring. The result shows that the 1st grade level of the ECVAM area with the highest conservation value had been expanding since 2005. These changes were analyzed in terms of updating the 4th Forest Map (2008) produced once every 10 years, reflecting the new legal protected areas such as Baekdudaegan Protected Area(2010), and the environmental/ecological assessment items such as the National Ecological Network (2009). This mean the ECVAM are a monitoring index that integrates individual environmental indexes including the increase of forest age and diameter due to sustainable management of forest areas, and the change of conservation areas. Therefore, ECVAM can be used as a new index integrating national environmental indicators for monitoring changes of national environment and policy. In order to utilize the ECVAM, improving accuracy and reducing renewal cycle time of thematic maps are required.

  • 본 연구는 농업지역의 가뭄 발생에 대하여 활용되는 관정의 효율적 관리를 목표로 우선관리가 필요한 취약지역을 선정하는 방안을 수립하였다. 특히 한국에서는 논 위주의 농업 생산기반정비가 진행되어 왔으나 최근 경제성장과 소득증대에 따른 농산물 소비 구조의 변화로 다양한 밭 작물경작이 증가하여 밭 관개시설물에 대한 정비가 요구되고 있다. 따라서 가뭄 대응을 위한 밭작물의 용수공급 시설물인 관정에 대한 취약성 평가를 통하여 관리의 목표와 우선관리 지역의 선정이 필요하다. 가뭄에 대한 관정 취약성 평가는 최근 널리 사용되는 다기준의사결정 기법인 TOPSIS를 적용하였으며, 한국 전역 158개의 시, 군을 평가대상으로 한다. 평가 인자는 관정능력 및 효율에 긍정적 영향을 주는 강수량, 지하수위, 관정 당 양수량과 부정적 영향을 주는 경지면적, 연속무강우일수, 민간관정 비율을 선정하였다. 평가결과로부터 관정 당 양수량과 상수도 보급율이 관정 효율 취약성 평가를 통한 우선 관리 순위선정에 주요한 영향을 주는 것으로 분석되었다.

  • 수도권에 용수를 공급하는 팔당유역은 경제, 사회, 환경적으로 매우 중요한 공공의 자산이며, 이러한 자산을 누리는 데에 이어 국민 모두가 공평한 혜택을 받을 필요가 있다. 수량과 수질의 만족도는 곧 지역민들의 복지이며, 복지는 삶의 질을 높여주는 것을 의미한다. 팔당유역에서는 인간의 개발행위로 인해 하천과 생태계의 지속적인 훼손과 방치가 발생하며, 팔당유역에 대한 수도권과 지역주민들의 사회적, 문화적 요구가 증가함에 따라 수자원의 안정적인 확보와 하천의 자연성 회복을 위해 유역 건전성 평가가 필요하다. 따라서 본 연구에서는 팔당유역 수량과 수질의 평가지표에 대한 과거 10년 동안의 기초자료를 수집하여 SPSS를 통해 통계분석을 실시하였다. 통계분석을 통해 도출된 결과를 이용해 가중치를 산정한 후 각 하천에 대한 유역 건전성 지수산정과 등급평가를 하여 표준유역 규모의 하천 변화 정도에 대한 상세평가를 통해 지역별 현황을 쉽게 파악할 수 있도록 하였다. 수량에 대한 기초자료는 TANK모형을 통해 자연유출량을 산정 후 관측유량과의 차이를 이용하여 산출하였으며, 수질에 대한 기초자료는 물환경정보시스템을 통해 수집하였다. 기초자료를 기반으로 왜곡된 자료의 정규성 확보 및 표준화를 수행하고, SPSS 프로그램을 이용하여 요인분석을 실시한 후 적합성 검토를 통해 최종지표를 산정하였다. 산정된 지표를 주성분 분석에 의한 가중치, 엔트로피에 의한 가중치를 산정하여 비교 후 최종 가중치를 선정하였다. 유역 건전성의 최종평가를 위해 가중치와 지표를 이용하여 지수산정 및 등급화를 실시하였다. 유역 건전성의 등급화를 통해 연도별 하천환경의 변화를 모니터링 함으로써 하천의 가치 보전과 개발에 따른 영향을 최소화할 수 있으며, 하천기본계획 수립 시 기초정보로 이용될 수 있을 것이다.

Utilization of Noise Map in the Stage of Environmental Assessment on Development Project (개발계획 환경평가 단계에서의 소음지도 활용방안)

  • This study presents plans to prevent environmental noise by using noise maps when establishing development projects and targets strategic environment assessments for urban master plans and environmental impact assessment for urban development projects. Strategic environment assessments for urban master plans include the examination of plan validity and location appropriateness in consideration of the effect of environmental noise by comparing development plans with noise maps, and the establishment of long-term measures through comprehensive assessment of present noise conditions and noise effects from development plans. Environmental impact assessments for urban development projects propose enforcement plans, including analysis of present noise conditions around development areas, overall evaluation of present noise conditions and the noise effect from development projects, and selection of optimal measures by comparing noise maps with various alternatives.

Evaluation of Farm Lands located in Urban Area and Industrial Complex using Insect Diversity Indices (곤충 다양성 지수를 이용한 도시 및 공단지역 농경지 환경평가)

  • To evaluate environment of farm lands using indicator insects and evaluation indices, the insect abundance of which is one of the major criteria for the evaluation of agricultural environment of farm land in urban areas and industrial complex, three sites (Ansan, Daesan, Suncheon) were designated and monitored from 2004 to 2006. The flora of agricultural land was more than urban areas and industrial complex of that in three sites. Soil, water and air pollution of urban areas and industrial complex were more serious than those of agricultural land in three sites. Overall population of insects were high from June to August in the surveyed three sites. Collected insects in agricultural land were 12 order, 106 family and 166 species, those in urban areas were 11 order, 102 family and 148 species, and in industrial complex were 11 order, 100 family and 152 species. Species and population belonging to Coleoptera was dominant in the surveyed sites. The insect diversity indices of farm land were 2.36 in agricultural land, 1.92 urban areas and industrial complex. And agricultural environment of agricultural land was good, urban areas was common and industrial complex was poor. Based on the major criteria of evaluation items, the criteria were selected as diversity index over 2.1, insect indicator Pheropsophus javanus in agricultural land, diversity index 1.5-2.0, insect indicator Nephotettix cincticeps in urban areas, diversity index below 1.5, insect indicator Pagria signata in industrial complex.
