This article intends to explore both progress and problems in local library policies of South Korea, with emphasis on public libraries. Special concerns are given to analyze the strength and weakness of local library regulations and implementation plans, prepared for the promotion of local public libraries. Also investigated are the structural problems in both current procedures and systems for library policy making. The final discussion includes the customized solutions to make local library policies be healthy and reliable, as well as the analysis on the indigenous factors to make local library policies be weak and defective.

Since 2008 the administration of the President Lee Myung-bak is pursuing a new regional policy which differentiates from that of the last administration. It focuses on the maximizing the growth potential of the national territory and suggests the three-tiered regional development system. The paper aims to review the main contents and characteristics of the macro-economic region policy as a representative strategy in a new regional development policy and examine its achievements and the future tasks. Although it is limited to evaluate the accomplishments of the macro-economic region policy due to the short period of time (3 years), it has been successfully recognized that it would be more competitive if regional governments are supporting and connecting each other with neighboring regional governments. In addition, investments to each macro-economic region continue vigorously as planned. In order for the policy to be more successful in the future, however, it is necessary to substantially expand the development project, to systematically construct the governance structure, and to effectively process the industrial plans.

To respond to local extinction, South Korea, under the leadership of the Ministry of the Interior and Safety, identified depopulated areas in 2021 and launched the Local Extinction Response Fund in 2022. However, due to its early stage of implementation, analyzing the characteristics and changes of policy response to local extinction at the central government level remains a challenge. In contrast, Japan, facing similar issues of local extinction as South Korea, has established a robust central government-led response system based on the Regional Revitalization Act and the Comprehensive Strategy and Basic Policy on Community-Population-Job Creation. Hence, this study examines Japan's policy responses to local extinction by analyzing the first and second periods of the Comprehensive Strategy and Basic Policy on Community-Population-Job Creation. For the analysis, topic modeling was employed to enhance text analysis efficiency and accuracy, complemented by expert interviews for validation. The results revealed that the first-period strategy's topics encompassed economy and society, start-up, local government, living condition, service, and industry. Meanwhile, the second-period strategy's topics included resource, the New Normal, woman, digital transformation, industry, region, public-private partnership, and population. The analysis highlights that the policy target, policy direction, and environmental change significantly influenced these policy shifts.

충북지역은 호남지역 다음으로 오리산업이 발전한 지역 중 한 곳이다. 특히 주원산오리를 비롯한 오리계열업체를 중심으로 오리고기 유통업도 활발한 곳이다. 그러나 최근 오리농가 사육제한 실시로 충북지역 오리농가가 50%이상 줄어들면서 오리생산 기반이 약화될 수 있다는 우려를 낳고 있다. 충북지역의 오리산업 재 부흥을 위해 정책을 마련하고 오리산업 활성화를 위해 정책의 소통창구가 되겠다는 경대수 의원을 직접 만나봤다.

The Korean miracle of economic growth or development has been quite well known across the world up to now, while being subject to theorization of its model. Compared with this, however, it is quite surprising to see how little about the spatial aspect of Korean development has been exposed in the field of development studies. In fact, for Korea, competent regional policy has turned out to be an important success factor for the spatial upgrading of a low-tech growth regime into a hi-tech one. This paper dissects Korea's regional policy experiences in three aspects from which it draws up a three-tier lesson. The first aspect is the conventional (overall) regional spatial upgrading policy of a developmental regime put in place since the 1960s onwards. The second is the new regional policy tailored to the regionalization of technological and industrial diffusion for new knowledge-based economy. The third is the prospective regional policy for the future advancement of the Korean economy.

The aim of this article is to introduce articles of the special issue on 'Revitalization Conditions on Crisis on Industrial Regions: Experience from Europe and the Republic of Korea, and to explore policy alternatives to crisis on industrial regions on the basis of policy diagnoses and prescriptions. In the existing research, diagnoses of such Korean regions are quantitatively focused upon industry, employment, plant, consumption, investment, real estate, and labour market, and are qualitatively based upon external environment and functional, structural and spatial characteristics. Prescriptions of such regions emphasize the establishment of a law and an institutional fix, financial supports, jobs' creation, industrial diversification, the intensification of urban foundation throughout the urban revitalizaion. In the policy development for these regions, it is required to link the industrial sector to social, educational, political and welfare sectors, and furthermore the collaboration of inter- and intra-ministry and the active participation of provincial and local governments are needed.

본 연구는 최근 인구학에서 공간적 접근을 시도하는 논의들이 활발해지는 경향과 함께 지역 적합적 저출산 대응정책의 필요성의 대두라는 정책적 수요에 부합하고자 자녀출산계획에 있어 지역의 공간적 효과가 미치는 효과를 분석하였다. 또한, 기혼여성의 연령, 출산한 자녀의 수가 자녀를 출산할 계획을 가질 확률에 대한 비선형적 효과를 실증적으로 분석하였다. 다층모형과 같이 최근 지역연구에서 이용되고 있는 실증분석방법들의 한계점을 살펴보고, 그 대안으로 Geo-Additive Model을 적용하였다. 동 방법론은 한 모형 내에서 공간의 구조적 효과와 비구조적 효과, 연속형 변인의 비선형효과 등을 동시에 추정할 수 있다. 이를 위한 분석자료로 통계청의 2005년도 인구주택총조사의 마이크로데이터 중 2% B형 자료를 이용하였다. 분석결과 기혼여성이 자녀를 출산할 계획을 가질 확률에 기혼여성의 연령과 출산한 자녀의 수는 비선형적 효과를 주었으며, 특히 각 개인들은 현재의 출산 상태에서 자녀 한명을 추가로 출산하는 것이 동일한 부담으로 작용하지 않음을 알 수 있었다. 이를 통해 기혼여성들의 첫출산 시점이 결혼연령에 따라 차이가 있고 결혼코호트에 따라 다르더라도 첫출산 자체가 여전히 보편적인 현상이라는 가정을 받아들인다면, 출산율 제고를 위한 정책의 대상은 첫째아를 이미 출산한 여성들이 되어야 할 것으로 보인다. 또한, 자녀를 출산할 계획을 가질 확률에 지역의 구조적 공간효과가 유의미한 영향을 주는 것으로 분석되었다. 지역별 합계출산율의 공간 자기상관분석 결과와 비교해 본 결과 출산계획의 구조적 공간효과가 양의 효과를 미치는 지역에서는 실제 출산행위인 합계출산율도 높지만, 구조적 공간효과가 부적인 효과를 가지고 있는 지역에서는 합계출산율도 낮게 나타남을 알 수 있었다. 따라서 각 지방자치단체에서는 지자체들의 정책수요나 자원 및 재정의 부담능력 등 지역별 차이를 고려하지 않은 일률적인 정책의 추진을 지양하고, 지역 특수성을 고려하여 지역에 적합한 출산정책을 추진해야 할 것이다.

Traditional quantitative approaches to comparative social policy research in welfare state have mostly focused on cross-national variations in social policy. More recently, they have attempted to account for disparities in the local provision of social policy. However, heavily relying on traditional theories of welfare state development (e.g., industrialism theory, power resource approach, and state-centric thesis), most of them seem to have explained the local variation from a central or national perspective, thereby completely ignoring the local perspective. Furthermore, their theoretical bases have been exclusively derived from the social context of post-war era. In tackling these issues, this study aims at localizing and updating the theoretical framework of local welfare policy in the post-industrial age. The framework provided in this study calls for a shift in the theoretical perspective towards more local and new approaches (e.g., new social risks, new public management and intergovernmental relations).

본 연구는 특허청의 지식재산스타기업 육성 정책을 통하여 발굴 선정된 지역의 지식재산스타기업을 대상으로 지식재산활동이 기업의 경영성과에 긍정적인 영향을 미치는가를 분석하는데 목적이 있다. 이 목적을 달성하기 위하여 2009~2011년 지식재산스타 기업으로 선정된 16개 지역의 383개 기업에 대하여 정책을 지원한 전년도와 당해 년도의 지식재산활동 및 경영성과를 분석하여 지식재산스타기업 육성 정책의 필요성을 기업에 확산시키고, 더불어 지식재산 지원정책의 활성화 방안을 제시하고자 한다. 특허청은 2006년부터 지역 중소기업의 견실한 성장을 위하여 지식재산권 중심의 기술경쟁력을 강화하여 독점적 지위 확보와 새로운 시장 개척(First-mover)의 기반을 확충할 수 있는 방안으로 성장 잠재력과 기술력을 가진 지역의 유망 중소기업을 발굴하여 3년간 지식재산컨설팅 및 특허 디자인 브랜드 등에 대한 맞춤형 종합지원을 제공하여 지역의 대표기업으로 성장시키는 "지식재산스타기업 육성 정책"을 시행하고 있다. 이와 같은 지식재산스타기업 육성 정책 지원을 통한 기업의 지식재산활동 중 지식재산 출원건수와 지식재산 전담인력수가 기업의 경영성과에 긍정적인 영향을 미칠것이라는 가설을 실증분석한 결과, 기업의 지식재산 전담인력이 많은 기업들이 경영성과에 긍정적인 영향(매출액 증가)을 주는 것으로 나타났다. 따라서, 본 연구결과에서는 중소기업에서는 체계적인 지식재산경영을 위한 전담인력 확충 등 노력이 요구되며, 정부 및 관련기관에서는 지역의 대표적인 강소기업 육성을 위하여 기업의 지식재산 경쟁력을 강화할 수 있는 "중소기업의 지식재산 전담인력 양성 프로그램"을 확대하고 지식재산 전담인력 확충에 필요한 지원 정책의 필요성을 시사하고 있다. 본 연구 이후에는 지식재산스타기업의 연구개발(R&D) 투자와 수출역량 등 연구표본의 다양화를 통하여 중소기업의 지식재산경영 실태를 분석함으로써 지식재산 기반의 '글로벌 강소기업 육성 정책'을 수립하는데 실질적인 방안을 제시할 수 있는 연구과제가 실행될 수 있을 것이다.

Recognizing the contemporary critical situation of local newspapers in Korea, the present study purposed to consider plans to overcome such a crisis from various aspects and examine the possibility to implement the plans. Specific research question was plans to promote local newspapers on political and legislative dimension. The result of this study proved that the issue of activating local press must be discussed basically in conjunction with the implications and functions of power decentralization. This study also considered the opinion that so-called structural problems, which cannot be tackled by local newspaper, must be intervened in by the government on the dimension of promoting local newspapers politically and legislatively. In particular, the meaning of this study lies in that it was focused on supporting methods to prepare a bill for the special law of local newspaper promotion support, and proposed specific and practical plans.
