지역정보화는 지역개발을 위한 새로운 패러다임으로서 인간축의 견인력(Demand Pull)을 성숙시켜 기술축 주도(Technology Push)와의 조화 속에 진행되는 일련의 변화과정이다. 그러나 변화는 반드시 저항을 수반하게 된다. 모든 정보화 사업이 그러하듯 지역정보화 역시 그 과정에서 발생하게 될 저항을 어떻게 관리하느냐에 따라 성패가 좌우된다 해도 과언이 아니다. 본 소고에서는 지역정보화를 추진하는 과정에서 우리가 당면하게 될 저항 및 집단간 갈등의 근원과 유형, 그리고 이러한 저항 및 갈등을 최소화하고 나아가 긍정적인 수용환경을 조성하기 위한 대안으로서 변화대리인(Change Agent)의 필요성과 활용방안을 변화관리(Change Management) 차원에서 논의한다.

지역별 또는 구역별 어업관리(Area-based management of Fisheries)는 해당 지역 또는 구역에 특수한 생태환경 및 지역관련 정보를 고려할 수 있는 순응적(adaptive) 관리제도로써 이에 대한 연구와 관심이 고조되고 있다. 각 지역 및 구역에 대한 총허용가능어획량(TAC)의 전통적인 할당은 각 지역 및 구역별 양륙양의 역사적 자료에 의존해왔다. 이러한 총허용가능어획량의 할당은 중앙집권적이고 해당 지역에서의 어획에 대한 어떠한 유연성을 제공하지 못하고 있다. 하지만 특정 지역 및 구역을 관리하는 법적 실체(legal entity)인 가상자원단위(Virtual Population Units: VPU)를 이용한 어업관리 하에서는 어획에 대한 유연성과 할당된 자원에 대해 상당한 자율성을 가지고 있다. 본 논문은 가상자원단위가 어떻게 지역 및 구역별 어업관리에 적용될 수 있는지를 보여준다.

최근 정보기술의 가속적인 발전과 인터넷의 급속한 보급으로 인하여 우리는 다양하고 방대한 양의 지역정보를 접하고 이용하고 있다. 그러나 지역개발사업을 추진하는데 있어서 계획수립이 차지하는 중요성이 매우 큼에도 불구하고 지역을 대표하는 객관적이고 유용한 정보를 찾아내어 지역개발계획수립에 활용하는 예는 거의 없었다. 이에 여러 곳에 산재되어있는 지역정보들을 통합하여 관리하고 이러한 대량의 지역 데이터들로부터 지역을 특징지을 수 있는 보다 현실적이고 유용한 정보를 추출하거나 생성하여 지역정보 분석에 활용하는 방법이 필요하게 되었다. 본 논문에서는 지역개발계획을 수립하는데 있어서 방대한 양의 데이터로부터 유용한 정보를 추출하고 발견하는 지식발견(KDD : Knowledge Discovery in Database)(1) 프로세서의 전체과정에 지역개발계획 수립 목적에 맞추어 지역개발이론에 기초한 지역정보 분석과정을 삽입함으로써 보다 합리적이고 현실적인 지역개발계획이 수립되도록 지원할 수 있는 프로세서를 설계한다.

오늘날의 지역축제는 역사적, 문화적, 지역적 특징을 기반으로 하여 기획된 다양한 축제가 지방 곳곳에서 개최되고 있다. 이에 따라 각 지방자치단체들은 지역경쟁력을 강화하고 활성화하기 위한 방안으로 지역축제를 적극 활용하고 있다. 우리나라의 지역축제 중에도 그 지역의 문화컨텐츠와 상관없이 획일화된 축제내용과 진행, 홍보 노력의 부족 등으로 축제의 가치를 발휘하지 못하고 있는 실정이다. 본 논문에서는 오늘날 대부분의 축제 예매 관리시스템이 현장예매와 인터넷으로만 이루어지고 있는 단점을 보완하여 지방자치단체나 백화점, 대형마트 등에서도 홍보 및 예매를 할 수 있도록 지능형 예매 시스템을 구현하기 위한 요구분석 내용을 기술한다.

In this study, the first purpose is implementation of Regional Environmental Management System that is applied to the determination and limitation, execution of urban planning using Geographic Information System and the regional environmental problems in Sungnam are analyzed and presented. Also, the class of earth surface needed in the case of development of residing environment management model is determined using land utilization, the relationship of traffic and environment and the technique of residing environment analysis and assessment using regional environmental information is considered.

This study empirically investigated some problems with the criteria for subdividing the management zone in a rural area through a case study of Cheongsong-gun, Gyeongbuk and provided some suggestions for their improvement. To do this, the subdivision criteria in the guideline for developing urban management planning were firstly compared with those of Cheongsong-gun. Next, geographic information system(GIS) was used to do the cross-check analysis between the results from land suitability assessment and those from the subdivision in the management zone and to grasp the spatial relationships of a zone with its neighboring zones by analyzing the zoning inventory and comparing the areas. Finally, map analysis and field survey were conducted to examine the relevance to the actual situation of land use and focus interviews were done to analyze the civil complaint cases resulted from the subdivision in the management zone. This study found out three major categories of problems with the criteria for subdividing the management zone in Cheongsong-gun: the incomplete formalization of zoning, the inadequate decision criteria on the availability of land for development, and the biased consulting of the departments concerned. Some suggestions for their improvement were then provided in this study. The empirical results from this study can be used as the preliminary information for suggesting the right direction of the subdivision in the management zone within the rural areas in the near future.

The research on the health promotion effect of the elderly through the health care service has been going on for a long time, but there is insufficient research to grasp the needs of elderly people in order to effectively provide health care services. In order to solve these problems, this study suggested the direction of health care service for elderly people by analyzing regional characteristics and demand among rural areas. To this end, the direction of improvement of customized healthcare service model was suggested through the analysis of the health - related program utilization status, health management method, health care service type, and contents demand of the elderly by urban area and rural area.

다중 지역 이동 에이전트 컴퓨팅 환경을 기반하여 이동 에이전트 시스템을 개발하는데 있어서, 이동 에이전트를 관리하고 이동 에이전트들간의 메시지 전달을 보장하기 위한 위치 관리 및 메시지 전달 기법은 중요한 고려사항이다. 그러나 기존이 관련연구들은 여러 지역으로 구성된 다중 지역 이동 에이전트 컴퓨팅 환경에 적용하기에는 위치 갱신 비용 및 메시지 전달 비용이 상대적으로 증가한다는 단점과 추적문제(Following Problem)를 발생시킨다는 한계를 가지고 있다. 이에 본 논문에서는 기존의 홈 프락시 기법과 블랙보드 기법을 변형ㆍ혼합(Hybird)하는 새로운 이동 에이전트 위치 관리 및 메시지 전달 기법인 HB 프로토콜을 제안하고자 한다. HB 프로토콜은 다중 지역 이동 에이전트 컴퓨팅 환경에서 이동 에이전트의 위치 변경시 발생하는 위치 갱신 비용과 이동 에이전트들간의 메시지 전달 비용을 효과적으로 줄이며, 추적문제를 낮은 통신비용으로 해결한다.

Recently, land pollution makes various environment problems according to existing land use. So, there is an urgent need for management about these problems. This study categorize land pollution area using the land category information according to main land usage for reasonable analysis of land pollution area by point and non-point pollution sources. And also there was able to collect land pollution sources information efficiently by analysing the land category information. The land use information that categorized important factor for management and land pollution survey will be utilized Soil environment management and preservation. And land use information will be used land use regulation, resonable preservation and management.

이 논문은 강원도의 U-Sports 시범 사업 일환으로 진행된 강원도 용평 스키장의 사각지역 관리를 위해 적용된 USN기술을 소개한다. 스키장의 사각지역은 사람의 왕래가 뜸한 외각이나 관제의 시각 영역에서 벗어난 급경사 아래 지역 등을 말하는데, 이런 지역에서 사고가 발생하여 거동이 어려워지면 관제 센터에서 이에 대한 신속한 대응을 하기 힘들다. 이 논문의 사각지역 관리 시스템은 다섯 개의 이미지 센서 및 노드가 설치된 사각지역의 이미지를 USN을 통하여 중앙 관제 센터에서 주기적으로 관찰할 수 있을 뿐만 아니라, 사고 당사자가 주변에 설치된 긴급 버튼을 누를 경우에는 긴급 이미지가 관제 센터로 즉시 전송되어 신속한 구조를 가능하게 한다.
