향후 우리 군은 작전소요 등 특별한 경우를 제외하고는 불용탄의 야외처리를 단계적으로 축소하지 않으면 안 될 것이며 이에 대한 환경감시는 더욱 강화될 것이다. 뿐만 아니라 NIMBY 현상 등 지역 이기주의에 따라 현재기술로 가장 안전하다고 입증된 소각 대체기술로서 환경과 폭발안전을 도모할 수 있는 새로운 기술이 요구되고 있다.

A questionary survey was performed to invetigate the citizen's attitude concerning the waste incineration facility. People disliked most cremetorim followed by waste transfer station, chmical factory, waste incineration facility and sanitary landfill. Most people favored 1km minimum distance of incineration facilities from the residence. Most people think that we need most composting facilities in the future followed by sanitary landfill and incineration facilities. Majority of people was willing to accept the perfect incineration facilities near their residence. However, 37.6% answered no. Most people accepted complusory measures by the goverment in the location of incineration facilites. One incineration facility per one city or Gun was slightly favored than multy-city or Gun incineration facility. People think that perfect thchnology most important to overcome Nimby's.

발전소주변지역 지원사업은 발전소주변지역의 개발을 지원하여 지역사회와의 유대를 강화함으로써, 지역이기주의의 심화 등으로 날로 어려워지고 있는 신규발전소 건설입지를 적기에 확보하고 원전 등 기존 발전소의 원활한 운영을 도모하기 위하여 한국전력공사에서 90년부터 시행하여 왔다. 특히 95년에는 지원법을 획기적으로 개정하여 지원금 규모를 전기판매 수입금의 0.5$\%$ 이내에서 0.8$\%$ 이내로 대폭 증액시켰다. 또 사업내용도 다양화하여 종전에 시행해 오던 소득증대사업$\cdot$공공시설사업 및 육성사업 외에 원자력발전소주변지역에 대한 전기요금 보조, 주민복지지원 융자, 기업유치 융자 및 발전소 건설지역에 대한 특별지원사업 등을 추가로 시행하게 되었다. 본고에서는 90년부터 시행한 지원사업실적과 96년도 지원사업계획을 중심으로 발전소주변지역 지원사업의 내용을 살펴본다.

This paper studied the resolving the regional conflict method through the community capital formation. For this purpose, the theoretical background about the social capital, function of the social capital and component, and regional conflict factor were organized. In addition, it analyze empitically through the survey. First, in order to resolve the frequency analysis result regional conflict, the social capital formation was exposed to be important. Next, the regression analysis result, the factor of social capital and the local egoism, the local participation, and the problem of local areas, each, it was expressed as the coefficient of determination 5.1%, 5.5%, 1.6%, and F value showed up as 4.030, 4.3,51, 1.194. This demonstrates that it is decreased the regional conflict as the social capital formation is high. That is, the social capital formation was proved at the resolving the regional conflict that there was lots of the correlation. The community and penis organizationThe local residents should cooperate together and it should try. Particularly, the 20 generations and 30 generations in which the social capital is weak, the social capital formation strategy about the 20 generations and 30 generations should be studied.

전력사업은 막대한 자본이 소요되는 대표적인 자본집약적 설비 산업일 뿐 아니라 저장이 곤란하다는 전기에너지의근본적 특성 때문에 전력회사는 1년 중 전력소비가 가장 많은 시점의수요에 대응할 수 있는 전력설비를 미리 확보해 두고 있어야 하는데 전력설비 건설에는 대규모의 자본이 투입되어야 하고 그 기간도 5~10년이 걸릴 뿐만 아니라 지역 이기주의의심화로 발전소 건설입지를 확보하기점점 어려워지고 있으며 최근에는 기후변화 협약과 관련하여 세계 각국에서 co2에 대한 의한 온실효과 등의 공해물질 배출액 압력이 거세어지고 있는 등 전력사업의 주변 환경 여건은 날로어려워지고 있다.
