Evaluating Local Economic Development Policy and Suggesting Some Policy Alternatives: the Case of Goryeong County, Korea (고령군의 지역경제 실태와 정책 과제)

  • This paper attempts to evaluate the local economy and the local economic development policy in Goryeong County and to propose some policy alternatives for local economic development. Goryeong County has a locational advantage, which is not just geographically proximate to Daegu, a large metropolis, but also connected directly to the national highway networks. This region can also be regarded as a rural area, in a sense that the primary industry still plays a more important role for the local economy than the secondary industry and the tertiary industry. However, it is problematic that the local economic development strategies of Goryeong are universal rather than strategic and systematic. In order to design an effective regional economic development policy, the policy makers are necessary to deliberately consider regional specificity and geo-political and geo-economic situations around the region. In addition, it is important to say that policy makers, particularly in rural regions, need to break from the fantasy of high-tech industries. In this context, I propose some region-specific and context-specific policy ideas, including the promotion of the agro-food cluster and the build-up of the em-industrial complexes specialized in mechatronics and transportation equipment manufacturing.

  • This study is to analyze the ripple effects of Jeju International Wind Ensemble Festival on Jeju regional economy and to explain the influence of the festival on Jeju regional society and culture. This study analyzed the economic ripple effects of the tourism industry with the Jeju inter-industry relation table. To explain the influence on Jeju regional society and culture, this study examined society-integrating part, policy-advertising part, culture-developing part, and industry-developing part.

  • 대덕 바이오클러스터의 네트워크를 파악하기 위하여 한국특허정보원의 KIPRIS 서비스를 이용하여 한국특허정보를 분석하였다. 공동출원 한 특허에 대하여 샐튼지수(Shalton index)를 구하여 연구개발 주체 간의 연관성과 기술 간의 연관관계에 의하여 R&D network model을 제시하였다. 본 모델에 의하면 벤처기업 간 공동연구가 가장 활발하였고 벤처기업들은 대학보다는 연구기관을 선호하였다. 과학 기술지식의 산업으로의 확산을 위해서는 대학이나 출연연구소의 네트워크가 더욱 활성화되어야 한다. 일부 벤처기업이 대덕특구의 연구기관과 공동연구가 활발하였지만 특구내의 연구추체보다는 타 지역의 기업, 벤처기업, 대학과의 공동연구가 많이 이루어지고 있었다. 샐튼지수에 의하여 기술 간 연관성 분석 한 결과는 생물자원탐색 기술, 세포배양, 유전공학과 같은 기초분야를 모체로 네트워크가 형성되고 있다. 생물의약분야는 기술우위가 약하므로 이의 경쟁력 확보를 위한 네트워크가 절실히 요구되고있다. 과학기술문헌이나 특허자료를 이용한 계량서지학적 분석방법은 R&D 네트워크 구축을 위한 전략 수립에 있어 효과적인 방법으로 이용될 수 있다.

  • This study conducted topic modeling, association analysis, and sentiment analysis focused on text mining in order to reflect regional characteristics in the process of establishing an information plan in Chungcheongbuk-do. As a result of the analysis, it was confirmed that Chungcheongbuk-do occupies a relatively high proportion of educational activities to bridge the information gap, and is interested in improving infrastructure to provide non-face-to-face, untouched administrative services, and bridge the gap between urban and rural areas. In addition, it is necessary to refer to the fact that there is a positive evaluation of the combination of bio and IT in the regional strategic industry and examples of ICT innovation services. It has been confirmed that smart cities have high expectations for the establishment of various cooperation systems with IT companies, but continuous crisis management is necessary so that they are not related to political issues. It is hoped that the results of this study can be used as one of the methods to specifically reflect regional changes in the process of informatization.

Factors Affecting Performance of the Activities Promoting Knowledge Exchanges in Industrial Clusters (산업클러스터 단위 지식경영에서 지식공유촉진활동의 성과영향요인 연구)

  • Industrial cluster is adopted as a key policy for the development of regional and national economies in many developed or under-developing countries. The industrial cluster is basically concerned with knowledge sharing and exchanges among diverse functions such as firms, research institutions, and universities in a regional or innovation-network context. Therefore, activities to promote knowledge sharing and exchanges in an industrial cluster become very important activities to reach to the original purpose of an industrial cluster. In this study, factors affecting performance of those activities to promote knowledge sharing and exchanges in an industrial cluster are defined and the effects are examined through empirical study. For this research, surveys on enterprisers and employees in industrial cluster were conducted and statistical analysis methods such as correlation analysis, multiple regression analysis, and canonical correlation analysis were adopted for analyses.

A Study on Analyzing Structural Changes and Growth Factors of the Three Main Industries in Ulsan Metropolitan City using Regional Input-Output Tables (지역산업연관표를 이용한 울산광역시 3대 주력산업의 구조변화와 성장요인 분석)

  • This paper analyzes empirically how the three main industries (petrochemical industry, shipbuilding industry, automobile industry) that are driving the growth of Ulsan region in 2005~2013 have grown by what factors. For this purpose, we investigate the structural changes of the three main industries by using regional input-output tables announced by the Bank of Korea and examine the growth contribution rate of each industry that is divided into domestic final demand, export demand, import substitution for final goods, import substitution for intermediate goods and technological change, respectively. The growth rate of gross output and aggregate demand in petrochemical and automobile industries increased in 2010-1013 compared to 2005-2010, but the growth rate of gross output and aggregate demand in shipbuilding industry slowed down. As a result of analysis of factors contributing to the increase in gross output of the three main industries, export demand has the greatest effect. By industry, the rate of growth contribution of export demand in petrochemical industry is recorded as 209.23% in 2005-2010 and 113.78% in 2010-2013, respectively. The rate of growth contribution of export demand in automobile industry is recorded as 258.72% in 2005-2010 and 72.69% in 2010-2013, respectively. On the other hand, the rate of growth contribution of export demand in shipbuilding industry is recorded as 94.47% in 2005-2010, but it decreased to -255.32% in 2010-2013. Analysis of growth factors of Ulsan's three main industries is expected to serve as the basis for reorganizing related industrial policies and establishing them.

Regional Economic Effects of The Development in New Port : Focused on Incheon Port (항만 개발이 지역경제에 미치는 파급효과 - 인천항을 중심으로 -)

  • The purpose of this paper is to quantify the regional economic effects of the development in Incheon New Port(Stage I) using a regional I/O table and to provide implications for making policies to support the development of the port logistics industry. According to the results of this study, production inducing effect 6,064.5 billion won on Incheon local economy from the development of port facilities at the Incheon New Port (Stage I) occupies 15.0% of 40,398.5 billion won the total production of the Incheon area in 2005, added value inducing effect 2,821.3 billion won occupies 7.7% of 36,508.0 billion won the total added value of the Incheon area in 2005, and induced new employment 72,424 workers occupies 9.0% of 808,248 workers the total number of employees in the Incheon area in 2005. As presented above, the development in the Incheon New Port(Stage I) was expected to have huge spillover effects on Incheon local economy. Accordingly, the development in Incheon New Port must be promoted in a timely manner on national.

수리조선산업 정보화 네트워크의 성공적 구축 방안

  • 수리조선산업은 기술 및 노동집약적 산업으로 기계, 철강, 전기전자, 화학 등 연관산업에 대한 생산 유발효과 및 고용효과가 높은 산업이다. 또한 연계 산업에 대한 직접적인 생산증가 효과와 선원 체류에 따른 부가가치 증가 등의 부수효과를 함께 고려할 때 지역경제에 대한 기여도가 높은 산업적 역할을 수행하고 있으며, 특히 부산 경남 울산 지역은 세계 5위권 전후에 해당하는 해운물동량을 처리하는 입지조건과 신조선 분야 1위의 우수한 기술 및 노동력을 보유하고 있다. 이러한 긍정적인 측면에도 불구하고 여러 요인들로 인해 수리조선산업이 경쟁력이 확보되지 못하고 있는 실정이며, 2013년 들면서 부산항의 컨테이너 물동량 실적이 7위로 하락하고 있는 실정이다. 따라서 본 연구에서는 부산항을 중심으로 수리조선산업 공급망 관리를 위하여 정보화 네트워크 구축사례를 분석하고, 이를 통하여 수리조선산업 정보화 네트워크의 성공적인 구축 방안을 모색하고자 한다.

  • Regional tourism is an effective means of revitalizing the local economy and improving the image of the region. In order to revitalize this, efforts should be made to create regionally specialized tourism products and to preserve the unique culture and traditions. Among them, gathering information about visitors and securing the quality competitiveness of the contents of tourism contents are very important to increase the potential of cultural tourism festival. This paper collects, refines, and processes the festival-related data in a specific area in order to enhance the visitor's tourism needs and satisfaction. In particular, negative words and positive words raised during the festival were analyzed through big data visualization using word cloud.

  • Light rail is an electric railway system, characterized by its ability to operate single or multiple car consists (trains) along exclusive rights-of-way at ground level, on aerial structures, in subways or in streets, able to board and discharge passengers at station platforms or at street, track, or car-floor level and normally powered by overhead electrical wires. Depending upon the specific system, the light rail lends some major advantages to urban settings. The evaluation of light rail technology as a potential component of regional transit systems has been the subject of extensive studies throughout the country in the past decade. For the study, feasibility was defined as "the ability of an LRT system to achieve certain level of transportation market in comparison with other transportation alternatives." This paper describes the feasibility study to evaluate a proposed light rail development project. The minimum are those LRT systems that would met to make a project feasible for further evaluation.
