This study verifies a simple research question such as how the core factors of social capital impact the citizen's participation in the regional festival and suggests some agenda related to this issues. The result of this study show the necessity of some effective policy to help regional festival operating more citizen-oriented way which could lead citizen more corporative to the festival. Also Strengthening regional social capital could be the core factor to establish sustainability of regional society. Well-established social capital make regional festival more successful and regional economy more affluence. So Local Government have to make her various efforts to establish and activate social capital in regional level.

본 논문은 3개 기초자치단체 지역주민들을 중심으로 이들 지방정부의 투자우선지출 순위에 관한 지역주민의 의식을 분석해 보았다. 이러한 분석은 근본적으로 지방정부의 공공지출을 통한 투자사업 활동이 지역주민의 선호순위와 일치하는지를 검증해보기 위한 선행연구로서의 의미를 가지고 있다. 지역에 따른 행정기능별 우선지출 순위분석에서 볼 때 일반행정부문의 경우 세지역 모두 기획조정분야에 가장 큰 우선지출을 요구하고 있고 산업경제 부문의 경우 지역특산물생산과 지역공단육성에 큰 관심을 보이고 있으며 사회복지부문의 경우 쓰레기처리 및 폐기물관리 등에 우선적인 관심을 보여 생활환경의 정비에 큰 관심이 있는 것으로 분석되었다. 지역개발사업의 경우 도시계획 및 도시정비사업이 그리고 민방위부문의 경우 재난관리와 화재예방의 부문에 특히 우선지출의 관심을 보이고 있었다. 지방자치단체의 공공지출에 영향을 미치는 주요요인들은 주민참여도, 정부.기업관계, 정치적 연계, 기획과 예산구조, 공공투자 재원보조, 등으로 구성되어 있으나 각 요인별로 구성변인에 따른 지역주민간의 인식은 다르게 나타남을 알 수 있었다. 이상과 같은 지역주민들의 공공지출형태의 다양성과 여러 기대조건들을 충족시키고 그럼으로써 행정서비스에 대한 지역주민의 만족도를 극대화하기 위해서는 각 지방정부는 그들 지역내 특수한 사회 경제적 여건하에서 새로운 고객관리전략을 수립하여야 할 것이다.

The purpose of this study is to establish a new rural development policy system based on the unit of a community organizations. This study is to complement or replace the existing rural development system which is based on the unit of rural villages. The communalism which is the core concept of traditional rural villages has been weakened or destroyed. Especially, economic, social and spatial communalism of a rural villages has been weakened rapidly in the process of industralization and urbanization for the last 50 years. This means that strong communalism inside rural villages and neighborhood independence from each others among rural villages are already weakened. Rural villages no longer represent rural area, unlikely the hypothesis policy makers have been used to set up rural development policies. Advanced countries like EU and Japan are well known to have a rural development policy based on the units of social organizations in the rural area. These policies have been on the main stream in the era of local decentralization. Rural resident's organization made rural site's development plan using local assets and submitted to the public sector. Then the public sector examine its value and possibilities as a rural development projects. And public sector finalize the decision on subsidy grant. These policy patterns are already introduced partly in the field of urban development programme as well as rural development programme. It is time to apply those policies more widely and to examine more systematically.

본 연구에서는 낙동강 하구의 대포천에서의 주민운동을 분석하여 지역사회가 주도하는 환경운동이 특정 조건이 충족된다면 성공적인 환경관리를 할 수 있는 대안이 될 수 있음을 보여준다. 지역사회기반 환경보호(Community-Based Environmental Protection)는 다양한 명칭으로 표현되고 있으나 지역주민의 주도 하에서 환경보호 및 개선을 이룩하는 것으로 지속가능한 사회를 달성할 수 있는 유용한 환경관리 방안으로 이론적인 지지를 받고 있다. 이 방법은 정부의 강압적인 규제보다 효과적일 수 있으며 지역사회의 다양한 욕구와 환경문제를 동시에 고려하게 되는 장점도 있다. 그러나 이러한 지역기반환경운동이 실재 전개되어 성공하는 경우는 흔하지 않다. 그런데 낙동강 하류의 대포천 사례는 지역주민의 환경규제반대운동이 결국에는 주민의 자발적인 수질개선운동으로 발전하여 실질적인 수질개선효과를 창출하였다. 뿐만 아니라 낙동강특별법의 제정 시에 제도화되어 수질환경정책의 발전에도 기여한 특별한 사례이다. 본 연구는 대포천 사례를 우리나라 수질관리정책의 종합적인 체계와 연계시켜서 살펴보면서 대포천 인근지역주민의 수질개선운동의 단계적 전개과정을 살펴보고 이 운동이 성공할 수 있었던 요인을 분석하고 있다.

The purpose of this study is to analyze the effectiveness of the community development by the community involvement level of the corporate social contribution activities. This study classified Korean company's best social contribution activities according to the community involvement level and the effectiveness of the community development was analyzed on selected case activities. As a result, corporations that working on high level of community involvement show positive effectiveness of community development. Networking and communication with local people on the corporate social contribution activities have an effect on the community development of the economy, safety, convenience, comfortability, socio-cultural factor. It is necessary for the participation and communication with local people to develop corporate social contribution consistently. Furthermore, intermediary organization is needed to be set up various networks of stakeholders, especially community.

This paper explores the key facts of residents' participation in local development projects and activities. Analysing in what ways indifferent residents pay attention to local issues and participate in local activities, this paper aims to suggest the effective ways of residents' participation for local capacity building. By in-depth interviews with active participants in local projects, this paper elucidates three key facts for boosting residents' participation: first, the approval of community about what they have done in community: second, social networking which contains full of trust and solidarity: third, the effort to coincide their personal interest with their local issues.

This study aims to elaborate differences of demand and supply in welfare service delivery upon regions. For this purpose, in-depth interviews were conducted with 15 welfare bureaucrats from Dong offices among largest and smallest portions of recipients in Seoul. The results indicated that there were significant differences in the proportion of welfare bureaucrats versus welfare recipients (11-450 households) of the National Basic Livelihood Guarantee System, the amount of available private sector resources, and the difficulty of providing visitation counseling upon regions. Research implications were discussed further to address regional disparities of welfare services.

The information society is greatly contributing to the improvement of our standard of living by the providing various types of information and facilitating communication. However, the excessive use of the internet and consequent physical and psychological damages are emerging as serious adverse effects or social problems of the information society. It is urgently required to reduce damages caused by adverse effects of information and to establish correct value systems and behavioral modes fit for social members in the information society. This study shows the process of understanding between the inhabitants of a rural community and a school equipped with information infrastructure. As an organ of education, information education by school, whose goal is forming the sense of school-inhabitants unity, is expected to be helpful in preventing negative phenomena resulting from the adverse effects of information by responding activity to them and in developing inhabitants' ability to accept and utilize the favorable effects of the information society. This info-education experience can provide better ideas for the next learners.

The objective of this research is to analyse the impact of sports event on the host community with an emphasis on the economic gain, community concern, ecocentric attitude, resource use. The empirical data were gathered from the Summer Universiade held from Sep. 21 through Sep. 31. 2003 in Daegu. Person-to-person survey was conducted to 440 residents in Deagu and a structural equation model was developed to examine the impact of the resident attitudes toward the sports event. The findings revealed that the host community support is affected significantly by the economic gain, community concern, ecocentric attitude, resource use.

본 연구는 농촌관광사업의 Stakeholders간의 관계 측면에서 참여주민의 특성이 개발기관과 주민조직의 특성과 어떤 관계가 있으며, 이 세 요소가 개발 성과에 어떤 인과관계가 있는지를 밝히는데 있다. 참여주민의 특성으로 사회와 참여주민에 대한 가치체계, 즉 사회자본의 요소들인 신뢰, 규범, 공동체의식 및 네트워크에의 참여를, 개발기관의 특성으로 지원내용과 지원만족도를, 그리고 주민주직의 특성으로 주민조직의 경영역량인 기획, 조직, 지도력, 통제를 측정항목으로 설정하였다. 구조화된 설문지를 이용하여 45개 마을에서 227명의 농촌관광 참여자들을 대상으로 상관분석과 경로 분석을 실시하였다. 경로분석 결과 사회자본이 사업성과에 미치는 직접적인 효과는 0.60으로 상당 부분의 영향을 미침을 설명하고 있었다. 반면 개발기관의 지원특성은 주민조직의 경영역량과 유의성 있는 상관이 있었으나 사업성과에 직접적인 효과는 없는 것으로 나타났다. 이는 개발사업의 효과가 외부지원에 의해서가 아니라 주민 자체의 역량에 의해서 결정됨을 설명한다. 농촌관광사업이 효과를 얻기 위해서는 공동체의식, 주민과 개발기관간의 상호 신뢰감 조성 등 주민의식의 고양이 필요하며, 특히 주민조직체의 경영역량 함량을 위해 제도적 지원이 강화되어야 할 것이다.
