The Stigma in the Process of Using Social Services - Focusing on Users of Social Welfare Centers in Permanent Rental Apartment Areas - (사회서비스 이용과정에서의 스티그마 인식 - 영구임대아파트지역의 사회복지관 이용자를 중심으로 -)

  • The purpose of this study is to find out how local residents using social welfare services in permanent rental apartment areas experience stigma, and how they perceive it. Data collection was carried out for 10 months from May 2012 to February 2013. Interviews were conducted with 13 users who are using or have the experience of using services in social welfare centers, and 12 hands-on workers of the institutions; the results were then analyzed using the modified grounded theory. The results of analysis are as follows. First, a considerable number of people living in permanent rental apartment areas experience stigma while experiencing impoverishment; and they also feel stigma in the formularization process to become recipients. Second, users experience stigma in the process of using social welfare center services located in permanent rental apartment areas after becoming recipients as well. Third, in cases where permanent rental apartment areas are located in the immediate neighborhood of general residence areas, residents living inside and outside the areas were found to give stigma to the residents of permanent rental apartment areas. This study has significance in that it provides an in-depth clarification of the reality of stigma experienced by users of social welfare center services in permanent rental apartment areas through qualitative research

A Study on the Potentials of System Dynamics as a Tool to Understand the Community Welfare Practice (지역사회복지실천 이해 도구로서 시스템 다이내믹스의 가능성에 관한 고찰)

  • This study aims to explore the potentials of System Dynamics as a tool to understand the community welfare practice by paying attention to the strengths of System Dynamics to complement the weaknesses of the theories and studies of the community welfare practice. The contents of this study are as follows. First, it draws the limitations of its theories and studies by reviewing the literatures related. Second, it outlines the characteristics of the community welfare practice process as well as the strengths of System Dynamics as a tool to understand the community welfare practice. Third, it presents a causal loop model of System Dynamics applied to the community welfare practice process. Lastly, it concludes with the suggestions and implications of the key research findings. This study is expected to be a basic study to highlight the potentials of System Dynamics as a tool to understand the community welfare practice.

  • The purpose of this study is to grope for the improving the management in order that Korea community centers may put better welfare services to community residents. Community welfare center is a professional social welfare agency that meets welfare needs of community residents by offering synthetical and various welfare services in community according to social, economical, cultural, regional background. Community welfare center was established for clearing up the conflict between social classes after Industrial Revolution in England, for solving problems of women movement and immigration in America, for different purpose in other countries. But there is no difference between countries in the sense of welfare services activities centering around poor community though each purpose are different. It can be known that community center must perform the function as social welfare professional agency which aimed at community care program. Resource which are needed for management of community center are mostly in community and community center must strive to get resources which are in community. But all the weakness of finance and facility which community center has may not be solved by using community resources. Community welfare center is not fixated yet in Korea. And community residents has little understanding of community center. Thus national financial support is needed. Actually community has difficulty to mobilize community resource. The problem is how to carry out this national financial support effectively and going on study about this problem is needed.

  • 지역복지계에서 대상자별 서비스 네트워크는 매우 중요한 일이다. 그 이유로 각 기관 및 단체간 서비스 재원 및 인력의 상호 협력과 중복성의 조정에 있다. 이러한 문제점을 해결하고자 한국종교계사회복지협회, 한국사회복지협의회, 복지재단, 자원봉사단체 등의 전문가들이 협력하여 구성한 ‘복지서비스 네트워크’가 바로 ‘주민 통합서비스 실현을 위한 전국 네트워크’의 모태가 된다고 할 수 있다.

사회복지의 날 맞아 사회복지 위상 드높인 185명 표창자들

  • 보건복지부는 ‘사회복지의날’ (9월7일)을 맞아 사회복지발전에 기여한 유공자들을 선정해 9월6일 발표했다. 지체4급 장애인으로서 1965년 사회복지법인 에스터원 사무국장을 시작으로 41년간 무의탁 아동과 중증 장애인들을 복리증진을 위해 헌신해온 박일남 홍파복지원장이 영예의 국민훈장 모란장을 수상했다. 또 기업이 사회참여 확산을 위해 많은 노력을 기울인 한용외 삼성복지재단 사장과 지난 30여년간 아동 지역사회복지 등 실천현장에서 지역사회복지발전에 기여한 박홍석 마산종합사회복지관장이 국민포장을 받는 등 총 185명이 정부포상을 받았다. 시상식은 9월7일 오전 서울63빌딩에서 열린 ‘사회복지의 날 기념식’ 및 ‘2006전국사회복지전진대회’ 행사와 함께 진행됐다. 다음은 주요 수상자들의 수상 소감 및 공적 내용을 소개한다.

Effect of Social Support for Social Welfare Workers on Job Satisfaction -Focusing on local child care center- (사회복지사의 사회적 지지가 직무만족에 미치는 영향 -지역아동센터를 중심으로-)

  • The purpose of this study was to analyze the effect that the social support for social welfare workers who are the key personnel providing the service to children directly at local child care center would have on job satisfaction. For this study, the social welfare workers of local child care center in Jeollanam-do were surveyed. A total of 240 questionnaires which had been collected were used for analysis. This study analyzed the effect of social support on job satisfaction by defining the demographic characteristics of social welfare workers as the control variables. The results of the analysis showed that the social support had the greatest influence on job satisfaction. Such results suggest that the stronger social support for social welfare workers would increase the job satisfaction of social welfare workers. Based on the results of the analysis, the following recommendations are presented which can help increase social support for social welfare workers: First, it is necessary to standardize the works of social welfare workers at local child care center and provide them with specialized training and education. Second, additional points should be granted to excellent local child care centers. Third, a cooperation system needs to be established which links the networks of colleagues and local societies.

  • This study explored feasibility of social cooperatives as a strategy of struggle to social exclusion in the social services area based on the relationships between people. Is social cooperatives on the Fundamental Act on Cooperatives a new type of social welfare service providers comparing the social welfare foundations and social enterprises? Would be expected as social inclusion processes effects arising from the properties of cooperative in social welfare sector? If social welfare institutions function as an intermediate medium between government and users, social cooperatives can be performed function in the community in a variety of cooperative relationships with Multiple stakeholders, e.g. various service providers, care-givers, social workers, and users, etc., conflicting the interests. In this perspective, looked the possibility of social cooperatives as community welfare practice model.

  • 현대사회에서 내 집 마련은 가정의 안정적 유지를 위한 기본적 요소이다. 그러나 지난 5월 통계청에서 발표한 '1/4분기 가계수지 동향'을 기준으로 가계소득 329만 1,000원인 도시근로자가 대출이나 부모의 도움 없이 저축만으로 내 집을 마련하는데 걸리는 기간은 서울 25평 아파트 20년 9개월, 32평형은 27년 5개월 걸리는 것으로 집계됐다. 그렇다면 '사회복지'라는 커다란 영역안에는 어떠한 형태의 집들이 존재할까? 우리나가 거의 대부분의 사회복지기관, 시설들은 지방자치단체에 의해 법인에게 위탁, 임대되어지는 것이 대부분이다. 물론 국가가 법인직영의 반위탁 형태로 운영되는 곳도 있지만 아주 극소수이다. 우리나라 지역복지의 핵심 주체인 지역사회복지관의 경우(한국사회복지관협회, 2005) 사회복지법인 289개소, 재단법인 47갯, 사단법인 9개소, 학교법인 22개소, 지방자치단체 직영이 14개로, 거의 대부분의 복지관이 민간위탁으로 운영되고 있다. 대부분이 전세집살이를 하고 있는 것이다. 이번호에서는 이러한 민간위탁의 미흡한 제도와 과정에 대한 현장의 소리를 들업고자 한다.

  • This research tested the relationship between professionalism perception and organizational commitment of social workers in welfare centers for disabled persons. And this analyzed the the mediating effect of job satisfaction. We surveyed 239 social workers in 14 centers of C Province and D City. The analysis result is that social workers' professionalism perception influenced the organizational commitment and the job satisfaction mediated between the variables. According to this study result, we can suggest some plans to improve social workers' organizational commitment. For improving social workers' professionalism perception, it is important to carry out strengthening of professional remuneration education, recruitment scores for calling as a professional, and reasonable operation reflecting their opinions. To promote social workers' job satisfaction, we need to actively provide counseling to social workers who experience emotional labor, to offer appropriate supervision and job training, and to develop and disseminate programs to improve the leadership of the facility's chiefs.

A Comparative Analysis of Perception on the Organization-public Relationship between Military officials and the Locals, and the Perception on the Support Military Family Welfare (군 간부와 지역사회 주민 간 조직-공중 관계성과 군 가족복지지원 욕구 인식 비교 분석)

  • This research aims to figure the different perceptions on the organization-public relationship between military officials and the locals, and the perception on the support military family welfare. In order to analyse their subject point of view, 217 career soldiers and the 191 local residents surveyed during 3 weeks from 10th February to 28th February, 2014. The results getting from this research were as to follows; First of all, the perception on the military organization-public relationship towards local community is more positive in the military officials(M=5.39) than the locals(M=4.99), but different from the two groups(t=6.93, p<.001). Moreover, there exists statistically significant different in every sub-factors and it means the mutual perception consistency is low. Second, the perception on the support from the locals towards military family welfare of military(M=5.38) is higher(t=6.93, p<.001) than the perception of the locals (M=4.76) and it is statistically significant. Third, the a regression coefficient which indicates the impact on the perception on support military family welfare through the change of organization-public relationship shows statistically significant (${\beta}=.82$(p<.001)). As a result, the perception on the military organization-public relationship of the locals has significant prediction power to the perception on the support military family welfare. And when the perception on the military organization-public relationship of the localsis higher, the perception on the support military family welfare has been changed positively.
