본 연구는 공공서비스의 지역특화발전특구를 위한 사전연구로서, 지역특화사업의 공공서비스 특구지정을 위한 논리적인 근거를 뒷받침하기 위하여 기존의 지식체계와 지역특구의 규제특례 실태 등을 분석해서 보령머드사업을 위한 정책 방향을 제시하는 데, 연구의 주목적을 두고 있다. 연구결과, 국가균형발전전략 패러다임의 변화 속에서 공공서비스로서의 보령머드사업은 공공성과 기업성, 지역성이 조화되는 지방공기업이나 공익사업 형태로 경영수익사업을 영위하는 것이 바람직하다. 또한 지역특화산업으로서의 지역성에 기반을 둔 산업단지 조성 등 인프라의 구축과 특색이 있는 지방화 및 세계화의 대응에 기여할 수 있는 보령머드특구 계획 수립을 제안하고 있다.

전력산업의 전통적 구조는 수직적으로 통합된 전기사업자가 지역별로 독점사업자로 활동하며 정부가 진입과 퇴출 및 가격 잭정 등에 대하여 규제하는 형태로 되어 있다. 이 형태는 1980년대 미국의 Samuel Insull 이 전력회사 사장으로서 자신의 Chicago Edison을 수직적으로 통합된 지역독점사업자로 구조를 갖춘 이래 세계 각국에서 이것을 본받음으로써 정착된 것이다. 물론 발송전부문만 수직적으로 통합되고 배전부문은 분리 분할된 경우도 있고 반대로 송배전부문은 통합되고 발전부문은 분리 분할된 경우도 있다. 또한 소규모 독립발전사업자가 지역전기사업자와 장기전력구매계약을 맺고 전력을 납품하는 경우도 있었다. 김해시는 유구한 역사와 문화를 가진 농경지 중심의 전통적인 농경고장이었으나 근대화의 진전으로 인하여 부산이라는 대도시권에 인접하여 급속한 발전을 하게 되어 인구유입에 따르는 제반의 문제점이 대두되고 있다. 그러나 지방자치제도의 실행은 어느 지역에서보다도 김해시 지역에서 경영행정을 추구하는 김해경영을 모토로 행정서비스의 품질향상올 위해 노력하고 있다. 이러한 김해시의 노력은 조직의 구성에서도 이미 타시도에서는 볼 수 없는 경영혁신과를 신설하여 행정경영의 의지를 시현하고 있다. 본 고에서는 향후 발전적인 도시인 김해시가 가지게 되는 당면한 문제를 10가지의 영역에서 거시적으로 제시하며 이에 대한 유연하고도 적절한 조직적 대처를 통하여 김해시의 행정서비스의 효율성을 증대의 필요성을 제시하고 있다. 이를 위하여 김해시의 명확한 비전의 설정과 이를 추진하기 위한 전략적인 계획에 의한 마케팅 마인드를 형성한 시스템적인 접근방식에 따라 운영한다면 김해시의 조직의 효율성과 활성화에 따른 보다 명확한 목표를 달성할 수 있을 것으로 보인다. 그러므로 관리지향적이며 통제지향적인 조직의 측면을 보다 효율적인 운영제고를 위하여 정책지향적이고 서비스 지향적인 전략으로 조직개편이 이루어진다면 김해시의 선진 복지행정 구현을 위한 김해경영의 목표 수준은 향상 될 수 있을 것이다.

Development strategies of Saemangeum New Port are as follows : First, get port terminal areas to be larger. Second, establish the strategy of investment attraction in consideration of the cargo to be handled in Saemangeum New Port. Third, attract regional cargo from such Chinese provinces as Gangso and Sandongseong so as to differentiate it from the existing ports. Finally, construct such connecting programmes as the strategy of the Hub-and-Spoke calling at ports that can make a mutual win-win competition rather than an opposing competition to attract the cargo from the existing port.

The purpose of this paper is to evaluate strategies for the attraction of Korean finns into EU Objective 1 (less prosperous region).2(regions facing structural difficulties or conversion) on the basis of Korean foreign direct investment in the European Union(EU) in the past 10 years (the late 1980s-late 1990s). Of such strategies the most important was incentive packages for Korean finns by those regions. Nonetheless, these packages did not contribute to the development of the finns and regions because of limits to the finns' competitiveness(cost competitiveness) and the regions' competitiveness(low productivity and skills). Consequently, these strategies of EU Objective 1.2 regions did not provide an opportunity for pathways to successful development because the incentive packages provided to the finns and regions without the consideration of their internal and external circumstances.

The regional strategic industry support has been increasingly developed due to the change of environmental and political conditions for the last 10 years. As the paradigm changed from the central government-sponsored system to regional government-sponsored system, the policy has been diversified into various support systems such as regional strategic industry, specialized industry, supporting technology, supporting business, etc. It is crucial to establish the overall development plans and project strategies for the regional industry in terms of effectiveness and efficiency which will generate an integrated strategic frame to adjust overlapped supporting policies and offer a consumer-oriented service. Not only does the study focus on performance-based outcome regarding to a regional business (supporting policy) portfolio, but it also analyzes and proves an empirical decision-making model to draw out the priority and relative importance according to the regional strategic industry and support cases by analyzing the case of Chungnam area's strategic industry support in 2009. Following a priority list of 20 support cases selected from this research model by the Analytic Hierarchy Process (AHP), the result shows that the diverse support plans are needed according to the different strategic industries or the size of enterprise due to the fact that priority of project type varies upon the characteristics of strategic industry. Thus, the support project needs to generate various strategic industries and develop differentiated support policy to consolidate competitiveness of regional enterprises and revitalize the regional economy.

This study aims at suggesting mid- and long-term development plan (vision, core values, strategic goals and functional performances, major tasks and detailed action plans for each strategy, organizational and human resources management, shared responsibility with the National Library of Korea which is main library in collection and services of policy information, and cooperation and collaborative exchange programs) for the National Library of Korea, Sejong. This study is based on the appropriateness that the library should enhance its visibility through focusing on the role as the specialized library in charge of public policy information services if it wished to ensure the identity of a branch of the National library of Korea for the comprehensive collection, preservation, and nationwide services of public policy information.

본 연구의 목적은 지난 20년 간 세계 컨테이너항만들을 대상으로 항만집중도 및 항만규모와 성장간 상관관계를 분석해 봄으로써 현재 우리나라가 추진하고 있는 중심항만 개발전략에 대한 시사점을 제시하는 데 있다. 이를 위해 아시아 21개 항만의 허쉬만-허핀달지수를 구하였으며, 세계 50대 컨테이너 항만뿐만 아니라 유럽, 북미 그리고 아시아지역 컨테이너항만들을 대상으로 항만규모와 성장간 실증분석을 시도하였다. 그 결과 아시아 컨테이너항만의 물동량 집중도는 90년대 중반 이후 둔화되고 있으며 동북아지역 항만집중도가 다른 지역에 비해 상대적으로 낮은 것으로 나타났다. 항만규모와 성장간 관계에 있어서도 세계 및 유럽 항만들은 대형항만일수록 성장률이 높았던 것으로 나타난 반면, 아시아지역 컨테이너 항만들은 소형항만들의 성장률이 더 높았던 것으로 분석되었다.
