The Role of Universities and the Characteristics of Knowledge Networks in Three Regions (지역 대학의 역할과 지식 네트워크 특징에 대한 연구 : 3개 지역 비교를 중심으로)

  • In the context of an increased demand in universities' expansion of networks between other innovation actors, this research attempts to make a comparison on university-centered SCIE knowledge networks between regions. Using regional comparison, we have looked into these networks in regards to their characteristics, the importance of regional boundaries, and the effect of the regional industrial policy. As a result of this comparative analysis, we discovered that the point universities and research universities hold high centrality in regional knowledge networks, and that the characteristics of regions are reflected into this network. For instance, the Gyeonggi province had a preeminent level of industry-academy relationship, while for Daejeon it was public research institutions and academy, and Gangwon province it was between academy between academy. As a network analysis based on journals above SCIE levels, regional boundaries were not very clear in the network structures. However, within these boundaries, the impact of regional industrial policies were proven to be stronger in the Gang-won province where the academy-academy network was most prominent. The implication of this research outcome is that for regional innovation, government should more actively implement policies that can link academic institutes' knowledge to industry by expanding knowledge networks. In addition, we emphasize on the necessity of a regionally-appropriate policy, rather than a generalized industrial policy. And fundamentally, in regards to innovation, establishing a sound industrial infrastructure for regional development and efforts to link relevant actors are required.

Networked Structure and Message Types of Newspaper Advertisements about Universities in Daegu and Gyeongbuk provinces in Korea: A Social Network Analysis (사회연결망 분석을 활용한 대학의 신문광고 게재 구조와 메시지 유형: 대구·경북 지역을 중심으로)

  • This study examined the networked structure and message types of newspapers advertisements in which universities have put in Daegu and Gyeongbuk provinces in Korea. Data were collected from July to September in 2020. As a result, universities preferred newspapers located in Daegu and Pohang areas. Next, universities have emphasized their cooperations with industries, basic competency capacities, and specialization programs in the advertising messages. When analyzing the findings in terms of university level, key words related to mid- to long-term development plans often appeared in the four-year schools. On the other hand, two or three-year universities frequently used an appeal that emphasized tangible performances. The findings showed the way in which the direction of university newspaper advertisements have been set in line with the rapidly changing environment.

  • In den vergangenen Jahren ist im deutschsprachigen Raum eine Reihe von Studien entstanden, die sich mit wirtschaftlichen Auswirkungen von Hochschulen beschaeftigen, wobei vor allem die nachfrageorientierten regionaloekonomischen Ausgabeeffekte im Mittelpunkt stehen. Zu diesen Nachfrageeffekten gehoeren Auswirkungen der hochschulbedingten Ausgaben auf den Umsatz, die Beschaeftigung und das Einkommen. Sie lassen sich jeweils in direkte und indirekte Effekte aufgliedern und entstehen in der so genannten Phase der Leistungserstellung der Hochschule. Ziel dieser Arbeit ist es, angelehnt an bisherige Studien die regionalwirtschaftlich bedeutsamen Effekte der ausgewaehlten deutschen Hochschulen zu identifizieren und nachzuweisen. In der vorliegenden Untersuchung konnte festgestellt werden, dass die deutsche Hochschule einen wirtschaftlichen Stabilitaetsfaktor fuer die Region darstellt und traegt durch die Erhoehung des regionalen Einkommens und der Beschaeftigungseffekte erheblich zum Wohlstand in der Hochschulregion bei.

Development Stages and Characteristics of Place-Based Industry-Academic Cooperation Projects: The Case of Universities Participating in the LINC+ Project (대학-지역 연계형 산학협력 사업의 발전단계와 특성: LINC+사업 참여대학을 중심으로)

  • As the role of universities as a civic university contributing to regional development has been emphasized, industry-academic cooperation projects are increasingly focused on quadruple helix interactions of university, government, business and civic society. Drawing upon focus group interviews, we divided place-based industry-academic cooperation projects into four different types and stages of development, according to two indicators of network participation and network strength. Although the proportion of projects that were in the early stages of development was overwhelmingly high, some universities developed a close cooperative system with the local community to enhance the effectiveness of the industry-academic cooperation projects and to implement them in an advanced stage. These findings suggest that the LINC+ project, which has been criticized for its policy effectiveness, will not only contribute to enhancing policy effectiveness through place-based projects but also enhance the role of universities as the main body of regional innovation.

University and Regional Development : Reviews and Prospects (대학과 지역발전 : 연구동향과 전망)

  • The paper is to examine the university as an object for geographical research and to review its related studies. Although the higher education system in Korea has much expanded its capacities since the 1980s, there are few studies that carry out geographical investigations on the themes including locational changes of universities, regional impacts of the university, and interactions between universities and regional development. Therefore, focusing on the university as an innovative element for the regional development in a coming knowledge-based society, this paper first tries to examine and conceptualize new roles and changing functions of the university in facilitating regional economic and social development. It then reviews various studies of educational geography and research shifts on the role of the university in the context of the western developed countries. Finally this study suggests a series of research themes that we should investigate in the future.

  • In the knowledge-based economy the innovation through continuous research and development(R&D) is crucial for the economic development and competitiveness of the region or country. The role of university as an institution which creates and diffuses new knowledge and technology should be highly emphasized these days in that context. This study explores the university-industry collaboration. More specifically, technology transfer and knowledge exchange between a university and external industrial partners are examined and the influences of such activities are, then, evaluated in the aspects of innovation and competitive advantages of the industrial partners. The case study on the Chonnam National University indicates that the considerable amount of knowledge and technology developed within the university tended to transferred to local areas, namely Gwangju and Jeonnam region. It can be claimed that the university, at least Chonnam National University, has positive impacts on the regional economy through technology transfer and knowledge share.

  • The expectation and the role for the university are rising due to the national competitiveness and change of environment in higher education in the knowledge based society, and the role to realize the effective lifelong study is also underlined in lifelong study society. And the social awareness is also diffused that the university should share the specialized substantial information resource with the community, and ensure the access right to knowledge and information to local inhabitant. Like this, the roll as an information center that the university can develop the local society as the component of the community according to the diffusion of lifelong study and the change of civic awareness. To check the open state of university libraries to community, this study surveyed and analyzed the open state of 4-year-course university libraries in Seoul and Gyoenggi region. On this base, this study emphasized that the university should open its libraries and positively offer the abundant specialized data of university libraries to the local residents. And this study suggested the way that the university libraries can cooperate connecting with the local public libraries and the school libraries as a positive service way of university libraries. Also this study accentuated that the university libraries should establish an open-door policy of its libraries and enlarge the service for the local residents by using the university conditions to maximum with the positive support of the university libraries of government and the university's bureaucracy.

Conceptualizing the Engagement of Universities in Regional Development in a Knowledge-based Society (지식기반사회에서 대학과 지역발전의 관계: 진화론적 관점)

  • Following the emergence of a knowledge-based economy, the role of universities in regional development has been re-evaluated through considering localized interactive learning processes. This paper tries to identify the role of universities for regional development and the variables effecting on their localized engagement in regional development. We argues that universities cannot be viewed as a single angle, because the behaviors of a university are influenced by the degree of their independence from regional and national governments. Likewise, the contributions of universities to their regional development can be differential depending on the organizational characteristics of individual universities, the social, political, and economical contexts of a given region and nation, and complex relations between and within universities and other regional stakeholders. These variables can be both the drivers and barriers when each university responds to regional needs. Based on the literature review, we suggest that the explanatory factors of shaping the engagement of universities in regional development can be classified into four categories: the characteristics of individual universities, the national context, the local and regional context, and the policy context.
