The Recreational Benefits of Soyang Multipurpose Dam (소양강댐의 레크레이션 편익)

  • 다목적댐의 레크레이션 편익은 수자원 관리 측면에서 매우 중요한 요소이다. 그러나, 레크레이션 편익의 중요성에도 불구하고 이에 대한 충분한 고려없이 댐의 관리와 다목적댐에 대한 평가가 이루어진 결과 경쟁적인 물의 용도간 부적정한 유량배분의 결과를 초래하고 있었다. 최근 비록 시범적이지만 하천의 환경개선을 위해 다목적댐의 flusing 방류가 이루어지고 잇는 점도 댐의 기능이 점차 확장되어 가고 있음을 보여주고 있다. 다목적댐의 레크레이션 편익에 대한 인식은 효율적인 수자원 관리뿐만 아니라 레크레이션 이외의 다목적댐의 다른 용도의 진실된 가치 및 효율성을 확보하기 위해 어떻게 효율적으로 시간의 흐름에 따라 다목적댐의 저수(貯水)가 방류되어야 하는지에 대한 이해로 연결된다. 다목적댐의 레크레이션 편익 측정은 댐의 역할에 대한 진정한 평가가 될 수 있으며 그동안 간과되어 왔던 댐 건설로 인해 가능하게 된 레크레이션 기회를 가치화하는 시도가 될 수 있다. 본 연구는 조건부가치측정법(Contingent Valuation Method, CVM)을 이용하여 서울과 춘천지역을 대상으로 표본에 대한 설문조사와 함께 집중그룹인터뷰(Focus Group Interview, FGI)를 통해 소양강댐의 레크레이션 편익을 측정하였다. 서울은 소양강댐의 하류지역에 위치하면서 일반적으로 소양강댐의 건설로 인해 가장 큰 혜택을 누리는 지역이며 춘천지역은 소양강댐의 주변지역으로 소양강댐의 건설로 인해 가장 많은 피해를 입는 지역으로 여겨지고 있어 양 지역에서 느끼는 소양강댐에 대한 인식은 매우 독특할 것이라는 기대와 함께 댐으로 인한 레크레이션은 댐 저수지뿐만 아니라 댐 하류 하천 전체에 걸쳐 이루어지기 때문에 댐 저수지 지역인 춘천과 댐 하류지역인 서울을 대상지역으로 삼았다. 4개의 시나리오를 적용한 결과 소양강댐의 연간 레크레이션 편익은 235억원$\sim$913억원으로 추정되어 소양강댐의 주요 기능인 용수공급이나 발전에 따른 편익과 비교할 때도 결코 작지 않은 편익을 보여주고 있다. 아울러, 일반적으로 댐 건설로 인한 피해자로 인식되고 있는 하천의 상류지역인 댐 주변지역에 거주하는 사람들의 지불의사액(Willingness to Pay, WTP)이 댐의 수혜자로 인식되는 하류지역에 거주하는 사람들의 WTP보다 크다는 것과 댐 주변지역에 거주하는 사람들은 댐에 대하여 양 극단적인 태도, 즉 강한 애착과 강한 반감을 함께 보이는 것으로 나타났다. 본 연구는 레크레이션 기능이 댐의 주요 기능으로 고려되어야 하는 가에 대한 해답을 줄 수 있는데, 그동안 댐의 레크레이션 편익 측정을 어렵게 하였던 댐의 레크레이션 편익의 개념화를 통해 편익이 측정 가능하며 소양강댐의 경우 다른 목적의 물 사용 용도보다 편익이 클 수 있기 때문에 향후 다목적댐의 주요 기능을 확장할 필요성을 보여준다. 또한, 레크레이션 편익을 어떻게 내재화(內在化)하여야 하는지에 대한 향후 연구의 필요성도 제기한다.

Value of Freight Travel-Time Savings for Road Investment Evaluation (도로사업의 투자분석을 위한 화물운송시간가치 산정)

  • Most investment evaluations and economic assessments of road transport proposals in Korea omit a valuation of the time spent in transit for loads of freight. These days there were few attempts to estimate value of freight travel-time savings in Korea, but most of them included rail or marine with statewide area so that couldn't obtain unique travel-time savings for road freight transport. This study applied revealed Preference method and associated binominal logit models to estimate the value of travel-time savings in transit from an statewide survey of road freight transport in 1997. Data sets were segmented according to transport areas and business types. The results of this study showed that the value of freight travel-time savings varied wide ranges from 53,449 won per hour in urban transport to 29,397 won per hour in regional transport, that the use of statewide value of freight travel-time savings can drives wrong results into economic assessment, and that the use of adequate value of freight travel-time savings according to assessment area is very important.

Value Assessment for Inland Wetlands according to Ecological Geographic Distribution (생태지리적 입지에 따른 내륙습지 가치평가)

  • Korea established an inventory of 1,916 sites of inland wetlands during a nationwide investigation from 2000 to 2010. If inland wetlands is included in or near various protected areas designated by the government, it can be selected as a wetland to be managed with priority. This study evaluated the aspect of management of inland wetlands by analyzing the correlation between locations of national protected areas and inland wetlands. As a result, it was shown that a considerable percentage of current inland wetland was located in areas that were designated and managed as protected areas by the government, as they had a high value of natural environment protection (527 sites, 31.61 %). When the range was widened to a radius of 1 km for protected areas, 959 sites were included and 57.53 % of sites were located in or nearby the protected areas. Among them, 46.79 % of sites were distributed up to or within a 1 km radius of waterside areas and rivers; it accounted for 81.33 % of wetlands located in protected areas. Therefore, it was found that locations of current inland wetlands were mostly in contact with rivers. The results of overlay analysis were classified into high, medium and low; the correlation of location with inland wetlands was analyzed through the analysis of separation distance of various protected areas. The number of wetlands located in areas of a 'high' value of protection was 998 (59.87 %); 289 sites (17.34 %) were distributed in areas of a 'low' value of protection. This implies that these wetlands are located in artificial areas and are more exposed to environmental pressures. Thus, these wetlands could be determined as inland wetlands, which we considered for the establishment of measures to prevent damage.

Effects of Service Quality and Perceived Value of Regional Festivals on Intention of Word-of-Mouth in the trend of Convergence (융복합트렌드에 따른 지역문화축제의 서비스품질과 지각된 가치가 구전의도에 미치는 영향)

  • The purpose of study was to test the effects of service quality of regional festivals showing the characteristics of convergence service and perceived value of visitors on intention of word-of-mouth, and the moderating role of perceived value between service quality and intention of word-of-mouth. For this empirical study, the data were collected and selected from 320 residents in Wonju province and visitors for Wonju Hanji Cultural Festival from all around from the South Korea by using structured questionnaires. The data were analyzed by hierarchical regression technique. The results showed that both of 7 factors of service quality of regional festivals and 2 factors of perceived value had a positive effect on visitors' intention of word-of-mouth. And also found out the only one out of two perceived value factors, namely 'non-monetary value' had the moderate roles between service reliability out of 7 service quality factors and intention of word-of-mouth. The results of study was summarized and theoretical implications of the findings with practical applications were discussed. After then, the directions for further study were presented based on the limitation of this one.

UNESCO Mixed Heritage Concept Sustainable Preservation of Gochang Maritime Religious Relics (유네스코 복합유산 개념으로 본 고창 해양신앙유적의 지속가능한 보존)

  • Community beliefs of the coastal villages in Gochang are cultural activities and rituals manifesting the hopes and spiritual worlds of the locals who live off the sea and tidal mud. Along with their societal functions wishing for peace, maritime safety, and good catches, the values of the Jwajeongdam (How god came to be), Yuraedam (History of worshipping), and Yeongheomdam (Stories of miracles), as living heritage need to be reexamined according to the recent Convention for the Safeguarding of the Intangible Cultural Heritage. The community beliefs of the coastal villages in Gochang, where outstanding universal intangible and tangible values coexist, have been perpetually transmitted in interactions with tidal mud and the ecological environments of the sea. They reinforce the "Outstanding Universal Value" UNESCO mentions and sustainability that connects the past, present, and future. Furthermore, a coastal area is endowed with international accessibility over regionality. Hence the community beliefs are charged with eco-cultural values, which its preservation and promotion should also focus on to provide policies and protection activities. In short, the tidal mud and community beliefs of coastal villages in Gochang, which according to the concept of UNESCO's "mixed heritage," meet the values for natural, cultural, and intangible heritage at the same time, and so must be approached not in the scope of points or lines, but also in surfaces when arranging protection initiatives.

  • This study aims at investigating the influences exerted by the visual elements of outdoor signboard on consumers' capacity to make judgment on values. Therefore, it intends at studying the values displayed by signboards. As the phase one of the investigation, on-site study has been performed to photograph signboards of the entertainment and amusement business premises in 4 regions of Busan, thus to investigate and analysis the photographed data. For the second phase, survey was peformed on the basis of the analyzed data to select 15 signboards to be used in making judgement of values based on results of frequency measure per each category of geographical region, business type and three grades of the high, medium and low. In the third phase, survey was peformed on the items of value (A-G) to analyze consumer values. Finally, the fourth phase was carried out to compare and analyze the actual values of business premisses against that of the consumers. The result of study displayed that the effect exerted by visual elements of signboards on consumers is not of simple information provision, but is of essential factor to serve as the foundation of added values for business premises.

A Study on Fare Estimation for Demand Responsive Transport (수요응답형교통체계 이용요금 가치 추정 연구)

  • The purpose of this study is to estimate the appropriate Demand Responsive Transport (DRT) fare for bus users upon introduction of the system, which is to improve ridership on economically non-profitable routes and to conform to the mobility right of those living in presently non-serviced rural areas. For this, a stated preference (SP) survey was adopted to assess respondents' preferences regarding DRT introduction, while the contingent valuation method (CVM) was used to calculate their willingness to pay (WTP) for DRT services. The analysis results show that, compared to the existing bus services with a 1,000 won bus fare, the value of DRT is considered to be 38.85%, 31.03% and 30.12% higher in terms of overall assessment, usability and convenience, respectively. The results of this study are expected to facilitate the decision making aimed at setting the appropriate DRT fare and implementing a DRT system that meets sustainability requirements.

Analysis of Economic Value and Regional Economic Impact of Jeju Port Redevelopment Project (제주항 재개발사업의 경제적 가치 및 지역경제 파급효과 분석)

  • In this study, the economic value and economic ripple effect of the Jeju Inland Port redevelopment project were estimated. The economic value was estimated from the viewpoint of amenity, the value of non-market goods such as landscape improvement, environmental improvement, and recreation effects. As a result of the estimation, the population was divided into Jeju Island and other regions and the individual's willingness to pay was estimated to be 2,952.9 won in Jeju Island and 4,722.8 won in other regions. On the other hand, the economic ripple effect of the Jeju Inland Port redevelopment project was estimated during the project period and after the completion of the economic ripple effect was estimated. As a result of the estimation, the production inducement value was KRW 84,387 million, the value-added inducement effect was KRW 37,292 million, and the employment inducement value was 5,846 employment when the (direct employment + indirect employment) effect was combined. After the end of the project period, as of 2022, there were 518,000 foreign tourists, and the value-added inducing effect was estimated to be about 149,885 million won.

The Effect of Constructing an Cultural Environment on the Economic Revitalization within the Four Regions of Seoul (서울 4대 지역의 문화환경 조성으로 인한 지역경제 활성화 효과)

  • This study examined how the construction of an environment of culture has affected economic revitalization within the four regions of Seoul. World Cup Stadium, Bookchon, Daehackro, and Seoul Forest were selected for study in consideration of the types and characteristics of cultural environments. The data were collected by questionnaire surveys, which were administered to local residents. The results found an increase in the value of real estate in Seoul Forest while the construction of a culture-based environment had a positive effect on shop sales, the provision of employment opportunities, and the generation of tourist-based income in Daehackro. Using regression analysis, the relative influence of a cultural environment on the value of real estate was greatest on the improvement of local image and the enhancement of cultural enjoyment. The results found that the enhancement of cultural enjoyment was the most prominent predictor of the provision of employment opportunities and an increase in the number of tourists.

A Study of Spatiality, Placeness and Environmental Values for the Regional Instruction : A Case of Jinju Area (지역학습을 위한 공간성.장소성.환경가치의 연구: 진주지역의 사례)

  • The purpose of this paper is to establish three themes of regional instruction based on new regional geography and to examine explanation of space, understanding of place and judgement of environmental values for the Jinju regional instruction. Under the premise that region is the representation of space, place, and environmental perception, we reviewed location and space, event and place, development and environmental values in Jinju area. The results of the study are as follows: Owing to locational conditions, commercial agriculture, industrial and agroindustrial park, bio industry have been developed in Jinju. There are however some tasks that have to be solved such as rural investment, industrial park relocation and economic reconstruction. The Jinju castle combat, Farmers' resistance in 1862, Human right campaign for butchers in 1923, and educational conflict all occurred in the Jinju community. These events resulted in the integration and separation of the stratified citizens. They were represented as a variety of semiotics and landscape in the place. Citizens who live in Jinju are confronted with judging the environmental values. They ask whether inviting companies to town will ensure environmentally sound and sustainable development. The regional characteristics of knowledge, culture and environment in Jinju have been reproduced through the economic activity, place understanding, place marketing, and citizens' campaign.
