As the digital transformation accelerates, the demand for professionals with competencies in various digital technologies such as artificial intelligence, big data is increasing in the industry. In response, the government is developing various educational programs to nurture talent in these emerging technology fields. However, the lack of a clear definition of competencies, which is the foundation of curriculum development and operation, has posed challenges in effectively designing digital technology education programs. This study systematically reviews the definitions and characteristics of competencies presented in prior research based on a literature review. Subsequently, in-depth interviews were conducted with 30 experts in emerging technology fields to derive a definition of competencies suitable for technology education programs. This research defines competencies for the development of technology education programs as 'a set of one or more knowledge and skills required to perform effectively at the expected level of a given task.' Additionally, the study identifies the elements of competencies, including knowledge and skills, as well as the principles of competency construction. The definition and characteristics of competencies provided in this study can be utilized to create more systematic and effective educational programs in emerging technology fields and bridge the gap between education and industry practice.

The goal of this study is to suggest policy tasks for the public library in Seoul. For this goal, researcher compared macroscopically the gap between the Seoul city and the global competitiveness city using the core index of the public library, and analyzed microscopically the level of the Seoul city and the metropolitan cities and provinces focusing on the public library infrastructure and service index. Next, researcher evaluated the public library policies by linking the "2030 Seoul City Master Plan" and the "Library and Reading Culture Revitalization Plan". Based on the results, researcher proposed branding for global knowledge culture capitals, advancement of core competencies and systems of libraries, composition of citizen centered knowledge culture ecosystem, maximization of citizen's service satisfaction and expected benefits as future-oriented policy tasks of public libraries in Seoul.

21st century is a knowledge and information society. Keeping pace with this global environment change. people demand various roles from a library First, they demand to play a role of an 'Information Connector' rather than a traditional role of a 'Book Container'. Second, they demand to be the place of the social integration for a solution to the information and learning gap and the place for a life-long learning for HRD(Human Resources Development) by the community unit. In addition, not only introducing a system of 'Deputy Prime Minister and Minister of Education & HRD' for national HRD and 'Five-Day Week' but the advent of 'an Aging Society' demand a change of a library. This study researches roles of a library inseparably related to such new paradigms in the life-long learning society as the knowledge. information, five-day week. aging and HRD, and shows the right direction of a library to pursue in the future.

This study calculates comprehensive regional innovation potentials of the 16 provincial governments of Korea based on the 20 indices from 3 fields such as regional innovation infrastructure, regional innovation activities, and regional innovation performance. Except regional innovation activities supported by the central government's regional innovation grant program, there are disparities of the 3 innovation fields between the Seoul Metropolitan Area and non-Seoul areas. In some local provinces where the comprehensive innovation capacities are low, there are significant disparities among the 3 innovation fields. These provincial governments should support a policy to adjust the disparities for the sustainable regional innovation.

선진 각국에서는 지식기반 정보사회로의 급속한 이행과 사이버 공간의 확장에 따라 사이버 교육에 대한 법적 제도적 근거를 마련함은 물론 이의 적극적인 활용을 모색하고 있다. 우리나라에서는 교육혁신과 인적자원개발을 위한 2단계 교육정보화종합발전 방안을 마련 및 교육과정의 개편, 실행에 옳기고 있다. 새로운 이론인 구성주의에 근거 마련된 제7차 교육과정에서는 교수 학습시 ICT의 활용을 적극 권장하는 바, 훈련 받은 교사에 의한 아동의 교수 학습 효과가 현저하여 교사의 ICT활용 관련 기회의 요청이 요구되고 있다 본 연구에서는 전국규모의 교육용소프트웨어 공모전에 참여하는 경북지역 교사들의 ICT 활용 능력과 학교급별, 지역별, 저작도구별, 분과, 분야별, 저작인수별 실태를 파악하기 위하여 당해연도 경북도 대회 2등급 이상 상위 입상작 48편에 대한 분석 및 고찰을 실시한 결과, 교원의 ICT활용 능력 신장, 지역간 정보격차 해소, 교수 학습 방법 개선 지원을 강화할 필요가 있는 등 다수의 유의미한 결과를 얻었다.

The Library and Information Policy Committee announced a national comprehensive plan for all libraries in August, 2008. The plan includes the re-establishment of a subject-based national library system as one of the major policy challenges. Based on the preceding study (an analysis on systematization and the gaps in subject-based national libraries in major countries), this paper proposed three models: a centralized model focused on the NLK, a horizontally-linked model, and a long-term strategic model for subject-based national library systematization in Korea.

As the capital of knowledge becomes more important than traditional capital like land or labor in the 21st century, the most competitive resource for corporations is knowledge. Furthermore, corporations may evaluate and improve latent knowledge of 'intellectual capital(IC)' within organizations, which will enhance their performance in the future. However, most Korea Distribution Companies have evaluated only tangible assets, ignoring latent capital. Since enterpreneurs have recognized that they cannot explain the difference between maret value and book value, the major advanced states lead to more sophisticated techniques to evaluate IC value. Although it is extremely important and urgent to evaluate IC value, the indexes of evaluating IC have never been examined and have been adopted by many corporations. Therfore, this study intends to develop a index for IC valuation. This study hopes to give some insights into the practical use of intellectual capital for the Korea Distribution Companies and help them develop a strategic perspective to enhance their competitiveness.

Based on the Everyday Information Seeking Behavior Theory, this study investigates information activities and library experience of 66 elderly or people with disabilities in Autonomous District A. In addition, this study analyzes contextual circumstances of daily information activities through in-depth interviews with a subset of 11 people. Although community welfare centers provide basic welfare, the elderly and people with disabilities seek to learn and socialize in cultural welfare centers, particularly in libraries. This study shows that libraries can fulfill their top three of Maslow's hierarchy of needs: Self-Actualization, Esteem, and Love and Belonging. Specifically, digital literacy education has been identified to be highly demanded. They seek to distinguish correct online information and to socialize using digital technologies in this contactless society. This study proposes a detailed plan for public libraries to offer cultural and information welfare in order to reduce the information gap within the local communities.

In the information society public libraries are situated in a rapidly changing social environment. Coming of post-printing era, expansion of knowledge, enhancement of social reflexivity, and growing flexibility of jobs, etc are bringing both crisis and opportunity to them. In order to take chances public libraries must collect materials in D/B format as well as printed and computer-file forms, and enlarge assistance to educational and research activities of residents and business firms. In addition, they must contribute to reducing information divide, increasing communal interactions, and providing leisure activities. It is required for them to develop a variety of programs and strengthen publicity among residents.

모바일 기기의 화면 크기와 해상도의 발달로 모바일러닝은 시각장애인들의 이동성의 제한과 접근성의 문제를 해결해 줄 수 있는 학습방법이 되었다. 그러나 시각장애를 가진 학습자들은 메뉴 구조의 복잡성으로 인해 원하는 메뉴로 이동하는 것에 어려움을 겪고 있다. 본 논문에서는 이와 같은 문제점을 해결하기 위해 4개의 시작메뉴를 제안한다. 4개의 시작메뉴는 모바일 기기의 화면에 4개의 코너에 시작화면을 불러오는 영역을 제공하여 시작메뉴의 선택이 쉽고, 메뉴선택을 위한 반복적인 이동횟수와 메뉴구조의 복잡도를 줄일 수 있다. 따라서 4개의 시작메뉴는 시각장애를 가진 학습자가 모바일러닝 환경에서 모바일러닝 콘텐츠를 통한 학습이 쉽게 이루어지도 도와주어 즐겁게 지식과 기술을 습득하여 정보격차를 줄일 수 있다.
