세계 경제의 지식기반 경제로의 변화와 함께 경쟁력 강화를 위한 핵심 수단으로서 기술혁신 등 지적재산의 중요성이 증대되는 등 환경의 변화와 함께 1990년대 거품경제의 장기간 불황에서 탈피하기 위한 수단으로 일본은 지적재산을 핵심 전략으로 하고 있다. 이에 일본은 지난 2002년에 지적재산전략을 국가전략으로 삼아 2002년 7월에 지적재산전략대강을 결정한 바 있으며 2003년 3월에 총리를 본부장으로 하는 지적재산전략본부를 설치하여 지적재산입국의 실현을 위한 지적재산전략추진계획을 책정하여 실시하고 있다. 이에 본고에서는 지난 2005년 6월에 책정된 일본의 지적재산전략추진계획 2005를 토대로 일본의 지적재산권 정책 동향을 살펴보고 그 함의를 모색해 보고자 한다.

Since the beginning of the 21st century, the power source for the growth of our country is shifting from the 'knowledge and information'-centered business to the culture-based business attaching importance to 'creativity'. In the era of creative culture-based economy, the core resources on which the national competitive power depends can be thought to be 'cultural contents'. The current ubiquitous project, which is being promoted in our country, is characteristically placing much emphasis on building-up of the RFID-centered infrastructure so that it is poorly acknowledged by common people to whom its service is actually provided. In this study, the approach to promotion of the cultural service, to which an easy access is available as a result of combining the ubiquitous-based technology with 'cultural contents', is discussed in the 4 aspects.

The purpose of this paper is to analyze production and innovation networks of services in the long-live area of Gangwon and Jeju Provinces and to suggest a policy direction for regional development of rural areas where have been neglected in the knowledge-based information society. Four counties in the Honam Region, the long-live belt of Korea and two cities (Jeonju, Gwangju) are surveyed for the purpose of comparison with the Gangwon and Jeju areas. Production and innovation networks of research and supporting activities and tourist services are analyzed based on intensive interview surveys of the regions. The result of the analysis suggests that the innovation networks among the economic actors have considerable impacts on the innovation processes of the service activities and the service functions in the rural area are somewhat developed with local industry after the practice of local autonomy. The processes of innovation networks are progressed differently by the hierarchy of the regions as well as by the function of services such as research and supporting activities and tourist services. The direction of the rural development in the knowledge-based information society seems to be intensifying the networks among the innovative actors and developing virtual innovation networks for the development of rural innovation systems.

In this paper, we discuss patent pool and a patent valuation scheme for fair royalty distribution among the patents in a pool. In the knowledge-based economy, intellectual capital-the accumulation of technology and know-how-is recognized as the most important source of company's competitive advantage and economic growth. By providing exclusive rights to patent holders, the patent system aims to encourage innovation-invention & commercialization of new technologies-in order to raise the standard of living. However, drawbacks of patent system, which occur as the number of patents issued increases rapidly and patent ownership is fragmented, may slow down the innovation efforts seriously. A promising solution is the patent pool approach, which was for instance employed by the U.S. congress during World War I to free the airplane manufacturers from the patent tangle by letting them license all the patents for a fee. It is necessary to figure out relative technological contribution of patent for fair distribution of royalty revenues among patent holders. The Rating/Ranking Method seems to fit to that valuation purpose. We examined technology valuation models from various organizations and selected a set of more influential valuation factors which can be incorporated as scoring criteria in the Rating/Ranking Method.

Following the emergence of a knowledge-based economy, the role of universities in regional development has been re-evaluated through considering localized interactive learning processes. This paper tries to identify the role of universities for regional development and the variables effecting on their localized engagement in regional development. We argues that universities cannot be viewed as a single angle, because the behaviors of a university are influenced by the degree of their independence from regional and national governments. Likewise, the contributions of universities to their regional development can be differential depending on the organizational characteristics of individual universities, the social, political, and economical contexts of a given region and nation, and complex relations between and within universities and other regional stakeholders. These variables can be both the drivers and barriers when each university responds to regional needs. Based on the literature review, we suggest that the explanatory factors of shaping the engagement of universities in regional development can be classified into four categories: the characteristics of individual universities, the national context, the local and regional context, and the policy context.

80년대초 이후 기술혁신의 가속으로 중소기업에서도 기술변화에 대한 적응이 경쟁력의 유지를 위한 핵심과제가 되면서, OECD 국가는 중소기업에 대한 과학기술정보(科學技術情報)의 이전(移轉)을 촉진하는 정부지원을 확충하였다. 경제성과의 개선을 위해서는 기술혁신만이 아니라 기술혁신의 성과를 확산시키는 것도 중요하다는 인식으로 중소기업의 경쟁력향상에 기여하는 과학기술정보의 공급확대를 위하여 연구개발사업(硏究開發事業)에 대한 지원을 강화하는 동시에 중소기업에 대한 과학기술정보의 이전을 촉진하기 위하여 과학기술정보의 공급원(供給源)(대학, 시험연구기관 등)과 중소기업을 연결하는 다양한 중개(仲介)(촉매(觸媒))기관(機關)의 설립 운영을 지원하고 있다. 연구개발과 과학기술정보이전에 관한 과학기술공급원과 중소기업간의 인식의 차이를 해소하기 위하여 정보교환(情報交換)과 인적교류(人的交流)를 확대하고 과학기술공급원이 제공하는 지식을 중소기업이 이용하기 쉬운 기술로 변환하기도 한다. 이러한 기능을 중개기관이 효과적으로 수행하기 위해서는 중소기업 사업자와 신뢰관계(信賴關係)를 구축하는 것이 긴요하며, 기술변화를 인지 수용하도록 유도하는 초기단계에서는 중소기업의 네트워크를 통하여 접근하는 것이 효과적이다. 이러한 기술확산과정(技術擴散過程)의 특성으로 인하여 지역혁신체제(地域革新體制)의 구축과 기술혁신정책(技術革新政策)의 지역화(地域化)가 강조되고 있다. 최근에 통상산업부와 과학기술처도 기술혁신정책의 지역화를 시도하고 있다. 연구기반과 산업기반을 고려하여 지역별로 다양한 유형의 산학연 공동연구기반이 구축될 계획이다. 기술혁신정책의 지역화는 시도단계에 불과하며 효율적인 지역혁신체제를 구축하기 위한 여건도 불리하다. 선진국에 비하여 대학과 연구기관의 연구자원(硏究資源)에서도 현격한 차이가 있으나, 네트워크의 혁신성을 좌우하는 지식집약형 중소기업의 비중과 중소기업기술개발의 혁신성에서도 선진국에 비하여 절대열위에 있다. 이러한 불리한 여건을 극복하기 위하여 중소기업의 혁신현장에 밀착된 지역의 전문가집단이 지역경제의 비전과 지역산업의 특수성을 고려하여 지역연구개발사업(地域硏究開發事業)을 전략적으로 기획하고 효율적으로 추진하며, 기획 추진과정에 참여하는 지역대학 지역시험연구기관 지역산업단체 등이 구성하는 지역사회(地域社會)의 협의체(協議體)가 정보공유(情報共有)와 공동학습(共同學習)을 통하여 지역혁신체제의 형성을 주도하고 경쟁과 협력의 조화를 통하여 기술혁신을 가속시키는 지역사회(地域社會)의 규범(規範)과 문화(文化)가 정착되도록 노력하며 중앙정부는 지역연구개발사업에 대한 지원에서 투명하고 합리적인 평가기준을 제시하고 지역산업의 혁신성과에 의하여 지원을 차등화(差等化)하는 경쟁원리를 도입하여 지역사회의 합리적 의사결정을 유도해야 한다.

In the glocalization a common phenomenon of several nations reveals knowledge innovation and growth by the important subject of region and state and is studied at theory and practice. the successful cases of regional development in an advanced country have leading innovation through regional innovation system and cluster. therefore we are necessary to analyse how the knowledge spillovers in innovative cluster as the reduced model of regional innovation system guide firm innovation and region growth. this article reviews theories and empirical studies of the knowledge spillovers in the regional innovation system and innovative cluster of innovative geography and proposes a new research issues for further explorations of the knowledge spillovers. Previous studies assist that knowledge spillovers exist in knowledge-based industries of specific local area and local innovation accomplishes through pure knowledge spillover. but limits of these studies include narrow region and technological area, few analytical variable and exclusion of rent knowledge spillover. therefore new research topics related with that exemplifies geographical dimension(concentration and decentralization), technological dimension(knowledge based industry), category of analytic variables(previous indicators, time, and social capital), conceptualization(appropriation means, markets for technology) etc.

본 과제를 통하여 기술적으로는 로봇 개발에 있어 기존 기술을 최대한 활용하고 새로운 기능을 추가하는 형태로 발전해 갈 수 있도록, 각 요소별 기능을 표준화 모듈화 하여 새로운 제품의 개발이 손쉽게 이루어 질 수 있는 기본 platform으로의 역할이 가능해졌다. 구동부 제작 및 설계, 금형 비용 등을 절감하기 위한 다목적 완구로봇 플랫폼을 확보할 수 있었다. 로봇이 복잡한 환경을 인식하고, 자율적으로 작업을 수행하며, 예측하지 못한 문제에 적절한 대처를 할 수 있도록 하기 위한 핵심 기술을 제공하게 될 것으로 생각된다. 로봇 개발에 있어 전문지식이 없는 초보자들이 직접 제작 구동해 볼 수 있는 비주얼한 개발환경을 지원할 뿐만 아니라 GUI 개발환경 및 TEXT Programming 으로 상호 전환이 가능한 코딩 방법을 지원(MSRS와의 차별화를 시도하였다. 기존 하드웨어 지식과 소프트웨어지식이 없는 상태에서도 제작자의 창의력에 따라 다양한 형태의 로봇을 제작 적용이 용의 하며 초보자들에 대한 로봇개발에 흥미를 유발할 수 있도록 하였다. 고급사용자를 위한 별도의 다운로딩 포트를 제공하였다. 로봇공학의 기본지식을 습득(아날로그/디지털 회로를 이해하고, 각종 센서의 이해하며, 스템/서보/DC모터의 제어기술, 펌웨어개발능력, 기본수준의 소프트웨어개발 능력) 활용할 수 있다. 또한, 경제 및 산업적 측면으로는 다음과 같은 장점이 있다. 기존 기술들의 장점을 취합하여 추가적인 기술을 적용할 수 있는 Base형태의 로봇을 개발할 경우 이를 활용한 제품 개발 및 Base자체로도 충분한 시장을 형성 할 수 있을 것으로 기대된다. 인터넷기반 로봇 제어 기술의 확보로 로봇시스템의 생산비용을 낮추고 TTM (Time-to-Market) 제약을 해결시켜 준다. 다른 응용 시스템에 쉽게 적용이 가능하고 지식기반 로봇 서비스의 요소기술 개발은 멀티미디어 콘텐츠분야(교육/게임/오락 등)의 활성화가 가능하기 때문에 타 IT산업에의 파급효과가 예상된다. B2B를 통한 실질적인 판매를 통한 동종기업의 연구 개발비 및 개발 기간의 단축이 예상된다.

Business incubators (BIs) could be regarded as an effective mechanism for linking research and industry to inspire technology and knowledge based entrepreneurship and innovation of start-up SMEs. The performance of BIs for small and medium enterprises (SMEs) innovation should be differentiated in accordance with the technology capacity of SMEs, the national entrepreneurial culture and characters in each economy. Therefore, the research intended to categorize BIs in the selected 10 APEC member economies into four types by investigating the issue of member economies' strategies, functions and characteristics in various focused programs.

The industries of culture contents is the trend to enforce the power of National competitions in the world economy knowledge foundation which tries to exchange a labor industry to the knowledge business. The spread of internet is the apparently turning point to be devide the world economy into the industrial society and the digital society. Also the communication with internet has been recognized as it is not any more newly means of communication in Korea. Net value which is a multinational internet survey corporation clarified that Korea was the most nation in the world by the result of its research in the rate of using internet. This research look into the characteristic of the media and type of the animation in internet, also analysis a need of user and a degree of convenience of using internet in the web of education site. This study is designed to study the evaluation criteria of web interface with visual perception and to seek its development in relation to the quality of visual perception in case of web animation.
