Comparative Appraisal of Sustainable Development in Korean Metropolis (우리나라 대도시의 지속가능발전성 비교평가)

  • The paper has its focus on comparative appraisal of sustainable development in korean metropolises. In reference to OECD, UNCSD, PCSD and BBR indicator lists, somewhat transformed 14 themes and 42 quantitative indicators were chosen in economic, social and environmental sector. In next step, for the standardization of the indicators the own value of each Metropolis was relatively appraised based on the mean value of each indicator of the metropolises. If necessary, the indicator which has negative characteristics was transformed into positive scale so as to compare all of the indicators with same scale direction. As a result, it was found out that Seoul and Ulsan, highly concentrated in specific economic sector, reveals high level of sustainable development in economic sector but not in environmental sector. Kwangju is diametrically opposed to the former case. In contrast to the generally low level of sustainable development of Pusan, Taegu and Incheon, the metropolis Taejeon shows equally high level of sustainable development in 3 sectors.

Analysis of Water Infrastructure Sustainability Index: Using Weighting and Cluster Analysis (물 인프라 지속가능성 지수 분석: 가중치 분석과 군집분석을 활용하여)

  • The purpose of this study is to raise the necessity of ensuring sustainability of water infrastructures in economic, social and environmental sectors by using index that evaluates the sustainability centering on water supply and wastewater utilities. This study identified sub-indexes that should be stressed among different indexes in economic, social and environmental aspects and those indexes were compared by each clusters of cities. The principal component analysis was used to calculate the weights of the sub-indexes, and the k-mean cluster analysis was conducted to classify the clusters. As a result of the weighting analysis, financial independence, service revenue ratio, subsidy ratio, population coverage ratio, deterioration, stream/river ecosystem health and river water quality were found to be the major variables in assessing sustainability. Cities were then classified into two groups using the k-mean cluster analysis. The overall sustainability scored high in the economic sector was relatively satisfactory, but it was necessary to improve the environmental sustainability. The group with relatively good environmental sustainability showed low score in the overall sustainability and required improvements in the economic sector.

Analysis of Environmental Sustainability in South Korean Inland Windfarms (한국 육상풍력발전사업의 환경적 지속가능성 평가 연구 - 58개 환경영향평가서 사례에 대한 정량적 분석 -)

  • Wind power has been rapidly growing over last decade in the world as well as in South Korea as a feasible renewable energy source. Providing sustainable energy to all while securing environmental sustainability requires evidence based policy making and innovative solutions. Through analysis of 58 cases of South Korean Environmental Impact Assessment (EIA) Report, this paper seeks to identify answers to the following two questions. What are the key characteristics for inland windfarm? Is there a way of measuring environmental sustainability to compare each location to reduce negative environmental impact? Variables related to environmental sustainability of each windfarm case were collected from EIA report and the factor analysis of environmental variables was conducted to calculate the weight for each variable to build environmental sustainability index (ESI) to provide as evidence-based tools for decision making on the location of inland windfarm. 58 cases were categorized as three types 1) Mountain type 2) Ranch Type and 3) Coastal Type depending on their height and degree of naturalness. For analytical research, first, it was successfully calculated environmental sustainability of each windfarm case ranging from 1.04 (#33, Ranch type) to -1.44 (#55, Mountain type). Second, the analysis results showed that ranch type is most environmentally sustainable (Average ESI = 0.4551), followed by coastal type (Ave ESI = 0.3712) and lastly mountain type (Average ESI = -0.3457). These findings are consistent with the previous researches on inland windfarms and provides substantive policy implication on the renewable energy policies.

The determinants of Fiscal Sustainability of Welfare State (복지국가의 재정적 지속가능성 결정요인)

  • The purpose of this study is comparing fiscal sustainability of 17 welfare states. Borrowed the concept of fiscal space to Ostry et al(2010) and Ghosh et al(2011), this study measures the fiscal sustainability in welfare states. Using data collected from 20 OECD countries from 1986 to 2013, this study attempts to evaluate the financial sustainability of each country. As a result, it is necessary that the appropriate level of tax burden is secured. Tax revenue is the funded basis for maintaining the welfare state, so increasing tax compliance to offset the negative impact of increasing welfare spending will promote social cohesion. In therms of tax structure, in accordance with the ability to pay principle, it is important to raise the equity between the source of taxation. Reducing the gap between labor and capital tax is required to achieve horizontal equity, It is also useful to utilize the financial base of the welfare state by broadening the tax base though a consumption tax. Improving the vertical equity can also make a positive contribution to the fiscal sustainability of the welfare state.

  • This paper intends to set up a standard sets of indicators based on system-orientor framework, in assuming urban place as a self-organizing system within which several subsystems are interlinked together. Also, The application guideline composed of normative-analytical-practical dimensions, is proposed how to put into practice a standard set of indicators according to the regional characteristics. In practice, Seongnam in Gyeonggi Province in Korea and St. Paul in Minnesota in US are selected for case studies in order to measure and evaluate urban sustainability. Both data availability for measured variables and establishment of minimum level and satisfactory level of sustainability are requested for furthermore researches.

  • 본 논문은 네덜란드의 지속가능성 평가(Sustainability Assessment, SA)에 있어 몇몇 최근의 진전을 토의한다. 효율적인 지속가능성 평가를 위한 몇몇 요소들의 강조에 초점을 둔다. SA는 현재로서는 복잡하지만 필수 구성요소이다. 이는 개발의 가능한 방향에 관한 토의의 질을 향상시키고, 대안들 결론 비용 및 이득에 가중치를 둠으로서 종종 국민을 위해 보다 투명한 정책결정의 복잡한 과정을 구성함을 통해 정책 결정의 민주적 질에 기여하는데 중대한 잠재력을 지닌다. 현재 네덜란드에서 SA에 관한 주요 도전은 아직은 산만하지만 포괄적이고 보다 널리 사용되는 도구로 만드는 것이다.

Environmental indicators for evaluating sustainablility of district unit planning in Seoul (서울시 지구단위계획의 환경적 지속가능성 평가지표)

  • This study aims at developing environmental indicators to evaluate sustainability of district unit planning in Seoul. The indicators are devised to evaluate three categories of influencing areas such as district planning area, surrounding areas of planning area, and city wide area. In order to formulate the environmental indicators, subsystems of the environment were reviewed and classified into seven sectors of the environment such as air and climate, soil, water, green space, fauna, noise, and landscape. 16 indicators were developed from the seven sectors. Weighing were given to each indicator resulting from AHP analysis of the questionnaire survey of environment and urban planning experts.

  • A fundamental understanding of "sustainable development" is generally related to a triptych of social justice, ecological integrity, and economic well-being. It aims at a development of human societies that would achieve the reconciliation of social justice, ecological integrity, and the well-being of all living systems an the planet. Furthermore, the quest for "sustainable development" focuses on economic, ecological, and social dimensions. interdependence of culture and sustainable development. The original syntax was not quite standard English, i.e., it was also unclear and vague. Ergo, this is a hypothetical edit. If you demur, then please rectify it. In Germany, th "Tutzinger Manifest" also includes the cultural dimension as a major dimension of sustainability, thereby arguing for the integration of culture in strategies for sustainability; and furthermore for the building of networks in order to overcome this gap. The cultural dimension of sustainability in Germany involves not only cultural policy, but also culture management.

  • This paper reveals Material Flow Analysis(MFA) has the possibility of reconciling the two contending theoretical viewpoints(weak sustainability v.s. strong sustainability) and thereby makes the concept of sustainability useful at operational level. For this purpose, this paper shows that the theoretical logic of MFA can be applied from national level to product level (EW-MFA, PIOT/NAMEA, LCI), and investigates the meanings and policy implications of MFA at each level.

A Study on the Impacts of SMEs' Environmental Sustainability and Innovation Orientation on Sustainability Performance through Social Integration and Technological Integration (중소기업의 환경적 지속가능성과 혁신지향성이 사회적통합 및 기술통합을 통해 지속가능성 성과에 미치는 영향 연구)

  • The purpose of this study is to empirically analyze and provide implications for the impact on performance, focusing on Environmental Sustainability, innovation orientation, and integrated activities among the factors necessary for sustainable management of SMEs. 366 copies obtained from executives and representatives above the department head level of domestic manufacturing SMEs through professional research companies were used for the final analysis, and the research hypothesis was verified using SmartPLS 3.0 and SPSS 25. As a result of the analysis, it was confirmed that Environmental Sustainability had a significant effect on social integration and technology integration, and innovation orientation had a significant effect on social integration and technology integration. In addition, it was confirmed that social integration and technology integration factors had a significant effect on the sustainability performance of SMEs. Based on these research results, theoretical, practical, and future research directions could be presented. According to the results of this study, it can be expected that manufacturing SMEs will be able to receive help in establishing strategies related to innovation orientation, social integration, and technology integration to achieve sustainable performance.
