도시에서 녹색성장을 위한 노력은 이미 '지속가능한 도시'를 위한 노력의 일환으로 토지이용, 주택, 교통, 환경, 산업, 행정계획 등 다방면에 걸쳐서 여러 곳에서 활발히 진행되어 왔다. 지속가능한 도시는 안정적인 경제성장, 쾌적하고 건강한 환경의 보전, 사회적 약자의 보호와 문화발전을 동시에 달성하는 도시를 의미한다. 지금까지의 도시성장이 경제위주의 양적 성장이었다면 지속가능한 도시성장은 환경문제와 사회문제를 경제문제와 같은 비중으로 다루어나가는 질적인 발전을 의미한다.

지속가능경영에 대한 기업들의 관심과 노력이 증가하고 있는 가운데, 구성원들에게 지속가능경영을 내재화 시키고 보다 장기적 관점의 인적자원관리로 기업의 지속적 성장에 기여하는 '지속가능 인적자원관리'(Sustainable Human Resource Management)가 새롭게 주목 받고 있다. 여기서는 LG경제연구원 원지현 선임연구원의 '지속가능경영에 기여하는 HR' 보고서를 통해 글로벌 기업들의 사례를 분석하고 지속가능 HRM의 특징과 적용 범위, 효과에 대해 알아본다.

LG생활건강은 '고객의 아름다움과 꿈을 실현하는 최고의 생활문화기업'이 되고자 Healthy, beautiful, Refreshing의 3개 영역에서 소비자에게 가치를 제공하기 위한 사업을 펼치고 있는 매출규모 4조원의 FMCG(Fast Moving Consumer Goods) 회사이다. LG생활건강의 지속가능경영보고서에 따르면 프레스티지 화장품 부문은 기존 브랜드가 지속적으로 성장하는 가운데 스타제품 육성 등 신규 브랜드들의 성과를 자랑하고 있으며 매스티지 화장품 부문은 친환경제품에 대한 소비자들의 높아진 관심 속에 에코브랜드 '비욘드'가 급성장 한 특징을 들 수 있다. 생활용품 사업은 엘라스틴, 테크, 페리오, 샤프란 등 메가브랜드들이 이끄는 주요 카테고리들이 꾸준히 성장해 2위 업체와의 격차를 더욱 벌리며 지속적으로 시장지배력을 높여가고 있다. 이 외에도 음료 사업은 소비자 선택의 폭을 넓히는 다양한 제품보강 및 유통 커버리지 확대 등으로 지속적인 패키지 이노베이션과 소비자 선택의 폭을 넓히며 전 브랜드가 고르게 성장했다. 본 고에서는 LG생활건강의 화장품용기 감량화 사례 및 지속가능 제품 개발 사례에 대해 살펴보도록 한다.

In order to draw some strategic implications for the sustainable growth of emerging technologies this paper attempts to dynamics underlying the 'hype cycle' ever occurring in course of coevolution of technology and society. Particularly, a series of basic questions in the context of sustainability are explored to answer by simulating the hype system structure: What makes hype cycle occur? how to enhance the tapering level at the final stage of coevolution? what are the key policy leverages and when is the right time for the policy intervention? This study perhaps give some insights not necessarily to the academics but also to the practitioners and policy makers.

This paper aims to discuss and develop theories of social sustainability as an alternative of urban development, recognizing that urban development paradigm needs to turn to the qualitative perspective. Urban development in Korea has mainly focused on quantitative expansion disregarding qualitative development so far. Korean cities has achieved the quantitative accumulation of wealth due to the strategy. However, as a result, it is also certain that socio-economic problems such as urban poverty, social polarization, deterioration of welfare and quality of life are getting more serious. In the context that social sustainability meets social needs of urban residents based on equity and focuses on social development, it has an important meaning in relation of social and economic problems such as inequality and distribution of urban development. Furthermore, social sustainablity can foster urban residents' endogenous capability and governances. The importance of social sustainablity has been standed out and its concept and practical problems have been discussed diversely among researchers in the Western advanced countries for the last decade. However, social sustainability is still unattractive and its institutional strategy are insufficient in Korea. Concepts and practical problems of social sustainability have implications on the development path of Korean cities which have been accumulated contradiction due to the quantitative development for a long time.

Germany has carried out its environment friendly energy policy to prevent $CO_2$ emission that affects directly to the global warming phenomenon. Based on this direction, it has performed a sustainable development strategy through the R & D activities in environment and energy technologies. Accordingly, the core elements of German energy and sustainable development policies are renewable energy, ecological energy tax, and emission trading system. In particular, Germany has supported to develop renewable energy resources that prevents from consuming fossil energy resources. At the same time, it has set the ecological energy tax and initiated the emission trading system in order to support the renewable energy policy continuously. This paper analyze whether or not it is possible to generate an economic growth and a sustainable development while using renewable energy resources based on the renewable energy policy that minimize the negative effects on the environment. For that, the paper adopts Germany as a model country. In fact, it is possible to achieve the economic growth and the sustainable development if a nation can substitute increasing energy consumption for the economic growth to renewable energy resources that does not affect to the environment negatively. This model is the German energy policy and sustainable development strategy, and it is the purpose of the paper to prove it logically.

2015년은 국제사회 거버넌스 및 정책 패러다임에 있어 전환점(tipping point)을 맞는다. 2000년 국제사회가 인류의 빈곤 퇴치라는 삶에 가장 절대적인 개발목표로 2015년까지 달성해야 할 빈곤, 의료, 교육 등 사회 환경 현안에서 해결해야 할 단순명료한 목표를 제시하였다. 그리고 2015년 9월 UN 지속가능 세계정상 회의(World Summit on Sustainable Development, WSSD)에서는 지속가능개발목표(Sustainable Development Goals, SDGs)를 채택하여 2030년까지 전 세계가 경제성장, 기후 변화 등 경제적, 사회적, 환경적 측면을 통합적으로 고려하여 지속가능한 인간정주환경을 조성하자는데 합의를 마쳤다. 17개의 지속가능개발목표와 부속적으로 169개의 타겟이 설정되었으며, SDGs 안에서는 MDGs의 기조를 유지하면서, 인간의 권리 구현과 성평등, 여성과 어린이의 권리 신장 등을 포함하고 있으며, 기후변화와 예측이 불확실한 다양한 자연재난, 특히 물과 물 관련 재해가 빈곤 경감, 기후변화 대응, 인간정주의 모든 삶의 영역에 연계요소로 녹아 있다. 기후변화 적응과 물 안보, 특히 위기관리의 맥락이 내재되어 있는 2030년을 목표로 하는 국제사회의 Post-2015 개발의제에서 물 분야는 무엇보다 중요한 관심 분야로 부각이 되어 있다. 17개의 지속가능개발목표에서 SDG6을 "모두를 위한 물과 위생의 지속가능한 관리와 이용(Ensure availability and sustainable management of water and sanitation for all)"으로 하고 수자원관리 및 물과 위생 분야의 중요성을 전세계가 공감하고 함께 해결해 나가야 함을 강조하였다. 그러나 실질적으로는 물을 직접적으로 언급한 6번째 목표뿐만 아니라, 빈곤의 근절(SDG1), 기아근절과 지속가능한 농업의 증진(SDG2)을 비롯한 다양한 목표들에서 물 분야가 직접?간접적으로 연계 되어 있으며, 특히 기후변화의 영향으로 더욱 심각해진 물관련 재해로부터 리질리언스 확보 등, 지속가능개발목표의 전반적인 기조에서 물안보 확보를 읽을 수 있다. 물 분야에서 지속가능개발목표의 이행을 위한 노력은 국제사회의 물 문제 해결에 공동으로 대응하기 위한 글로벌 동반 성장 지원체계를 구축하기 위한 초석이 될 것이다.
