  • 초고속 통신망의 발전으로 인터넷을 통한 고화질 비디오 서비스가 가능하게 되었으며 이에 따라 스마트TV, IPTV 서비스와 같은 방통융합서비스가 대중화 되고 있다. 그리고 이러한 추세에 맞추어 방송 이외의 매체를 통한 비디오 콘텐츠 소비가 증가하고 있고, IT사업자들과 가전사들이 방송 플랫폼 사업에 진출하는 등 전통적인 방송 산업 구조에도 변화가 일어나고 있다. 이와 같은 환경 변화에 대응하기 위해 KBS 기술연구소는 지상파 방송 기반의 하이브리드 TV 서비스를 연구하고 있고, 이를 OHTV(Open Hybrid TV)라는 이름으로 국내의 다른 방송사들 및 가전사 등과 함께 표준화하고 있다. 안정적이고 효율적으로 대용량 비디오를 전송할 수 있는 방송망과 양방향 특성을 가진 통신망을 같이 활용하는 하이브리드 TV 환경에서는 양방향 방송 서비스를 보다 효율적으로 제공하는 것이 가능할 것으로 기대된다. 이를 통해 TV 시청자에게는 개인화된 형태의 새로운 방송 서비스를 제공하고, 방송사에게는 전통적인 사업모델을 탈피하여 새로운 비즈니스 모델을 찾을 수 있는 기회를 줄 수 있다. 이미 유사한 개념의 서비스들이 국내외에서 다양하게 시도되고 있으며 본 논문에서는 OHTV 서비스 시나리오 및 요소기술과 이를 구현한 시스템을 소개한다.

Characteristics of Exportation of Korean TV programs: Focused on MBC Case (지상파 방송프로그램의 해외 판매 특성에 관한 연구: MBC 사례를 중심으로)

  • The purpose of this study is to research on the mechanism of exportation of Korean TV programs. As a result, the buying countries of Korean TV programs have been relatively diversified : 40 countries across the world. However, examining the frequency of exportation has shown that it primarily focused on few countries such as Japan and Taiwan. Furthermore, drama has been the most preferred genre by foreign countries. Fortunately, remakes, dubbing productions, publications, and merchandising have been started to develop. As for the trade partner, the portion of foreign distributors has been ranked as a the most prioritized type. Therefore, it is necessary to open the existing closed system of distribution of Korean free TV to build more diversified partnership.

  • This article researched the changes of terrestrial local broadcasting companies in a crisis of management. According to the following: First, the structure of the internal organization of local broadcasting companies has been changed to put more emphasis on 'management'. Second, most of the interviewees responded that this change was an inevitable choice. However, some responded that their 'role identity' was changing in a negative direction. Third, these changes have led to the emergence of programs that could undermine public interest. It also showed an increase in the production of 'funding-based' programs and 'mobile first' programs.

  • Following the proliferation of three-dimensional video contents and displays, many terrestrial broadcasting companies prepare for starting stereoscopic 3DTV service. In terrestrial stereoscopic broadcast, it is a difficult task to code and transmit two video sequences while sustaining as high quality as 2DTV broadcast attains due to the limited bandwidth defined by the existing digital TV standards such as ATSC. Thus, a terrestrial 3DTV broadcasting system with heterogeneous video coding systems is considered for terrestrial 3DTV broadcast where the left image and right images are based on MPEG-2 and H.264/AVC, respectively, in order to achieve both high quality broadcasting service and compatibility for the existing 2DTV viewers. Without significant change in the current terrestrial broadcasting systems, we propose a joint rate control scheme for stereoscopic 3DTV service. The proposed joint rate control scheme applies to the MPEG-2 encoder a quadratic rate-quantization model which is adopted in the H.264/AVC. Then the controller is designed for the sum of two bit streams to meet the bandwidth requirement of broadcasting standards while the sum of image distortions is minimized by adjusting quantization parameter computed from the proposed optimization scheme. Besides, we also consider a condition on quality difference between the left and right images in the optimization. Experimental results demonstrate that the proposed bit rate control scheme outperforms the rate control method where each video coding standard uses its own bit rate control algorithm in terms of minimizing the mean image distortion as well as the mean value and the variation of absolute image quality differences.

  • This study analyzed the accomplishment of the outsourcing production policy which forces broadcasting companies to schedule and broadcast more than a certain proportion of outsourcing production programs. According to the results from the examination of whether or not the policy increased the diversity of broadcasting programs, it is positive that a rise in the number of production companies resulting from the implementation of the outsourcing production policy increased the diversity of broadcasting program makers, but programs supplied were limited to certain genres, failing to be diverse. According to the results from the examination of whether or not the competitiveness of broadcasting and video contents increased, production conditions had not improved due to the controversy over the ownership of the right of production between terrestrial broadcasting companies and outsourcing production companies. In addition, though there was the positive effect of increasing export of broadcasting programs, the exports were limited to certain genres.

  • The starting point of this study is an examination of the vital role of terrestrial broadcasting in Korean society, where ethnic minorities have increasingly become visible. Korean terrestrial broadcasters' mandate emphasises the broadcaster's responsibility to represent and reflect the range of public opinion and experiences beyond class, age, ethnicity and ideological orientation. The main purpose of this study is to visually examine the means through which terrestrial broadcasting generates discourses of We-ness and Otherness at times of change in the Korean society. The study focuses on prime-time broadcasting news programmes' visual representations of migrants and ethnic minorities.

지상파 4K UHDTV 제1차 실험방송 결과와 향후 추진 계획

  • 지상파 방송 4사(KBS, MBC, SBS, EBS)는 지난 2012년 10월 9일부터 12월 31일까지 3개월간 KBS 관악산 송신소에서 지상파 상용망에서 4K-UHDTV(Ultra High Definition Television) 실험방송을 실시하였다. 세계 최초로 이루어진 실험인 만큼, 국내뿐만 아니라 미국, 일본, 유럽의 DTV 선진국에서도 많은 관심을 보였다. 무선국 허가에서부터 송출, 전송, 수신, 평가 등 실험방송 기획, 구축 및 운용은 KBS에서 담당하였고, KBS를 포함한 각 사들은 4K UHDTV 실험방송용 콘텐츠의 기획, 제작, HEVC 부호화, TS 스트림 다중화를 담당하였다. 본 실험방송을 통해 지상파 방송사들은 6MHz 대역에서 4K-UHDTV 서비스 실현 가능성을 확인하고, 콘텐츠 제작 노하우를 확보하였다. 더불어 방송망 계획을 위한 전송, 부호화, 수신 파라미터 도출에 성공하였다. 2012년의 1차 실험방송에서는 6MHz 대역을 활용한 100W급 4K-30프레임 송수신 실험, 관악산 송신소 중심 5km 반경 15개 지점에 대한 필드테스트를 실시하였다. 2013년에는 1kW급 4K-60 프레임 중심의 제2차 실험방송을 추진하고 있으며, 이는 상용 방송네트워크를 활용한 4K UHDTV의 조기 실현 가능성을 다각도로 파악할 가치 있는 기회가 될 것이다.

  • The purpose of this paper is to consider how the Korean major broadcasts employs their broadcasting human resources and makes use of them in connection with broadcasting education as media education in universities. The problems deals with broadcasting education in universities, particularly with regard to the point of broadcasts view, with the training & reeducation systems and with the academic-industrial cooperation. By using depth interview with experts(directors of personnel management of the broadcasts), this paper explores meaning of media education for the training of broadcasting human resources. In the opinions of the responsible officers for personnel management, it distinctly exists different points of view between the related academic circle and the broadcasting on-site. The related academic circle criticizes the chronic invariability of broadcasts, and the broadcasts the impractical broadcasting education of the academic circle.

Content Analysis on the Characteristics of News-related Videos and Users' Reactions in the Local Broadcasting YouTube News Channels (지역 방송사 유튜브 뉴스 콘텐츠 특성과 이용자 반응에 관한 내용분석)

  • This study aims to examine the characteristics of news content and users' reactions in local broadcasting Youtube news' channel, and explore how the local media should response in the new online video environment. YouTube Open API sampled 3,950 news-related videos uploaded over a month on 31 YouTube news channels nationwide. The content analysis was performed on the basis of the analysis of individual videos, such as characteristics of each content and users' reactions. As a result, a few news channels have produced digital-only content, but the ratio has been very low, most were broadcast replay videos with titles and formats uploaded as they were. In some cases, it still operates as a comprehensive channel, which failed to show its expertise as an independent digital news platform. This shows that theses YouTube channels lacks differentiation from TV or its own web page, and is still skewed to the auxiliary role or online archive function of TV platform. Nevertheless, digital-only content, which can be a national issue based on regional expertise, has led to a higher number of views and users reactions, suggesting that is a realistic and effective strategy with expandability in online space in the future.

Media Platform Design for Terrestrial Ultra-High Definition(UHD) Broadcasting Service (UHD 방송서비스를 위한 지상파 방송의 플랫폼 구축 연구)

  • The traditional broadcasting service has advanced into a smart media service with the help of communication network. in In the smart media ecosystem, a variety of innovative media services have been provided by new players. However, terrestrial broadcasting service companies seem to lag comparatively behind new players in spite of their powerful contents production capacity and stable terrestrial media delivery networks. In this paper, we design a proposed media platform based on a set-to-box (STB) with various new function for terrestrial ultra-high definition(UHD) broadcasting service. Also we suggest specific transmission network architecture and platform components for UHD broadcasting service. The proposed media platform is expected to increase the number of direct home reception and to enhance the right of the free-viewers which is one of the natural mission of terrestrial broadcasting company. Also it can provide some profit model of UHD terrestrial broadcasting service with new value-added services.
