Valuing the Health Effects on Air Quality Improvement - Using Conjoint Analysis - (수도권 대기오염 개선으로 인한 건강효과의 경제적 가치평가 - 컨조인트 분석법을 이용하여 -)

  • This study attempts to apply a conjoint analysis, especially using choice experiment, to quantify the economic benefits of health effects(mortality by lung cancer, asthma, acute bronchitis, chronic bronchitis) on air quality improvement in Seoul and Metropolitan area. The yearly willingness to pay for the highest improvement level which is available is estimated as 38,856 won per household. The aggregated value of Seoul and Metropolitan area is measured as 252.8 billion won annually. The quantitative result provided in this study can be usefully employed in policy-making process related to air pollution. Especially, it provides a methodological framework to estimate the benefits for various alternatives in health effects.

The Effect of Heterogeneous Preference on Non-market Valuation (가계의 이질적 선호가 비시장재 가치의 추정에 미치는 영향)

  • Non-market valuation studies tend to assume that individual households have homogeneous preferences for a non-market good to value. However, since the preferences for non-market goods, especially environmental goods are more likely to be heterogeneous by nature, it may be more appropriate to assume heterogeneous preferences for non-market goods, which may in turn may lead to reduced biases in the WTP estimation. This study investigate the extent to which individual households have heterogeneous preferences for reduced concentrations of radon, a radioactive indoor air pollutant, for road safety, and for nuclear power safety. We also analyze the effect of heterogeneity assumption on the results of model and WTP estimation. Using the choice experiments and mixed logit models, we found that allowing for heterogeneous preferences improved model fitness and that there existed heterogeneous preferences for both reduced radon concentration and road safety, albeit not for nuclear power safety. The mean WTP for reduced radon concentrations and road safety increased by factors of 2.44 and l.74 respectively with the models allowing for heterogeneous preferences.

Consequentiality and Hypothetical Bias in Contingent Valuation Method: An Experimental Investigation (가상가치평가법에서의 결과수렴성과 가상편의)

  • While contingent valuation method (CVM) has been widely used for non-market valuations, it has been argued that it may suffer from hypothetical bias. However, if CVM respondents believe that their responses could affect the real consequence, the method could satisfy consequentiality. If a CVM satisfies a sufficiently high consequentiality, hypothetical bias could disappear as shown by some previous studies. In this study, we experimentally compare the willingness to pay (WTP) for donation of a relatively high consequentiality group with that of a relatively low consequentiality group for Korean university students. We find that both the existence probability and the size of hypothetical bias are lower for the high consequentiality group. This result implies that a CVM for a real policy including environmental policies could be free from hypothetical bias because its consequentiality would be relatively high, and warrants a future field study investigating the effect of consequentiality on hypothetical bias.

A Study on APC Subsidy Policies to Encourage OA Publishing (오픈액세스 확산을 위한 APC 지원 정책에 관한 연구)

  • OA journal publishing has steadily increased its relative share of all scholarly journal articles by about 20%-30%. The 'Gold' OA, often preferred by readers, refers to journal articles which are more widely available through the journal's web site immediately. This study analyzed funder and university's policy for paying APCs in implementing a Gold OA. In recent years there have been a number of attempts in the UK and Europe to stimulate more systematic arrangements for paying APCs, leading funders have clearly established arrangements in place. Also OA fund made by major universities in North America provides publisher with APCs. On the other hand, it is still in early stages in paying with gold OA requirements from Korean funders and universities. The funders have a 'Green' OA policy, such as upload the article accepted version to their online platform. Although it varies by field, many Korean authors are publishing in international journals. Their articles' impacts would rise when they are published as gold OA. Therefore, funders and universities need to pay attention to gold OA publishing and set up subsidies for APCs which are required by OA or hybrid journal publishers.

Study on the Relationship between the Pay TV Subscriber's Genre Preference and VOD Purchase : Focusing on the Movie VOD of IPTV Service (<유료 방송 가입자의 장르 선호도와 VOD 구매의 관계에 관한 연구:IPTV 영화 VOD 이용을 중심으로>)

  • This paper investigates the relationship between the Pay TV subscriber's genre preference and VOD purchase by analyzing actual purchase data of movie VOD of IPTV subscribers for 8 months. The result shows as follows. First, in case of purchasing movie contents below 4000 won, user's genre preference was higher than that of using contents over 4,000 won. This means the subscribers tend to follow their genre preference when the mass-typed recommendation is limited. Second, those who purchase foreign contents show higher genre preference than those who purchase domestic movies. Third, subscribers who purchase more frequently and much more tend to use more diverse genres. Heavy users or those who have higher willingness to pay would consume more diverse contents. It implies that VOD use would increase by supplying the personal recommendation service based on the subscriber's genre preference.

  • Although there are many positive sides of the current fee-for-service payment schedule, there is a strong necessity to control the rapidly increasing national healthcare expenditure. The global budget is often mentioned as one prominent alternative for solutions. In this article, both microscopic and macroscopic approaches are considered to set the hospital medical expenditure budget. In a macroscopic aspect, the SGR model, which considers the financial limit of the healthcare system, is used to set the next year target budget. In addition, the DEA model is used to measure the inefficiency and cost recognition. In this article, the national medical target expenditure is distributed to an individual hospital based on the level of efficiency. By combining the SGR and DEA, it will be possible to set a real world applicable target medical expenditure budget model.

  • The home network service which has been set up in the high price residential-commercial composition building of high price is supplied in the general apartment plentifully recently. But it has been supplied without accurate grasp under the aim of the most up-to-date IT industry and the convenient characteristic of life. In this research we research the present condition of network service in domestic and analyze the recognition degree of network service and the need using survey method. We find that the recognition degree is very high and a main considerable factor to purchase a house. However they prefer to be supplied as option rather than as lump. The consumers are ready to pay an addition expense for home network. It explain that they expect considerably home network service and home network system should be developed as considering the various individual characteristics.

  • Now a days the banks, with a wide spread of credit transaction practice in every business, offer better services to their customers, while the automation of banking is being made more rapid progress in th light of efficient banking service. For example, it is true that the automation of cash payment for customers goes on its progress and the competition between companies is getting more serious. Lately the banks that pursue "Banking Automation System" expand distribution of cash dispenser for the better electronic computer service and for the better service for their customers in quality. Therefore the makers producing "CD" accelerate their development of CD in various ways in order to secure M/S as the leading group of th field. CD, a kind of an automatic paying, is being used generally, and has various functions and its design is getting more compact than ever. Under this situation, I studied more trustworthy and convenient CD design suggestions in the way of case study on the basis of the process of developing CD and I suggest the better way of developing the design of CD in the future.

Level of User Awareness for Illegal Downloading of Movie Content (영상 컨텐츠 불법 복제에 관한 사용자 의식 수준)

  • Proliferation of high performance internet infrastructures finally allows their users download a single copy of regular movie just within in a couple of seconds. Ease of accesses to the software for downloading consequently leads them insensitive to the ethics or legitimacy of their conduct. Thus, strong legal action is enforced for piracy over nationally through strengthen the copyright law. We in this paper conducted a survey to see whether netizens prefer to download just for the matter of their convenience. Whilst the level of awareness is addressed even in a far-fetched manner in the area of music piracy and computer software piracy, the case of movie is much different in that we even fail to find any survey that has been made for movie piracy. The survey has been made by devising questionnaires for netizens and it was posted web WorldSurvey, which is the most prominent online survey site in Korea. To our surprise, 9 out of 10 respondents expressed they actually resort to illegal downloading for the reason of convenience. We realized one more surprise. More than 95% of netizens conspicuously aware of their downloading behaviors are mischievous and illegal without reservation.

  • Virtual world is the 3D graphical interactive environment that networked by electronic communications. Virtual Worlds offered flow experience for a long time to their users. They blur the boundaries of work and play, so bring out the concept of Fun Labor. If we can accept the principle of equivalence between Fun Labor and Real Labor, the Fun Labor may be one of the solutions of the large unemployment problem in the information society. And the Fun Labor is the new type of labor that corresponds the subjectivity of users who want interesting experience as much as they spend money and times. This situation means that the users of Virtual worlds are structuring the identities as the Residents who act the Fun Labor. It'll be very important to examine the social effects of this situation.
