  • 태백산맥의 중심부인 중앙산맥을 경계로 하여 동쪽에 위치하고 있는 영동지방은 서쪽으로 태백산맥이, 동쪽으로는 동해바다와 바로 인접해 있는 지리적인 특성으로 인해 지역적 특성이 매우 강하며, 이에 따라 국지적 기상현상이 계절적 변화와 함께 빈번히 발생하는 지역이다. 2002년 태풍 루사가 영동지방을 강타했을 때 영동지방의 대표도시인 강릉지방에서는 기록적인 폭우(일최다 강수량 870.5mm)가 내렸으며, 그 다음해인 2003년 매미 뿐 아니라 최근발생하고 있는 국지적인 호우로 인한 영동지방의 피해가 지속적으로 발생하고 있다. 이러한 상황에서도 수문학적 관점에서의 홍수유출 및 강우특성에 대한 분석 및 연구가 거의 전무한 실정이다. 이것은 대상지역인 영동지방 특히 삼척오십천 유역내의 강우 및 수위 관측소가 간헐적으로 분포되어 있으며, 강우 및 수위(유량)자료의 확보가 용이하지 않기 때문으로 사료된다. 본 연구에서는 동해 강릉 기상레이더(2010.5 동해기상레이더 교체 이전)의 레이더강우자료와 지상강우 및 수위(유량)자료를 활용하고, 집중형 모형에 비해 더 정확한 강우-유출 현상 모의가 가능한 것으로 분석되고 있는 분포형 모형(Vflo$^{TM}$)을 이용하여 분석하였다. 먼저 영동지역 중 첫번째로 삼척오십천유역에 대한 유출분석을 하였으며, 과거 큰 홍수피해를 준 태풍 루사 매미 및 최근의 호우사상을 대상으로 하였다. 본 논문에서 연구된 삼척오십천유역에 대한 유출특성 분석을 시작으로, 양양남대천 강릉남대천에 대한 유출특성에 대한 연구를 추가로 수행된다면, 영동지방의 국지적 기상현상(집중호우 및 태풍)으로 인한 홍수피해를 최소화 할 수 있는 방재측면에서의 홍수대응방안을 마련하는데 본 연구내용을 충분히 활용할 수 있을 것이다.

Parosteal Lipoma Associated with a Growing Osteochondroma of the Right Ilium (우측 장골능선의 골연골종과 연관된 방골성 지방종의 증례 보고)

  • Parosteal lipoma is a rare type of lipoma, the incidence being approximately 0.3% of all lipomas. Moreover, parosteal lipoma coexisting with osteochondroma is extremely rare. A few cases with coexistence of osteochondroma and parosteal lipoma have been reported and they were thought to be reactive changes of adjacent bone by parosteal lipoma. However, temporal relationship of these tumors could not be explained. Here, we report a case of parosteal lipoma associated with osteochondroma of the right ilium developed over 6 years, with follow-up radiographs.

An Analysis of the Multiplier Effects of Gyeongsangbuk-Do Provincial Government Relocation on Daegyeong Economic Region (경북도청 이전이 대구경북광역경제권에 미치는 파급효과 분석)

  • The relocation of the public institutions such as the provincial government attracts much attentions since it results in substantial regional economic impacts. In this context this paper analyzes the effects of relocation of Gyeongsangbuk-Do provincial government from Daegu city to Gyeongsangbuk-Do, which is scheduled for 2014, on Daegyeong economic region. Based on the interregional input-output model and I-O data which were provided by the Bank of Korea, this paper examines the multiplier effects of the relocation in terms of production, value added, and employment on Daegyeong economic region and other regions, except for the construction effects of the provincial capital. According to the analysis, the relocation is expected to reduce the production by 290million won, value added by 709million won, and employment by 571 persons in Daegyeong economic region. Also, the relocation turns out to decrease the production by 1,179million won and value added by 123million won of other regions. This paper discusses some policy implications of the analysis.

  • Local government takes an active role in the (re)making of local socio-economic space. To support such an argument, the three different actions by the local government of Taegu, urban planning and local industrial districts, the establishment of special educational institutions, and textile festival are analyzed. The division of the city's space into residential, commercial, and industrial area by local government constrained the location of local manufacturing industries. It also forced textile industry to move to the outskirts of Taegu. As the education level in South Korea rose after the late 1970s, the local government of Taegu as well as local industrial capitalists had to do something to acquire a stable supply of labor to local manufacturing industries, particularly textile one. After the late 1970s, the special classes for the education of local workers, especially textile ones were established within vocational high school and company-operated high schools were also built in Taegu. Finally, local government started a program of textile festival in 1985. Through textile festival, local government as well as local textile business people tried to reproduce textile industry as the main economic activity of Taegu.

The French Evolution of Protection-Management Systems for Historic Monuments and Their Surroundings over One-Hundred Years: 1913-2016 (프랑스 역사기념물과 그 주변 보호·관리제도의 진화: 1913~2016)

  • This study aims to examine the evolutionary process of the protection-management system for historic monuments and their surroundings in France over one-hundred years. Because France and Korea shared policies and institutions regarding the management of historical monuments (cultural property) along with their surroundings, it is necessary to explore the French experience from a comparative perspective. In France, historical monuments began to be recognized as national heritage according to "the 1913 law" which has continued to evolve for more than one hundred years. In the beginning, a historical monument was preserved as a single building unit; however, since 1943, a new policy has been implemented to preserve sets of historical monuments along with their perimeters of protection zones. Moreover, since 1980, in the context of decentralization, local authorities have been given more roles and autonomy concerning the management of historic monuments and their surroundings. Local authorities have played a key role in the protection-management of historic monuments and their surroundings, and have become more active in the conservation of their architectural heritage, including historic monuments. The central government, however, remains as the headquarters whose rigorous policies provide a solid foundation for the decentralized management system of architectural and cultural heritage, including historic monuments. The final goal in the evolutionary process, then, targets the effective and harmonious integration of the protection-management system for historic monuments and their surroundings into urban and regional planning.

Research and Promotion of Local Government Consolidation Plan -Focusing on Andong-si and Yecheon-gun- (지방자치단체 통합의 과제와 추진방안에 관한 연구 -안동시와 예천군을 중심으로-)

  • Gyeongsangbuk-do moved its provincial office in October, 2015 and has been building a new town with a goal to construct a truly self-sufficient city with the population of 100,000 people before 2027. However, a new town tends to be dualized in terms of its administrative districts, so it is raising a lot of problems regarding from city construction up to operation. In order to solve those problems, this author has selected Si Gun Gu integration that was chosen as a major task to do in 2012 among the basic plans to revise the local administration system announced by the promotional committee to reorganize administrative districts as the range of this research and analyzed how it is going on in Andong-si and Yecheon-gun where a provincial office new town is being constructed. The main contents of this study regard the theoretical model to reform the local administration system, basic plans to revise the local administration system, and necessity and directions for reorganizing administrative districts in Andong-si and Yecheon-gun. Based on that, this author suggests integration of administrative districts as a way for a provincial office new town to establish its identity and grow as a sustainable, new growth focus city in Gyeongsangbuk-do.

A Study on the Balanced Regional Development Strategy through Horizontal Fiscal Equalization Systems(I) (수평적 지방재정조정제도에 의한 지역균형발전전략 연구(I))

  • Focusing on 'growing together' strategies through horizontal fiscal equalization systems, this and subsequent papers aim to suggest regional co-development strategies in which conflicts between the Seoul Metropolitan Area(SMA) and the non-SMA can be efficiently alleviated. Regarding the socio-economic relationships between the SMA and the non-SMA, there are two contradictory perspectives. One perspective is that the SMA grows at the expense of the non-SMA. The other perspective is that non-SMA's economy is somehow entirely dependent on the economic activities occurring within the SMA, which is the opposite of the former perspective. There are various forms of collaboration among local or regional governments, but the most radical solutions involve the establishment of new regional development financing method at the practical level. This paper suggests that horizontal fiscal equalization not yet introduced between same level subgovernments need to be institutionalized to promote the growing together between the SMA and the rest region of Korea.

지방자치단체의 외국인투자 유치방안 - 경남의 경험과 동서협력 모색 -

  • IMF위기 이후 여러 가지로 어려움에 처해 있는 경제를 회복하기 위한 돌파구로서 외국기업과 자본의 유치의 중요성이 더해지고 있다. 특히 대규모 기업의 구조조정과 기업들의 투자마인드 위축으로 어려움을 겪고 있는 지방경제를 활성화하기 위한 수단으로서의 투자유치는 먼저, 외국자본의 직접투자를 통하여 단기간에 산업기반을 강화할 수 있고, 제조업의 해외이전에 따른 산업공동화를 방지할 수 있다. 또한 당면한 과제인 고실업을 해소하기 위해서도 필요하다. 정부는 '98, 9. 17. 외국인투자유치촉진법을 제정, 공포하고, 시행령을 마련하여, 국세와 지방세의 감면혜택은 물론 분양가와 조성원가와 차액보조금, 고용보조금, 직업훈련비등의 인센티브를 보완한다. 경상남도의 외국인투자유치전략으로는 경남의 입지적 경쟁우위를 확보할 수 있는 업종을 선정하여 중점유치활동을 전개하고 있다. 이를 위한 구체적 방안으로는 첫째, 투자유치과를 신설하고 전문직공무원을 채용하였고, 민간전문가를 기업으로부터 파견받아 기존 공무원이 담당하기 힘든 부분을 담담토록 하고 있고, 둘째, 진사지방산업단지를 외국인투자지역으로 지정하고 하였다. 셋째, 외국인투자기업에 대한 여러 가지 인센티브를 위하여 경상남도 기업 및 투자 유치조례(안)을 입안중이다. 넷째, 투자유치 타켓기업을 선정하여 집중유치활동을 전개하고 있으며, 다섯째, 경남도내에 이미 투자한 기업에 대한 사후관리를 철저히 하여 경영상의 애로사항 해결에 만전을 다 할 것이다. 지방자치제의 실시로 지방자치단체간의 경쟁이 가열되고 있으나 투자유치활동에 있어서 동서의 협력방안을 모색해 보았으며, 공동투자프로젝트 개발, 공동투자유치설명회 개최, 투자 유치기법의 상호 벤치마킹 등이 필요하다. 결론적으로 외국인 투자촉진법 등 법령의 정비와 외국인 투자유치의 중요성에 대한 인식이 확산되어 외국인 투자유치의 환경이 획기적으로 개선될 것으로 기대된다. 지방자치단체에서도 투자를 기다리던 관행에 탈피하여 입체적인 투자유치노력을 전개해야 할 것이다.
