  • The purpose of this study is to identify the problems and present the improvement measures by assessing the suitability of planning of provincial natural parks on a legal basis. We assessed the suitability of 29 provincial parks to examine the suitability of park planning (special-purpose district planning and facilities planning) according to the Natural Park Act, implementation of the park projects, and registration of Korea Real estate Administration intelligence System (KRAS) for park management and obtained the following results. In the case of the park nature conservation districts among the special-purpose districts, 24.1 % (7 parks) were not feasible or decided the park facility that was larger than the planned area. The amended law requires the park cultural heritage district as a new special-purpose district, but 41.2% did not designate the district or failed to comply with the standard. Moreover, there was a problem of establishing or announcing the plan that was unsuitable for the management of park village district (former collective facilities district). Although provincial parks are categorized as the restricted area, the park facility plans still focus on regional development and tourism development, and the titles (names) of the park facilities are wrong. The law requires digitalization and disclosure of park plans, but many parks fail to abide by the law. We judge that it is necessary to develop effective provincial park planning and establish the measures to protect and manage the provincial parks.

  • Wild ginseng, grown in undisturbed forest environments, has been maintained for centuriesthrough human intervention and knowledge, leading to the development of current ginseng agriculture. The practice of ginseng farming has long been established in various regions of Korea. However, the ginseng farming specifically in Geumsan was recognized as a Globally Important Agricultural Heritage System (GIAHS) by the Food and Agriculture Organization of the United Nations (FAO) in 2018. This designation was granted after a thorough evaluation, which confirmed that Geumsan's ginseng farming met the necessary criteria, including historical importance, traditional knowledge system, agrobiodiversity, and agricultural landscape. Traditional ginseng farming in Geumsan practices the 'rotating agriculture system', a sustainable land use approach that has been developed over several cycles of long duration (10-15 years). It contains the knowledge to choose locations for cultivation that prioritize the direction of sunlight and wind circulation. Furthermore, it received significant recognition for its agricultural heritage value based on its maintenance of several traditional knowledge systems, including ancestral wisdom and knowledge regarding pre-planting field management techniques. As of December 2023, there are currently 86 locations in 26 nations that have been designated as GIAHS. Among these sites, Geumsan stands out as the first and only site in the world specifically recognized for the cultivation of ginseng crops. This historical record serves as a significant reminder of Korea's prominent position as a major producer of ginseng on a global level. This article first provides an overview of the concept of agricultural heritage, the designation criteria, and the status of the designation. It then identifies, among the GIAHS designation criteria, the agricultural heritage value of traditional ginseng farming in the Geumsan region from the perspective of local traditional knowledge systems.

  • The purpose of this study is to explain the types and causes of errors in zoning data that occur in the topographic map notification procedure, and to prepare a data maintenance plan. In Korea, like the United States, law-based land use regulation is dominant. In other words, according to the land use regulation method in the Act, the government designates zoning for all lots in the country, and landowners check the land use regulations of their land through the Korea Land use Information System. The land use plan confirmation document is important land information that affects the results of administrative dispositions such as land transactions between individuals or permission for development activities. However, there are data errors that occur during the current topographic map notification procedure and data construction process. Therefore, four local governments that can verify data by type were selected in consideration of local government conditions. A number of errors are first, errors in data construction and management in the Korea Land use Information System, and second, errors in lack of expertise that occur while the local government officials maintain data. Third, it was analyzed as an error from the relationship between the serial cadastral map and the zoning DB. Based on the above results, it is hoped that the results of this study will be reflected in the establishment of the KLIP and the reform of the legal system, which is currently underway after the establishment of the 「3rd the Korea Land use Information System Construction Plan」.

  • In this study, analytical methodology for several organic fatty acids (OFA: propionic acid (PA), butyric acid (BA), isovaleric acid (IA), and valeric acid (VA)) designated as new offensive odorants in Korea (as of year 2010) was investigated along with some odorous VOCs (styrene, toluene, xylene, methyl ethyl ketone, methyl isobutyl ketone, butyl acetate, and isobutyl alcohol). For this purpose, working standards (WS) containing all of these 13 compounds were loaded into adsorption tube filled with Tenax TA, and analyzed by gas chromatography (GC) system thermal desorber interfaced with. The analytical sensitivities of organic fatty acids expressed in terms of detection limit (both in absolute mass (ng) and concentration (ppb)) were lower by 1.5-2 times than other compounds (PA: 0.24 ng (0.16 ppb), BA: 0.19 ng (0.11 ppb), IA: 0.15 ng (0.07 ppb), and VA: 0.28 ng (0.13 ppb)). The precision of BA, IA, and VA, if assessed in terms of relative standard error (RSE), maintained above 5%, while the precison of other compounds were below 5%. The reproducibility of analysis improved with the aid of internal standard calibration (PA: $1.1{\pm}0.4%$, BA: $10{\pm}0.46$, IA; $12{\pm}0.3%$, VA: $4{\pm}0.1%$), respectively. The results of this study showed that organic fatty acid can be analyzed using adsorption tube and thermal desorber in a more reliable way to replace alkali absorption method introduced in the odor prevention law of the Korea Ministry of Environment (KMOE).

  • The IUCN Red List of Ecosystems serves as a global standard for assessing and identifying ecosystems at high risk of biodiversity loss, providing scientific evidence necessary for effective ecosystem management and conservation policy formulation. The IUCN Red List of Ecosystems has been designated as a key indicator (A.1) for Goal A of the Kunming-Montreal Global Biodiversity Framework. The assessment of the Red List of Ecosystems discerns signs of ecosystem collapse through specific criteria: reduction in distribution (Criterion A), restricted distribution (Criterion B), environmental degradation (Criterion C), changes in biological interaction (Criterion D), and quantitative estimation of the risk of ecosystem collapse (Criterion E). Since 2014, the IUCN Red List of Ecosystems has been evaluated in over 110 countries, with more than 80% of the assessments conducted in terrestrial and inland water ecosystems, among which tropical and subtropical forests are distributed ecosystems under threat. The assessment criteria are concentrated on spatial signs (Criteria A and B), accounting for 68.8%. There are three main considerations for applying the Red List of Ecosystems assessment domestically: First, it is necessary to compile applicable terrestrial ecosystem types within the country. Second, it must be determined whether the spatial sign assessment among the Red List of Ecosystems categories can be applied to the various small-scale ecosystems found domestically. Lastly, the collection of usable time series data (50 years) for assessment must be considered. Based on these considerations, applying the IUCN Red List of Ecosystems assessment domestically would enable an accurate understanding of the current state of the country's unique ecosystem types, contributing to global efforts in ecosystem conservation and restoration.
