The Archival Exhibition organized by the Archives of Jogye Order of Korean Buddhism - Korean Buddhism and Jogye Order through the archives - (대한불교조계종 중앙기록관 역사기록전시 - 기록으로 보는 한국불교와 조계종 -)

  • The ultimate purpose of records management is for reference service. Archival exhibition provides an opportunity to raise the public's interest at archives and maintain records management and to offer the reference service to unknown users. As for archivists, archival exhibition allows to summarize generally the archives that he may have and to appraise its value. At the opening of the Memorial hall for the history and culture of Korean buddhism, the Archives of Jogye Order of Korean Buddhism held an archival exhibition by showing archives of Korean Buddhism History to the public. The exhibition mainly consists in 2 themes: History of Jogye Order of Korean Buddhism and its activities. Over 300 archives were selected in accordance with historicity, rarity and particularity of each archives that the Jogye Order of Korean Buddhism posses. The present paper aims to suggest different models of Archival Exhibition with the help of detailed explanation on Exhibition planning, Selection of archives and the practice.

A Study on cooperation of Record Center following relocation of Central Administrative Agencies focusing on collective management of space and function in Record Center (세종시 이전 중앙행정기관의 기록관 운영 방안 검토 공간 및 업무의 공동 운영을 중심으로)

  • Since 2011, 148 public institutions (including the central administrative agencies) have been moving to the provinces. First of all, the Prime Minister's Office began to be relocated to Sejong City on 14 Sep, 2012, followed by 6 central administrative agencies and their cooperative agencies are planned to move there. With regard to public institutions' relocation, the issue of record centers' relocation should be also considered. In respect that there is lack of facilities, manpower, and equipment in most record centers, it is doubtable whether the relocation of record centers will end successfully. The purpose of this study is to investigate the current state of record centers and to grasp their issues when they are relocated. The targets are the central administrative agencies which will move in 2012. The data was collected by request of information disclosure and personal contact with record centers. After analyzing collected data, both the issues caused by relocation and the cases of environment improvement were assured. In addition, the improvement of record centers' limitation (ex. The lack of exclusively responsible workers, the shortage of facilities, space and budget etc.) was suggested.

Construction and Operation Plan of Record Center in Central Administrative Agency : Focused on Cases of Record Center in Ministry of Justice (중앙행정기관의 기록관 건립 및 운영 방안 법무부 기록관 사례를 중심으로)

  • As the function and role of the Record Center that manage the processing department, which is the producer of records, are very passive and limited, there are growing demands for expansion of work and organization along with change in this. In order to strengthen the function and role of the Record Center, it is necessary to enrich the substance through identification of the value of preservation and utilization of records under the Record Center, development of various tasks, and the construction of independent Record Center, etc. in addition to complementing institutional devices. In this paper, we examine the construction background and process, the remaining tasks of Record Center in Ministry of Justice, and intend to find out what matters and procedures the central administrative agency should consider when establishing the Record Center based on relevant case study.

A Study on the Improvement for Archives Service Quality of Central Government Agencies Using QFD (품질기능전개(QFD)를 이용한 중앙행정기관의 기록관 서비스 품질개선에 관한 연구)

  • Archives of Government-Affiliated Organizations have responsibility for collecting and preserving valuable records produced during the business processes of their work and for actively serving users at the same time. This study applied Quality Function Deployment(QFD) techniques to analyzing user's actual requirements and proposing improvements for the archives service quality of central government agencies. In order to derive the components of the QFD, a survey was conducted among internal users of records centers in six central government agencies, as well as a literature study and interviews with working-level records researcher were also conducted. Afterwards, The House of Quality(HoQ) was constructed based on the user's requirements and technical characteristics derived, and the importance and priority of the recorder service technical characteristics were derived based on it. Based on the results, archives service of central government agencies should focus on improving the usability of records for internal user. Especially, it was confirm that the support for searching, reading and borrowing services should be strengthened.

A Study on Service Strategies of Individual Presidential Archives (우리나라 개별대통령기록관 서비스 방안 연구)

  • This study aims to find complex service plans for individual presidential archives. It analyzes previous studies dealing with the justification, cases, and services of individual presidential archives. The characteristics, functions, and service aspects of individual presidential archives are theoretically discussed. As a case study, the services of individual presidential archives in the United States are analyzed, and the study finds the complex nature of the services. Furthermore, interviews with archival experts are conducted on the subject of the current status of the presidential archives, experience in use, and improvement measures to discuss the problems and limitations of the current integrated presidential archives services and diagnose the prospects of individual presidential archives. In conclusion, it proposes the individual presidential archives service strategies in four areas, namely, information service, research support service, exhibition service, and outreach service.

A QFD-Based Comparison and Improvement of Service Quality for Records Centers of Public Institution (QFD 기반 공공기관 기록관 서비스 품질 비교 및 개선방안)

  • The records centers service of public institutions helps efficient work activities of internal users, who actually do the work, and becomes the foundation for strengthening the competitiveness of the institution. Based on QFD technique, one of the quality control techniques, this study was intended to propose a plan to improve the quality of the records center service by analyzing and comparing the quality of the records center service of public institutions. To this end, as a follow-up study of Lee, Su-jin(2018), the research target was expanded to local governments to apply the QFD technique and reconstructed the HoQ based on the results of the expanded QFD application. Moreover, this study suggested measures to improve the quality of service in the records center of public institutions by compiling the implications of comparing the records center service HoQ and prioritizing the technology characteristics of the records center service.

  • This paper introduces the progress and remaining tasks regarding the establishment of the record center led by the Ministry of Justice since 2015. The establishment of the record center requires long-term and repetitive mutual and organic agreements, reviews, and feedback processes that involve internal and external parties from multilateral areas. This paper is a summary of the major proceedings and results of each field. The cases introduced in this paper regarding the establishment of the Ministry of Justice Record Center are expected to be a useful and valuable resource for other institutions seeking to establish a record center.

Tour Program in Archives: Case Study for the Presidential Archives (기록관의 견학 프로그램 - 대통령기록관을 사례로 -)

  • Archives should promote services to users using various outreach service methods. Although the archives' tour program is one of the effective means of services, there has been few studies on the archival tour program. This study investigated archival tour programs and tried to suggest a desirable tour program, with the Korean Presidential Archives as a case. For this study, four U.S. Presidential Libraries' tour programs were investigated and analyzed. Also, tour programs offered in similar organizations in Korea, such as Kim Daejung Library, Diplomatic Archives of the Ministry of Foreign Affairs, and National Library of Korea, were analyzed. Current tour programs offered by the Korean Presidential Archives were also analyzed and some limitations were identified. Based on the characteristics of the Korean Presidential Archives, which will be moved to independent building in Sejong City soon, desirable direction to organize tour programs for various user groups were suggested.

Study on the Current Status and Improvement Plan for the Records Management of Local Government (기초자치단체 기록관리 현황 및 개선 방안 연구)

  • Currently, not only central governmental agencies, but also local government started to hire records management professionals, and the records management became more systematic. This study tried to understand the current situation of local government's records management. Among the local governments' records management offices of in metropolitan area, i.e. Seoul, Gyonggi and Incheon where they hired records management professionals, 11 professionals were interviewed between September and October 2009. Based on the interview, the current situation and problems of the local government records management offices were identified in the areas of system related, administration related, and information service related. Suggestions for the improvement were proposed on those areas.

Quality Attributes of Archival Information Service affecting User Satisfaction (이용자 만족도에 영향을 주는 기록정보서비스 품질 요인에 관한 연구)

  • The purpose of the present study is to investigate the quality attributes of archival information service affecting user satisfaction. The independent variables in this study were equality, tangibles(appearance), convenience, responsiveness, empathy. And the dependent variable was a user satisfaction. The survey was conducted by online and offline for 78 people that used the archival information service. To solve the research question, we used the descriptive statistics, correlation analysis, multiple regression analysis. As a correlation analysis result, the quality attributes of archival information service had positive correlation with a user satisfaction. And as a multiple regression analysis result, tangibles(appearance) had a significant effect, followed by empathy and convenience. For improving on quality of archival information service, it is required that improving facilities, keeping environment clean, enhancing empathy ability, updating the information of archive, reforming search tools.
