Medical review on the First-degree disability cases (1급장해 사례들의 의적 검토)

  • 1999년 1월-1999년 10월까지 당사에서 1급장해로 인해 보험금이 지급된 1,297 건을 대상으로 하여 성별 & 연령대별 분포, 1급장해 각 항의 원인별 분포, 다빈도원인별 1급장해 각 항의 분포상황등을 중심으로 조사하였다. 1. 1급장해지불건들의 성별분포를 보면 남자가 여자보다1.7배 많았다. 연령대별로는 30대가 29.3%로 가장 높았고 다음으로 40대 23.7%, 20대 18.6%, 10세미만 17.6% 순서 였다. 2. 1급장해 각항별 점유율을 보면 1급3항이 56.9%로 가장 높았고 다음으로 1급4항이 16.0%로 많았다. 3. 1급장해의 원인별 분포를 보면 '교통사고' 및 '교통사고외의 외상'이 597건(40.6%)으로 가장 많이 차지하였고 다음으로 '기타질병' 256건(19.7%) '뇌혈관사고' 245건(18.7%), '만성신부전' 194건(15.0 %), 그리고 '악성종양' 36건(2.8%)의 순서였다. 1) 1급 1항 : 두눈의 시력을 완전영구히 잃었을 때 원인중 가장 많은 것은 '기타질병' 74건(64%)이었고 다음으로는 '당뇨병' 17건(14.9) 그리고 '교통사고'의 순서였다. '기타질병'에 해당하는 병중에서 눈의 질환들을 더 분류하여 볼 때 '맥락막 및 망막의 장애'가 25건(35.7%)으로 가장 많았고 다음으로 '시신경 및 시각경로의 장애' 20건(28.6%) 그리고 '수정체의 장애'의 순서였다. 2) 1급 3항 : 중추신경계, 정신에 뚜렷한 장해를 남겨서 평생토록 항상 간호를 받아야 할 때 원인으로는 '교통사고' 245건(33.2%)이 가장 많았고 다음으로 '뇌혈관사고' 215건(29.1%) 그리고 '교통사고외의 외상'의 순서였다. 뇌혈관사고 215건에 대해서 원인별분포를 보면 '뇌내출혈'이 131건(60.9%)로 '뇌경색 ' 57건(26.5%)에 비해 2.3배 정도 많았다. 3) 1급 4항 : 흉복부장기에 뚜렷한 장해를 남겨서 평생토록 항상 간호를 받아야 할 때 원인으로는 '만성신부전'이 215건(86.5%)으로 가장 많이 차지하고 있었고 다음으로 '기타질병' 14건(6.7%)의 순서였다. 4) 1급 6항 : 두다리의 발목이상을 잃었거나 완전영구히 사용하지 못하게 되었을 때 원인으로는 '교통사고' 41건(41.0%)로 가장 많았고 다음으로 '교통사고외의 외상' 32건 (32.0%) 그리고 다음으로 '근골격계, 결합조직의 질환' 순서였다. 4. 장해원인별 1급장해 각 항의 분포를 보면 '만성신부전'은 1급 4항, '악성종양'은 1급 3항과 1급2항 그리고 1항의 장해를 주로 일으키고 '당뇨병'은 1급 1항, '뇌혈관사고'는 1급3항과 1급2항의 장해를 주로 일으켰다. 한편 '교통사고'나 '교통사고외의 외상'은 주로 1급3항과 1급6항의 장해를 주로 일으켰다.

Smart Port Policy Trend of Europe and Singapore and Its Political Implications (스마트항만의 해외사례 분석과 정책 시사점: 유럽과 싱가포르를 중심으로)

  • Recent studies have offered ambiguous definitions of smart ports. These include smart ports being the only way that fully integrated ports can survive (Deloitte 2017) or ports that have a design based on Internet-of-Things technology to minimize waste of urban space and resources (Port Technology 2016). In addition, many port authorities are creating smart port strategies and have held research seminars focused on smart ports. This study sheds light on the following questions: Why do we need smart ports? Why should all ports be smart ports? Why are overseas advanced ports promoting smartization as soon as possible? What does the future look like for smart ports? Therefore, in this study, we explored the concept of smart ports based on previous research and examined the trends in smart port policies in the Netherlands, Germany, the UK, Italy, and Singapore. Finally, this study proposes useful policies for smart ports and also discusses policy directions that could make our ports truly smart ports.

  • Busan port, which had ranked at 3rd busiest port following Singapore and Hong Kong in 2002, has been nudged out of 5th place. Growth of China ports threatens Korea ports to be a hub port in Far East Asia. Therefore, Korea ports are needed to establish competitive strategies to overcome a crisis of local ports. In this paper, the question, 'Who is my competitor?' is examined There is a different aspect between this work and many studies that has been done before, because the fore studies focused on the competitive factors or port efficiencies. Above all, the meaning of competition among ports has been summarized through existing literatures. Next. the competition structure among ports is researched, based 0/1 import-export traffic of five local ports including Busan.

The qualitative study on socio-economic impact of seaport on neighborhood area: Focusing on Busan New Port (항만이 인근지역에 미치는 사회경제적 영향에 관한 질적 연구: 부산항 신항을 중심으로)

  • Notwithstanding the importance of investigating the perception of residents in the seaport neighborhood area on the socio-economic effects of a seaport, so far few studies examined it. Accordingly, this study aims to examine the impact of Busan New Port on neighborhood area by conducting in-depth interviews with various stakeholders including residents as a qualitative case study. To conduct systematic interviews, the semi-structured interview questionnaires were prepared. Total 13 interviews were conducted. According to the results, there are some positive socio-economic impacts of seaport on neighborhood area, and also some negative socio-economic impacts exist. The results of this study can help port policy makers to formulate future port policy.

  • The purpose of this study is to suggest the new strategies for West coast ports, especially Mokpo Port development. This paper also analyzes the recently evolving change of shipping environment such as upsizing of vessels, horizontal and vertical integration strategies in the liner shipping industries through the mergers and acquisitions or strategic alliances, establishment of dedicated terminal and surging bunker charge. With shipping environment is rapidly changing, we examine how to cope with the current situation and suggest the solutions how to tackle shippers' and shipping companies' request. As a result of an empirical study, we found out that Mokpo Port suffers from the shortage of container cargo, container imbalance, insufficient forwarders and inland trucking service providers and hinterland transportation network system. With these obstacles settled, the number of container cargo can be induced to Mokpo Port and the regular container services between Mokpo and Chinese ports and Japanese ports loops were found to be competitive.

Port's Successful Global Supply Chain Strategies - Focusing on the case of Dubai port - (항만의 성공적인 글로벌 공급사슬 전략 - 두바이항의 사례를 중심으로 -)

  • Today's individual firms no longer compete as solely autonomous entities, but rather as supply chain. As such the competitive position of a port is not only determined by its internal strengths but also it is also affected by its links in a global supply chin. In other words, port competitiveness is becoming increasingly dependent on external coordination and control of the whole supply chain. The main purpose of this paper is to examine how a port embeds itself into supply chain in order to strengthen its competitive position by focusing on Dubai port case. This paper found that Dubai port used three phases-insertion, integration and dominance-as a strategies for how it can embedded into global supply chain successfully. Dubai's global supply chain strategies give some implications for the further development of the Port of Gwangyang. First, the Port of Gwangyang should fully utilize symbiotic relationship with Gwangyang free Economic Zone. Second, the integration between Korea Container Terminal Authority and GYFEZ can be recommended for fast decision-making and providing a one-stop-service. Finally, Gwangyang should pursue an aggressive supply chain strategy, aims at dominance in the regional port network through port alliance with small and medium ports in neighboring area.

Proposal for Revision of Trust Act (신탁법 개정 제안)

  • The Trust Act, which was first enacted back in 1961, was fully revised on 25. July 2011 and enacted on 26. July 2012. The Act is a fundamental norm governing trust relation, so the revision was expected to play an important role to promote trust institutions. However many problems were also revealed after the enactment. The Act has already inherent limitations because the previous discussions were not enough and the amendment process was not meticulously reviewed. Now it is needed to consider the comprehensive amendment of the Act reflecting detailed legal doctrines developed hitherto by the courts and the legal academia. This paper aims to call for the revision of the Act and to propose the ways and the grounds for revision. The purpose of the revision is to rectify obvious errors on several provisions, to minimize legal uncertainty by presenting detailed rules on many issues, to enhance the coherence and consistency between the rules along with supplementing the relevant laws, and to strike a proper balance between the parties.

  • The purpose of this study was to assess the current status of cyber security at the Busan Port container terminal and derive strengthening factors through exploratory research. In recent years, the maritime industry has actively adopted Fourth Industrial Revolution technologies, resulting in changes in the form of ports, such as automated and smart terminals. While these changes have brought positive improvements in port efficiency, they have also increased the potential for cyber security incidents and threats, including information leakage through cargo handling equipment and ransomware attacks leading to terminal operations disruption. Especially in the case of ports, cyber security threats can have not only local effects within the port but also physical damage and implications for national security. However, despite the growing cyber security threats within ports, research related to domestic port cyber security remains limited. Therefore, this study aimed to identify factors for enhancing cyber security in ports and derive future enhancement strategies. The study conducted an analysis focusing on the Busan Port container terminal, which is one of the leading ports in South Korea actively adopting Fourth Industrial Revolution technologies, and conducted a survey of stakeholders in the Busan Port container terminal. Subsequently, exploratory factor analysis was used to derive strengthening factors. This study holds significance in providing directions for enhancing cyber security in domestic container ports in the future.
