한국건설기술연구원(원장 이태식)이 중소기업을 상대로 강소형 중소기업으로 거듭나기 위한 다리(Bridge)를 놓고 있다. 건설기술연구원이 놓는 다리(Bridge)는 ${triangle}$창업 활성화로 일자리 창출(Business Creation) ${triangle}$중소기업과 함께 연구(Reserch Collabortion) ${triangle}$미활용 지식재산권 공유(Intellectual Property Sharing) ${triangle}$중소기업 애로에 대한 차별화된 컨설팅(Differentiated Consulting) ${triangle}$건설 중소기업의 해외진출 지원(Global Frontier) ${triangle}$일류기업으로 성장토록 지원(Excellence Incubator) 등이다. 건설기술연구원은 이를 위해 중소기업에 기술개발, 인력, 시설 장비, 해외진출 분야에서 적극 지원한다. 건설기술연구원이 지원하는 내용은 다음과 같다.

본 연구의 목적은 정부의 R&D 지원사업에 참여하는 유형별 중소기업들의 R&D참여 요인에 관한 연구이다. 각 정부부처별 R&D 지원사업이 지역전략산업별, 뿌리기술전문기업, 부품소재기업등 특수 산업분야별, 다양한 형태로 운영되고 있으며, 각 기업에 보조금, 지원금 및 마케팅, 기획, 교육등의 다양한 지원이 이루어지고 있고 각 기업들 또한 이에 참여하게 된다. 따라서 본 연구는 이와 같은 정부 R&D지원사업의 참여요인 즉, 다양한 유형의 중소기업이 정부 R&D과제 참여에 긍정적인 영향을 미치는 지에 대한 가설을 검증한다. 또한 기술적 성과인 R&D 참여강화와 기술역량 강화에 영향을 미치는지에 대한 가설을 검증한다. 이 분석결과를 통한 연구결과, 중소기업의 연구개발투자에 영향을 미치는 요인중 지역전략산업별, 뿌리기술전문기업, 부품소재기업등 특수 산업분야별등 기업유형에 따라 정(+)의 영향을 미치고 있다는 결과를 바탕으로 정부지원사업에 참여하는 유형별 중소기업들의 전략적 R&D참여를 위한 방향설정에 도움이 될 것이다.

한국정부의 중소기업 정책을 분석하고 기업의 성과 분석을 통해 지원 정책의 유효성을 연구하였다. 중소기업의 지원 정책 과제를 창의와 혁신주도의 역동적인 중소기업군 육성, 기술경영혁신 활동 및 협력활동 강화, 자금 인력 판로 등 성장기반 구축 등 3가지로 분류한 후 기업의 성과(사업성과, 기술성과, 정책만족)와 비교하여 정책의 영향도를 측정하였다. 연구 결과 정부가 추진하는 중소기업 정책에 대한 기업의 성과의 특징은 자금 지원 분야였다. 전체 24개 측정 변수에서 연구 결과 중 가장 유의미한 변수로 선정된 5개 변수는 1)벤처,이노비즈,경영혁신형기업 육성, 2)지식기반서비스 육성자금 지원, 3)기술 연구개발 지원, 4)경영안정자금 지원, 5)공공부문의 중소기업 판로 지원이었다.

As technology competition among companies has intensified, the importance of technology protection is increasing day by day. However, according to the status of technology leakage in Korea, the technology protection level of SMEs is weak. SMEs' technology leakage continues to occur, and the damage can be even more serious to SMEs. Thus, the government is operating various support systems for SMEs. However, despite the support system, the interest and use of SMEs is low. This study examines the current status of major support systems for SME technology protection in Korea, and empirically analyzes the recognition and expectation effects of companies on the support systems. Based on the results, this study discusses ways to improve the recognition and use of the support system. The results of this study will contribute to strengthening SMEs 'technology protection by increasing the utility and enhancing the utilization of the support systems.

In order to facilitate the R&D of SMEs and foster innovative SMEs, the Small and Medium Business Administration is funding the SMEs in the focused supporting industries which are selected by a primary consideration of the political conformity. The correlations among the distribution of engaged SMEs, the distribution of SMEs which applied the fund, and the distribution of SMEs funded in the industries are analysed, in order to realize the effectiveness of the top-down method for selecting the focused supporting industries. As a result, there was a large deviation of both the number of the engaged SMEs and the number of the applied SMEs in the each industry, which means that the selected industries did not accurately reflect the needs for the technology development of SMEs. In addition, the distribution of the applied SMEs was strongly depended on the distribution of the engaged SMEs, which shows the trend that SMEs are trying to make R&D plans in their current industry rather than following the political drive. Moreover, because the distribution of the funded SMEs is strongly correlated with that of the applied SMEs, one could know that the selected industries were neither fostered strategically nor evenly but the fund was distributed simply according to the distribution of the applied SMEs. In this study, in order to complement the limitations of the top-down method, the bottom-up method which primarily consider the needs for the technology development of SMEs was suggested. It is desirable to consider in the order of the needs and the capabilities of SMEs, the technological perspective and marketability of the industry, and the political importance in the bottom-up method, and it is expected that the method could be flexibly used in the planning of the various programs.

Technological competitiveness of SMEs is an important factor of the country's industrial competitiveness. And technological competitiveness of SMEs in South Korea has been a long-term congestion. Through the study, we analyzed the correlation between SMEs technical support policy and technological competitiveness. As a result, the technological competitiveness of SMEs is positively related to R&D policy of funding, taxation and infrastructure. And on the other hand, R&D support policy positively effected the technological competitiveness of subcontractors, 5~49 people of small enterprises and innovation SMEs. We suggest that technology fund should be increased by expanding policy funds, investments and loans. Also, allocation of strategic R&D resources and supportive researching staffs are needed to strengthen high-growth innovative SMEs.

우리나라에서의 기존 산학연 협력에 관한 연구는 주로 대학의 역할을 강조하였다. 그러나 출연(연)이 지난 $30^{\sim}40$년간 연구개발 수행과정에서 축적된 혁신역량을 국가차원에서 효율적으로 활용할 필요가 있다. 특히 최근 들어 중소기업의 기술경쟁력 강화에 대한 관심이 증대되고 있는 시점에서 정부출연기관에 의한 중소기업 지원의 타당성과 필요성에 대하여 실증적으로 도출한 연구가 부족한 것이 사실이다. 이 연구는 기존의 추상적인 정책제안을 탈피하여 1,077개의 중소기업과 13개 정부연구기관의 373명의 연구원들을 대상으로 한 광범위한 설문조사를 분석하여 중소기업이 실질적으로 요구하는 기술의 유형과 지원의 형식 및 정부연구기관의 연구원들이 체감하는 기술공급의 문제점들을 중심으로 고찰하고자 한다. 설문조사결과 정부연구기관이 지역을 기반으로 한 중소기업과 대학 등 국가기술혁신체제 속의 연구개발주체들을 네트워크화 하여 기술지식과 정보의 유통, 활용을 촉진하는 매개체로서의 역할을 수행하여 지역혁신 지원 조직이 공동으로 지역 중소기업을 위한 산 학 연 종합기술지원 사업을 추진할 것을 요구함을 발견하였다.

80년대초 이후 기술혁신의 가속으로 중소기업에서도 기술변화에 대한 적응이 경쟁력의 유지를 위한 핵심과제가 되면서, OECD 국가는 중소기업에 대한 과학기술정보(科學技術情報)의 이전(移轉)을 촉진하는 정부지원을 확충하였다. 경제성과의 개선을 위해서는 기술혁신만이 아니라 기술혁신의 성과를 확산시키는 것도 중요하다는 인식으로 중소기업의 경쟁력향상에 기여하는 과학기술정보의 공급확대를 위하여 연구개발사업(硏究開發事業)에 대한 지원을 강화하는 동시에 중소기업에 대한 과학기술정보의 이전을 촉진하기 위하여 과학기술정보의 공급원(供給源)(대학, 시험연구기관 등)과 중소기업을 연결하는 다양한 중개(仲介)(촉매(觸媒))기관(機關)의 설립 운영을 지원하고 있다. 연구개발과 과학기술정보이전에 관한 과학기술공급원과 중소기업간의 인식의 차이를 해소하기 위하여 정보교환(情報交換)과 인적교류(人的交流)를 확대하고 과학기술공급원이 제공하는 지식을 중소기업이 이용하기 쉬운 기술로 변환하기도 한다. 이러한 기능을 중개기관이 효과적으로 수행하기 위해서는 중소기업 사업자와 신뢰관계(信賴關係)를 구축하는 것이 긴요하며, 기술변화를 인지 수용하도록 유도하는 초기단계에서는 중소기업의 네트워크를 통하여 접근하는 것이 효과적이다. 이러한 기술확산과정(技術擴散過程)의 특성으로 인하여 지역혁신체제(地域革新體制)의 구축과 기술혁신정책(技術革新政策)의 지역화(地域化)가 강조되고 있다. 최근에 통상산업부와 과학기술처도 기술혁신정책의 지역화를 시도하고 있다. 연구기반과 산업기반을 고려하여 지역별로 다양한 유형의 산학연 공동연구기반이 구축될 계획이다. 기술혁신정책의 지역화는 시도단계에 불과하며 효율적인 지역혁신체제를 구축하기 위한 여건도 불리하다. 선진국에 비하여 대학과 연구기관의 연구자원(硏究資源)에서도 현격한 차이가 있으나, 네트워크의 혁신성을 좌우하는 지식집약형 중소기업의 비중과 중소기업기술개발의 혁신성에서도 선진국에 비하여 절대열위에 있다. 이러한 불리한 여건을 극복하기 위하여 중소기업의 혁신현장에 밀착된 지역의 전문가집단이 지역경제의 비전과 지역산업의 특수성을 고려하여 지역연구개발사업(地域硏究開發事業)을 전략적으로 기획하고 효율적으로 추진하며, 기획 추진과정에 참여하는 지역대학 지역시험연구기관 지역산업단체 등이 구성하는 지역사회(地域社會)의 협의체(協議體)가 정보공유(情報共有)와 공동학습(共同學習)을 통하여 지역혁신체제의 형성을 주도하고 경쟁과 협력의 조화를 통하여 기술혁신을 가속시키는 지역사회(地域社會)의 규범(規範)과 문화(文化)가 정착되도록 노력하며 중앙정부는 지역연구개발사업에 대한 지원에서 투명하고 합리적인 평가기준을 제시하고 지역산업의 혁신성과에 의하여 지원을 차등화(差等化)하는 경쟁원리를 도입하여 지역사회의 합리적 의사결정을 유도해야 한다.
