본 논문에서는 중소기업 기술혁신에 대한 각각의 개념을 살펴보고 기술혁신에 대한 국내연구 및 선행연구를 통하여 기존연구를 살펴 보고 기술혁신 현황, 국내 기술혁신 제도, 중소기업의 기술혁신 및 기술개발관련 문제점에 대하여 살 펴 보았고 기술혁신 단계별 지원방안, 혁신형 중소기업의 기술혁신 방안을 수립하고, 기술혁신 활성화를 위한 방안을 정립하여 정부의 정책 적 측면과 중소기업의 경영적 측면의 제언을 마련 함.

In this paper, we proposed the necessary government policies for the SME's informatization as the computing environment evolves towards cloud computing. We started with the review of the current SME's computing environment and limitations of current policies, and then addressed the new roles, visions, and missions of the government for the SME informatization. Based upon these arguments, we proposed the mid-term vision and designed the architecture for the cloud computing-based services for SMEs. The major contribution of this paper is to extend the enterprise-based informatization strategies to the context of the government policies so that the government can adopt our arguments as guidelines for the future policies.

This research aimed to propose policy alternatives on acquisition and retention of SME's R&D personnel through the analysis of the status and problems of SME's R&D personnel. As research methods, literature review, survey analysis, domestic and foreign R&D personnel support system and practices benchmarking, human capital corporate panel (HCCP) and integrated survey DB material analysis, and case investigation by interview were used. The occupational status and problems of SME R&D personnel concerned on the corporate size, HRM practices on satisfaction and HRD problems, talent personnel management and training system status, the core talent management system and R&D personnel management system, and its complaints were organized. As conclusion, we have proposed alternatives on acquisition and retention of R&D personnel focused on the talent management. Suggestions were such as supports on R&D personnel management system and its dissemination, systematic career development programs, and excellency promotion on SME's and R&D talent personnel.

지식의 생성, 활용, 배급이 경제적 부의 창출의 원천이 되는 지식기반 경제 패러다임에서 소프트웨어 산업은 그 중요성이 더욱 강조되고 있다. 급속한 성장세를 지속하고있는 소프트웨어 산업은 대표적인 지식산업이라고 할 수 있다. 따라서 소프트웨어 산업의 전략적 육성은 경제전반에 걸친 엄청난 파급효과를 가진 중요한 과제이다. 본 연구에서는 소프트웨어 산업의 현황을 분석한다. 중소기업의 성장이 궁극적으로 전체 소프트웨어산업의 발전에 필수적이라는 이해를 바탕으로 현행 중소기업관련 법규를 분석하고 중소 소프트웨어 사업자의 활동영역을 확대시키는 지원정책을 제안한다. 추후 심층적인 연구를 통해서 지원정책의 효과적인 시행을 위해서 필수적인 지원사업범위와 대상 중소기업 규모를 결정해야 할 것이다.

Due to the rapid change of corporate environment of small and medium enterprises (SMEs), there is an increasing needs for the effective utilization of knowledge intensive services. Current knowledge intensive services for SMEs include various activities including venturing, R&D planning, R&D support, marketing, and networking. However, these activities are not differentiated according to the institutions that provides those services. In response, this study aims to explore and identify core knowledge intensive services, and specify the target knowledge service. The case study was conducted for the Divison of SMEs innovation in Korea Institute of Science and Technology Information (KISTI).
