정책자금정보: 2011년도 중소기업 정책자금 지원 안내 -올해 정책자금 규모 3조2천억원으로 전년 대비 2.3% 증가

  • 올해 정책자금 운영규모는 3조2075억원으로 지난해보다 2.3% 증가했다. 특히 기술혁신형 창업 및 성장초기 기업육성을 위해 '창업 및 개발기술사업화자금(1조4000억원)'을 지난해보다 2200억원 늘렸고, 개발기술사업화자금(2580억원)도 1000억원 늘렸다. 올해부터 정책자금의 배분전략이 그간의 "Negative시스템(특정산업을 제외한 모든산업지원방식)"에서 '전략산업'을 종점 지원하는 방식인 "Positive시스템"으로 전환된다. 중기청은 특히, 녹색 신성장동력 산업 등 성장 가능성이 큰 7대 전략산업에 정책자금의 70%인 2조2천억원을 집중 투입할 계획이다. 이에 따라 태양전지 LED응용 IT융합 고부가식품산업(녹색 신성장동력산업), 금형 등에 정책자금이 집중 지원될 것으로 보인다. 이와 함께 우량기업 및 한계기업을 지원대상에서 제외하고 동일기업에 대한 편중지원을 제한하는 등 정책목적성을 대폭 강화할 예정이다. 자체 신용으로 민간금융 이용이 가능하나 저금리 혜택을 위해 정책자금을 이용하는 우량기업 및 생명연장식 한계기업 등에 대한 지원을 배제하고, 절감된 재원(약 3,000억원)은 전략산업의 창업초기기업에 종점 지원할 계획이다. 자세한 사항 및 정책자금 신청 희망기업은 중소기업진흥공단 홈페이지(www.sbc.or.kr) '정책자금 융자도우미'를 통해 신청요건 및 추천자금 등을 자가진단 후 신청하면 된다.

R&D Investment and Project Performance : Research on Industrial R&D Programs of Government (연구개발투자의 성과에 영향을 미치는 요인에 관한 연구 : 정부의 산업기술개발사업을 중심으로)

  • The purpose of this paper is to give policy implications for relevant policy-makers by analyzing factors affecting performance of industrial R&D programs of the Ministry of Knowledge Economy. The independent variables are type of project leader organization(Big Enterprises, SMEs, Ventures Businesses, Public Research Institutions, Universities), cooperative or noncooperative R&D among industry-university-research institution, total number of project participant organization, total R&D investment, and the ratio of private investment to total R&D investment. The dependent variables are domestic or foreign patents granted and domestic or foreign papers accepted. The method of analysis is Poisson Regression analysis operated by STATA. The results of this research are follows ; Universities show higher R&D performance compared to enterprises or public research institutions in terms of patents and papers as well. Venture businesses show higher patent performance compared to SMEs. Inverted U-shaped relationship between total number of project participant organization and R&D performance is not supported. The higher total R&D investment, the higher R&D performance. The higher the ratio of private investment to total R&D investment, the higher R&D performance.

  • 4차 산업혁명을 준비하는 창업자들의 경우 대부분 창업자가 보유한 기술을 기반으로 ICT관련 기술을 활용한 사업을 시작하는 경우가 대부분이다. ICT창업의 경우 보유한 기술에 대한 가치에만 초점이 맞추어져 보유한 기술의 수준이 높으면 기술성과가 높을 것이라는 막연한 생각을 하기 마련이다. 하지만 ICT창업의 경우도 다른 창업과 다르지 않게 많은 성공하기 위해서는 다양한 요인이 필요합니다. 본 연구는 ICT기반 창업자의 기업가정신과 기술혁신역량이 기술개발성과와 경영성과에 미치는 영향을 검증함을 통해 ICT창업자가 갖추어야할 역량과 다양한 요인에 대해 밝히고자 합니다. 기존연구는 일반 중소기업을 대상으로 한 연구가 대다수였으며 최근 급속도로 늘어난 ICT기반 창업자에 대한 연구가 부족하다. 그렇기 때문에 ICT기반 창업자에 대한 적용은 시기적절한 연구라 할 수 있다. 선행연구를 통해 다양하게 정의된 기업가정신 및 기술혁신역량의 구성요인을 이론적으로 고찰하였고 이를 독립변수로 하여 기술개발성과와 경영성과에 어떤 영향을 미치는지 대해 실증 연구하였다.

The Characteristics and Performances of Manufacturing SMEs that Utilize Public Information Support Infrastructure (공공 정보지원 인프라 활용한 제조 중소기업의 특징과 성과에 관한 연구)

  • The small and medium sized enterprises (hereinafter SMEs) are already at a competitive disadvantaged when compared to large companies with more abundant resources. Manufacturing SMEs not only need a lot of information needed for new product development for sustainable growth and survival, but also seek networking to overcome the limitations of resources, but they are faced with limitations due to their size limitations. In a new era in which connectivity increases the complexity and uncertainty of the business environment, SMEs are increasingly urged to find information and solve networking problems. In order to solve these problems, the government funded research institutes plays an important role and duty to solve the information asymmetry problem of SMEs. The purpose of this study is to identify the differentiating characteristics of SMEs that utilize the public information support infrastructure provided by SMEs to enhance the innovation capacity of SMEs, and how they contribute to corporate performance. We argue that we need an infrastructure for providing information support to SMEs as part of this effort to strengthen of the role of government funded institutions; in this study, we specifically identify the target of such a policy and furthermore empirically demonstrate the effects of such policy-based efforts. Our goal is to help establish the strategies for building the information supporting infrastructure. To achieve this purpose, we first classified the characteristics of SMEs that have been found to utilize the information supporting infrastructure provided by government funded institutions. This allows us to verify whether selection bias appears in the analyzed group, which helps us clarify the interpretative limits of our study results. Next, we performed mediator and moderator effect analysis for multiple variables to analyze the process through which the use of information supporting infrastructure led to an improvement in external networking capabilities and resulted in enhancing product competitiveness. This analysis helps identify the key factors we should focus on when offering indirect support to SMEs through the information supporting infrastructure, which in turn helps us more efficiently manage research related to SME supporting policies implemented by government funded institutions. The results of this study showed the following. First, SMEs that used the information supporting infrastructure were found to have a significant difference in size in comparison to domestic R&D SMEs, but on the other hand, there was no significant difference in the cluster analysis that considered various variables. Based on these findings, we confirmed that SMEs that use the information supporting infrastructure are superior in size, and had a relatively higher distribution of companies that transact to a greater degree with large companies, when compared to the SMEs composing the general group of SMEs. Also, we found that companies that already receive support from the information infrastructure have a high concentration of companies that need collaboration with government funded institution. Secondly, among the SMEs that use the information supporting infrastructure, we found that increasing external networking capabilities contributed to enhancing product competitiveness, and while this was no the effect of direct assistance, we also found that indirect contributions were made by increasing the open marketing capabilities: in other words, this was the result of an indirect-only mediator effect. Also, the number of times the company received additional support in this process through mentoring related to information utilization was found to have a mediated moderator effect on improving external networking capabilities and in turn strengthening product competitiveness. The results of this study provide several insights that will help establish policies. KISTI's information support infrastructure may lead to the conclusion that marketing is already well underway, but it intentionally supports groups that enable to achieve good performance. As a result, the government should provide clear priorities whether to support the companies in the underdevelopment or to aid better performance. Through our research, we have identified how public information infrastructure contributes to product competitiveness. Here, we can draw some policy implications. First, the public information support infrastructure should have the capability to enhance the ability to interact with or to find the expert that provides required information. Second, if the utilization of public information support (online) infrastructure is effective, it is not necessary to continuously provide informational mentoring, which is a parallel offline support. Rather, offline support such as mentoring should be used as an appropriate device for abnormal symptom monitoring. Third, it is required that SMEs should improve their ability to utilize, because the effect of enhancing networking capacity through public information support infrastructure and enhancing product competitiveness through such infrastructure appears in most types of companies rather than in specific SMEs.

A Study on the Regional Policy for Promoting the Creation of Technology Based Innovation Firms (기술혁신형 중소기업의 창업환경 조성방안)

  • Since the late 20th century, due to the globalization of markets and the rapid developments of information and communication technologies, the world has entered into the age of fierce competition. With their abundant low-cost labor, former communist countries such as China, Russia and East Europe and former low-developed countries such as India and Brazil have received foreign investments from major industrial companies. Thus, there are no other alternatives remained for Korea and OECD countries other than moving the industrial economies to the knowledge based innovation systems. In the knowledge based innovation systems, economic developments and employments of regions and nations depend solely on companies situated in their territories. In this article, after reviewing the current state of technological based innovation small firms in korea, we provide a theoretical framework to promote the level of technology based innovation and entrepreneurship. The theoretical framework for analysis and policy suggestions is based on the Schumpeter's value system model that consist of supply factors, demand factors, and supporting institutions. In order to create more innovative small businesses, we insist on the followings. First, more R&D and innovation activities related with promising new technologies should be performed. Second, more R&D funds for technological innovation small companies should be provided from governments. Third, more M&A transactions and technology transactions should be marketed freely and competitively. Fourth, more business incubating services and venture capital services should be provided. Fifth, entrepreneurship and innovation culture should be popular and institutionized among people.

지방과학기술정책의 추진현황 및 발전과제

  • 오늘날의 과학기술은 국가전체의 경쟁력 강화는 물론, 지역의 산업과 경제를 발전시키고 국가의 균형발전을 도모하는데 있어서 매우 중요한 역할을 수행한다. 지역경제 활성화의 주역인 중소 벤처기업을 육성하고, 지역산업을 체계적으로 발전시키며, 지역주민의 생활편의 향상을 위한 각종 지역개발 사업을 추진함에 있어서 과학기술이 핵심적인 요소이자 중요 수단으로서 기능하고 있기 때문이다. 이에 따라, 각 국가들은 1970년대 이후 지방의 과학기술을 육성하고 지원하기 위한 지방과학기술정책을 지속적으로 수립하여 추진해 나가고 있다. 우리나라의 지방과학기술정책이 실질적으로 수립되고 추진된 것은 1990년대 초반 이후 과학기술이 지역경제 활성화를 위한 유효한 수단으로 인식되기 시작하면서 경제 관련 부처를 중심으로 지역과 연계한 각종 사업들을 추진하면서 부터라고 할 수 있다. 특히 과학기술의 지방화 내지 과학기술 지방분권에 관한 논의와 정책적 노력은 1995년에 도입된 지방자치제도의 본격적인 시행과 함께 이루어졌다고 할 수 있다. 그러나 그 진전과 발전은 아직도 여전히 미흡한 상황이다. 이는 과학기술의 연구개발과 진흥이라는 정책의 특성에 기인하기도 하지만, 지방자치단체 스스로 관련 정책을 수립하고 추진할 수 있는 기반과 여건이 제도적인 측면에나 실제적인 측면에서 매우 취약하였던데 그 원인이 있는 것으로 분석된다. 이 글은 과학기술의 지방분권을 강화하여야 한다는 최근의 사회적 논의와 관련하여 지방과학기술정책의 발전을 위한 방안을 모색하는데 그 목적이 있다. 이를 위해, 그동안의 지방과학기술정책 추진현황 및 지역의 과학기술 혁신기반과 역량을 살펴보고, 앞으로 지방 스스로가 지역의 과학기술혁신정책을 수립하고 집행할 수 있는 역량과 기반을 강화하는데 필요한 제도적 과제들을 검토하여 제시하였다.

  • Technology innovation activities are very important for companies to secure technological competitiveness and continue to grow. Korea operates a certification system at the national level to promote corporate innovation activities, and strives to enhance SMEs' global technological competitiveness. Among these, the representative system related to technological innovation is the New Excellent Technology (NET) certification. NET is certified through a strict three-stage screening process, and is operated for the purpose of commercialization of new technology, technology trading, and promotion of early market entry by companies. Acquiring NET certification means that the company has a certain level of technological competitiveness. Therefore, this study attempted to conduct an empirical analysis on which technology innovation activities of companies affect the success of R&D projects and improvement of management performance, centering on NET certification system. To verify this, technology strategy, technology planning, systematic R&D process, internal cooperation, and external cooperation activities were set as major variables. As a result of the empirical analysis, it was confirmed that all variables set in this study individually contributed to the success of the R&D project and improvement of management performance. However, when looking at a comprehensive level that considers all variables, it was analyzed that systematic R&D process management and cooperation activities with external organizations have a statistically significant effect on R&D project success, and technology strategy establishment and technology planning activities, which are the initial stages of R&D, have a statistically significant effect on management performance. This study was conducted on innovation-oriented SMEs that have established and operated corporate R&D centers and are actively conducting R&D activities, and multiple regression analysis was used as an analysis method.

IT 산업정책 성과와 2008년 추진방향

  • 우리 경제의 성장잠재력 저하에 대한 우려가 심화되는 상황에서 국민소득 2만불 시대 견인을 위해 2004년 수립한 IT 산업 발전전략이 IT839이다. 신성장동력 핵심기술 개발 등 IT839전략에 힘입어 세계 최초로 WiBro, DMB 기술개발과 국제표준화에 성공하는 등 IT분야 기술개발을 주도하여, 선진국과의 기술격차가 1년 이상 단축되었으며, 특히, 이동통신 DIV 분야는 미국, 일본 등 선진국 수준으로 경쟁력이 향상되는 성과를 보았다. 한편, 최근 IT를 둘러싸고 있는 환경은 IT를 기반으로한 융복합화 진전, 글로벌화 심화, 인터넷 확산과 웹의 진전이다. 2008년에는 이런 환경변화 속에서 IT산업의 지속적인 성장을 위한 전략을 수립.추진할 계획이다. 무선 융합환경에서 신시장 창출 및 선점, 고부가가치 IT산업의 집중 육성, IT중소기업, 핵심인력 양성 등 경쟁력 향상을 위한 기반 구축도 강화한다. IT R&D 정책은 기초 원천기술분야 R&D 투자비중을 확대하고, IT와 비IT융합 등 융합분야 기술개발 투자도 확대할 것이다. 혁신형 IT 중소기업 육성을 위해 민간 정책협력 네트워크인 IT전문협의회 운영을 개선하고, 중소기업의 원가절감을 위한 공통서비스 확대, 대 중소 기업의 상생협력을 제도화는 등 IT정책 인프라도 고도화한다. 또한, 반도체, 디스플레이 이후의 글로벌 주력품목군으로 IT SoC, u-센서, IT-BT-NT 융합분야 등 3대 핵심분야를 선정하여 집중 육성하고, 부품기업간 협업 활성화를 적극 유도할 것이다. 시장이 원하는 글로벌 수준의 인재양성을 목표로 공학교육인증 확산, IT 융합분야를 중심으로 대학의 R&D 지원도 강화하며, 전공역략을 갖춘 IT 전문인력, 석박사급 핵심 연구개발 인력, IT재직자 교육 등 시장이 원하는 맞춤형 인력양성도 병행 추진한다. 마지막으로 SW산업의 글로벌 경쟁력을 제고하고 신시장 창출을 위해 노력도 강화한다. 조선, 자동차 등 비 IT분야의 SW활용을 확산하기 위한 선도프로젝트를 추진하고, 틈새분야 중 세계적 시장점유율을 갖춘 중소기업 제품에 임베디드SW를 탑재하여 첨단기능을 구현하는 시범사업도 적극 추진할 계획이다.
