Employment Effectiveness of Innovation-certified SMEs and General SMEs: A Comparative Analysis (혁신인증 중소기업과 일반 중소기업의 고용효과 비교·분석)

  • The employment effect of innovation-certified SMEs (venture certification, inno-biz certification and main-biz certification) and general SMEs was compared and analyzed. Through propensity score matching, general SMEs with similar tendencies to SMEs for each innovation certification were selected. The employment effect was approached from two perspectives: the absolute employment effect, the employment growth rate, and the relative employment effect, the sales-employment coefficient. As a result of the analysis, it was confirmed that venture certified SMEs and inno-biz certified SMEs, which are technology innovation-type certifications, have an advantage in absolute employment effect. In addition, it was concluded that innovation-certified SMEs have more room for employment than general SMEs by achieving sales growth that exceeds employment growth. Therefore, there is a possibility to enhance the employment effect of innovation-certified SMEs by strengthening employment-related incentives for innovation-certified SMEs.

  • Under the environment uncertainty, inno-biz firms are likely to enter into new market with their manager's enthusiasm, know-how, and innovative idea. Therefore, the environment uncertainty would be a new opportunity for their managers with entrepreneurship. The inno-biz firms have limitation on resources that they can utilize, but the industrial infrastructure of the regions that they are located in can be a factor overcoming the limitation of utilizing resources. Using inno-biz firms, this study presents a research model with the effects of environment uncertainty, industrial infra structure, and entrepreneurship on competitive performance. This study examined the relationship showed by the research model, and found the significant relationship by using SEM. And this study found the mediating effect of environment uncertainty, industrial infrastructure, and entrepreneurship on innovative capability. Research results, implications and limitations of this study are provided in conclusion of this study.

  • This study is based on the analysis of technology innovation performance for Inno-biz. The primary purposes of this study are to help the government formulate Inno-biz related supporting policies and improve the fitness of evaluation models for Inno-biz. In this study the definition of "the outcome of technology innovation" includes technology competitiveness changes, technology forecasting as well as the outcome of technology innovation. For this analysis, 55 independent variables were used and categorized into ability of technology innovation, ability of commercialization, and ability of technology management. The results indicate that all three variable groups have positively influenced the outcome of technology innovation. Especially ability of technology innovation is highly related to technology competitiveness and business in future. The ability of commercialization enhances technology competitiveness and predictability in major business indexes; however it doesn't influence business performance in a short-term period. The ability of technology management enables businesses to forecast technology changes, but doesn't effect short-term business outcomes.

A Study of the Core Factors Affecting the Performance of Technology Management of Inno-Biz SMEs (기술혁신형(Inno-Biz) 중소기업의 기술경영성과에 미치는 핵심요인에 관한 연구)

  • This study is to confirm the core factors of innovative capabilities and technological entrepreneurship affecting the performance of technology management and business management of small and medium-sized enterprises (SMEs). Through the consideration about the complex natures of technological innovation affecting by multidimensional factors, this study designs the research model that innovative capabilities, the performances of technology and business management are arranged in accordance with the innovation process; input-output-outcome. To meet this research purpose, the hypothesis are set up based on the previous research studies and the research samples are selected from members of the Innovative Business (INNO-BIZ) Association, located in Seoul and Geyonggi province. As a result of regression analysis to the responses gathered from 360 firms, the performance of business management is influenced positively by the technology superiority, market growth and business profitability which are the dominant factors of performance of technology management. In addition, three sub-variables of innovative capabilities such as R&D, strategic planning and learning capability, have positive effects on both the managerial performances. Innovativeness and progressiveness of technological entrepreneurship affect both the performances positively. Moreover, the co-relation between technological entrepreneurship of an innovation leader and innovative capabilities of organizational members are identified. Lastly, technological entrepreneurship has the mediating effect on the path of leading innovative capabilities to the managerial performances. In conclusion, the research results imply that technological innovation-type firms should periodically evaluate the performance of technology management which are the output of technological innovations and the reinvestment for ultimate business success. And improving and developing innovative capabilities and technological entrepreneurship is required to continuously and consistently investing and supporting resources on technological innovations at the firm-and government-level. It is considered that these are the crucial methods for securing the technologically competitive advantage of SMEs with less resources and narrow innovation range.

Effects of the Innovative Company Certification System on Technological Innovation Activities and Performance of SMEs (혁신형 기업 인증 제도가 중소기업의 기술적 혁신 활동과 성과에 미치는 영향)

  • In this study, the effectiveness of the innovative company certification system, which is one of the important means of the SME innovation promotion policies, was examined in terms of technological innovation activity and performance. To this end, we used the results of 'SME Technology Statistical Survey' conducted by the Small and Medium Business Administration and the Korea Federation of Small and Medium Business in 2013~2015 to compare the innovative SMEs that have received the certifications such as Venture Certification, Innobiz Certification, and Mainbiz Certification with the general SMEs that did not. As a result, it was found that the innovative SMEs have comparative advantage in many detailed indicators related to the technological innovation activity and performance. However, the ratio of external use of R&D expenditure, the number of technology development attempts and the number of successes were not different according to the survey year, so it is necessary to strengthen the follow-up management of the system. On the other hand, the proportion of self-procurement R&D expenditure of the general SMEs was significantly higher than that of the innovative SMEs in all three-year surveys. Therefore, it is necessary to regulate the government funding for the innovative SMEs to be used as a complementary material, not as a substitute for their own R&D investment. In addition, the technological innovation activity and performance of a company were more influenced by the size of the company and the participating industry rather than by the certification, so it is necessary to consider it when establishing the technology innovation promotion policies.

  • The aim of this paper is to evaluate policy impact of Inno-biz verification and Venture verification, especially focusing on the complementarity effect according to the overlapped support in Korean ICT industry. Alongside the implementation of various government innovation policies, discussions regarding evaluations of such policies have been consistently undertaken in economics, because it is very important to evaluate whether public policies have played a proper role. However, one of the distinguished point of this research from previous studies is that this paper not only includes evaluations of a single policy, but also the discussion about interaction between different innovation policies. The main result of this paper is that, in the case of overlapping homogeneous policies such as Inno-biz and venture verification, the complementarity effect is negative. Compared with previous studies, the uniqueness of this research is as follows. First, deviating from the view of previous studies that focused on the evaluation of a single policy, this paper has considered interactions and the complementarity effect of innovation policy through "policy mix," an economic term. Second, based on this concept, the paper suggests an analysis framework for the evaluation of interactions and the complementarity effect of innovation policy.

An Empirical Study on High-technology Innovative SMEs' Characteristics and their Bottlenecks across the Growth Stages (기술혁신형 중소기업의 특성과 성장단계에 따른 애로요인의 실증적 연구)

  • This study is to suggest the government's support direction for the small and medium sized enterprises (SMEs) by examining the relations among technology level, innovation factors, entrepreneur's characteristics, and start-up reasons. The management bottlenecks and the necessary fields of government's support are also investigated across the company's growth stages. Empirical analysis was conducted based on the 318 Korean SMEs' data receiving the Venture and/or Inno-biz certification. Results show that managing difficulties of the company have typical pattern according to the stage of growth. The characteristics of an entrepreneur such as age, education background and past experience affect the early stage of starting business. We also found that the technology level is closely connected with operational innovation activities and circumstances, entrepreneur's characteristics, start-up motives, and technological innovation activities.

  • With the advent of knowledge-based society, the revitalization of technological innovation type SMEs, termed "inno-biz" hereafter, has been globally recognized as a government policymakers' primary concern in strengthening national competitiveness, and much effort is being put into establishing polices of boosting the start-ups and innovation capability of SMEs. Especially, in that the inno-biz enables national economy to get vitalized by widening world markets with its superior technology, and thus, taking the initiative of extremely competitive world markets, its growth and development has greater significance. In the case of Korea, the government has been maintaining the policies since the late 1990s of stimulating the growth of SMEs as well as building various infrastructures to foster the start-ups of the SMEs such as venture businesses with high technology. In addition, since the enactment of "Innovation Promotion Law for SMEs" in 2001, the government has been accelerating the policies of prioritizing the growth and development of inno-biz. So, for the sound growth and development of Korean inno-biz, this paper intends to offer effective management strategies for SMEs and suggest proper policies for the government, by researching into the effect of technological innovation capability and technology commercialization capability as the primary business resources on business performance in Korean SMEs in the light of market information orientation. The research is carried out on Korean companies characterized as inno-biz. On the basis of OSLO manual and prior studies, the research categorizes their status. R&D capability, technology accumulation capability and technological innovation system are categorized into technological innovation capability; product development capability, manufacturing capability and marketing capability into technology commercialization capability; and increase in product competitiveness and merits for new technology and/or product development into business performance. Then the effect of each component on business performance is substantially analyzed. In addition, the mediation effect of technological innovation and technology commercialization capability on business performance is observed by the use of the market information orientation as a parameter. The following hypotheses are proposed. H1 : Technology innovation capability will positively influence business performance. H1-1 : R&D capability will positively influence product competitiveness. H1-2 : R&D capability will positively influence merits for new technology and/or product development into business performance. H1-3 : Technology accumulation capability will positively influence product competitiveness. H1-4 : Technology accumulation capability will positively influence merits for new technology and/or product development into business performance. H1-5 : Technological innovation system will positively influence product competitiveness. H1-6 : Technological innovation system will positively influence merits for new technology and/or product development into business performance. H2 : Technology commercializing capability will positively influence business performance. H2-1 : Product development capability will positively influence product competitiveness. H2-2 : Product development capability will positively influence merits for new technology and/or product development into business performance. The followings are the research results : First, as for the effect of technological innovation on business performance, the technology accumulation capability and technological innovating system have a positive effect on increase in product competitiveness and merits for new technology and/or product development, while R&D capability has little effect on business performance. Second, as for the effect of technology commercialization capability on business performance, the effect of manufacturing capability is relatively greater than that of merits for new technology and/or product development. Third, the mediation effect of market information orientation is identified to exist partially in information generation, information diffusion and information response. Judging from these results, the following analysis can be made : On Increase in product competitiveness, directly related to successful technology commercialization of technology, management capability including technological innovation system, manufacturing capability and marketing capability has a relatively strong effect. On merits for new technology and/or product development, on the other hand, capability in technological aspect including R&D capability, technology accumulation capability and product development capability has relatively strong effect. Besides, in the cast of market information orientation, the level of information diffusion within an organization plays and important role in new technology and/or product development. Also, for commercial success like increase in product competitiveness, the level of information response is primarily required. Accordingly, the following policies are suggested : First, as the effect of technological innovation capability and technology commercialization capability on business performance differs among SMEs; in order for SMEs to secure competitiveness, the government has to establish microscopic policies for SMEs which meet their needs and characteristics. Especially, the SMEs lacking in capital and labor are required to map out management strategies of focusing their resources primarily on their strengths. And the government needs to set up policies for SMEs, not from its macro-scaled standpoint, but from the selective and concentrative one that meets the needs and characteristics of respective SMEs. Second, systematic infrastructures are urgently required which lead technological success to commercial success. Namely, as technological merits at respective SME levels do not always guarantee commercial success, the government should make and effort to build systematic infrastructures including encouragement of M&A or technology trade, systematic support for protecting intellectual property, furtherance of business incubating and industrial clusters for strengthening academic-industrial network, and revitalization of technology financing, in order to make successful commercialization from technological success. Finally, the effort to innovate technology, R&D, for example, is essential to future national competitiveness, but its result is often prolonged. So the government needs continuous concern and funding for basic science, in order to maximize technological innovation capability. Indeed the government needs to examine continuously whether technological innovation capability or technological success leads satisfactorily to commercial success in market economic system. It is because, when the transition fails, it should be left to the government.
