The government set up a comprehensive plan for EC vitalizations in February 2000 and has begun implementing it. They hope to introduce EC into the economy at large and invoke reconsideration of its efficiency and transparency in the public sector. To accomplish this, the government has built EC utilization system within the industry and trade. However, the overall EC in the construction industry is below expectation. With the aid of the government, larger construction companies are building E-marketplace by increasing the investment in IT and organizing a consortium. On the other hand, small and medium construction companies have difficulties in investing in EC. On the basis of a field research, this study investigates problems that small and medium construction industry confronts in a domestic environment and EC system. It also analyzes the limitations of the tax reduction law for EC. Therefore, this study suggests a counterplan that defines the importance of a government guided plan and necessity of providing incentives to encourage EC Utilization degree.

The purpose of this study is to test the relationships between transaction justice and partnership, between transaction justice and project performance, and between partnership and project performance in the selection process in which a prime contract company chooses a subcontractor. For the empirical study, we chose a research model based on related studies and surveyed the real contractors in the field of construction. The results of this study are as follows. First, the partnership has a statistically significant positive effect on the interactional justice, procedural justice, and distributed justice. Second, the project performance is affected by the interactional justice and procedural justice. Finally, the transaction justice has a directly positive relation with the project performance and an indirectly positive relation with the project performance through partnership. In this study, we carried out empirical research into the relationship between transaction justice and project performance through partnership.

With the recent recession, studies on the economy are actively being conducted throughout the industry. Based on the Small Business data registered in the Credit Guarantee Fund, we estimated the survival probability in the context of the survival analysis. We also analyzed the survival time for the construction and the other industries which are distinguished depending on the types of business and assets in the Small Business. The survival probability was estimated by using the life-table and the difference between the survival probabilities for the different types of business was described via the method of the Log-rank test and the Wilcoxon test. We found that the small business with over one billion asset has the highest survival probability and that with less than 1000 million asset showed the similar survival probability. In terms of types of business Wholesale and Retail trade industry and Services were relatively high in the survival probability than Light, Heavy, and the construction industries. Especially the construction industry showed the lowest survival probability. Most of the Small Business tend to increase in the hazard rate over time.

건설부가 국회에 보고한 $\ulcorner$`93주요업무계획$\lrcorner$에 따르면 올해안에 건설업법개정을 추진 건설 기술개발 및 부실공사방지를 위해 현행 건설공사 표준품셈제도를 전면 재검토하고 부실시공 건설업체의 경우 면허취소와 함께 회사 대표자도 처벌하도록 제재를 강화하는 한편 특수건설업면허체제를 개편하고 하도급계열화를 확대해 중소규모 전문건설업의 육성기반을 다지기로 했다.

The construction business has a high accident rate among all the industries, and it accounts for 68% of the total accident rate for the small and medium-sized construction sites where a safety manager is not appointed,. Thus, through effective safety management and education of the construction sites, the accident rate can be significantly reduced. This study proposed a plan to improve the system suitable for small and medium-sized construction sites by integration with the basic safety & health education system. Through previous research and survey, the improvement points of special safety & health education at small and medium-sized construction sites, and the preference for integration with basic safety & health education were analyzed.

정부는 하도급법의 보호대상이 되는 중견기업의 범위를 직전년도 매출액이 중소기업기본법상 업종별 중소기업 규모 기준 상한액의 2배 미만인 중견기업으로 정했다. 이에 따라 매출액 1,000억원 이하 기업을 중소기업으로 분류하는 건설업의 경우 매출액이 2,000억원 미만인 중견건설사까지 수급사업자로서 하도급법의 보호를 받을 수 있게 된다.

건설업은 전체 산업중 두 번째로 높은 재해율을 보이는 산업이다. 그중 거푸집 작업의 재해율은 건설업 재해율의 24%를 차지하고 있다. 거푸집 공사에서 발생하는 재해비율은 추락(30.4%), 물체에 맞음(20.8%), 넘어짐(19.1%), 부딪힘(13.1%), 끼임(8.3%)이다. 이중 가장 높은 비율을 차지하고 있는 추락에 대해서 재해요인 분석을 통하여 체크리스트를 개발 하였다. 본 연구에서 개발한 체크리스트를 중소규모 건설현장의 거푸집 공사에 적용한 결과 안전관리의 취약점을 파악할 수 있었다. 본 연구의 결과가 중소규모 건설현장에 적용하여 보다 효율적인 안전관리에 기여할 수 있기를 기대한다.

중소기업중앙회 노란우산공제산업단에서는 지난 2007년부터 중소기업 소상공인 사업주를 대상으로 매월 일정부금을 납부하면 폐업, 사망, 질병(부상)으로 인한 퇴임, 노령 은퇴시 생활안정과 사업재기를 도모할 수 있도록 퇴직금(목돈)을 지급하는 공제사업을 시행하고 있다. 건설업의 경우 상시근로자 50인 미만 중소건설 사업주만 가입이 가능하며 세금 절세혜택(연 300만원 소득공제)과 납부한 공제금은 압류, 양도, 담보가 금지되어 있으므로 폐업시 최소한의 생활안전과 사업재기를 위한 자금확보가 가능하다.

정부는 지난 8월 11일 건설분야 기업환경 개선대책을 확정 발표했다. 정부가 발표한 '건설업 기업환경 개선대책'에 따르면 앞으로 최저가낙찰제 공사의 덤핑입찰을 차단하기 위해 노무비와 품질 안전 환경 등의 공종에 대한 저가심의가 한층 강화되고, 하도급대금 지급 확인제도를 모든 공사에 확대 적용하며, 주 계약자 공동도급제도도 개선한다. 또한 중소 지역업체의 경영환경 개선을 위해 건설공사 도급하한액을 상향 조정하고 입찰참가자격 사전심사 시 지역업체 시공참여 배점제를 도입한다.
