A Study on the Coupler for Interoperability of Freight Railway Car between Korea, China and Russia (한국, 중국 및 러시아 화물철도 차량 상호운영을 위한 연결기 연구)

  • Recently, the importance of the northeast economies including Russia has been growing, and according to the Eurasian initiative policy, the enhancement of transportation, logistics and connectivity between the northeast Asian countries is emerging as one of the challenges for future growth. However, due to the different vehicle systems used in each country, the railway connections between countries are not operating smoothly. Especially, the couplers of the railway cars which pass through the countries of northeast Asia including Russia have different regulations, which render their shape and characteristics incompatible. In this study, we propose a method of interconnecting the AAR type coupler used in Korea and China and the CA-3 type coupler compatible with the Russian GOST standard, and verify that its structural safety conforms with each set of regulations. We analyze the possibilities offered by this method of interconnection by performing tests while developing materials satisfying the mechanical properties required for the freight coupler.

A Study on the Characteristics of Global FDI on China's Balanced Development Strategy : Focusing on Korean FDI Characteristics by Major Cities in China (중국지역균형발전전략에 미치는 글로벌 FDI 특성에 관한 연구 :중국주요도시별 한국FDI 특성을 중심으로)

  • This study estimates the technical efficiency and total factor productivity(TFP) of and analyzes the relationship between TFP and exports for Korean manufacturing companies from 2000 to 2016. Specially, TFP is decomposed into Technical Change(TC), Technical Efficiency Change (TEC), and Sale Effect(SE), and compared between large and small enterprises. First, in the case of technical efficiency, the Korean economy has been very vulnerable to external shocks, such as the sharp decline following the 2008 financial crisis. The efficiency of the electronics, automobile, and machinery sectors is low and needs to be improved. In addition, the technological efficiency of large enterprises is higher than that of SMEs in most manufacturing sub-sectors except for non-ferrous metals. In the case of TFP, most changes are due to TC, and the effective combination of labor, capital and the effect of scale have little effect, suggesting that improvement of internal structure is urgent. In addition, volatility due to the impact of the financial crisis in 2008 was much larger in SMEs than in large companies, so external economic impacts are more greater for SMEs than large enterprises. The relationship between TFP decomposition factors and exports shows that TC has a positive effect only on exports of SMEs. Therefore, in order to increase exports, in the case of SMEs, R&D support to promote technological development is needed. In the case of large companies, it is necessary to establish differentiated strategies for each export market, competitor company, and item to link efficiency and scale effect of exports.

  • This study was conducted for the purpose of pursuing the development of Korean scenic spots1) by comparing policies of preserving and maintaining scenic spots in Northeast Asia, especially in South Korea, Japan, Taiwan, China. The objects to be compared for this study were the concepts and designation criteria of scenic spots, the types and present conditions of designated scenic spots and the preservation policies and budgets for scenic spots and so on. As for the research methods, analyses of literary documents, domestic and oversea on-site surveys and mutually-comparative analyses of translated data from China, Taiwan and Japan, etc. were used for this study, and the main results obtained by those research methods can be summarized as blow. As for the present conditions of designated scenic spots, it was found that there were more natural scenic spots than natural ones in Korea, Taiwan and China, while there were more cultural heritages designated as scenic spots than natural heritages in Japan. With Tourism Development Ordinance additionally enacted, which involves the contents related to the permission of tourism development and investment for scenic spots, the Taiwanese government tries to activate tourist attractions by attracting private enterprises' investments. What is unique about Japan is that some places can be pre-designated as scenic spots through an education committee called 'Scenic Spot Designation Committee'. The study of the book was investigation analysis with the designated present situation and the actual situation of the northeastern Asian national natural beauty spot. The type of Korea natural beauty spot resources and the appointment. I was going to offer it with a basic document to expect a designated standard and the designated activation of the Korea natural beauty spot.

  • China has been the hub of business in Asia' and has developed infra-system and development policy on harbor and logistics. Investment on development of Sanghai port and fang river has been increasing. This development has put importance on logistics in East Asia Additionally, port surrounding of China has been activated Therefore, This paper is going to suggest three measures. First, shipping corporation of Korea will provide different services and network according to the growth of China logistics. Secondly, Korea is to invest with Chinese companies around fang river to freight service industry. Thirdly, it is to construct Yellow sea Rim transport network by Sanghai port and fang river development.

  • The recent rapid economic growth of China has an increasing interest to Korea. China is plentiful of the natural mineral resources and has a huge territory with 1.3 billion people, also has a strong foundation in the mining industry as a mineral process and metallurgical technology. Such strong mining industry of China is attractive to Korea which is getting ready the North East Asia epoch. The growth of big mining groups as Gangseo (Jiangxi) Copper Corporation and Honam Juyawhageo (Hunan Zhuye Torch) Metal Co. Ltd. haul up the rapid economic growth in China.

공항의 대 항공사 마케팅 전략-인천국제공항의 국제 허브화를 위하여-

  • 아시아지역은 경제적 침체기에서 서서히 회복되어가면서 항공교통수요 또한 경제적 위기 이전의 수준으로 회복해가고 있고 21세기의 새로운 출발과 동북아지역 국가들의 경제활동 활성화로 새로운 항공교통수요가 증대되어가고 있는 시점이다. 동북아 국가들은 자국의 경제 활성화를 위해 공항의 새로운 건설과 확장 등을 계획$.$실행해오고 있으며, 이를 통하여 동북아지역에서의 항공산업의 우위성을 확보하려하고 있다. 중국, 일본 등 우리나라와 경쟁관계에 있는 나라들이 기존 공항의 확장과 신설을 통해 경쟁력을 높이려하고 있으며, 공항의 경쟁력을 높이는데 필수적 요소 중의 하나인 외국 항공사의 유치를 위한 對항공사 마케팅을 다양하고 구체적인 방법으로 실행하고 있다. 우리나라도 2001년 동북아의 중추적인 공항의 건설과 개항을 맞이하여 이들 경쟁공항과의 경쟁에서 우위성을 확보하기 위한 하나의 방안으로서 자국 및 외국항공사의 비행편 유치에 대한 공항마케팅 측면에서의 접근이 필요하게 되었다. 본 연구는 우리나라와 지리적인 국토면적 여건이 비슷한 암스테르담 스키폴공항, 히드로공항 등의 공항들이 취하고 있는 대항공사마케팅 정책과 대항공사 유치를 위해 현재 실행하고 있는 방법들을 통해 앞으로 인천국제공항이 공항마케팅에서의 대항공사 마케팅 전략 수립시 고려 방안들을 제시하고자한다. 이에 공항마케팅의 일반적인 고찰과 외국 선진공항들의 대항공사마케팅전략을 고찰하고, 현재 인천국제공항의 경쟁공항인 동북아지역의 중국 및 일본 공항들의 현황등을 살펴보고자 한다. 마지막으로는 계량적 방법과 문헌들을 통해 여러 가지 방안들을 고려하여 인천국제공항이 실행하여야하는 대항공사마케팅전략방안을 제시하여 본 연구의 목적을 달성하려한다. 및 화물교통량의 증가를 예상하여 5%, 10%, 20%의 증가에 대한 민감도 분석을 실시한 결과 대안1의 경우 교통량의 변화 및 화물통행의 시간가치의 증가시 사회적 편익이 오히려 감소하였고, 대안2와 3의 경우 사회적 편익이 증가하는 것을 알 수 있었다. 이는 경부고속도로의 화물차량의 구성비에 따라 대안 1의 경우 오히려 화물차의 통행시간이 증가함에 그 원인이 있다 할 것이다. 이상과 같은 결론을 통하여 경부고속도로상의 화물전용차선의 설치시는 수답렬 교통량의 구성비와 구간 평균교통량에 의하여 그 효과가 다르게 나타남을 알 수 있었다. 따라서 물류비용 절감차원에서의 화물전용차선의 설치는 본 연구에서 나타낸 방법과 같이 수단간의 경제적 편익을 고려한 구간별 시간대별 효과분석을 통하여 정책의 시행여부가 결정되어야 할 것이다. 한편, 화물전용차선의 설치로 인한 물류비용의 절감을 보다 효과적으로 달성하기 위해서는 종합류류 전산망의 시급한 구축과 함께 화물차의 적재율을 높이고 공차율을 낮출 수 있는 운송체계의 수립이 필요한 것으로 판단된다. 그라나 이러한 화물전용차선의 효과는 단기적인 치유책일 수밖에 없기 때문에 물류유통 시설의 확충을 위한 사회간접자본의 구축을 서둘러 시행하여야 할 것이다.으로 처리한 Machine oil, Phenthoate EC 및 Trichlorfon WP는 비교적 약효가 낮았다.>$^{\circ}$E/$\leq$30$^{\circ}$NW 단열군이 연구지역 내에서 지하수 유동성이 가장 높은 단열군으로 추정된다. 이러한 사실은 3개 시추공을 대상으로 실시한 시추공 내 물리검층과 정압주입시험에서도 확인된다.. Changing Political-Economic Geography of Energy Flows Northeast Asia (변화하는 동북아시아 에너지 흐름의 정치경제지리)

  • This paper is to analyse a changing space of energy flows in Northeast Asia from geopolitical and geoeconomic perspectives that have been recently promoted for energy security of countries in this region. The research is based on an analytical framework in an integration of political ecology and political economy. Because of an ever-increasing input of energy resources for economic growth and of dramatically increasing price of crude oil and recent instability of oil market, South Korea, China and Japan have been deeply concerned with energy security and conducted very actively geopolitical strategies. And hence the space of energy flows in the region is now in a process of dynamic reconfiguration, in which the project for development of oil and natural gas fields in East Siberia and construction of pipelines to transport them can be seen as one of competitive issues among these countries. In spite of worrying about stagflation due to rapid increase of oil price, such geo-strategies for energy security and reconfiguration of space of energy flows seem to keep the accumulation of capital in this region continue with generation of huge privatized oil companies.

두만강지역개발계획(RADP)에 관련된 동북아시아 지역 전력계통의 연계 및 안전성 강화방안

  • 북한은 전력부족난과 전기품질의 저하로 인하여 주요 생산기업에 지장을 주고 있으며, 노후 발전소의 성능저하도 함께 진행되고 있는 것으로 추정된다. 이에 대한 적절한 대책이 없는 한 그 상황은 더욱 악화될 전망이다. 한반도 에너지 개발기구(KEDO)가 추진하고 있는 경수로 원자력 발전기가 6~7년 후에 준공된다고 해도 이처럼 불안정한 전력계통에 병입되어 원활한 운전이 가능할런지 기대하기 곤란하다. 이러한 실정에서 \circled1 전력부족으로 주파수가 저하될 때 우선 순위가 낮은 부하를 제한하는 자동 부하제한 방식을 포함한 자동 주파수 제어 계통개선 \circled2 기존발전소 성능과 이용을 향상을 위한 재가동(Repowering) 등의 리 엔지니어링 \circled3 가스터빈 복합화력과 열병합발전(Co-generation) 등과 같이 건설기간이 짧고 비용이 적게 들며 송전 설비 건설도 불필요한 분산형 전원의 건설 \circled4 수력발전소와 조력발전소의 건설 \circled5 양수발전 등 전력에너지 저장설비의 개발 \circled6 송전전압격상과 배전방식개선 및 종합전력정보시스템 구축 \circled7 남ㆍ북한 전력계통 내지는 동북아시아 전력계통을 연계하는 평화망사업(Peace Network Project)등의 추진이 경수로 사업에 선행되어야 한다. 특히 러시아, 중국, 한국, 일본의 발전 에너지원 분포와 년간 부하곡선을 고려할 때 동북아시아 전력계통의 연계는 관련국 상호간에 에너지 환경과 경제적 측면에서 상당한 이득과 안정성을 강화해 줄 것이며, 기술발전과 평화공존에 크게 기여 할 것이다. 이를 위하여 관련국의 전력계통연계 전문가들이 참여하는 남\ulcorner북한전력 계통연계연합회(Co-Pia ; Co-rea Power Systems Interconnection Association)와 동북아지역전력 계통연합회(Near Pia=North-Eastern Asia Region Power Systems Interconnection Association)의 구성을 제안하는 바이다. 주요용어(Key Words): 자동주파수 제어(AFC), 리엔지니어링(Re-Engineering), 분산형 전원(Dispersed Generation System), 전력저장(Power Storage), 부하조절기(Load Conditioner), 수요관리(DSM) 연계(Interconnection), 인터시스템(Intersystem), 통합자원계획(IRP), 안전성 강화(Security Enhancement), 전력시장개방(Electricity Free Maket), 통일비용(Unification Expense, Unification Cost), 남ㆍ북한전력계통연계연합회(Co-Pia), 동북아지역전력 계통연계연합회(Nea,-Pia).

Studies on Effective Management of Cabotage in Maritime Co-operation of Northeast Region (동북아물류협력에 있어 효율적 Cabotage운용에 대한 연구)

  • It is recent trend that every countries are opening their border in the name of liberalization of contemporary era. Shipping is not exceptional and it used to be said as international business. Therefore, co-operation and openness of maritime sectors between regional countries is required to utilize resources that each countries can manage. It can be done by employing their vessels in other countries' short sea area. However, there are some problems to implement this practices, here cabotage is centre of issue. Each countries do not open their sea in order to protect their national interests in sovereignty. But, it should be opened if co-operation between each countries work well and properly. To achieve true maritime co-operation, countries as Korea, China and Japan in Northeast Asia region should have understanding for the opening of cabotage. In order to make things work well, it can be done by the lessons from EU and American cases. Therefore, it should be clarified such as market scale to provide cabotage trade, employment as well as interested parties, and technical safety matters as well as environmental standards. Then cabotage matters can be smoothly resolved between three countries in Northeast Asia region.

Suggestion on the Convention for Anti-Terrorism of North Eastern Asian Countries: Focusing on Tendency Analysis of Regional International Conventions (동북아시아 국가들의 대(對)테러리즘 관련 협약체결을 위한 제언: 지역별 국제협약의 경향분석을 중심으로)

  • The threat of international terrorism has been increasing in international society. It could be no exception in northeastern Asian countries. First, north eastern Asian countries have exercised influences on many areas in international society such as politics, military and diplomacy. So international terrorism could occur in the countries. Second, as the north eastern Asian countries such as Korea, China, Russia and Japan have their own unique politics, religions, ethnic group and culture, terrorism have happened or could happen in their own countries. In this research, it will analyze the tendency of seven regional international conventions on anti-terrorism of international society. The result is as follows. It dealt with the following issues. 1. Reason and purpose of terrorism, 2. Contents of conventions on anti-terrorism, 3. Psychological and physical aspects of attacking types of terrorism, 4. Personal and physical aspects of damage of terrorism, 5. Hard targets and soft targets of victims of terrorism. It could be necessary for the north eastern Asian countries to review regional international convention on anti-terrorism based on this.
