A Study on Integrated Assessment of Baekdu Mountain Volcanic Aisaster risk Based on GIS (GIS기법을 이용한 백두산 화산재해 종합평가 연구)

  • Recently there are many disasters caused by volcanic activities such as the eruptions in Tungurahua, Ecuador(2014) and $Eyjafjallaj\ddot{o}kull$, Iceland(2010). Therefore, it is required to prepare countermeasures for the disasters. This study analyzes the Baekdu Mountain area, where is the risky area because it is active volcano, based on the observed data and scientific methods in order to assess a risk, produce a hazard map and analyze a degree of risk caused by the volcano. Firstly, it is reviewed for the research about the Baekdu mountain volcanic eruption in 1215(${\pm}15$ years) done by Liu Ruoxin. And the factors causing volcanic disaster, environmental effects, and vulnerability of Baekdu Mountain are assessed by the dataset, which includes the earthquake monitoring data, the volcanic deformation monitoring data, the volcanic fluid geochemical monitoring data, and the socio-economic statistics data. A hazard, especially caused by a volcano, distribution map for the Baekdu Mountain Area is produced by using the assessment results, and the map is used to establish the disaster risk index system which has the four phases. The first and second phases are very high risky area when the Baekdu Mountain erupts, and the third and fourth phases are less dangerous area. The map shows that the center of mountain has the first phase and the farther area from the center has the lower phase. Also, the western of Baekdu Mountain is more vulnerable to get the risk than the eastern when the factors causing volcanic disasters are equally applied. It seems to be caused by the lower stability of the environment and the higher vulnerability.

미래를 선도할 10대 청정에너지 기술

  • 온실가스 다량 배출로 인한 지구온난화 현상은 많은 분야에서의 변화를 요구하고 있다. 특히 온실가스 배출의 주원인으로 꼽히고 있는 발전 등 에너지산업 분야의 경우 그 요구는 매우 거세다. 과거에는 경제성장이라는 측면만 고려하면 됐지만, 지금은 기후변화 대응을 위해 환경을 최우선적으로 고려할 것을 주문하고 있기 때문이다. 문제는 현재 전 세계적으로 약 20%에 이르는 인구가 전기 에너지를 사용하지 못하고 있다는 점이다. 즉 향후 에너지를 사용하고자 하는 신규 소비자는 더욱 늘 것이고, 산업의 발전으로 인한 에너지 소비 역시 큰 폭으로 증가할 수밖에 없다. 문제가 굉장히 어렵지만 해결책도 분명 존재한다. 결론적으로 말해 온실가스 배출을 최소화하면서도 에너지 효율은 높인 기술을 개발하면 되는 것이다. 그리고 이미 세계 각국은 청정에너지 기술개발을 위해 다각도의 노력을 펼치고 있는 상황이다. 그렇다면 세계 각국은 미래 에너지시장을 선도할 청정에너지 기술로 어떤 것을 꼽고 있을까. 이 질문에 대한 대답은 지난 5월 서울에서 개최된 '제5차 클린에너지장관회의(CEM, Clean Energy Ministerial)'에서 제시된 바 있다. CEM은 한국, 미국, 영국, 독일, 중국, 일본 등 세계 에너지의 70%를 사용하는 주요 국가의 관계 장관들이 모여 클린에너지 공급 확대와 에너지효율 향상을 위한 구체적 액션플랜을 논의하는 자리다. 2010년 미국에서 첫 회의가 열렸고 아랍에미리트, 영국, 인도에 이어 한국은 5번째로 CEM을 개최했다. 특히 이번 CEM에서는 회원국들의 의견을 모아 10대 청정에너지 혁신기술을 최초로 선정, 발표했다. CEM은 "향후 10년 간 에너지 시장의 변화를 선도할 유망 기술을 선정한 것으로 IEA 등 국제기구와 주요국 기술 로드맵을 기준으로 해 23개 회원국 회람을 거쳐 최종 확정하게 됐다"고 배경을 설명했다. 이번에 선정된 10대 청정에너지 혁신기술은 ${\triangle}$초고압직류송전 ${\triangle}$에너지저장장치 ${\triangle}$바이오연료 ${\triangle}$마이크로 그리드 ${\triangle}$탄소포집 및 저장 ${\triangle}$초고효율 태양광 발전 ${\triangle}$해상풍력 ${\triangle}$신재생에너지 하이브리드시스템 ${\triangle}$빅데이터 에너지관리시스템 ${\triangle}$지열 시스템이다. 이와 관련해 산업통상자원부 윤상직 장관은 "이번에 선정된 10개의 기술은 최근의 기술적 정책적 추세가 잘 반영된 결과"라고 평가했다. 특히 윤 장관은 "중앙집중형 공급원에서 분산형 전원으로의 변화, 에너지 효율향상의 중요성, ICT와 융 복합 추세 등 우리나라의 상황에서 시사하는 바가 크다"며 "현재 수립하고 있는 '제3차 국가에너지기술 개발계획'에 이러한 기술적 추세를 반영하겠다"는 의사를 표명했다. 향후 10년 간 에너지시장의 변화를 선도할 10대 청정에너지 유망기술을 자세히 소개한다.

A Study on the Marine Traffic Assessment based on Traffic Distribution in the Strait of Malacca (말라카해협의 교통 분포를 기초로 한 해상교통 평가 연구)

  • The Strait of Malacca is one of the most important fairways in the world and its traffic safety has direct effect on economic development of East Asian countries including China, Japan and Korea. Because of this reason, a safety analysis of the marine traffic in the strait has a great significance. In this paper, we analysed the statistic distribution of marine traffic in the Strait of Malacca based on the vessels' AIS data for 1 month by using the TOAIS and EasyFit programs. As the results of the analysis, it was found that the traffic distribution of this strait was different with normal distribution, which had been still widely used in marine traffic engineering field. Furthermore, with the traffic distribution analysis results, the traffic safety of the strait was also assessed by using the IWRAP model. The results showed that the highest level of risk were overtaking and crossing situations. Finally, we found that the highest risk of collision area in the Strait of Malacca was crossing area between the Strait of Malacca and the Port Klang fairway.

Effect of Venture Business Tendency of North Korea Refugee Families on Adaptation to South Korean Society and Family Health (북한이탈주민의 벤처창업 성향이 남한사회 적응성과 가족건강성에 미치는 영향)

  • This paper aims to analyze how the Venture Business Tendency of North Korean refugees affects social adaptation and family health, and to provide proposals for policy making on the issue. For the purpose, we specifically suggest analysis of activation plan that 48 Venture Business North Korean managed Enterprise types, Entrepreneur type, Business type, Gender, Profit etc. As a result of analysis of actual proof, First, The Venture Business North Korean refugees managed need to consult to be technology business professionally because they features to be self-employment than expertise and knowledge basis type. Second, the rate of success of North Korean refugees is researched that female is higher than male. Third, to support Venture Business of North Korean refugees, they need one on one incubating support syspen why they are inexperienced in network, technical skills. Fourth, Venture Business Tendency of North Korean refugees affects social adaptation and family health. Since mid 1990's, North Korean refugees have come to South Korea through China or third countries due to collapsing economy of North Korea. In an effort to help those escaping from North Korea, the Seoul government provided them with a 3-month settlement program. But they have had experienced difficulties in communication, cultural assimilation, and confusion in their value system and identity. For the purpose, one-on-one interview was carried out on 45 North Korean refugees living in Seoul and neighboring cities, and the interviewed group was classified into three categories: single households, single-parent families and families with parents. The study findings demonstrated four policy alternatives to help improve quality of life of North Korean refugees and to help their successful settlemen.

신서란 섬유를 이용한 종이제조 및 물성평가

  • 현재 제지용 펄프 및 펼프 원료의 국내 자급상태는 매우 낮은 수준이다. 따라서 원료 가격변동과 환율에 따라 수익성은 물론, 원료 수급에도 큰 영향을 받게 된다. 최근 버 진펄프의 가격상승은 재생펄프 사용량과 고지수입량을 더욱 늘리고 있으며, 이들의 사 용에 따른 품질저하 개선노력도 꾸준히 행해지고 있다. 그러나 원가절감과 품질유지라 는 두 마리 토끼를 한꺼번에 잡는 것은 그리 쉬운 일이 아니며 그 효과 또한 점점 미 미해 지고 있는 실정이다. 외국의 경우 이러한 문제점들을 펄프소재면에서 접근하여 해 결하고자 하는 시도가 있었다. 중국은 벗짚펄프를 제지용으로 적용하여 오랜 시행착오 끝에 성공을 거두고 있으며, 남미에서도 수수 등을 이용한 제지용 펼프 개발에 노력과 투자를 아끼지 않고 있다. 이는 제한된 원료의 사용만으로 직면하고 있는 여러 문제점 들을 해결하기가 힘들다는 언식에서 출발한 것이며, 새로운 원료개발 자체가 그 해결방 안으로서 충분한 가치가 있음을 보여준다고 하겠다. 이와 같은 맥락에 따라 국내에서 적용이 가능한 소재를 조사하였으며 우선적으로 신서란을 선택하게 되었다. 신서란은 뉴질랜드가 원산지로 알려져 있으며 오래전부터 제주도에 자생하고 있는 다년생 초본류이다. 수많은 경질섬유(hard fiber)중에서도 경제적으로 재배되는 유일한 작물로 선박용 로프, 그물, 범포 등의 원료로 사용되었으나 현재는 화학섬유로 대체되 어 그 사용이 전무한 실정이다. 선서란은 고강도와 우수한 유연성, 탄력성 및 양호한 광학적 성질을 가지고 있으며 무엇보다 척박한 땅에서도 생장이 왕성하여 재배가 쉽다 는 것이 가장 큰 장점이다. 본 연구는 펄프용 섬유로서 양호한 기본특성을 가진 신서란 을 이용한 펄프를 기존 제지공정에 일정량 투입함으로써 얻고자 하는 종이의 일반물성 개선 및 특수기능 향상에 도움이 되는 제지용 펄프로서의 가능성을 알아보고자 하였다.이어서 몇십%의 현을 억제하지는 못한다는 결론을 도출할 수 있었다. 연구의 결과를 요약하면 다음과 같다. 첫째, 한국과 미국 패션제품의 지난 십년간의 가격 과 품질의 상관관계는 매우 약한 정(+)의 상관을 가지고 있었다. 한국패션제품의 전체 서열상관계수의 평균은 0.091이었고, 미국의 상관계수 평균은 0.192였 다. 상관계수의 수치만으로 볼 때 한국보다는 미국 패션제품의 가격과 품질간의 상관관계가 조금 높게 나타났으나, 양국간 통계적인 차이는 없었다. 또한, 한국 패션제품의 경우에는 제품군의 가격대별 상관관계를 살펴보았는데, 그 결과 1만원 미만의 저가 제품군과 330만원이상의 고가의 제품군의 경우 부(-)의 상관계수를 나타냈다. 둘째. 1990년대 한국과 미국 패션시장의 가격과 품질간의 상관계수의 범위는 제품군별. 산업범주별 로 상이한 분포를 보이고 있었다. 패션제품군별로 보 면, 한국의 경우는 가장 높은 '여행용가방(r = 0.707)' 에서 가장 낮은 '자외선 차단화장품(r = -0.58)'까지, 그리고 미국 패션제품군의 상관계수의 범위는 '팬티 스타킹'의 0.820에서 '남성용 런닝슈즈'의 -0.472까지의 분포를 나타냈다. 마지막으로, 제품의 가격과 품질에 대한 정보를 소비자가 알 경우 얻을 수 있는 소비자의 구매이득 을 추산한 결과 패션제품시장에서 완전한 품질정보를 가지고 있다고 가정한 '현명한 사람'은, 최고가격의 제품만을 구입한다고 가정한 '부유한 사람들'의 구입방식에 비해 최고 좋은 품질의 상품을 총 지불액의 비율로 보아, 한국의 소비자는 약 50% 정도를, 미국의 소비자는 약 91%나 되는 액수를 절약하여 구매할 수 있는 것으로 나타났다. 이상의 본 연구의 결과를 종합하여 볼 때 한국과 미국 모두 제품군별, 그리고 산업범주별로 상관관계가 차이를 보이고 있어, 양국의 소비자들이 패션제품 의 품질을 평가함에 있어 오로지 가격에 대한

  • The second venture "boom" diffusion strategy can be confirmed to be focused only on financing investment and finance, including achieving 5 trillion won annually in new venture investments, creating 20 unicorns, activating M&As and creating dynamic recovery markets. Of course, existing studies show that the fund is a very important policy for corporate growth, but various policy support will be needed to effectively scale up. To overcome these limitations, the scale-up support policies already in operation are analyzed by introducing scale-up policies in advanced countries such as the U.S. and Britain. It also aims to analyze domestic scale-up policies to draw up implications for establishing more effective scale-up policies. Academically, we are very lacking in research on scale-up at home and abroad, and we propose suggestions through this comparative study of policy cases to contribute to the promotion of various studies related to the scalability aspects of future research topics related to scale-up.

Strategy for Introducing Transboundary Environmental Impact Assessment in Northeast Asia (동북아 월경성 환경영향평가제도 도입에 대한 추진전략)

  • Northeast Asia including China, Japan, Mongolia, Russia, DPRK and ROK, is a geographically close region that falls under the same environmental influence. Recently the region is not only facing serious domestic environmental problems with rapid economic growth, but also confronted with transboundary environmental problems and associated conflicts between countries. Unfortunately, Northeast Asia lacks a solid environmental management system among countries to deal with transboundary and other environmental issues. Transboundary Environmental Impact Assessment (TEIA) can, therefore, be one of the essential systematic measures in which environmental problems between countries would be negotiated. However, it would be necessary to have an indepth discussion of what we have to do first for implementing TEIA system in the region, and how to operate it while customizing each Northeast Asian country with different EIA system and socioeconomic circumstance. All these cannot be decided in a short time, and we need to invest enough time for discussing and considering them from various aspects. Recently, the Korean government declared "Eurasia Initiative". The initiative proposes important developing projects and ultimately plans to build a peaceful community throughout Eurasia based on comprehensive cooperation. The initiative aims to increase exchanges in transportation, energy and agricultural sectors to achieve the goals. In this regard, implementing TEIA in Northeast Asia is urgently needed and we have to prepare the strategy for introducing TEIA mechanism. Based on the results of 10 year experience on TEIA projects conducted since 2004, we suggest double-track approaches for developing TEIA mechanism. We continuously need to make an effort to establish a regional TEIA mechanism that all countries legally join, and simultaneously we also have to prepare a process to carry out TEIA for upcoming projects based on bi- or multi-lateral agreements. Practical solutions such as conducting pilot TEIA with relevant countries and developing TEIA guideline for the region could be the first step.

Comparative Analysis of Protective Security Units of Korea, the U.S., and Japan (한·미·일 국가원수 위기관리제도의 분석을 통한 비교 고찰과 시사점)

  • Today each country in the world goes beyond the narrow concept of national security that was limited to national defense and ideology and are entering multi-dimensional global system mainly based on economic profits. Nevertheless, conflicts between nations due to religious and ideological reasons have brought unprecedentedly intense disputes Security services for head of states have been an important national mission in every era and society. However, they are becoming a main target for assassination and attacks by terrorists. Attacks on the head of state and other VIPs can cause aftermath ranging from war to conflict situation, political crisis, and economic loss. Therefore this study aims to draw insights by comparing protective security units of Korea, the U.S., and Japan which have different legal basis and sociocultural characteristics. Especially in South Korea, which faces difficult diplomatic stance due to the tension with North Korea and relationship with other countries such as the U.S., China, and Russia as well as polarization between classes, generations, regions, and ideologies, cohesion among members of society has weakened and hatred toward the head of state has been brought, which emphasizes the important of national security services. Therefore the study of protective security units and its operation by comparison between neighboring countries will be able to bring insights on the promotion of the security service.

  • Export control was first triggered by international export control system at US led COCOM in 1949. Numerous international efforts such as NPT in 1969, ZC in 1970, NSG in 1978, AG in 1985, MTCR in 1987, Wassenaar Arrangement(WA) establishment in 1995 with 1990's the fall of the Berlin Wall, have been made since. The concept of export control has been changed from weaponry and parts export control to preventing or blocking weaponry, respective goods and relevant technology from the hand of troubled regions and non-state actors as terrorist groups; and the new concept is described as Nonproliferation Control. Extent of control items is not only limited to conventional weaponry, but also includes weapons of mass destruction(WMD) and even dual use items which can be used for production, development, usage or storage. Control items include all items defined by NSG, MTCR, AG, WA, and CMC-Opec. The 9.11 terror had a strong influence on international society. Effort to prevent WMD proliferation has now become the most important issue for international security. This study aims to suggest improvement points for nonproliferation law and its effective implementation, based on problem and limitation identification along with analysis of nonproliferation law and implementation examples by type. Furthermore for the purpose of national and global security, export control system on strategic items which are considered to be a key issue in South and North Korea relationship needs to be effectively managed. Recently, North Korea's missile and nuclear tests have been criticized globally; and the global society including respective countries as China and South Korea is striving to urge export control in line with the UN resolution.

The Newest Technology Development and Commercialization Status of Coal Gasification (석탄가스화 기술의 최신 개발 동향 및 상업화 현황)

  • Gasification technology is one of the representative next-generation fossil fuel utilization technologies, converting low grade fossil fuels such as coal, heavy residue oil, pet-coke into highly clean and efficient energy sources. Accordingly, related market demand for gasification technology is ever increasing steadily and rapidly. A few years ago, conventional pulverized coal utilization technology had an edge over the gasification technology but the most significant technical barrier of limited capacity and availability has been largely overcome nowadays. Futhermore, it will be more competitive in the future with the advancement of related technologies such as gas turbine, ion transfer membrane and so on. China has recently completed a commercialization-capable large-scale coal gasification technology for its domestic market expansion and foreign export, rapidly becoming a newcomer in the field and competing with existing US and EU technical leadership at comparable terms. Techno-economic aspect deserves intensive attention and steady R&D efforts need to continue in organized, considering that gasification technology is quite attractive combined with $CO_2$ capture process and coal to SNG plant is economically viable in Korea where natural gas is very expensive. In the present paper, recent technology development and commercialization trend of many leading companies with coal gasification expertise have been reviewed with significant portion of literature cited from the recently held '2014 Gasification Technology Conference'.
