A Study on the Policy Agenda for Activating PC Apartment using Focus Group Interview(FGI) (FGI를 사용한 PC공동주택 활성화 정책과제 모색)

  • In the construction industry, off-site construction (OSC) is drawing attention as a production method due to changes in working hours and the supply and demand of manpower. In 1991, there was a policy of spreading and expanding the use of precast concrete (PC) apartment homes, but they have not been actively used so far since they were discontinued due to quality problems. In this study, policy tasks were analyzed to motivate the application of OSC-based PCs in the apartment housing sector, and policy directions were derived by conducting focus group interviews (FGI). Nine policies are suggested regarding the following topics: PC apartment supply quantity provision, priority application of public housing, priority supply of public housing, preferential floor area ratio, funding, tax support, improvement of business area structure, improvement of delivery method, factory certification system, and training of experts. The results of the FGIs are as follows. First, in order to revitalize PC apartment homes, leading efforts from the public sector are required. Second, rather than reorganizing the business sector or introducing a new delivery method, a policy direction that induces the strengthening of cooperation is desirable. Third, PC activation should be promoted on an institutional basis for securing appropriate construction costs and quality.

The Stigma in the Process of Using Social Services - Focusing on Users of Social Welfare Centers in Permanent Rental Apartment Areas - (사회서비스 이용과정에서의 스티그마 인식 - 영구임대아파트지역의 사회복지관 이용자를 중심으로 -)

  • The purpose of this study is to find out how local residents using social welfare services in permanent rental apartment areas experience stigma, and how they perceive it. Data collection was carried out for 10 months from May 2012 to February 2013. Interviews were conducted with 13 users who are using or have the experience of using services in social welfare centers, and 12 hands-on workers of the institutions; the results were then analyzed using the modified grounded theory. The results of analysis are as follows. First, a considerable number of people living in permanent rental apartment areas experience stigma while experiencing impoverishment; and they also feel stigma in the formularization process to become recipients. Second, users experience stigma in the process of using social welfare center services located in permanent rental apartment areas after becoming recipients as well. Third, in cases where permanent rental apartment areas are located in the immediate neighborhood of general residence areas, residents living inside and outside the areas were found to give stigma to the residents of permanent rental apartment areas. This study has significance in that it provides an in-depth clarification of the reality of stigma experienced by users of social welfare center services in permanent rental apartment areas through qualitative research

Strategies for Reserving National Lands Based on Environmental Value (환경가치를 고려한 국유지 비축방안)

  • Land reservation policies are twofold: Land Banking and Reserved National Lands. The former purchases land for public development before prices rise and controls supply and demand. The latter reserves land for future administrative needs. Both systems aim to reserve land for future supply if prices increase. However, these policies lack responses to contemporary environmental changes, such as the carbon-neutral society and development-restricted zones. This study proposes policy reform to preserve environmental value by evaluating land in metropolitan areas using six ecosystem service variables. Target areas are Gapyeong-gun, Pocheon-si, and Yeoncheon-gun in Gyeonggi Province. Short-term improvements include evaluating environmental value, mid-term measures involve adding environmental considerations to reservations, and long-term measures include expanding the Ministry of Economy and Finance's role in integrated management.

세계 식량수급 환경변화와 우리나라 식량정책 방향

  • 2008년 3월 현재 세계 인구는 약 66억 7000만 명으로 나타났다. 이에 그치지 않고 세계인구는 계속 증가하여 2050년에는 90억, 그리고 2100년에는 100억 명이 될 것이라는 것이 UN의 예측이다. 인구만 증가하는 것이 아니다. 당연히 인구증가에 따른 주택, 도로, 기타 소회간접시설이 확충되어야 하기 때문에 농지가 감소하게 된다. 보다 효율적인 식량 증산방법이 없다면 식량부족문제가 더욱 심각해질 것이라는 것은 그렇게 이해하기 어려운 얘기가 아니다. 그러나 우리나라 국민들은 식량부족 위기에 대해서는 대체로 둔감하다. 그저 돈만 있으면 무엇이든지 구하지 못할 것이 없다는 생각을 가지고 있다. 그 이유가 뭘까? 과거 60년대까지는 식량부족 및 화석연료(석탄이나 석유)의 고갈에 대한 위기감이 매우 고조되어 있었으나 그러한 위기가 현실로 나타나지 않았다. 뿐만 아니라 우리나라는 현재 1980년대 중반 이후 산업발달의 결과로 많은 부(富)가 창출되어 식량 및 에너지의 풍요를 누리고 있다. 오히려 식량부족보다는 식품의 과잉섭취로 인한 비만이나 성인병 등의 부작용 개선이 더 시급한 현실상황에서 식량부족 문제는 다른 나라의 일로 생각할 수도 있다. 그러나 농지가 절대적으로 부족한 우리나라로서는 안정적인 식량공급을 위한 방안의 도출이 중요한 과제임에 틀림이 없다.

A study on the Methodology of Extracting the Poor Deprived Districts by Using Geospatial Information (국토정보를 활용한 빈곤·취약지구 추출 방법에 관한 연구)

  • The purpose of this study develops the methodology to extract the poor deprived districts using the data from the national spatial data infrastructure portal. Particularly this study tries to select more acute indicators and to test the operability of such indicators. Also this study is focused on the versatile methodology that can be adjusted to incorporate alternative indicators that might be appropriate according to the hierarchy of the spatial unit. The indicator sets are composed of three dimensions: the poor class, the poor old housing, and poor residential neighborhood environment. Each representative indicator is selected based on the characteristics of the poor deprived districts. As a result, at the level of administrative Dong, key indicators for extracting the poor deprived districts are number of recipients of national basic living security per thousand persons and ratio of households living at old detached house. At the level of the national based zip code district, the ratio of buildings built on parcels located at roads below 4m in width, the ratio of small parcels below $60m^2$ and the ratio of poor old buildings are very important indicators. The result of grid analysis by overlaying the coverage of multiple indicators shows that relatively more vulnerable and deprived districts can be extracted at the small sub-district level. This study suggests the possibility to create the high value-added information, using the data from the national spatial data infrastructure portal. This methodology enables policymakers to select the priority target districts of poor deprived district more effectively.

The Factors Affecting Health-related Quality of Life in Urban Working Elderly (도시거주 일하는 노인의 건강관련 삶의 질 영향요인)

  • The purpose of this study was identify the factors affecting health related quality of life in urban working elderly. This study used the data from the 6th Korea National Health and Nutrition Examinations Survey and analyzed the demographic characteristics, work related factors, health related factors and health-related quality of life in living urban and aged 65 and over. Data were analyzed using the IBM SPSS 18.0 program. As a result, there were significant differences according to age, sex, marital status, generation composition, education level, family income, house ownership, allowance, private medical insurance, smoking, alcohol, stress. The affecting factors of health-related quality of life were sex, education level, allowance, private medical insurance. According to the results of this study, the health-related quality of life of the elderly should be improved by considering gender specific characteristics and economic status.

  • OES survey as the national official statistics aims to provide the basic data for the national labor market policy and research such as the basic statistics for human resource supply policy, the prediction of employment by occupations, the decision of occupation, the occupational training and the finding jobs et al., at the levels of industrial and occupational classifications(3-digit). In order to achieve this objective, we analyze the OES data in 2005 and 2006 and propose the new sampling design using the long form data in Korea (10% sample data of census 2005). In this paper, we provide the criterion of sample allocation and derive the formular for estimator and error of it including the weighting procedure. From the proposed sampling design, we would expect that it contributes to the supply policy of human resource and the research for labor market.

As a result, Working poor household residential ascend mobility is affecting from age, education, work ability, household type, child, asset, public assistance, region, house position, minimum housing facilities, housing environment, education facilities, lastingness rental apartment, nation rental apartment, the lease of a house on a deposit basis, monthly rent, loaning delay times, debt. Main implication is as following Analysis. First, When housing policies establish, Working poor household's characteristics and individual characteristics should be considered enough by welfare policies aspect. For this, Rent assistance system have to be enforced for working poor household's house loan. Second, Working poor household's guarantee of financial Accessibility for house loan. Finally, Working poor household's residential problem may be solved though efforts that can heighten enough public information and the utilization rate about various in government's house policies.

Identification of On-site Environmental Management Factors and Analysis of Responsible Parties in Public Housing Construction Sites (공공 주택건설사업의 현장환경관리 업무요소 도출 및 수행주체 분석)

  • The trends of green growth and eco-friendliness came to be the core development indicator for the sustainable global environment. Korean government reflected these trends in the main flows of the national development index, and suggested diverse directions for green construction technologies and high quality construction environment through Third master plan for construction environment. However, the efforts to follow these trends during the construction process as a step for production phrase are not being considered enough yet. In this study, we identified the basic environmental management factors in order to enhance the eco-friendliness of public housing construction sites, and suggested the reasonable conducting parties and process for those respective factors. The results of this study are expected to be the valuable reference in defining the required activities and participants' responsibilities, and improving the work process for systematic on-site environmental management. In applying those results, the discussion should be followed on the executing party of each unit activity and the responsibility assignment for each process. At the same time, the legislation and standard related to environment need to be essentially amended. In the future, the method of evaluating the environmental management activities, and the technical solution to environmental problems are to be reviewed as a further research for successful environmental management.

The Determination Factor's Variation of Real Estate Price after Financial Crisis in Korea (2008년 금융위기 이후 부동산가격 결정요인 변화 분석)

  • This paper investigates the determination factors' variation of real estate price after sub-prime financial crisis, in korea, using a VAR model. The model includes land price, housing price, housing rent (Jensei) price, which time period is from 2000:1Q to 2011:2Q and uses interest rate, real GDP, consumer price index, KOSPI, the number of housing construction, the amount of land sales and practices to impulse response and variance decomposition analysis. Data cover two sub-periods and divided by 2008:3Q that occurred the sub-prime crisis; one is a period of 2000:1Q to 2008:3Q, the other is based a period of 2000:1Q to 2011:2Q. As a result, Comparing sub-prime crisis before and after, land price come out that the influence of real GDP is expanding, but current interest rate's variation is weaken due to the stagnation of current economic status and housing construction market. Housing price is few influenced to interest rate and real GDP, but it is influenced its own variation or Jensei price's variation. According to the Jensei price's rapidly increasing in nowadays, housing price might be increasing a rising possibility. Jensei price is also weaken the influence of all economic index, housing price, comparing before sub-prime financial crisis and it is influenced its own variation the same housing price. As you know, real estate price is weakened market basic value factors such as, interest rate, real GDP, because it is influenced exogenous economic factors such as population structural changes. Economic participators, economic officials, consumer, construction supplyers need to access an accurate observation about current real estate market and economic status.
