PAZ-based Parking Supply and Operation Planning Model Considering Land Use (토지이용을 고려한 주차분석존(Parking Analysis Zone) 기반 주차 공급 및 운영 계획 모형)

  • Recently, parking problems have repeatedly occurred not only in the residential areas of the old town, but in detached residential areas, neighborhood living facilities, and commercial areas of the planned New Town. This study suggests a strategy to minimize parking problems before constructing a New Town by reviewing these parking problems at the new city district planning stage. Parking problems can be divided into supply-demand and non-supply-based, and the solution strategy is reviewed in terms of supply and operation. The procedure for applying the solution strategy is proposed according to the effectiveness and ease of application.First, this paper suggests the PAZ (Parking Analysis Zone) as the basic analysis unit. Second, the supply-based parking problem in the concerned area based on the land use plan of Hanam Gyosan is reviewed. Last, solutions to a parking problem for each PAZ are presented.

A Research on the Reconstruction Project for the Main Gate Area of the U University Campus (대학 정문 진입부 재구성을 통한 캠퍼스 환경개선에 관한 연구 -경남 소재 U대학의 주차 및 복합시설 구성을 중심으로-)

  • In order to solve the current shortage of parking spaces, and redesign the main gate area of the U University, the research investigated some cases of other schools located in Seoul which actively constructed multi-purpose building structures. Those schools are considered to be good samples showing their efforts to fulfill the needs of more parking spaces in their campuses, and to cover with the growing needs of multi-functioned facilities accommodating services of academic affairs, reading room spaces, and amenities. With the investigation, the research finded out the current trends of campus developments from the sample schools, such as underground parking facilities connected with multi-purpose buildings along the main arteries of campuses. Following the trends the research thoroughly examined the present conditions of our school and tried to make some possible alternatives for the facilities. Under the conditions, the research suggested 1)to construct underground parking lots accepting around 1,000 cars under the ivory tower square located in front of University Administration Building, 2)to develop a big-scaled open square at the university main gate, and 3)to build a multi-purpose structure along the main street of the campus, which included administration services, studying spaces, and some commercial facilities.

An Assessment on the Urban Riverfront in Shincheon, Daegu - Focused on a Universal Design Concept - (대구광역시 신천의 친수공간 평가 연구 - 유니버설디자인 개념을 중심으로 -)

  • The purpose of this study is to derive a desirable riverfront construction plan to me for the activities of citizens through the evaluation and analysis of the urban riverfront space from the perspective of universal design. Therefore, previous studies were examined in order to induce evaluation tools that bhve been grafted from the universal design concept; in addition, a field survey was conducted in Shincheon, Daegu, which was selected as the study target, in order to induce problems and improvement directions from the perspective of universal design. The major results can be summarized as follows. (1) In the 'fairness' aspect, all the items such as installation of integrated functional signage, showing pictures, symbols, foreign language signs, and restroom entrances signage were determined to be 'All Unsuitable' for all sections; and therefore, it is necessary to improve the fairness of usage for everybody. (2) In the 'Functionality(Usability)' aspect, all items such as installation of bicycle paths beside access roads, installation of integrated functional signs, and night light signs were determined to be 'All Unsuitable' for all sections; therefore, it is necessary to improve the functionalities of these facilities. (3) In the 'Convenience' aspect, all items such as the installation of bicycle parking areas, continuous rest facilities, and back and ann support(handles) at resting facilities were determined to be 'All Unsuitable' for many sections; therefore, it is necessary to improve these facilities for the convenience of usage. (4) In the 'Information(Recognizability)' aspect, all items such as showing pictures, symbols, foreign languages and installation of night light signs, and restroom entrances signage were determined to be 'All Unsuitable' for all sections; therefore, it is necessary to improve the recognizability to minimize misunderstandings and confusion. (5) In the 'Safety' aspect, all items such as the installation of safe pedestrian paths in parking areas, using anti-slip and shock absorption materials on restroom floors, and the continuous installation of pedestrian paths that are separate from bicycle paths were determined to be 'All Unsuitable' for all sections; therefore, it is necessary to improve the safety to prevent accidents. (6) In the 'Amenity' aspect, access roads, parking areas, hygiene facilities, convenience facilities, and waterside facilities for many sections were determined to be 'All Unsuitable'; therefore, it is necessary to conduct more concentrated hygiene management. (7) In the 'Accessibility(Mobility)' aspect, all items such as the installation of safe pedestrian paths in parking areas, and continuous pedestrian paths that are separate from bicycle paths were determined to be 'All Unsuitable' for all sections; therefore, it is necessary to improve the accessibility to provide safety and convenience. (8) In the 'Durability' aspect, access roads, parking areas, rest facilities, convenience facilities, fitness facilities, and waterside facilities were determined to be 'All Unsuitable' for many sections, therefore, it is necessary to improve sunken or damaged areas by inspecting facilities by section.

Development and Effectiveness of Private Parking Information Algorithm (복합용도 초고층빌딩에 대한 개별주차정보제공 알고리즘 개발)

  • Super high-rise buildings of combined use such as large shopping malls and multiplex etc. have larger parking facilities than general buildings and are characteristic of an increase in the number of the entrance and the exit connecting internal external space of the parking lot. These features cause a congestion of internal traffic by increasing car driving distance in the parking lot, and vehicle idling increases by drivers wander the parking lot in order to find parking space. In addition, they make drivers suffer from lots of difficulties due to parking including increasing their walking line after parking. Therefore, in this study, we developed individual parking information provision algorithm to specify the optimal parking place for drivers according to the purpose of visiting a building and the drivers' moving path, and selected new construction site for the second lotte world in order to evaluate the algorithm developed and performed evaluation. As a result of the evaluation, it was analyzed that in the case of applying the individual parking information provision algorithm compared to the existing parking information provision algorithm, moving distance in the parking lot decreases around 7.43~83.4%, and that in the case of $CO_2$ emission, it decreased about 47.7% on average, which indicates that the efficiency resulted from application of the individual parking information provision algorithm is very high as the application effects are tested.

Estimating Optimum Investment Cost for Obsolete School Buildings (노후화된 학교건물의 적정시설투자비 산정모델 적용사례)

  • Area Offices of Education in Korea assign and execute government budget based on the evaluation of school buildings' safety rating and degree of their deterioration. However, it is never easy to estimate the most appropriate investment amount for old buildings under consideration of their service lives and residual values together. A model of estimating optimum investment cost for obsolete school building is developed taking its life cycle cost into account. The model is also applied to six old buildings in five different schools and found that some of the facilities hardly needed further investment and were better to be rebuilt. The study results will be a great beneficial for officers to make right decision on maintaining obsolete school buildings and to maximize tax payers' money.

Design and Implementation of Parking Administration System based on Wireless Internet (무선 인터넷 기반의 효율적인 주차 관리 시스템의 설계 및 구현)

  • Recently, a parking administration are more difficult because the number of cars is rapidly increasing. In particular, the number of cars, grows rapidly for years, it has arisen that a variety of violation avoids the officers' observation and that a parking place is not enough. In this paper, we design and implement a parking administration system using wireless Internet in order to efficiently control parking and administration. The implemented parking administration system consists of a server and PDA clients. The officers in charge of parking managements can receive the services promptly.

A Study on Industrial Site Annexed Parking Unit Calculation Method by Considering Facility Use and Scale Characteristics (용도 및 규모특성을 고려한 산업단지 공장시설의 부설주차장 설치기준 개선방안 연구)

  • The present annexed parking lot standards for buildings in Parking Act are categorized in 9 groups in terms of recreation, culture and assembly, housing, factory, and so on, in which same grouped facilities have uniform parking standards. The local governments have authority to itemize groups and adjust parking standards within ${\pm}50%$ ranges. These days diversity in building types and functions need more fractionated parking standards; however, most local governments focusing merely on applying strengthened parking standards in general without systematic rules of consistency. The current problem of parking standards being used is lack of regarding facility characteristics; expecially, a large sized high-tech manufacturing facility located in industrial site is still applied by same parking standards as normal manufacturing facility, even though most part of manufacturing process is automated and hence less manpower is employed. This paper presents a systematic method of analyzing parking generation unit for factory facilities in industrial site in terms of facility use and scale characteristics.

  • The purpose of this study is as follows: First, to analyze the spatial structure of Jeju by analyzing the rate of parking demand and supply; Second, to determine the parking service imbalance between regions; and third, to elucidate the causes of this spatial structural parking service imbalance and provide effective measures. Due to the rapid population and tourism growth, Jeju is suffering from traffic congestion and serious parking problems. For this, the ways to efficiently utilize the existing parking spaces were identified through spatial structure analysis based on the parking demand and supply in the Jeju area. As short-term policy, the following changes were proposed: switching to small-scale eup or myeon blocks of parking space, use of shared parking system, and repairing side streets in residential areas. As mid-to-long-term policy, it is linked to other means of transportation as follows: parking demand management policy through modal share by reorganizing public transportation routes or expanding traffic facilities; securing park-and-ride lots; and different parking pricing for different time periods. To implement these policies, each area of the public sector, private sector, and private-public partnership should develop the bond of sympathy by areas and participants.
