Analysis on Systematization and Gap of Subject-based National Libraries in Major Countries (주요 국가의 주제별 국가도서관 체계 및 격차 분석)

  • The Library and Information Policy Committee announced the national comprehensive plan for all library on August, 2008. The plan includes reestablishing of a subject-based national library system as one of the major policy challenges. The aim of this paper is to analyse and compare the subject-based national library system and relative gap in major countries(U.S.A, Canada, Germany, France, Japan, and Korea). And the result of the research will be used as a logical basis for subsequent research.

  • The Library and Information Policy Committee announced a national comprehensive plan for all libraries in August, 2008. The plan includes the re-establishment of a subject-based national library system as one of the major policy challenges. Based on the preceding study (an analysis on systematization and the gaps in subject-based national libraries in major countries), this paper proposed three models: a centralized model focused on the NLK, a horizontally-linked model, and a long-term strategic model for subject-based national library systematization in Korea.

  • Joint collection and sharing of specialized academic resources among academic libraries will not only promote academic research at universities in general but also further diversification and concentration process of academic libraries. For that both the government and universities should make concerted policy efforts to fortify individual characteristics of each academic library. This study proposes two concrete plans to build a national information management system comprising the specialized resources of academic libraries. One is to utilize the existing cooperative network of Korea Education & Research Information Service(KERIS) as a national hub for information exchange, and the other is to activate various regional or subject-based committees to encourage subject-oriented specialization of university libraries.

  • A national library bears responsibility to collect, develop, manage and preserve the national knowledge resources and heritages. The institution, in order to accomplish this duty, should center on systematically developed collection development policy. This paper, in this regard, strives to propose a model to comprise of basic principles of collection development of a national library in order for the effective management of resources by the types and subjects. Major emphasis was put on the nature of a national library as a legal deposit library, an information gateway, and a repository for national information resources. As a result, a model collection development policy appropriate for a national library has been proposed by analyzing cases in other countries to guide establishing principles for determining and analyzing the types and magnitude of the collection acquisition; by applying the Five-level conspectus to be optimal to collection magnitude; and, by identifying the essential elements in systematic development of national knowledge/information resources.

A Comparative Analysis of Cataloging Records Related to Taekwondo in the National Libraries of the Various Countries (세계 각국의 국가도서관에 있어 태권도관련 목록레코드 비교 분석)

  • Based on the analysis of historical backgrounds and terms of Taekwondo, this study was conducted to analyze the characteristics of cataloging records related to Taekwondo in 53 national libraries of each country. The results are as follows. To begin with, while most of the Taekwondo-related records are concentrated in some specific national libraries such as the United States, Germany, Republic of China, United Kingdom, and Spain, there are four libraries that do not have one. Second, the title keyword of Taekwondo-related records was 93.5% for the term that directly meant Taekwondo and 6.5% for Korean martial art, Korean art of self-defense, and Korean karate etc. The frequency of materials by language is 38.7% for English and 8~9% for German, Spanish, Chinese, and Korean, respectively. The Roman translation for Taekwondo is 50.3% for 'Taekwondo', and 18.5% for 'Tae kwon do'. Third, the subject heading of Taekwondo-related records was 86.9% for 'Tae kwon do' or 'Taekwondo' etc. 7.6% for 'karate', 5.7% for general subject heading, and 12.0% for blank. This means that some national libraries misunderstand Taekwondo as karate.

A Comparative Analysis of Subject Headings Related to Korea in the National Library OPACs of Major Countries (주요 국가의 국가도서관 목록에 나타난 한국관련 주제명 비교 분석)

  • This research was conducted to analyze the actual condition of data related to Korea shown in the catalog of 15 countries. This study was to compare the subject characteristics of Korea-related subject heading, record collection, and the characteristics of several subject heading, which has been a major issue. The results are as follows. To begin with, Korea-related record in most other national libraries runs absolutely short except for some countries like United States. Korea-related record is generally 2 to 3 times less than Japan related record. Second, referring to the subject distribution in sub criteria of Korea-related record, subject related to 'history' and 'economy' is shown in the highest rate. Considering that 'Korean war' shows the highest rate in Italy and Canada, we can consider that this may cause the distortion of the perception of Korea. Third, in the case of Korea-related record, the record of South Korea is 1.5 to 5 times more than that of North Korea, except for some countries like United States. Forth, regarding the subject headings, the terms such as 'Taekwondo', 'Kimchi', 'Tok-do', 'Tong-hae' have different meanings in different countries. However, these terms agree to LCSH in most countries except for neighboring countries. Fifth, in case of China and Japan, the subject headings in reference to political and historical position are raising some problems.

An Analysis of Continuing Education Status for Competency Development of Academic Librarians (대학도서관 사서 역량개발 방향 탐색을 위한 직원교육 현황분석)

  • This study aims to analyze the current status of continuing education for academic librarians based on the records of education. For this purpose, the study investigated the academic librarian's preferences for the topics of continuing education in terms of regional and monthly differences using the 30,404 education records in university and college library statistics of Korean Education and Research Information Service (KERIS). The results shows that 'academic database system' and 'cataloging' were the most preferred topics, and there were topical differences between the academic librarians in university and college.

An Analysis of Alternative Materials Collection Evaluation Using a National Alternative Materials Union Catalog (국가대체자료종합목록을 이용한 시각장애인 대체자료 장서 평가 연구)

  • The purpose of this study is to diagnose the current status of alternative materials in Korea and to suggest directions and goals for the development of alternative materials. The comprehensive list of national alternative materials and the list of popular and new books were analyzed using the collection evaluation method. Results first the percentage of alternative material collections based on the popular book list for 10 years is 90.1%. The production rate of alternative materials is low in the subjects of 'Language', 'Art' and 'Technology and Science'. Most of the service formats were 'text only daisy'. Second, the CCHR(Common Collection Holding Ratio) and CUI(Collection Uniqueness index) of alternative materials were analyzed using the union catalog. Libraries with a large volume of books have a high proportion of CCHR and CUI. Topics with the highest CCHR are 'Literature' and 'Social Science'. The subjects with the highest collection uniqueness index are 'religion', 'art', and 'language'. Third, the replacement ratio of new books for 3 years is 5.09%. During the same period, the average book purchase rate of public libraries was 8.83%. The average book purchase rate in public libraries is 8.83%, and it is necessary to increase the collection rate of alternative materials based on this ratio.

An Investigation on the Opinion of the Librarian concerning the Subject-Specialized Service and Librarianship (주제별 특성화서비스 및 주제전문사서에 대한 현장사서의 의견 조사 연구)

  • The purpose of this study is to investigate the field librarians' opinions of the library specialization and specialized librarian and understand the librarians' working conditions and environment. Questionnaire were developed based on the previous studies and surveys were conducted with the librarians of public libraries, university libraries, and professional librarians across the nation. A total of 392 librarians have responded to the survey. As for the main result, the users' satisfaction with the specialization service was perceived to be high, and the most difficult matter in performing the specialization service is the lack of knowledge on the subject matter, and the library environment for the specialization service is not enough. The specialization service should be led by the theme specialized librarians, and the qualification criteria for the theme specialized librarians are required, and the qualification systems should be managed by the state.
