On 23th December in 2015, Constitutional court of Korea decided the Resident Registration Act which could not changed one's Resident Registration Number was Unconformable to Constitution. And declared that the Resident Registration Act had to amend the article. This study analyzes the issues and preferences of people about the modification methods of Resident Registration Number System. In result, the residents agree on the autonomy of residents registration number change and prefer not including personal information to including personal information in registration number system. And the residents want to operate the Second number system besides resident registration number. However, they don't want to pay the change cost of resident registration number system. This results give a few of implications when the change methods of resident registration system would be prepared.

주민등록번호 도용 문제가 사회적 문제가 되고 있고, 인터넷 사이트 가입시에 현재 가입자에 대한 본인확인이 정확히 수행되고 있지 않다. 대체수단은 성인 인증과 인터넷 사이트 가입시에 적용되며, 기존의 주민등록번호를 대체하여 인터넷 가입시에 활용 가능한 가입자 식별번호를 발급하고 폐지하는 절차와 프레임워크를 정의하고 있다. 본 논문에서는 최근 정보통신부가 추진하고 있는 주민등록번호 대체수단의 개요, 동작원리, 대체수단의 종류, 논쟁거리, 향후 발전 방향을 제시한다. 본 고는 주민등록번호 대체수단의 정책 결정에 유용하게 활용될 수 있을 것이다.

In 2015, Constitutional court of Korea declared that the Resident Registration Act was unconformable to Constitution. Therefore, the Resident Registration Act have to amend the article before 2018 for allowing to change one's Resident Registration Number. The most expensive cost to change one's Resident Registration Number System is the uncomfortable cost of changing the Number. This study invests the uncomfortable cost of changing the Number by Willingness to pay Method. In result, the cost of changing all 13 numbers would \ 160,000, the cost of changing 7 numbers would \ 108,000, and the cost of making Second Registration Number would \ 110,000. This result could be used to analyze the B/C ratio of changing the Resident Registration Number System.

The Resident Registration Number(RRN) system has been effectively acted as a national identification system since it was enforced. On the other hand, there are some problems such as leakages of personal informations including RRNs on a large scale and each RRN makes a pair with each person in all areas of the society. Nevertheless leakages of them might cause a big damage, there is no radical countermeasure for they are never changed in actual fact. In Republic of Korea, a RRN acts as a primary key of a database, so it has to be protected by severing the connectivity between leaked RRNs and the other personal data. In this paper, the Unconnected Random Personal Identification Number system is proposed for preventing damage of data spills by removing a dependency which the RRN has. Furthermore, this paper suggests the solutions against some potential issues in the system.

Mandatory use of resident registration number in Korean websites is likely to result in an violation of privacy. The Korea government introduced i-PIN (Internet Personal Identification Number) to solve this problem in Oct of 2006. But the implementation of i-PIN has failed to decrease violation of privacy. Therefore, we must open our eyes to problems of i-PIN and the importance of privacy protection. This study analyzes the policy failures of i-PIN and considers countermeasures for protecting privacy on the Internet, and explores policy alternatives to secure privacy on the Internet by analyzing the implementation process of I-PIN. In conclusion, this study stresses the urgent need for a well-thought-out policy in order to solve the problems of i-PIN on the Internet. It expects that the i-PIN will make a big stride for the realization of secure electronic government.

주민등록번호는 주민생활의 편익 증진과 행정사무의 적정한 처리를 목적으로 도입되었으나 인터넷의 발달과 함께 관행적이고 무분별하게 사용되어 왔다. 수집된 주민등록번호가 해킹 등의 유출사고로 명의도용 등 범죄에 악용될 우려가 커지자 이를 근본적으로 해결하기 위하여 2011년 방송통신위원회는 인터넷상 주민등록번호 수집 이용을 제한하는 법 제도적 정책을 추진하였다. 정보통신망법이 개정되어 주민등록번호의 사용이 제한되면서 사업자에게 본인확인, 연령확인 등 법률의무의 이행이나 고객의 분쟁조정 등 목적을 위해 주민등록번호를 대체할 본인확인수단이 필요하게 되었다. 본 논문에서는 주민등록번호를 이용자가 입력하지 않으며 보편적으로 사용하고 있는 인프라를 이용하고 단순한 입력정보의 변경을 통해 본인확인을 할 수 있는 방안을 제안한다.

K사에 근무하는 이모씨는 인터넷을 써핑하다가 우연히 모회사의 신입사원 합격자 명단을 보게되었다. 이명단에는 신입사원들의 이름과 주민등록번호가 나와 있었다. 이씨는 명단에 나와있는 이름중에서 김모씨를 골라 무료로 E-mail계정을 제공하는 W사에 접속한후 인명검색을 했다. 많은 사람들이 이용하는 W사에는 이씨의 예상대로 합격자 명단에서 골랐던 김씨가 가입되어 있었다. 인명검색으로 이씨는 김씨의 아이디를 쉽게 알아낼수 있었다. 문제는 비밀번호 이씨는 주민등록번호를 몇번 조합해서 비밀번호를 입력한뒤 로그인을 시도했지만 에러 메세지가 계속 나타났다. 그러나 문제는 곳 해결되었다. 이씨는 로그인 아래 버튼 [비밀번호를 잊으셨나요?]를 클릭했다. 그러자 이름과 주민등록번호, 비밀번호를 받을 E-mail 주소를 입력하는 란이 나왔다. 이씨는 김씨의 이름과 주민등록번호, 이씨 자신의 E-amil 주소를 입력하였다. 약 5분뒤 이씨는 명단에서 골랐던 김씨의 비밀번호를 자신의 E-mail로 받아 볼수 있었다. 아이디와 비밀번호를 알아낸 이씨는 김씨의 전자우편을 낱낱이 볼수 있었다.

우리나라에서 국민식별번호로 사용되고 있는 주민등록번호는 국민을 유일하게 식별할 수 있는 유일식별성과 그로 인한 국민정보 관리편리성으로 인해 오랜 기간 공공 및 민간부문에서 사용되어 왔다. 특히 정보시스템의 일반화되면서 행정기관이나 민간기업들이 서비스 제공에 필요한 국민 또는 고객의 정보를 관리하면서 식별정보로써 그리고 정보들을 연결하는 연결자로써 널리 사용해 왔다. 비록 지금까지 오랜 기간 주민등록번호가 공공 및 민간분야에서 개인식별번호로 널리 사용되어 왔지만, 최근 발생횟수가 증가되고 사회적, 경제적 피해가 심각해지고 있는 주민등록번호 도용과 그에 따른 프라이버시 침해 문제의 심각성을 고려할 때 새로운 체계의 국민식별번호 및 관련 인프라에 대해 연구가 필요한 시점이다. 따라서 본 고에서는 현재 우리나라의 온라인, 오프라인 환경에서 개인식별번호로서 널리 사용 중인 주민등록번호의 보안 및 프라이버시 관점에서의 문제점을 살펴보고 이를 보완할 수 있는 새로운 국민식별번호체계를 제안한다.

Recently IT infrastructure plays a central role in the base of the society. However, use of personal registration number on internet sites has become a major factor increasing danger of leaking of personal information. Currently, the government is recommending various information protection services in order to prevent the collection of personal registration numbers and leaking of personal information on the internet. Among them, i-PIN service is the one recommended for minimal use of personal registration numbers on the internet. Although i-PIN can be used as a way to substitute personal registration numbers on the internet, there are certain limitations in using i-PIN as the only key to recognize individuals. This study proposes organization of web system in which self certification can be conducted using i-PIN as a tool for personal certification. Also its usability and stability have been verified through performance test when i-PIN service is linked with web service and used as personal certificate. But i-PIN service is unavailable if obstacles occur in providers of i-PIN self certification. To settle this inconvenience, the study also proposes how to cope with such obstacles.

Resident Registration Number(RRN) has been used broadly by public institutions or civilian departments as a means of personal identification due to its effectiveness and convenience in managing the information. Recently, because of personal information leakage including resident registration number, the potential damage is increasing public anxiety. In this situation, there have been demands requiring systems that can end the link between the resident registration number and personal information. In order to solve the problem, multiple alternatives are under consideration. In this research, we will discuss limits, needs for change of the system, and the basic concepts or traits that new registration number require. Also, by comparing the alternatives being discussed, we will analyze personal information security level and the cost required for reorganizing the system to present alternative that has high effectiveness.
