Estimation of the Probable Wave Height considering Storm Surge in the Ocean near the Nuclear Power Plants (원자력발전소 인근 바다에서 폭풍해일을 고려한 가능 최대 파고 높이 추정)

  • 최근에 기후변화로 인한 한반도에 내습하는 태풍에 빈도는 점차 증가하고 있다. 2020년도 8월 26일 태풍 '바비', 9월 2일 태풍 '마이삭', 9월 7일 태풍 '하이선'은 일주일 내의 간격으로 한반도를 내습하였다. 한반도에 내습한 태풍 중에서 마이삭과 하이선은 동쪽 해역을 지나가면서 강풍과 많은 강우를 초래하였다. 그 결과 특정 원전은 자동 가동중지가 발생되는 사태를 야기 시켰다. 본 연구에서는 원자력 발전소 인근 해역에서 폭풍해일에 의한 가능최대파고 높이를 추정함으로써 발전소 안전성에 대한 검토에 목적을 두고 있다. 이를 위해 첫 번째로 '2019 전국 심해 설계파 산출 보고서'를 바탕으로 원전 인근 해역 심해 설계파 지점에 대해 파고, 주기, 해상풍과 같은 변수들을 분석하였다. 그 결과를 바탕으로 100년부터 1000만년까지의 변수들을 예측하였다. 두 번째로 해도자료를 바탕으로 GIS를 통한 지형자료를 구축하였다. 구축된 지형자료를 바탕으로 SWAN 모델의 기초자료를 구성하였다. 세 번째로 추정된 변수들과 구축된 지형자료를 바탕으로 100년부터 1000만년까지의 시나리오별 SWAN 시뮬레이션을 통해서 원전 인근 해역에 대한 가능 최대 파고 높이를 분석하였다. 그 결과를 바탕으로 특정 원전인근 해역에서의 평균적인 파고 높이에 대한 재해도 곡선을 추정하고 제시하였다. 본 연구를 바탕으로 향후 확률론적인 분석 방법을 적용하여 불확실성을 고려한 재해도 곡선 추정 과정의 기초자료로 활용될 수 있다. 또한 EurOtop을 적용하여 파고 높이에 따른 원전부지의 Overtopping을 추정하고, 최종적으로 폭풍해일에 의한 원전부지의 2차원 침수해석의 기초자료로 활용할 수 있을 것으로 판단된다. 이를 통해 홍수 방지 및 예방과 관련한 홍수저감 활동과 관련된 통제실 외부 시설물에 대한 수동 조작에 대한 안전성 평가가 이루어질 수 있겠다.

Dynamic Responses of Base Isolation Devices for Telecommunication Equipment in Building Structures (건축물 내 방송통신설비를 위한 면진장치의 동적거동)

  • In earthquake situations, broadcasting and communication services are directly linked to rapid on-site rescue and effective restoration works. Recently, a variety of base isolation devices are widely introduced on building floors to avoid critical seismic damages of telecommunication facilities. However, in buildings with long fundamental periods, those devices may have undesirable amplification of seismic responses due to resonance effect between the building floors and base isolation devices. This study performs the seismic safety evaluation of two types of base isolation devices deployed for telecommunication facilities in mid- and high-rise buildings through numerical and experimental approaches. It is found that mid- and high-rise buildings can have low-frequency dynamic responses at the top floor when being subjected to design basis earthquake loading. Furthermore, bi-directional shake table testing demonstrated that the selected base isolation devices can exhibit unstable dynamic behaviors under such low-frequency excitations of the floor.

디젤발전기 엔진 상태신호 측정 및 분석 사례

  • 원자력발전소에서 비상디젤발전기는 노심의 안전성을 지키는 매우 중요한 역할을 담당하고 있다. 이를 위해 디젤발전기는 신뢰성능 높게 유지하도록 규제요건이 마련되어 있다. 디젤발전기의 엔진 상태를 주기적으로 감시하고 평가하기 위해서는 엔진 상태 신호 분석 기술이 필요하다. 엔진 상태 신호 분석에는 연소분석과 진동 및 초음파 측정 및 분석기술이 중요한 비중을 차지한다. 연소 분석은 디젤 엔진의 개별 실린더에 대한 연소 성능에 대한 정보를 제공한다. 진동 및 초음파 분석은 이벤트 타이밍과 기계적 상태에 대한 정보를 알려준다. 이들 신호는 정상적인 부하로 운전하는 디젤엔진의 가동에 영향을 미치지 않고 수집할 수 있다. 엔진 상태 신호 분석을 이용하는 주요 동기는 전통적으로 장비 제작자의 권고에 따라 수행되는 분해-검사 유지 보수 프로그램을 일부 대체하고 예측정비를 통해 신뢰도를 유지하기 위함이다. 상태 진단정비는 엔진 상태 신호분석을 주로 이용하여 엔진의 신뢰도와 이용률을 증가시킬 수 있다. 본 논문에서는 국내외서 경험한 엔진상태신호 측정 및 분석 사례를 기술하였다.

  • During the last two years, Site Information and Total Environmental database management System (SITES) ver. 1.0 has been developed for the systematic SITES Database Module (SDM), which includes site information, facility information and environmental information. The SITES includes the module for site environmental monitoring system and safety assessment (M&A) system for the nuclear facility. SITES is expected to be an effective system for the radioactive waste disposal management facility. Currently, SITES ver.2.0 is under development after the SITES ver.1.0 that is focused on the M&A system. The main purpose of this paper is to introduce and try to account for the major development in the concept of SEMS sub-module of the M&A module. The SEMS is purposed of development of the program for real time environmental monitoring, prediction, and automatic alarm system using SITES Database and related information.

Evaluation of the Natural Vibration Modes and Structural Strength of WTIV Legs based on Seabed Penetration Depth (해상풍력발전기 설치 선박 레그의 해저면 관입 깊이에 따른 고유 진동 모드와 구조 강도 평가)

  • With the growth of offshore wind power generation market, the corresponding installation vessel market is also growing. It is anticipated that approximately 100 installation vessels will be required in the of shore wind power generation market by 2030. With a price range of 300 to 400 billion Korean won per vessel, this represents a high-value market compared to merchant vessels. Particularly, the demand for large installation vessels with a capacity of 11 MW or more is increasing. The rapid growth of the offshore wind power generation market in the Asia-Pacific region, centered around China, has led to several discussions on orders for operational installation vessels in this region. The seabed geology in the Asia-Pacific region is dominated by clay layers with low bearing capacity. Owing to these characteristics, during vessel operations, significant spudcan and leg penetration depths occur as the installation vessel rises and descends above the water surface. In this study, using penetration variables ranging from 3 to 21 m, the unique vibration period, structural safety of the legs, and conductivity safety index were assessed based on penetration depths. As the penetration depth increases, the natural vibration period and the moment length of the leg become shorter, increasing the margin of structural strength. It is safe against overturning moment at all angles of incidence, and the maximum value occurs at 270 degrees. The conditions reviewed through this study can be used as crucial data to determine the operation of the legs according to the penetration depth when developing operating procedures for WTIV in soft soil. In conclusion, accurately determining the safety of the leg structure according to the penetration depth is directly related to the safety of the WTIV.

Field Assessment of Sanitation Management for School Foodservice Suppliers in the Seoul Area (서울지역 학교급식 식재료 납품업체 위생관리 실태 평가)

  • The purpose of this study was to identify the sanitation management items of school foodservice suppliers that require improvement, by assessing their sanitation practices with food commodities. Our field assessment was performed using a total of 20 vendors supplying agricultural products, meat products, seafoods and processed products; all were located in the Seoul and Gyeonggi areas. The assessment tool for sanitation management was composed of 93 checklist items and was used to evaluate seven different categories; the facility and environment, management of the facility and equipment, food materials management, process control, water management, personal hygiene management, and laboratory instrument management. A score of two was given for "satisfactory", one for "fair", and zero for "unsatisfactory". The overall average supplier score was 1.7/2.0 (85.8%). The score of the seafood vendors was highest at 1.9 (95.4%), while the lowest score of 1.3 (65.7%) occurred with the processed product suppliers. Among the sanitation management categories, water management was scored at 2.0, while inspection management was lowest at 1.4. The subcategories indicating needed improvements for the processed product suppliers were raw materials, storage, transport and recall. For the agricultural product suppliers it was preparation management. furthermore, one item within the laboratory instrument management category was unsatisfactory for both the agricultural and processed product suppliers. In conclusion, these results can be used to develop sanitation management procedures for suppliers, as well as by administration agencies to evaluate and guide those suppliers.

Assessment Method of Step-by-Step Cyber Security in the Software Development Life Cycle (소프트웨어 생명주기 단계별 사이버보안 평가 방법론 제안)

  • Instrumentation and control(I&C) system has been mainly designed and operated based on analog technologies in existing Nuclear Power Plants(NPPs). However, As the development of Information Technology(IT), digital technologies are gradually being adopted in newly built NPPs. I&C System based on digital technologies has many advantages but it is vulnerable to cyber threat. For this reason, cyber threat adversely affects on safety and reliability of I&C system as well as the entire NPPs. Therefore, the software equipped to NPPs should be developed with cyber security attributes from the initiation phase of software development life cycle. Moreover through cyber security assessment, the degree of confidence concerning cyber security should be measured and if managerial, technical and operational work measures are implemented as intended should be reviewed in order to protect the I&C systems and information. Currently the overall cyber security program, including cyber security assessment, is not established on I&C systems. In this paper, we propose cyber security assessment methods in the Software Development Life Cycle by drawing cyber security activities and assessment items based on regulatory guides and standard technologies concerned with NPPs.

Satisfaction Level and Performance Evaluation for CM Service in Korea (국내 건설사업관리 업무만족도 및 성과평가)

  • The domestic CM business market has continued to grow, but its size is relatively small yet in comparison with the total size of the domestic construction industry. Evaluation of CM projects was conducted through questionnaire surveys. Both clients and CM firms showed positive satisfaction levels. Nevertheless, the clients' satisfaction levels were relatively low in safety management, cost management, and document and information management. Superior areas of CM tasks were time management and recovery scheduling, quality control and technical instruction, and design value engineering. On the other hand, inferior areas of CM tasks were claim analysis and dispute resolution, cost estimation, and life cycle costing. Both entities have agreed with the positive effects of CM involvement in terms of cost saving, time reduction, quality improvement, and safety incidents prevention to at least 0~5% extent.

A Study on the Quantitative Risk Assessment of Hydrogen-CNG Complex Refueling Station (수소-CNG 복합충전소 정량적 위험성평가에 관한 연구)

  • This study performed a quantitative risk assessment for hydrogen-CNG complex refueling stations. Individual and societal risks were calculated by deriving accident scenarios that could occur at hydrogen and CNG refueling stations and by considering the frequency of accidents occurring for each scenario. As a result of the risk assessment, societal risk levels were within the acceptable range. However, individual risk has occurred outside the allowable range in some areas. To identify and manage risk components, high risk components were discovered through risk contribution analysis. High risks at the hydrogen-CNG complex refueling station were large leakage from CNG storage containers, compressors, and control panels. The sum of these risks contributed to approximately 88% of the overall risk of the fueling station. Therefore, periodic and intensive safety management should be performed for these high-risk elements.

Evaluation of Capacity Spectrum Methods for Estimating the Peak Inelastic Responses (최대 비탄성 변위 응답 예측을 위한 기존 능력스펙트럼법들의 유효성 평가 및 비교)

  • In the capacity spectrum method(CSM) using a linear response spectrum, the peak response of an inelastic system under a given earthquake load is estimated transforming the system into the equivalent elastic one. The CSM for estimating the peak inelastic response is evaluated in this paper. The equivalent period and damping ratio are calculated using the ATC-40, G lkan, Kowalsky, and Iwan methods, and the performance points are obtained according to the procedure B of ATC-40. Analysis results indicate that the ATC-40 method generally underestimates the peak response resulting in the unsafe design, while the G lkan and Kowalsky methods overestimate the responses. The Iwan method produces the values between those by the ATC-40 method and the G lkan and Kowalsky methods, and estimates the responses relatively closer to the exact ones. Further, it is found that the Kowalsky method gives the negative equivalent damping ratios depending on the hardening ratios, and thereby can not be used to estimate the responses in some cases.
