Purpose : This study aims to suggest social support composed of organizational support and managerial support would be systematically managed to enhance Disaster Operations Management at Seoul Emergency Operations Center. Method : Emotional labor was used as an independent variable, and organizational commitment was used as a dependent variable to analyze the mediating effects of social support. Results : First, in the aspect of organizational support, the objective evaluation of disaster situation management, disaster situation management emotional labor reduction education and training program development, monitoring of disaster situation management, quality improvement and work imbalance mitigation of firefighters, and emergency coordination managers are needed for systematic work management for emotional labor settlement. Secondly, it is necessary to select competent firefighters in the level of managerial support, to prepare healing measures for structured phased emotional labor for firefighters, and to have counseling competency for managers for emotional labor firefighting officers. Conclusion : In order to improve disaster management ability, education and training programs should be developed to improve organizational commitment based on social support.

119 Integrated Emergency Management System, 119 IEMS hereinafter, is specialized command and control system for fire H.Q., that supports effective response activity at Fire, Rescue, and First Aids; it covers the emergency call taking, dispatch command delivery and situation control after dispatch command. While the efficiency of emergency response activity of call-taker and dispatcher is directly linked to the capability of qualified response in protecting the life and properties at real-time emergency condition, there is not any similar simulator system that can be used for training purposes for newly allocated personnel or beginner of emergency call taking and dispatch activity - 119 IEMS in fire H.Q. is the operation system that cannot be shared with other purposes, and they're highly expensive ICT system and infrastructure to be used as training and education. 119 Integrated Emergency Management Simulator System, 119 IEMS Simulator, was developed to be utilized in low cost for the training of 119 emergency call taker and dispatcher, and it can be used in training of various types of disaster and emergency handling, spans to emergency call taking, dispatch command, and field report and situation control after dispatch command.

This paper describes the result of a case study for developing an expert system framework in order to support Korean Army tactical C4I system. Korean Army had developed an expert system, STAFS(Situation & Threat Assessment Fusion Expert System), for supporting field intelligence analysis activities which has been implemented through traditional manual process inside the division level combat briefing room. STAFS, however, has serious limitations for supporting combat commander's decision making processes because of its limited capabilities, since the system had been developed for supporting only intelligence analysis function rather than for integrated combat decision making processes inside the combat briefing room. Thus, this paper proposed an integrated expert system framework for supporting the commander's decision making by addressing various activities implemented in the briefing room.

도시철도 운영기관에서 사용되는 감시카메라 및 센서의 수는 운영기관마다 수천 개 이상에 이르고 있으며, 그 수는 지속적으로 증가하고 있다. 역사 시설뿐만 아니라 현재는 차량 내에도 카메라 및 센서를 설치하고 있거나 설치할 예정이다. 또한 도시철도의 안전에 대한 요구가 증대되면 될수록 이러한 안전설비는 증가할 수밖에 없다. 그러나 현재까지 이렇게 많은 곳에 설치된 카메라 및 센서들과 안전 설비를 효율적으로 관리할 수 있는 방안은 없다. 아직까지 폐쇄회로 텔레비전에 의존한 수동적인 감시체계에서 벗어나지 못하고 있으며, 각종 센서 등도 독립적으로 기능을 수행하고 있어 기능의 중복투자 및 비상시 종합적인 판단을 하기에는 한계를 가지고 있다. 또한 새로운 안전시스템과 기존 시스템과의 호환성 및 확장성 등에 문제를 발생시킬 수 있으며, 종합 관제실 등에서도 종합적인 판단을 실시하고 상황발생시 즉각적인 대응을 하는 데는 많은 문제점을 가지고 있다. 이를 위해 본 논문에서는 도시철도 운영기관별 정보통신시스템 현황 및 종합감시시스템 발주사양서를 비교 분석하여, 도시철도 종합감시시스템에 대한 표준규격을 도출하였다.

국방 시뮬레이션 유형은 워게임 모형으로 분류되는 Constructive 시뮬레이션, 실 기동에 의한 Live 시뮬레이션, 그리고 가상현실을 적용한 Virtual 시뮬레이션 등 3가지로 분류될 수 있다. 워게임 시뮬레이션은 일반적으로 대부대 훈련에 적합하지만 많은 가정사항을 내포하게 됨으로써 현실감이 떨어지고 실 기동 시뮬레이션은 실전적인 훈련이 가능하지만 전구급 수준의 대부대 훈련에의 적용이 곤란한 단점이 있다. 또한 이들 시뮬레이션 유형들은 개별적으로 운용됨으로써 각 유형들이 가지고 있는 취약점이 노출되고 있는 현실이다. STOW(합성전장 훈련체계, Synthetic Theater of War)는 실제훈련이 가능한 분야는 실 기동으로, 실 훈련이 불가능한 전장상황은 시뮬레이션 기법을 활용하여 상호결합 시킴으로써 각 시뮬레이션 유형들의 제한사항을 상호 보완하여 실제와 유사한 전장을 조성하여 훈련하는 종합적이고 체계적인 훈련체계로써 21세기에 예상되는 전쟁이외의 작전(OOTW), 비대칭전, 정밀타격 및 C4I를 모의할 수 있는 엔티티 수준의 합성전장이다. 본 고는 STOW의 구성요소(합성부대, 합성환경, 시뮬레이션 네트워크, 지형 DB 개발도구, C4I 인터페이스, 기반체계 등)를 국내기술 능력과 비교, 분석함으로써 우리의 여건에 적합한 STOW 체계 구축방안을 제시하고자 한다.

In recent years, the surroundings of Fire have rapidly changed and citizens need for Fire have been demanding very high. Under these situations, in order for satisfaction to all these demands, Seoul Emergency Operations Center have made improvements as the core fire operational center in Korea. However, There have been so many problems happening in the middle of receiving calls from malice citizens of Seoul. The purpose of this study is to scrutinize current operations focused on fire fighters in Seoul Emergency Operations Center and to cope with how to overcome these problem by using AMOS 21 & SPSS Statistics 21. The result of this study presents that how we can find to be Seoul Emergency Operations Center running well. And This study is applied to seoul fire policies or helped to setting them up.

진동원인규명에 있어서 가장 중요한 것은 첫째, 발생경과, 운전기록 및 발생상황을 종합하여 진 동원인을 예측하는 것이라 말할 수 있다. 이것은 유사기기에서의 실례조사와 많은 경험이 필 요하게 되며 객관적인 자료에 근거한 판단이 되어야함은 물론이다. 둘째, 추정한 것이 맞는지 여부를 확인하기 위한 계측과 판단에 필요한 정보수집과 정리를 하는 것이다. 이를 위해서는 계측의 용이성, 운전계획 등을 고려하여 사전에 충분한 검토가 필요하다. 셋째, 판단과 확인작 업으로서 진동원인을 제거하지 않고 원인의 요소를 변화시켜 진동의 변화가 이론에 맞는지를 확인하며 예측한 진동원인과 모순되지 않는가를 검토하는 것이다. 마지막으로 대책과 대책실 시후의 확인작업이며 원인에 직결된 근본적인 대책이 되어야 할 것이다.

소방 본부의 119 종합상황실에서는 24시간 국민의 안전을 위해 긴급 신고를 접수한다. 수보사 분들은 24시간 교대 근무를 하며 신고 전화에 접수 및 응대 뿐만 아니라 출동, 지휘, 관제 업무를 함께 수행한다. 이 논문에서는 이 같은 수보사의 업무 지원을 위해 우리가 구축한 음성 인식과 결합된 실시간 텍스트 분석 시스템에 대해서 소개하고, 출동 지령서 자동 작성을 위한 키워드 검출 및 대화 요약 및 개체명 인식에 기반한 대화 상태 추척 방법에 대해 설명하고자 한다. 대화 요약 기술은 음성 인식 결과를 실시간으로 분석하여 중요한 키워드의 검출 및 지령서 자동 작성을 위한 후처리를 수행하며, 문장 수준에서 개체명 인식 및 관계 분석을 통한 목적 대화의 대화 상태 추적을 수행한다. 이 같은 응용 시스템은 딥러닝 및 기계학습 기반의 자연어 처리 시스템이 실시간으로 텍스트 분석을 수행할 수 있는 기술 수준이 되었음을 보여주며, 긴급한 상황에서 많은 신고 전화를 접수하는 수보사의 업무 효율 증진 뿐만 아니라, 정확하고 신속한 위치 파악으로 신고자를 도와주어 국민안전 증진에 도움을 줄 수 있을 것으로 기대된다.
