It is critical to secure stable financial resources and efficient financial management for local governments to promote elderly welfare. Using the Fuzzy Set Qualitative Comparative Analysis method, we empirically examined the conditions under which the 17 metropolises and provinces in Korea increase or decrease their budget for elderly welfare. After examining previous studies, socio-economic variables(ratio of elderly people, ratio of elderly welfare recipients), financial variables(financial independence ratio), and political administrative variables (number of regulations on elderly welfare) were included in the analyses to determine the causal conditions of elderly welfare budget per person. Fs/QCA resulted in three combinations of elderly welfare budget per person: first, the combination of low ratio of elderly people, high ratio of elderly welfare recipients, and low number of regulations on elderly welfare; second, the combination of low ratio of elderly welfare recipients, low financial independence ratio, and high number of regulations on elderly welfare; and lastly, the combination of high ratio of elderly people, high ratio of elderly welfare recipients, and low financial independence ratio. Implications for elderly welfare were made considering socio- economic, financial, and political administrative circumstances based on the study results.
As the spread of COVID19 has compelled activities in various fields to transform to adapt to the non-face-to-face environment, various activities have either already been transitioned into non-face-to-face methods or been searching for alternative methods to carry out activities in a non-face-to-face manner. However, there are apparent limits in handling this transition with the pre-existing digital technology. Ironically, said limitations are more apparent in the UX design field that has thus far emphasized resolutions based on digital technology. The reason for this stems from the nature of UX design which strongly emphasizes the importance of collaboration. Especially, in the field of UX design, problems are expected to surface under areas of communication and collaboration in workshops, which are productive means of collecting the ideas of interested parties and coming up with other new ideas. Based on the aforementioned rise of necessity, this study aims to assess the characteristics of workshops in the field of UX design and suggest an effective method of transitioning UX workshops into a non-face-to-face environment. Along the line of this process, this study has created a standard process in regards to design workshops with active creation, suggestion, and acceptance of ideas, among the various types of workshops defined by the Nielsen Norman Group. This study also developed a framework consisting of non-face-to-face workshops by combining with the standard process the methodologies of workshop activation and non-face-to-face services meant for communication and designing activities, and confirmed the adaptability and the effectiveness of said transition against various types of workshops. Application of the results of this study is expected to effectively lead the transition into the non-face-to-face environment and improve the collaborative efforts of the interested parties via workshops.

The subject of this paper is the practical examples of technoculture that critically thinks network technology, a strong material foundation in the era of data capitalism in the 21st century, and appropriates its socio-cultural metaphor as an artistic potential. In order to analyze its alternatives and the meaning of cultural politics, this paper examines the properties and influence of data capitalism after the 2008 global financial crisis, and the cultural and artistic context formed by its reaction. The first case considered in this paper, Furtherfield's workshop, provided a useful example of how citizens can participate in social change through learning and education in which art and technology are interrelated. The second case, Greek hackerspace HSGR, developed network technology as a tool to overcome the crisis by proposing a new progressive cultural commons due to Greece's financial crisis caused by the global financial crisis and a decrease in the state's creative support. The third case, Paolo Cirio's project, promoted a critical citizenship towards the state and community systems as dominant types of social governance. These technoculture cases can be evaluated as efforts to combine and rediscover progressive political ideology and its artistic realization tradition in the context of cultural politics, paying attention to the possibility of signifying practices of network technology that dominates the contemporary economic system.

This paper presents a AI model structure for restoring Korean traditional palace photographs, which remain only black-and-white photographs, to color photographs using Pix2Pix, one of the adversarial generative neural network techniques. Pix2Pix consists of a combination of a synthetic image generator model and a discriminator model that determines whether a synthetic image is real or fake. This paper deals with an artificial intelligence model by adjusting a receptive field of the discriminator, and analyzes the results by considering the characteristics of the ancient palace photograph. The receptive field of Pix2Pix, which is used to restore black-and-white photographs, was commonly used in a fixed size, but a fixed size of receptive field is not suitable for a photograph which consisting with various change in an image. This paper observed the result of changing the size of the existing fixed a receptive field to identify the proper size of the discriminator that could reflect the characteristics of ancient palaces. In this experiment, the receptive field of the discriminator was adjusted based on the prepared ancient palace photos. This paper measure a loss of the model according to the change in a receptive field of the discriminator and check the results of restored photos using a well trained AI model from experiments.
This study estimated the economic value of port redevelopment projects. The port redevelopment project consists of a combination of goods between market goods and non-market goods. The value of market goods can be measured at prices in the real market, but it is difficult to convert value estimates for non-market goods into currency values. Therefore, in this study, economic benefits of port redevelopment projects were estimated by the using the CVM. The estimated model used the Hanemann's model and the Bayesian approach to estimate the WTP of the sample group's using the single boundary model. Estimating the household's WTP, the Hanemann's model was estimated at KRW 10,038.33 and the Bayesian approach at KRW 12,217.1. As of the five-year period(discount benefits), the economic benefits of the port redevelopment project were estimated at 920.7 billion won for the Hanemann's model and 1.12 trillion won for the Bayesian model on a national basis. Meanwhile, as a result of estimating economic benefits(discount benefits) based on the administrative districts of Busan·Gyeongnam·Ulsan regions(five-year period), the Hanemann's model was estimated at KRW 140.4 billion and the Bayesian approach was estimated at KRW 170.8 billion.
Although image segmentation is a critical part of object-based analysis of high resolution imagery, there has been lack of studies to evaluate the quality of image segmentation. In this study, we aimed to find practical and effective methods to obtain optimal parameters for image segmentation. Evaluations of image segmentation are divided into unsupervised, supervised, and qualitative visual interpretation methods. Using the multispectral UAV images, sampled from urban and forest over the Incheon Metropolitan City Park, three evaluation methods were compared. In overall, three methods showed very similar results regardless of the computational costs and applicability, although the optimal parameters determined by the evaluations were different between the urban and forest images. There is no single measure that outperforms in the unsupervised evaluation. Any combinations of intra-segment measures (V, COV, WV) and inter-segment measures (MI, BSH, DTNP) provided almost the same results. Although supervised method may be biased by subjective selection of reference data, it can be easily applied to detect object of interest. The qualitative visual interpretation on the segmentation results corresponded with the unsupervised and supervised evaluations.

The purpose of this study was to confirm the reduction of pain and symptom relief of Parkinson's disease by vertically stimulating the spine through the application of a mechanical bed capable of thermal and massage stimulation. For this purpose, after confirming the segmental motion of the spine due to the use of a medical combination stimulation bed for Parkinson's disease patients, VAS, ODI, gait ability, and spiral drawing tests were performed, and the relationship between the variables was identified. In the 10-day visual analog scale and evaluation of low back pain dysfunction, the average trend of decreasing after bed use was confirmed. For walking ability, a decrease in the moving time and an increase in the moving distance were observed. In the spiral drawing test, the mean test time after using bed was significantly lower than before. As a result, it suggested the possibility of using it as an auxiliary method for recovery and pain relief of Parkinson's disease patients due to spinal segmental movement with mechanical heating and massage. However, this study is a preliminary study, and there is a small number of subjects, so additional research is needed that considers the number and condition of future subjects in detail.

The government is making great efforts to prevent crimes such as missing children by using public CCTVs. However, there is a shortage of operating manpower, weakening of concentration due to long-term concentration, and difficulty in tracking. In addition, applying real-time object search, re-identification, and tracking through a deep learning algorithm showed a phenomenon of increased parameters and insufficient memory for speed reduction due to complex network analysis. In this paper, we designed the network to improve speed and save memory through the application of Yolo v4, which can recognize real-time objects, and the application of Batch and TensorRT technology. In this thesis, based on the research on these advanced algorithms, OSNet re-ranking and K-reciprocal nearest neighbor for re-identification, Jaccard distance dissimilarity measurement algorithm for correlation, etc. are developed and used in the solution of CCTV national safety identification and tracking system. As a result, we propose a solution that can track objects by recognizing and re-identification objects in real-time within situation of a Korean public multi-CCTV environment through a set of algorithm combinations.
The purpose of this research is to propose the measurement of improving DEM by using the water surface range of SAR image analysis for river corridors and to suggest the construction of satellite-based 3D river spatial information of inaccessible regions such as North Korea. For this research, it has been progressed from the accessible area, watershed of Namgang river, the branch of Nakdonggang river. The satellite image was collected from SAR satellite image data for a year in 2021 which was provided by ESA from Sentinel-1A/B data and extracted from the seasonal water surface area. Ground gauge water level was collected from hourly intervals data by WAMIS. The DEM was improved by analysis of the river altitude of water surface area change by the combination of the ground water level of minimum to maximum water surface area data extracted from SAR image analysis. After the improvement of DEM, the altitude of the river varied that it is defined to comprise more natural form of river DEM than the existing DEM. The correction validation of improvement DEM was necessary in field survey elevation data; however, the correction validation was not progressed due to the absence of the data. Although, the purpose of this research is to provide the improvement of DEM by using the analyzed water surface by existing DEM data and SAR image analysis. After the progression of additional correction validation research, we would plan to examine the application in other places and to progress the additional methodological research to apply in inaccessible and unmeasured area including the North Korea.

This study is a follow-up study of vulnerable areas according to the vulnerability assessment of groundwater resource management in Korea. In this study, an optimal operation plan for groundwater resource management was proposed for areas vulnerable to groundwater resource management in Korea derived from previous studies. Prior to presenting the optimal operation plan for groundwater resource management, this study grasped the current status of changes in groundwater level and seawater penetration area for vulnerable areas using MODFLOW, a groundwater flow analysis program. As a result of the analysis using basic data for 10 years from 2009 to 2018, the groundwater level fell and the sea infiltration area increased. The final purpose of this study, the optimal operation plan for groundwater resource management, was selected as a total of four alternatives that can be expected to have positive effects to increase groundwater level and reduce seawater penetration. As a result of analyzing the amount of change in groundwater level and seawater penetration by applying the selected optimal operation plan, positive effects were found in all methods. It is expected that the optimal operation plan for groundwater resource management proposed in this study will be applied not only to vulnerable areas of groundwater resources in Korea but also to areas requiring development to establish efficient groundwater resource management measures.
