  • 1990년 이후 우리나라를 둘러싼 동북아시아를 비롯하여 동남아시아의 도시에 이르기까지 지진, 태풍, 쓰나미 등의 환경재해가 빈발하고 있는 상황이다. 인간이 건축한 구조물들은 다양한 자연재해로부터 취약할 수밖에 없으므로, 이를 최대한 빠르게 확인하여 경보하는 것만이 인명 및 재산의 피해를 최소화할 수 있는 방법이다. 본 연구에서는 구조물 건전성 진단을 위한 통합 모니터링 시스템을 제공하고, 발생한 사건을 조기에 대응하기 위해 SMS(Short Message Service)를 활용하여 시설물 유지관리 담당자에게 경보를 보내는 시스템에 대하여 소개한다. PDA나 스마트폰을 갖고 있는 관리자는 실시간으로 통합 모니터링 시스템에 접근하여, 해당 구조물의 상태를 확인함으로써 피해 상황을 파악한다. 시설물 유지 관리자에게 건전성 유무를 판단할 자료를 실시간으로 제공하는 것은 조기대응으로 인한 현재의 피해를 최소화할 수 있으며, 추후 발생할 수 있는 추가적인 피해를 예방할 수 있는 장점이 있다.

A Smoke Detection Method based on Video for Early Fire-Alarming System (조기 화재 경보 시스템을 위한 비디오 기반 연기 감지 방법)

  • This paper proposes an effective, four-stage smoke detection method based on video that provides emergency response in the event of unexpected hazards in early fire-alarming systems. In the first phase, an approximate median method is used to segment moving regions in the present frame of video. In the second phase, a color segmentation of smoke is performed to select candidate smoke regions from these moving regions. In the third phase, a feature extraction algorithm is used to extract five feature parameters of smoke by analyzing characteristics of the candidate smoke regions such as area randomness and motion of smoke. In the fourth phase, extracted five parameters of smoke are used as an input for a K-nearest neighbor (KNN) algorithm to identify whether the candidate smoke regions are smoke or non-smoke. Experimental results indicate that the proposed four-stage smoke detection method outperforms other algorithms in terms of smoke detection, providing a low false alarm rate and high reliability in open and large spaces.

  • The exponential increase of malicious and criminal activities in cyber space is posing serious threat which could destabilize the foundation of modern information society. In particular, unexpected network paralysis or break-down created by the spread of malicious traffic could cause confusion and disorder in a nationwide scale, and unless effective countermeasures against such unexpected attacks are formulated in time, this could develop into a catastrophic condition. In order to solve a same problem, this paper researched early detection techniques for only early warning of cyber threats with separate way the detection due to and existing security equipment from the large network. It researched the cyber example alert system which applies the module of based honeynet from the actual large network and this technique against the malignant traffic how many probably it will be able to dispose effectively from large network.

Design and Evaluation of an Early Intelligent Alert Broadcasting Algorithm for VANETs (차량 네트워크를 위한 조기 지능형 경보 방송 알고리즘의 설계 및 평가)

  • The development of applications for vehicular ad hoc networks (VANETs) has very specific and clear goals such as providing intellectual safe transport systems. An emergency warning technic for public safety is one of the applications which requires an intelligent broadcast mechanism to transmit warning messages quickly and efficiently against the time restriction. The broadcast storm problem causing several packet collisions and extra delay has to be considered to design a broadcast protocol for VANETs, when multiple nodes attempt transmission simultaneously at the access control layer. In this paper, we propose an early intelligent alert broadcasting (EI-CAST) algorithm to resolve effectively the broadcast storm problem and meet time-critical requirement. The proposed algorithm uses not only the early alert technic on the basis of time to collision (TTC) but also the intelligent broadcasting technic on the basis of fuzzy logic, and the performance of the proposed algorithm was compared and evaluated through simulation with the existing broadcasting algorithms. It was demonstrated that the proposed algorithm shows a vehicle can receive the alert message before a collision and have no packet collision when the distance of alert region is less than 4 km.

  • 현재 재난정보전달시스템은 재난 유형별, 유관기관(중앙부처, 지자체) 별로 독립적으로 운영되고 있어, 해당 시스템 간 연계가 미흡하여 통합적인 재난정보 확보와 적절한 조기 대응이 어렵다. 이를 해결하기 위해 예·경보 플랫폼과 상황전파 플랫폼 간 연계할 수 있는 통합 재난안전정보체계 및 통합플랫폼 개발이 필요한 실정이다. 또한, 재난 대응을 위해 전달되는 정보의 형태 및 전달되는 매체는 제한적이므로, 신속 정확하고 다양한 재난 정보 전달을 위해서는 새로운 방송 및 통신기술을 활용하여 멀티미디어 기반 재난정보 전달을 위한 표준 제정 및 시스템 고도화가 요구된다. 본 논문에서는 차세대 ICT 기술과 멀티미디어를 지원하는 재난정보전달플랫폼에 대한 기술개발을 통해 기존 구축되어 있는 재난안전정보공유플랫폼 및 관련 재난안전정보시스템과 연계 가능하고 표준화된 다매체 기반의 멀티미디어 재난정보전달플랫폼을 개발함에 있어 차세대 통합 예·경보 플랫폼을 위한 통합관제시스템에 관한 연구를 진행한다. 이는, 대국민을 대상으로 신속하고 안정적인 재난정보 전달을 실현하고 대관(재난관리기관)에 대한 재난현장정보 수집의 어려움 해소 및 현장 중심의 양방향 의사전달을 증대하여 다양하고 정확한 멀티미디어 재난정보전달을 수행한다.

Agrometeorological Early Warning System: A Service Infrastructure for Climate-Smart Agriculture (농업기상 조기경보시스템 설계)

  • Increased frequency of climate extremes is another face of climate change confronted by humans, resulting in catastrophic losses in agriculture. While climate extremes take place on many scales, impacts are experienced locally and mitigation tools are a function of local conditions. To address this, agrometeorological early warning systems must be place and location based, incorporating the climate, crop and land attributes at the appropriate scale. Existing services often lack site-specific information on adverse weather and countermeasures relevant to farming activities. Warnings on chronic long term effects of adverse weather or combined effects of two or more weather elements are seldom provided, either. This lecture discusses a field-specific early warning system implemented on a catchment scale agrometeorological service, by which volunteer farmers are provided with face-to-face disaster warnings along with relevant countermeasures. The products are based on core techniques such as scaling down of weather information to a field level and the crop specific risk assessment. Likelihood of a disaster is evaluated by the relative position of current risk on the standardized normal distribution from climatological normal year prepared for 840 catchments in South Korea. A validation study has begun with a 4-year plan for implementing an operational service in Seomjin River Basin, which accommodates over 60,000 farms and orchards. Diverse experiences obtained through this study will certainly be useful in planning and developing the nation-wide disaster early warning system for agricultural sector.

Development of Earthquake Early Warning System nearby Epicenter based on P-wave Multiple Detection (진원지 인근 지진 조기 경보를 위한 선착 P파 다중 탐지 시스템 개발)

  • In this paper, the P-wave multiple detection system for the fast and accurate earthquake early warning nearby the epicenter was developed. The developed systems were installed in five selected public buildings for the validation. During the monitoring, a magnitude 2.3 earthquake occurred in Pohang on 26 September 2019. P-wave initial detection algorithms were operated in three out of four systems installed in Pohang area and recorded as seismic events. At the nearest station, 5.5 km from the epicenter, P-wave signal was detected 1.2 seconds after the earthquake, and S-wave was reached 1.02 seconds after the P-wave reached, providing some alarm time. The maximum accelerations recorded in three different stations were 6.28 gal, 6.1 gal, and 5.3 gal, respectively. The alarm algorithm did not work, due to the high threshold of the maximum ground acceleration (25.1 gal) to operate it. If continuous monitoring and analysis are to be carried out in the future, the developed system could use a highly effective earthquake warning system suitable for the domestic situation.

Implementation of a Web-Based Early Warning System for Meteorological Hazards (기상위험 조기경보를 위한 웹기반 표출시스템 구현)

  • Numeric weather prediction is important to prevent meteorological disasters such as heavy rain, heat wave, and cold wave. The Korea meteorological administration provides a realtime special weather report and the rural development administration demonstrates information about 2-day warning of agricultural disasters for farms in a few regions. To improve the early warning systems for meteorological hazards, a nation-wide high-resolution dataset for weather prediction should be combined with web-based GIS. This study aims to develop a web service prototype for early warning of meteorological hazards, which integrates web GIS technologies with a weather prediction database in a temporal resolution of 1 hour and a spatial resolution of 1 km. The spatially and temporally high-resolution dataset for meteorological hazards produced by downscaling of GME was serviced via a web GIS. In addition to the information about current status of meteorological hazards, the proposed system provides the hourly dong-level forecasting of meteorologic hazards for upcoming seven days, such as heavy rain, heat wave, and cold wave. This system can be utilized as an operational information service for municipal governments in Korea by achieving the future work to improve the accuracy of numeric weather predictions and the preprocessing time for raster and vector dataset.
