Implications of the Transition into National Heritage System and the Enactment of Traditional Landscape Architecture (국가유산 체계전환 및 전통조경 법제화의 함의)

  • After 60 years since the enactment of the cultural property protection act, Korea's national system of protecting what has been valued has been transformed into a 'National Heritage System'. To meet the new system, the classification of national heritage has been re-classified into three categories as cultural heritage, natural heritage, and intangible heritage. In accordance with the sub-classification, acts for cultural heritage act and intangible heritage has been amended and act for natural heritage has been enacted. Act for natural heritage defines natural heritage as natural objects or cultural heritage formed through the interaction between human beings and natural environment. The sub-classification are categorized as follows; animal, plant, geological and natural reserves, natural landscapes, historical-cultural landscapes, and mixed landscapes. It also allows creating traditional landscapes so that traditional way of landscaping can be encouraged and integrated with modern life within historic environment. In line with the new concept of traditional landscaping, existing practices will be also needed to be changed. Traditional landscaping will play a significant role in setting out the new administrative paradigm which focuses on more value preservation. This paper recommends that effective collaboration between government, experts of traditional landscaping, and owners should be established to integrate the new policy in practice.

  • 기후변화로 인해 집중호우 등 설계강우량을 초과하는 강우가 빈번하게 발생하고 있으며, 이에 따라 농촌유역의 홍수 및 침수의 발생빈도 및 강도가 증가하고 있다. 국내 농업용 저수지 약 17,500여개 중 약 70%는 70년 이상 경과된 노후시설로 분류되고 있으며, 특히 농어촌공사에서 관리하는 3,411개의 저수지를 제외한 시군관리 저수지는 체계적인 유지보수가 이루어지지 않고 있다. 이로 인해 홍수기 농업용 저수지의 월류 및 붕괴에 따른 하류지역 침수 피해가 빈번하게 일어나고 있다. 농촌유역 침수 피해 저감을 위한 대책을 수립하기 위해서는 먼저 정확한 침수 피해 평가가 수행되어야 하지만, 우리나라에는 현재 농촌유역에 특화된 침수 피해 평가 체계가 부족한 실정이다. 본 연구에서는 농촌유역의 맞춤형 침수 피해 평가 체계를 개발하고자 한다. 농촌유역의 농업용 저수지를 포함한 농업수리구조물의 붕괴 등에 따른 하류 침수 모의 기법을 개발하고, 농작물의 종류를 고려한 침수심 및 침수시간에 따른 침수피해 모의 체계를 개발하고자 한다. 본 연구에서 개발한 농촌유역 맞춤형 침수 피해 평가 체계는 향후 농촌유역의 체계적인 재난관리를 위한 정책 수립에 활용될 수 있을 것으로 기대된다.

  • Recently, urbanization has become a serious issue, as there is imbalance between regions and various environmental problems occur intensively in cities. Therefore, cities all over the world are promoting the Green New Deal and trying to realize carbon neutrality. Accordingly, the European Union is leading the creation of carbon-neutral cities by promoting policies aimed at rapidly realizing carbon neutrality. In Korea, projects such as U-City and Smart City have also been promoted continuously for many years, and recently, the projects Smart Green City and Carbon Neutral Green City have been introduced. Therefore, this study aimed to derive directions and implications for future projects based on policies to address climate change by analyzing the guidelines for the Smart Green City project and the project plans of Gimhae-si and Gangjin-gun, which are the leading projects in the Smart Green City business model and are equipped with an extensive budget.

A Basic Study for the Introduction of Green Prescription and Establishment of Policy System in Korea - Through Comparative Analysis of U.K. and U.S. Cases - (국내 녹색처방 도입과 정책체계 수립을 위한 기초연구 - 영국과 미국 사례 비교 분석을 통해 -)

  • The burden of medical expenses and the loss of social capital due to chronic diseases are becoming problems worldwide, and comprehensive and inclusive measures across various fields are required to prevent and manage their impacts. Social prescriptions have been shown to be effective in resolving the fundamental causes of health problems in patients with chronic diseases and in supporting existing treatments. In particular, green prescriptions that utilize the healing effects of nature and green spaces based on social prescriptions are being introduced in many countries overseas. Green prescription is the practice of a healthcare provider recommending activities in green spaces or experiences in the natural environment to patients for the prevention and management of chronic diseases. This study analyzed cases focusing on the policy system, the cases of the United Kingdom and the United States, which have introduced and operated green prescriptions under a national system. For this purpose, this study compared the background of green prescription introduction, related policies, and operation methods. Based on this, four implications were proposed to establish an effective plan for introducing green prescriptions in Korea. First, prior to establishing a policy for green prescriptions, interest in and research on green prescriptions are essential. Second, an implementation plan that fits the national health care system should be established, and policies should support the plan. Third, the introduction of green prescriptions from a long-term and gradual perspective is required. Fourth, comprehensive cooperation is required for the introduction and implementation of the green prescription system. This study can be used as basic data for discussion before introducing green prescriptions in Korea in the future.

  • Priority-TE란 SELinux 에서 사용하는 타입에 우선순위를 부여하여 성능상의 이점을 확보하기 위한 방식이다. 기존의 Priority-TE 관련 연구는 SELinux 의 모놀리식 정책 방식에 Priority-TE 기반의 정책을 적용하였다. 모놀리식 정책 방식은 사용자가 시스템 부팅 후에도 추가적인 정책의 생성 및 수정, 삭제를 할 수 없기 때문에 사용함에 불편함이 있을 수 있다. 본 논문에서는 로드 가능한 정책방식이 적용된 SELinux 상에서 Priority-TE 기반 정책을 도입하여, 시스템 부팅 후에도 원활히 타입의 우선순위를 변경하여 시스템의 성능을 개선하는 기법을 제안한다.

An Application of Prosocial Behavior Theory on Outdoor Recreation Management (실외 휴양지 관리에서 사회심리학적 이론의 적용 -Prosocial Behavior 이론을 중심으로-)

  • 본 연구에서는 Schwartz의 Norm Activation 이론을 도입하여, 실 외휴양지에서 환경훼손행위 관리를 위한 Communicatin 정책의 이론적 배 경으로 도입되어 있는 Prosocial Behavior 이론의 적용성을 실험하였다. 본 연구는 실험실에서 자체개발한 설문지를 통하여 수행되었으며, 미국 Texas A&M 대학교의 남녀 대학생 340명이 참가하였다. 본 실험의 결과 실외휴 양 환경에 대한 훼손행위(Depreciative Behavior)의 인과응보적인 결과를 알려 주는 Information이 실외휴양지 관리에 바람직한 행동의사를 활성화 시키는데 효과적인 반면, 훼손행위에 대한 법적인 제재조치를 설명하는 위 협적 Information은 바람직한 행동의지를 활성화시키지는 못했다. 이용자의 개인적인 성향인자인 사회적 책임감(Social Responsibility)의 고저는 사회 에 바람직한 행동의지의 활성화와 직접적인 관계가 있었다. 그러나, 사회적 책임감의 고저가 환경훼손행위에 대한 인과응보적인 Information이나 제재 조치에 대한 위협적인 Information과의 교호작용은 없었다. 통계학적으로 유의성은 적으나 사회적 책임감이 높은 시험구의 경우 제재조치에 대한 위 협적인 Information에 대한 반작용이 컸으나, 사회적인 책임감이 높은 실험 구의 경우 제재조치에 대한 위협적인 Information이 효과적인 결과를 볼 때, 이용자의 바람직한 행동의지에 역으로 작용하는 Communication정책에 대한 체계적인 연구가 요구된다.

  • The construction safety policy of Korea requires safety reviews at design stages, which affect the perceptions and attitudes of the workers toward safety. Despite this heightened social interest in safety, there is no related research in the field of landscape architecture. This study entails a review of the status of landscape construction accidents in Korea and an assessment of landscape engineers' perception of construction safety climate and safety behaviors. A survey of landscape constructors and designers was performed, and the obtained data were statistically analyzed. The results indicate the following: (1) More than half of the accidents which are registered in CSI occurred in apartment houses ordered by the private sector in the type of facility and planting works in the landscaping process; (2) Landscape designers were better aware of safety than landscape constructors. Among them, safety attitude, work risk, work participation, and work pressure were statistically significant; Apart from the statistical significance, landscape designers recognized the importance of safety highly but they tended to have a relatively low perception of specific safety behaviors. (3) Lastly, landscape constructors attributed less importance to safety review during the design stage compared to other items.

A Study on the Progression of Fire Control Policies in Joseon Dynasty - Regal & Administrative System, Planning Tools, Works and Facilities - (조선시대 금화시책(禁火施策)의 전개과정에 관한 연구 - 금화정책, 금화계획, 금화사업, 금화시설을 중심으로 -)

  • The cities of Joseon dynasty had weak structure against fire. Fires have resulted in damage on property and life. But they gave a chance to development various policies, planning tools, techniques and facilities for minimizing the damages of fire. This study aims to understand the progression of fire control policy in Joseon dynasty. Fire control policies can be divided into four categories ; fire prevention, prohibition of fire spreading, fire extinguishing and rescue system. The progression of fire control policies can be divided into three steps. In the first step, from Taejong to Moonjong, various policy, such as regal & administrative system, planning tools, fire control works & appliances have been built and executed. In the second step, from Danjong to Hyunjong, fire control work have taken the central place of fire control policy. In the third step, from Sookjong to Sunjong, development of fire control appliances have taken the central place of fire control policy.
