Human Rights-based Approach toward International Development Cooperation and Canada's ODA Accountability Act (국제개발협력의 인권적 접근과 캐나다 ODA책무법)

  • Canada became the first OECD/DAC member state that legislated the ODA Accountability Act in 2008, which prescribe Canada ODA policies to meet the guidelines and norms of international human rights while other OECD/DAC member states was just emphasizing the importance of abiding by the international human rights norms. Paying attention to the Canadian case, this article critically examines under what structural environments and process this Act was passed. This article argues that the legislation of the ODA Accountability Act is closely related with Canada's international position as middle power and diplomatic strategies. Bring up the human security issues as a niche market, Canada demonstrates the characteristics of middle power state by emphasizing human rights agenda as new foreign policy strategies. Reflecting on the negative outcomes from neoliberal aid policy of structural adjustment and promoting the new aid norms in post cold war era would also help foster the enabling environment for the value-oriented aid policies and enactment of the Accountability Act. Civil society organizations were also playing catalyst role in constructing Canada's state identity of human rights defender.

  • This research aimed at investigating policy change process of after school contracting out and suggesting future alternative. Also, this research conducted a literature search for the research data related to policy and related regulations. As the result of investigation, the Ministry of Education established management plan for after school, however there have been changes in policy, e.g. contracting out was executed from 2004 to 2008 upon autonomy of unit school through school steering committee deliberation(consultation), while standardized procedure was conducted, which was suggested in 'After school operation guideline', produced in cooperation between the Ministry of Education and municipal ministry of education from 2008 to 2015, while since 2016, contract law should be applied when after school contracting out is adopted. Policy change since 2016 is based on the legal necessity that contract law should be followed as the contract size of after school contracting out has become larger along with necessity of clarity of after school contracting out. Nevertheless, there's a worry that quality of after school education could be degraded due to lowest price bidding. The government suggested an alternative to prevent excessive price competition by paying a regular rate of basic price as personnel expenses, however this research suggested a plan to enact an ordinance in regard of specialty of after school educational activities and cities and provinces as the fundamental solution plan.

  • Both of district heating(DH) system and natural gas(NG) supply system have benefits in clean energy supply and having energy efficiency and savings. The issue of duplicate investment and supply requirement of only for cook occur several conflicts such as destruction of the Beneficiary Pays Principle and Cross Subsidization, etc. Under the circumstance, the purposes of this research are to consider several issues of cross subsidization in NG and DH industries and to present the following alternatives for resolving related problems. First of all, a charging mechanism in the energy cost must be improved so as to maintain the positive relation between cost and benefit. That is, the beneficiary-pay principle must be strictly applied. Secondly, the extended supply of DH through HOB(Heat Only Boiler) must be strictly limited. Finally, we need to improve efficiency for the benefit of market participants.

  • This study aims to provide enhanced management strategies for information disclosure deliberative committees in the Government 3.0 era. It confirms that there has been no progress on the committees' management since the implementation of the Government 3.0 policies. On the contrary, certain retrogression aspect on the committees have been discussed. The study suggests the four alternative strategies as follows: First, the committees should be held regularly and exercise their authority for referring to discussion. Second, it must be configured that outside committee members are more than internal committee members. Also, there should not be any restriction so that external members can be a chairman. Third, the committee meetings should be in the face-to-face form in principle. The documentary deliberation could only be allowed if issues are repeated and they are similar. For this type of deliberation, the procedure and schedule should be established and complied to. Fourth, for the effective operation of the information disclosure system, department and staffing in charge are required.

  • The accountability of cloud service which provides the cloud users with accountable services applies various technologies such as the compliance of service policy, monitoring and auditing, logging, and others. It ultimately intends to provide trustworthy cloud service by determining who is accountable for various problems happened during data processing and service offering. In this paper, we propose a cloud ecosystem formed from the chain of content and DRM Cloud service in order to offer secure and trust DRM cloud service when providing high value-added content service. Besides this, we analyse the requirements of cloud services for content owners and users and then propose some logging information to be recorded for trace of accountability and a structure of tool for monitoring.

The Effects of the Previous Corporate Internal Reservation on the Current Dividend Rate - Using LEV as a moderating variable & Verification through DRF & GBM model (법인의 전기 사내유보가 당기 배당률에 미치는 영향 부채비율의 조절변수 효과 및 DRF & GBM 모델을 통한 검증)

  • This article has tried to analyse the effect of the corporate earning return tax empirically through analysis on the impact of previous internal reservation on the dividends rate of the current year. In addition to this, this article has tried to the effectiveness of government policies with leverage ratio as a moderating variable. Moreover, DRF and GBM model were used to see the effect again. As a result of the actual proof analysis, OCF, ROE, FOR have a significance level of 99% in model1, model2, model3. However, ADV and MSE has appeared not to be meaningful in all models. In the result of DRF and GBM model for convergence was higher than GBM in depth and leaves. However, when it comes to a model explaining capability, GBM high than DRF. The further study will be required to examine the effect of government policy by time series analysis in the period of enforcement of the reflux tax, from 2015 to 2017.

  • The purpose of this paper is to analyze the effect of corporation internal reservation on R&D investment. It is to find how much effect the reflux tax has achieved through empirical analysis. In addition, education training expense was taken as a moderating variable to find the effectiveness of government policy. Furthermore, the study looked through the effect once again by using GMB model. According to the result counted by regression analysis, it could be concluded that the effect of both moderation and intervention had a significant effect and the variable of interest cost and welfare & benefit cost in model 1, 2 and 3 had a meaningful impact at the level of 99%. On the other hand, the previous corporate internal reservation failed to show any significant result in all types of models. Even in GBM model of convergence level applied to additional analysis, similar results came out.

Household's Willingness to Pay for Piped Water Quality Improvement in Wonju (원주시 가구의 상수도 수질개선에 대한 지불의사액 추정)

  • This paper attempts to examine household's willingness to pay (WTP) for piped water quality improvement in Wonju, where the local government are planning to implement a piped water quality improvement program. We apply a contingent valuation (CV) method to obtain at least a preliminary evaluation of the WTP. The CV survey was rigorously designed to comply with the guidelines for best-practiced CV studies. We surveyed a randomly selected sample of 250 households in Wonju and asked respondents questions in person-to-person interviews about how much they would be willing to pay for the program. Respondents overall accepted the contingent market and were willing to contribute a significant amount (1,583 to 2,776 won), on average, per household per month. This willingness varies according to individual characteristics such as sex, education level, and income. The aggregate value of the program in Wonju amounts to approximately 1.99 billion won to 3.49 billion won per year. The household values can be the benefits that ensue from the program and compared with the costs of the program to determine whether the program is economically desirable.

  • The launching of the Taepo-dong 1 on 31 August 1998 by the North Korea was the first case where the diplomatic protests was made against the flight, the purpose of which, the launching State claimed, consisted in space exploration and use. It is the principle regarding the freedom of space exploration and use, as included in the international treaty, that is relevant in applying the various rules and in defining the legal status of the flight. Its legal status, however, was not actually taken into account, as political negotiations leading to the test moratorium has been successful until present day in freezing the political crisis. This implies that the rules of the law lack the validity and logic sufficient in dictating the conduct of the States. This case shows that, in effect, it is not the rule but the politics that is to govern the status of the flight.

A Comparative Study on Dispute Settlement Mechanism between The Korea - US FTA and The WTO (한미 FTA 및 WTO 분쟁해결제도 비교고찰)

  • Currently the nations which join the WTO shall observe understanding on rules and procedures governing the settlement of disputes in WTO agreement. In addition this agreement provides it will be able to apply dispute settlement mechanism of the WTO. Korea and the United States are accomplishing an important role as the core members of the WTO. Regardless of this, The Korea - US FTA is providing a separate dispute settlement system. This paper pursues a comparative analysis concerning rules and procedures of dispute settlement between The Korea - US FTA and the WTO, and furthermore derives problems from the viewpoint of effectiveness, and suggests alternatives and implications in view of trade policy. I hope this study contributes to setting-up and development of national trade policy and is applied to FTA negotiation hereafter.
