Sejong, Korea's special multifunctional administrative city, was created as a national project to relocated government ministries, the aim being to pursue more balanced regional economic development and boost national competitiveness. During the second phase development will focus on mitigating the challenges raised due to the increasing population and urbanization development. All of infrastructure, apartments, houses, private buildings, commercial structures, public buildings, citizens are producing more and more complex data. To face these challenges, Sejong city governments and policy maker recognizes the opportunity to ensure more enriched lives for citizen with data-driven city management, and effectively exploring how to use existing data to improve policy services and a more sustainable economic policy to enhance sustainable city management. As a city government is a complex decision making system, the analysis of astounding increase in city dada is valuable to gain insight in the affecting traffic flow. To support the requirement specification and management of government policy making, the graphic representation of information and data should be provide a different approach in the intuitive way. With in context, this paper outlines the design of interactive, web-based dashboard which provides data visualization regarding better policy making and risk management.

Enterprises accomplish their missions through obtaining and managing information. The unintended disclose of enterprises' sensitive information causes serious damage to enterprises, resulting in disruptive management. The purpose of this study is to propose established factors and a model of collection development policies for the libraries of theological universities in Korea. To achieve purpose of the study, we analyzed of elements and details of collection development policies at libraries of theological universities in overseas. The study then conducted a survey to understand the current status of collection development policies at libraries of theological universities in Korea. Based on the above results, reflecting both the external and the internal factors, the investigator presented a model of collection development policies by identifying seven elements that should be included when developing the policy: prefaces, collection selection, collection gathering, budget, collection maintenance, mutual cooperation and intellectual freedom, and revision of collection development policies.

Recently, in South Korea, security management has been strengthened, but there have been an increasing number of cases where the main infrastructure of the country is hacked in the cyber space. South Korea is equipped with sophisticated information and communication technologies, such as Internet, but is threatened by cyber terrorism of North Korea and terrorist organizations. Nevertheless, there is a limit to how to develop a policy and strategic plan for the country, which is related to domestic terrorism and lacks legal and regulatory facilities, and therefore, in this study, proposed suggestions for building adaptive and efficient policy formulation. Based on the theoretical analysis framework of the Strategic Plan for achieving the objectives of the research, we compared the UK 's security strategy with the national security policy of the domestic government. As a result, several problems were derived: First, the domestic security strategy did not take into account the external environment. Secondly, lack of coordination with domestic cyber security goals setting and strategy is causing ambiguity and confusion. Third, the detailed plan of implementation of national security in each province is designed to ensure that there is a possibility that a mixed side effect between ministries and agencies will arise. Fourth, it was found that there was a limit to prepare the evaluation standards for the evaluation and return of domestic security policies in the country. Therefore, in order to establish a policy for the response of domestic cyber terrorism, we set up a vision from long-term perspectives and concrete targets based on the strategic approach of the security policy, It is necessary to present an assignment and formulate an efficient execution plan. It is necessary to maintain and improve the domestic safeguards in order to be able to complement the problems through evaluation and feedback.

It has been widely accepted that the environment is an important determining factor of human health. Appreciating the relationship between the environment and human health, Korean government has begun to deal with issues of environmental health. The government proclaimed the year of 2006 to be the first year of Environmental Health and established "The Environmental Health Plan for the next 10 Year". In order to achieve the goals in the plan, there are necessary considerations such as support systems for environment health related research, investigation, law, institution, administration, and so forth. This study suggests basic principles required to establish a legal regime of environmental health which is to implement the environmental health policies in Korea. Several cases of foreign legislation and policy relevant to environmental health are reviewed. Also, existing related legal system in Korea are analysed considering legal and institutional elements for establishing an effective environmental health policy. The main purpose of amending legal system related environmental health is to protect both public health and the soundness of ecosystem. To reach the goals effectively, the concept of 'environmental health' should be clearly established and presented. In addition, an advanced prevention system, including investigation and prevention of the cause of environmental diseases and risk assessment based on the precautionary principle, are substantial in the environmental health legislation. Also the environmental health law should guarantee public participation in decision making as well as the first consideration of susceptible or vulnerable population. This study concludes that the expected legislation related to environmental health should be a nonnative instrument not only for integrating each environmental protection scheme but also for establishing and implementing the policy.

Concerns on the air pollution problem caused by ambient fine particles have become a big social issue in Korea. Important factors that should be addressed to develop effective and efficient air quality management policy, especially, against fine particles are discussed and research and policy directions to address these factors are suggested. It is suggested that two factors are in high priority; one is scientific understanding of the major formation mechanisms of fine particles and the other is the process of policy decision and implementation. For the scientific understanding, smog chamber measurement, intensive field study, and chemical transport model development that can simulate the characteristics of Northeast Asia are considered to be important. For the policy directions, priority setting of the proposed policies and development and implement of effective communication sytem are considered to be important.

Korean government has implemented various construction technology policies to attain competitiveness. However, there have not been interested in appropriate objectives and performance evaluation of the policy implementation. Previous evaluation included only inputs during implementation process not outputs or outcomes. Therefore, this paper performs performance evaluations on 3rd general plans for construction technology that had been implemented from 2003 to 2007 by government. This analyzes both quantitative and qualitative results. The results tell us that clear and appropriate objectives and evaluation methodology should be established for effective performance evaluation. This paper will provide the basis for establishing future construction policies or plans.
