Throughout intensive negotiations on the KORUS FTA and even after its ratification on March 15, 2012, ISD (Investor-State Dispute Settlement) has been at the center of many controversies within the FTA. Although the original function of the ISD is intended to be a protectional measure for foreign investors, there have been many foreign investors who tried to use the ISD as a tool to attack a government and nullify the public policy demanding tremendous amount of compensation. Many of the NAFTA ISD cases including Ehtyl v. Canada and UPS v. Canada demonstrate such a behavior by foreign investors. It is the right time for Korean government to conduct in depth studies on NAFTA ISD cases because the precedents provide invaluable insights including the legal reasoning by the decision making authorities including ICSID and UNCITRAL. The lessons we would learn from those cases would prepare Korean government for expected ISD claims by foreign investors and enable the government to maximize its efficiency in policy making process under a new international trade environment, the KORUS FTA.

본 연구는 대표적인 지식기반산업인 생명의료산업클러스터인 첨단의료복합단지 조성정책의 형성과정을 분석하고자 한다. 첨단의료복합단지는 미래첨단산업육성정책, 국가산업진흥정책 그리고 지역균형발전정책이 첨예하게 대립했던 첨단의료산업 발전정책과 그 산물로서 2005년부터 시작한 첨단의료복합단지의 건립과정에 대한 경과를 분석하여 그 과정, 절차 그리고 결과를 분석해 보고자 한다. 첨단의료복합단지를 둘러싼 정책형성과정에 대한 분석은 단지 하나의 이벤트나 사건으로 머물지 않고 우리나라의 미래첨단산업정책, 국가신성장동력육성정책, 및 지역균형발전정책 등과 밀접히 관련되어 있다는 데 그 의의를 두고자 한다. 분석결과 첨단 의료산업분야의 정책형성 과정은 여러 정책행위자들이 간여하였다. 특히 해당 정책형성과정은 경제발전과정에서 보여준 한국 산업정책 고유특성이 반영된 합리적 행위자로서의 정부역할이 강하게 나타났다. 아울러 분석결과 다양한 정책행위자의 역동적인 역할이 정책형성의 여러 지점에 반영되었다는 점을 조명하였다.

경제의 글로벌화로 앞으로 시장범위가 전세계로 점점 확대되는 상황하에서 소위 시장경제의 파수꾼으로서 경쟁촉진과 함께 시장질서를 확립하고 소비자이익을 증진시키고자 하는 목적 달성을 충분히 해내기 위해서는 현재의 조직과 인력으로는 어느 정도 한계가 있을 것으로 생각된다. 물론, 정책개발이나 제도의 개선, 조직의 효율화나 각종 조사 및 사건처리기법의 개발 등을 통해 장차 이런 요구에 부응해 나갈 수도 있겠으나, 당장은 공정위의 업무내용에 걸맞게 질적으로나 양적으로 우수하고 전문적인 인력의 확보는 물론 조직의 확대$\cdot$정비가 필요하다고 본다.

최근 학교폭력 및 묻지마 범죄가 꾸준히 증가추세에 있다. 2011년 12월 학교폭력에 의한 대구중학생 자살사건, 2010년 2월 김길태 사건과 6월 김수철 사건, 2016년 5월 강남역 노래방 살인사건과 6월 섬마을 여교사 사건 등 사회적 약자인 소년, 여성 대상범죄 및 묻지마 범죄가 사회문제로 대두되고 있다. 이에 따라 범죄예방 도구이자 전략으로써 CPTED가 하나의 대안으로 부각되고 있다. 국토교통부는 건축물, 건축설비 및 대지에 관한 범죄예방 기준인 '범죄예방 건축기준 고시'를 2015년부터 시행하고 있는데 적용대상 건물 등은 이 기준에 따라 설계하고 건축해야 한다. 현대 위험사회에서 강력범죄 및 경범죄의 사전예방을 위해서는 사회 안전시스템 구축이 요구되며 그 대안으로 환경설계를 통해 범행기회를 심리적, 물리적으로 차단하는 정책을 모색함으로써 환경범죄학 입장에서 범죄예방에 접근할 필요가 있다.

This paper examines the relationship between the real estate policies of Korean government and the stock market of Korea. It is the purpose of this paper whether the government policies are effective or not when the Korean government release new real estate policies outlining higher taxes and more housing supply as part of its plan to suppress speculation. This paper studies the properties of daily stock returns of the construction sector in Korea securities market when the government announcements of the real estate policies are released. On the demand side, multiple home owners and those purchasing property for speculative purposes are expected to be hit the hardest If the government policies are effective. The empirical results of this paper show that most of the cumulative abnormal returns(CARs) are statistically significant from the year 2002 to the year 2006 except the year 2004.

Traffic safety policies have been established and carried out every five years according to the Traffic Safety Act. In addition to policies that are planned and carried out in the long run, there are also policies established to prevent the recurrence of various social issues and accidents. Citizens' participation in administrative affairs has recently seized the spotlight, and has become an efficient means of realizing administrative democracy. Based on big data analysis, this study aims to present how the "Kim Min-sik Case," which recently brought to the fore a social issue of strengthening laws on child school zones, has realized administrative democracy and contributed to legislation due to the emergence of the online platform called "national petition." Policy changes according to the cycle of issues are divided according to time series classification and what contents are devised in each section through text mining analysis. In this regard, the results of this study are expected to provide useful theoretical and practical implications for researchers and policymakers by presenting policy implications that it is important to prepare practical and realistic alternatives in solving policy problems.

본 논문에서는 귀가길 여성 및 치매노인 보호와 미아장비를 위한 정책을 제안한다. 이 정책은 GPS기능을 가진 작은 칩을 사용자가 원하는 어느 물체에든 부착하여 사용자가 원하는 시간대에 작동하며, 자신의 위치를 집이나 핸드폰에서 확인이 가능하고 유사시 정보를 보내어 가까운 공공기관(경찰서 및 소방서)에서 집으로 귀가하는 그 시간까지 체크가 가능한 시스템이다. SOS브로치는 늘어나는 아동 범죄와 귀가길 여성을 대상으로 하는 범죄 예방 및 치매노인을 대상으로 한 실종 사건 등 각종 사건 사고발생시 빠른 대처와 예방을 위하여 고안되었다.

본 연구는 (s, S) 재고시스템의 최적 재고정책을 수립하는 문제를 시뮬레이션을 통하여 분석하고자 한다. 이러한 목적으로 재고관리비용에 대한 파라미터 (s, S)의 민감도를 퍼터베이션 분석법으로 구하고 확률 최적화 기법을 적용하여 단위 기간에 평균 재고관리비용을 최적으로 하는 재고정책을 발견하였다. 민감도의 추정에는 IPA법과 SPA법을 표본경로의 주문 사건 변동에 따라 조건적으로 결합하여 사용하였다. 시뮬레이션 결과 s와 S의 최적정책 추정치를 상당히 정확한 값으로 얻었으며 이러한 결과는 보다 일반적인 재고관리 문제의 분석에 도움을 줄 것으로 기대한다.
