컴퓨터 시스템에 대한 해킹, 바이러스, 인터넷-웜 등을 이용한 사이버 공격의 급속한 증가는 사이버 공격 정보를 수집 분석하여 대응하는 사이버공격대응시스템에 대한 연구를 촉진하였다. 현재 사이버공격대응시스템의 구성 요소 중 사이버 공격 정보를 종합하여 분석하는 분석센터와 분산되어 있는 침입탐지 센서들 사이의 침입 정보교환 표준은 IETF IDMEF로 표준화되고 있으나, 분석센터의 공격 분석 결과를 바탕으로 계속되는 공격을 차단하기 위해 침입차단시스템에 새로운 보안 정책을 교환하는 방법에는 상용 제품들이 사이의 상호 연동 인증에 사용되는 OPSEC 등이 존재하지만 아직 많은 연구가 이루어지지 않고 있다. 본 논문에서는 분석센터가 침입차단시스템에 새로운 보안 정책을 하달하고, 침입차단시스템에서 보안 정책을 집행하는 데 일관된 방법을 사용할 수 있도록 신뢰관리시스템을 사이버공격대응시스템에 적용하는 방안을 제시하고 이를 기존 방법들과 비교 분석한다.

This paper is concerned on the reality and the effected factors to the help for the victims of crime in the police. In our society the related enacted law and polices for the victim of crime have been practiced, but it was not easy to be helped or supported in some ways. On the contrary the victims have been used as tool of investigation or just the sources of witness on the crime. These days the issue of the victims of crime is one of the most concerned matters to the public, and it turns to on of core issues in the law enforcement community. According to the filed survey for the study, the female and higher level or longer careers than the male and lower level or shorter careers in the police are more positive on the help for the victims of crime. But if the members in the law enforcement community would be trained up with the organized program to fulfill their duties, they could be in positive on the help for the victimes of crime.

Local governments need to be prepared for emergency response in order to minimize damages caused by disasters, such as typhoon and chemical incidents. In this study, we have researched and analyzed current emergency preparedness status of Korea's local governments by studying laws and policies, and interviewing emergency managers. We have introduced policies to enhance emergency preparedness capabilities of United States' local governments. These policies could be useful for Korean government in developing policies to build up emergency response capabilities of Korea's local governments.

Very various intrusion by development of systems that is based on network is spread. To detect and respond this intrusion, security solutions such as firewall or IDS are bringing and management of security system that load these becomes more harder. Moreover, because environment of systems that require security is various, hard to manage establishing suitable security policy Therefore, need model about enterprise management of various security system and intrusion detection of each systems and response. In this paper, improve PBNM structure that manage wide network resources and presented suitable model in intrusion detection and response of security system. Also, designed policy-based enterprise security management system for effective intrusion detection and response by applying presented model to enterprise security management system.

This paper attempts to explain the energy policy to respond to climate change that is debated in recent years. Especially by the case of Germany among the developed countries, the study investigates the direction, strategy and measure of energy policy which are implemented at the national level. The Energy policy of Germany revealed through this study will provide implications for the establishment and propulsion of the energy policy trying to overcome the crisis of energy resources and reduce greenhouse gas emissions in Korea. Firstly, this study reviews the major goal of German government's recent energy policy, and secondly discusses the various strategies and means of policy to achieve the main directions of Germany's energy policy.

본 논문에서는 네트워크 기반의 침입 탐지 및 대응을 위한 정책 기반 망 관리 (NS-PBNM : Network Security Policy Based Network Management)에 핵심 정책 정보 모델 (PCIM :Policy Core Information Model) 을 적용하는 시스템 구현 방안을 제시한다. 이 시스템은 여러 장치를 유연성 있게 통합적으로 관리판다는 정책 기반 망 관리의 목적뿐만 아니라, 정책을 표현, 관리, 공유 및 재사용 하는데 있어 호환성 및 확장성을 확보한다는 PCIM의 목적을 동시에 달성한다. 먼저 NS-PBNM의 구조를 제시하고 이 구조를 기반으로 PCIM을 적용하는 방안을 제시한다. PCIM은 네트워크 침입 탐지 및 대응이라는 기능을 수행하는데 있어 네트워크 보안 정책 정보 모델로 확장된 후, 정책 서버의 정책 관리 도구와 정책 저장소의 구조를 결정한다.

This article examines the issues around the coming age of artificial intelligence and the 4th industrial revolution. First, this articles addresses the changes we will encounter with the advance of innovative technologies. Changes in future jobs, education, travel and other lifestyle issues are discussed and responses of a few countries(governments) regarding preparations for such future changes are illustrated. To sum up, three dimensions - sustainable technology development, legal and policy-related establishments, and consensus building among the public - are identified as areas to focus on for the future. Particularly, it is advised that the Korean government apply and utilize new technologies to solve public issues and problems, particularly the newly-emerging "urban renewal" and "smart city" issues.

At the turn of the century, social policy in both developed and developing countries confronts new challenges and risks caused by the multiple crises in finance, food, energy and climate change. Changes in the structures of risks are particularly significant. In addition, the global economic crisis starting in 2008 has provided a new context of the global political economy. Both developed and developing countries have responded to these new challenges and risks differently. What risks do these responses aim to address? How can these responses address these risks? Can these diverse responses offer lessons for lower income economies attempting to address social development challenges alongside economic growth in the globalised and increasingly uncertain 21st century context? This paper aims to provide a critical review of the new trends, phenomena or directions of social policy discourse and practice to respond to the new risks in the context of development. Explaining the nature and forms of new challenges and risks and pointing out the potentials and limitations of social policy discourse, it introduces the key points of the previous research we have to keep in mind in formulating alternative social policy approaches. General principles and core elements of social policy in addressing new challenges and risks in the $21^{st}$ century, which are particularly visible in social policy reforms in emerging economies, are highlighted as a conclusion.
