한국주택협회에서 지난 1월 10일, 대통령직 인수위원회에 "주택 시장 정상적 작동을 위한 정책 과제" 108건을 건의했다. 거래 활성화를 통한 주택 시장 안정을 주요 골자로 한 건의 내용을 살펴보자.

전자상거래가 시간적·공간적 제약을 극복한 새로운 경제거래 양식으로 부각되고 그 거래규모와 중요성이 급속히 확대되고 있다. 이에 따라 세계 각 국은 기업경쟁력 및 국가경쟁력 강화를 위한 핵심수단으로 전자상거래를 인식하고 전자상거래의 활성화 정책을 추진하고 있다. 한편 우리나라도 향후 산업 및 국제 경쟁력을 강화시키기 위하여 2000년 2월 전자상거래 활성화 종합 대책을 발표하고 전자상거래 확산에 정책적 노력을 기울이고 있다. 만일 정부의 정책의도대로 전자상거래가 발전된다면 우리나라는 수년이내 전자상거래의 선진국 대열에 들어설 것으로 보이나 이에 앞서 해결해야 할 많은 문제점들이 현존해 있다. 따라서 본고에서는 먼저 전자상거래의 주요 정책을 분석한 후 다음으로 전자상거래의 발전을 위한 주요 이슈들을 도출해 보았다.

지역 불균형문제 해소를 위하여 각 지자체에서는 다양한 정책을 수립하고 있으며, 그 대표적 사례로 지역관광 활성화전략을 들 수 있다. 다양한 지역관광활성화전략이 대두되고 있으나 대부분 점형관광전략이 지역관광 개발의 주를 이루고 있으며, 이는 통과형 관광을 유발하여 지역소득 증대에 큰 기여를 하지 못한다는 평가를 받고 있다. 이에 본 연구에서는 지역이 가진 자원을 다양하게 연계하여 잠재적 관광자원을 활성화할 수 있는 관광네트워크를 구축하였으며, 이를 바탕으로 체류형 관광을 설계함으로써 관광정책이 지역경제에 기여할 수 있는 기틀을 마련하였다.

중국은 우리나라의 최대 수출입 무역국가로써 우리나라 경제에 매우 중요한 위치에 있다. 특히 동북3성을 기점으로 물류는 지리적, 정치적, 문화적인 중요성을 가지고 있어 국익의 관점에서 물류 활성화는 필수적인 요소로써 연구가 필요하다. 본 연구는 동북3성을 기점으로하는 해상물류에 영향을 미치는 요인을 분석하고 활성화를 위한 정책적 제언을 하였다.

The primary purpose of the present study is two-fold: i) to analyze the level of understanding and perception of stakeholders on the dissemination policy of digital geographic information and ii) to explore the policy direction to enhance the user accessibility based upon stakeholder analysis. The study is composed of descriptive analysis with extensive literature review and empirical analysis. The empirical analysis employs qualitative method as well as quantitative one, articulating perception of stakeholders in a comparative manner and suggesting policy directions. Based on the interview and the survey results, the study proposes the overall directions of dissemination policy to facilitate the efficient use of digital geographic information.

정부는 그동안 항공정책을 수립하고 시행함에 있어서 '항공운송'과 같은 경쟁력 있는 부문만을 특정하여 중장기적인 발전전략을 수립하여 온 것이 사실이다. 지방공항은 처음부터 물적, 인적 자원을 수송하는 규모나 주변 환경여건에 있어 국제공항을 따라갈 수 없는 일정한 한계를 가지고 있다. 지방공항의 적자문제를 국제공항의 목표치에 두는 것 자체가 이치에 맞지 않기 때문이다. 그러므로 지방공항은 국제공항과는 다른 관점의 항공 정책이 절대적으로 필요하다. 국가전체의 운송기능 향상을 위한 종합적인 대책도 지방 공항에 적용할 필요가 있지만 지방 공항 고유의 지방자치단체와의 협력을 통한 특색 있는 공항 역할을 재정립하는 것도 필요한 것이다. 한편 항공 스포츠의 역사는 60여년에 이르고 있으나 정부 관련기관의 관심 부족과 활성화 하려는 의지부족으로 여전히 침체되어 있는 것이 사실이다. 그런데 본 연구에서 항공 스포츠의 특징상 공항과의 연계성을 검토하여 보니 상당히 긍정적인 Win-Win 전략이 될 수 있을 뿐 아니라 지방공항과 항공 스포츠 양자가 실제 활성화될 수 있는 공항정책이 구체화될 수 있음을 알게 되었다. 다만 항공 스포츠에도 종목이 다양하므로 지방공항의 특성상 적정한 스포츠 항목과의 연계가 요구된다. 그리하여 본 연구는 항공 스포츠를 활용한 지방공항 활성화 방안으로 항공 스포츠에 적합한 지방공항 요건을 접근성, 안전성, 편의성으로 나누어 검토하고 지방공항과 접목 가능한 항공 스포츠를 제시하고자 하는 가설을 설정하였다. 더 나아가 항공 스포츠를 통한 지방공항 활성화의 기대효과로서 지방공항의 활성화, 지방연계산업의 활성화, 지방공항의 발전 가능성에 대한 가설을 설정하였다. 본 논문은 지방공항 활성화를 위한 전략체계를 항공스포츠 동호인 즉 조종자들의 기지선택 요인을 중심으로 실증분석을 통하여 정리하였고, 일반인들의 인식과 전문가 의견을 토대로 지방공항의 활성화를 위하여 항공스포츠와 전략적 제휴를 하고자 할 경우 관련기관들이 고려할 부분과 운영체계 개선방안을 제시함으로써 구체적인 정책적 제언이 될 수 있도록 하였다.

Recognizing the contemporary critical situation of local newspapers in Korea, the present study purposed to consider plans to overcome such a crisis from various aspects and examine the possibility to implement the plans. Specific research question was plans to promote local newspapers on political and legislative dimension. The result of this study proved that the issue of activating local press must be discussed basically in conjunction with the implications and functions of power decentralization. This study also considered the opinion that so-called structural problems, which cannot be tackled by local newspaper, must be intervened in by the government on the dimension of promoting local newspapers politically and legislatively. In particular, the meaning of this study lies in that it was focused on supporting methods to prepare a bill for the special law of local newspaper promotion support, and proposed specific and practical plans.

This study examines the logistics policy and system to activate the air freight known shipper system in Korea in order to suggest how to use the system necessary to convert and expand common shippers into known shippers. Even though "The Act on Aviation Safety and Security" and "Air Freight Security Criteria for Known Shippers" were revised in 2012 and 2011 each, the purpose was to regulate procedures to control aviation safety and security and air also freight security, so it does not include any measures to activate the known shipper system. Therefore, to activate the known shipper system, this study suggests measures to use the logistics security support system of "The Fundamental Law on Logistics Policy" revised in 2012, the logistics cooperation system, and consulting support as well.

This study show that the policy direction to invigorate smart education for special education based on the view of parents of students with disability through AHP methodology. The result show that development of smart contents, supporting infrastructure, supporting teaching and learning, arrangement for legal basis and building smart education network are relatively important policy ordered by weights. The analysis of weights of sub-factors indicates that various smart contents development considering inability characteristics, the developments of smart devices considering accessibility and preparing legal basis for financial support are important to invigorate smart education for special students ordered by weights.

디지털뉴미디어포럼이 부산광역시, 유비쿼터스 누리사업단과 공동으로 주최하는‘유비쿼터스시대 디지털뉴미디어와 디지털콘텐츠’가 지난달 14일 부산 벡스코에서 열렸다. 이 날 컨퍼런스에선 서병문 한국문화콘텐츠진흥원 원장과 안종배 한세대 미디어영상학부 교수가 각각‘유비쿼터스시대 디지털콘텐츠의 변화와 활성화 정책’과 ‘유비쿼터스 미디어와 방송콘텐츠의 변화와 활성화 정책’을 주제로 기조강연하고 이시혁 티유미디어, 조한신 KTF 상무, 한창완 세종대 애니메이션학과 교수 등이 유비쿼터스시대 콘텐츠 정책 등에 대해 발표했다. 포럼은 컨퍼런스에서 제안된 발제와 토론 결과를 디지털뉴미디어포럼 소속 국회의원들의 정책 제언과 입법 활동에 반영할 계획이다.
