The Marine Tourism Co-Development of the South-North Korea and Policy Support Devices (남북한 공동 해양관광개발의 방향과 정책지원 방안)

  • North Korea is hoping get more international aids and cooperations with facing serious difficulties in the domestic economies, but it is expected to be hard to induce foreign direct investments due to the lots of existing negative factors in the credibility, profitability, bad images, and so on. On the other hand, in South Korea, the demands of the places and facilities for the leisure & tourism have been skyrocketed with the fast economic growth during the last three decades, especially in marine tourism As the Korea peninsula is surrounded with sea in three sides, North and South Korea must utilize these area qualitatively and quantitatively for advance of entire cooperation. The cooperation through sea has some restraint factors. They may occur unexpected conflict and need enormous infrastructure investment for the further cooperation. In the other side, it has some advantages such as, it can avoid direct contact between both people for North government. Even though inter-Korean relationship is facing temporary cooling time recently, The marine tourism co-development of the South-North Korea is a potential and important factor for enhancement of the reconciliation and cooperation. Furthermore, it can achieve unification of two Koreas. This study reviews many factors and suggests marine policy Support devices for The marine tourism co-development between South-North Korea.

A Study on the Causalities Among GDP, Electric Consumption, CO2 Emission and Environmental Regulation in Korea (한국의 경제성장, 전력소비량, 이산화탄소 배출량 및 환경규제 간 인과관계 분석)

  • The rapid climate change is strengthening carbon emissions regulations internationally. Korea is strongly pressed to accept the obligation to reduce greenhouse gases as one of the United Nations Framework Convention on Climate Change. This article analyzed the Granger causalities among environmental regulation, economic growth, electricity consumption, and CO2 emission in Korea, using unit root test, cointegration test, and vector error correction model. As the results, environmental regulation has shown the bidirectional causalities with electricity consumption and CO2 emission, while being unilaterally affected by economic growth in the long-run and strong relationship. Economic growth has affected electricity consumption, CO2 emission, and environmental regulation in the long-run, in the complex structure of the unilateral and short-run causality with electricity consumption and the bidirectional causality with CO2 emission. The policy implications will be as follows: ① environmental regulation should induce sustainable growth through encouraging technological innovation relating to CO2 reduction and productivity enhancement. ② Responding to the international CO2 reduction regulation, the synthetic policy initiatives will be considered to make synergy effects among policies relating to economic growth, electricity consumption.

Design of a Radix-8/4/2 variable FFT processor for OFDM systems (OFDM 시스템을 위한 radix-8/4/2 가변 FFT 프로세서의 설계)

  • In this paper, we propose an efficient variable-length radix-8/4/2 FFT architecture for OFDM systems. The FFT processor is based on radix-8 FFT algorithm and also supports radix-4 or radix-2 FFT computation. We are using efficient "In-place" memory access method to maintain conflict-free data access and minimize memory size. Also we replace a very large lookup table with a twiddle factor generator which consumes less area then a ROM-based lookup table. The proposed FFT processor performs variable-length FFT including 64, 256, 512, 1024, 2048, 4096 and 8192 points which cover all the required FFT lengths used in 802.11a, 802.16a, DAB, DVB-T, VDSL and ADSL.

  • When a car accident happened, the accident vehicle should broadcast a safe message to its neighbors in multi-hop. However, the pure flooding is difficult to protect a chain-reaction collision because of the frequent collision and the communication delay. To solve this problem, we proposes a back-off algorithm applied to the estimation of the neighbor node count using the t-distribution. And we proposes a MAC protocol preventing the communication delay by separating the neighbor's count collection channel and data channel. As a result, we show the frame reception success rate of our protocol improved more 10% than the previous protocol.

ITS기반 도로교통 안전시스템 정착을 위한 아.태 지역의 공동 대응방안

  • 아시아의 도시교통사고는 빠른 인구증가와 경제성장으로 인한 자동차 보급 확대로 인해 OECD 국가에 비해 2${\sim}$3배 높은 수준으로 교통사고절감을 위한 대안 마련이 시급한 실정이다. 이에 본고에서는 ITS기반 도로교통 안전시스템의 정착을 통해서 아시아 도시의 공통된 교통안전문제를 해소하기 위한 공동대응방안을 제시하고 있다. 이를 요약하면, 첫째, 도로사고와 ITS관계를 규명하고 사고요인을 도로상에서 제거할 수 있는 ITS기술을 소개하였다. 교통사고원인의 95%가 운전자관련인자로 나타나 운전자관련 ITS요소기술(HMI 등)의 개발이 시급한 것으로 나타났다. 또한 현재 도로 안전분야에서 적용 가능한 실용기술로는 돌발상황관리시스템, 충돌경고시스템, 비상연락시스템, 단속시스템 등인 것으로 판단된다. 둘째, ITS기반 도로교통 안전시스템의 조기 정착을 위해서는 기존 조직 법 제도의 정비가 필요하다. 아시아 도시에서는 ITS 도입 초기 정부주도형으로 추진하는 것이 바람직한데, 이를 위해서는 정부조직 내 ITS 전담기구 (Headquarter)를 신설하고, 도로안전 ITS관련 법령 및 ITS Master Plan에 근거한 권한과 사업, 예산을 확보해야한다. 또한 인프라 및 ITS 구축 운영과 함께 RSA(Road Safety Audit)와 같은 선진안전제도 시스템을 벤치마킹하여 국내 현실에 맞도록 접목시켜 나가야한다. 셋째, 교통관제 (광역)정보센터, 버스센터, 구간속도단속 등 혁신적인 도로안전사업을 지속적으로 발굴 확충하여 노하우를 축적해야 한다. 넷째, 아시아 도시의 공통된 교통문제를 해소하기 위한 공동대응방안을 마련하기 위하여 각국의 노하우를 전파하고 공유하는 창구로 아시아 태평양지역 ITS포럼을 더욱 육성해야 하겠다.

  • FTA is the key post in international trade policy together with WTO. This paper studies the appraisal of bilateral Free Trade Association among Korea and Chile which has been started from April of last year. After FTA our actual results of export to Chile has been increased as forecasted but import from Chile hasn't increased as anxiety. Also Korea $\cdot$ Chile FTA gives us a political suggestion for propulsion of FTA with another countries hereafter.

  • In this paper, we suggest lattice based role graph security management model which changes security level in mandatory access control model as well as constraint and role hierarchy systematically in role base access control model. In this model, we solved privilege abuse of senior role that is role graph model's problem, and when produce conflict between privileges, we can keep integrity of information by reseting grade of subject through constraint. Also, we offer strong security function by doing to be controlled by subject's security level as well as privilege inheritance by role hierarchy, Finally, we present the role graph algorithms with logic to disallow roles that contain conflicting privileges.

  • Recently, techniques for detecting the movement of the object of energy saving, impact prevention, such as automatic door opening and closing has been applied to various fields. Doppler sensor does not receive a large impact on the environment, such as conventional infrared ray sensor, a problem with an ultrasonic sensor as a sensor which can compensate the temperature, noise, dust and so on. In this paper, when the object to be detected, the LED lamp is turned on 24 hours a Doppler sensor ON, if not switch to the OFF state, the illumination of the LED lamp has been developed for controlling the two-stage converter. Doppler sensor developed by applying the converter module and the power-saving control section leader and demonstrated the power savings.

  • Conflicts arise as a result of war in relation to government within the country, the status and role of the state. This paper attempts to analyze the changes in the form of war after the world war in 1945. These facts lead us to three important conclusions. First, only 18% of the wars that occurred after 1945 were national-to-national wars. Second, war will take place in all regions with certain rules in a similar fashion. The realist and neo-realist predictions were missed. Finally, the most important fact is that there was no war by the a great power.

Validation of Mid Air Collision Detection Model using Aviation Safety Data (항공안전 데이터를 이용한 항공기 공중충돌위험식별 모형 검증 및 고도화)

  • In case of South Korea, the airspace which airlines can operate is extremely limited due to the military operational area located within the Incheon flight information region. As a result, safety problems such as mid-air collision between aircraft or Traffic alert and Collision Avoidance System Resolution Advisory (TCAS RA) may occur with higher probability than in wider airspace. In order to prevent such safety problems, an mid-air collision risk detection model based on Detect-And-Avoid (DAA) well clear metrics is investigated. The model calculates the risk of mid-air collision between aircraft using aircraft trajectory data. In this paper, the practical use of DAA well clear metrics based model has been validated. Aviation safety data such as aviation safety mandatory report and Automatic Dependent Surveillance Broadcast is used to measure the performance of the model. The attributes of individual aircraft track data is analyzed to correct the threshold of each parameter of the model.
