The defense innovation 2020 advanced topics which have to establish robust milatary are based on archiving defense innovation by selecting twenty-one main topics and eighties' sub-topics whose topics focus on defense innovation and defense circumstance in 2020. Although defense innovation 2020 which is to be advanced with defense basic policy need to decision making, it is specified in programming step by merging budget with plan. If the Defense Ministry archives decision making from initial plan step, although it archives group decision making in programming step at present, it will archive efficient affair. This study archives a group decision making of defense innovation 2020 advanced topics which were published in the Defense Ministry by applying Analytic Hierarchy Process in plan step. In addition, if the weights of the main topics are equal, the sub topics analyze how to be changed throughout sensitivity analysis and suggest the topics' priority rank throughout group decision making.

As policy support for the modular construction method and measures to expand the market are being prepared, it is time to present and analyze clear tasks for activation. Therefore, this study aims to present core tasks for activating the modular construction method. The tasks were reviewed through analysis of existing research and supplemented through expert interviews to derive 30 core tasks. Following this, a questionnaire survey was conducted to analyze the important and urgent of these core tasks and to determine their priorities. The results of this study can contribute to a strategic approach for solving the core tasks necessary for revitalizing modular construction.

지난 70년대 두차례에 걸쳐 밀어닥친 에너지파동을 계기로 우리나라의 산업구조는 크게 달라지고 있으며 아직까지 지속되고 있는 중동정세의 퇴미로 국내외정세는 우리에게 커다란 시련을 안겨주고 있다. 에너지정책도 이와같은 정세를 반영해서 크게 변화하고 있다. 고도성장기에는 우선 무엇보다도 왕성한 전력수요에 대한 공합의세를 다해야하는 것이 전력정책의 최우선적인 과제였으며 이예따라 대규모의 전원개발이 계속 추진 되어왔던 것이다. 그러나 오늘날 전력사업의 경영과제는 전력수요의 정대에 따라 야기되고 있는 이른바 수요저성장사능에 어떻게 효율적으로 대처해 나가야만 할 것인가 하는데로 옮겨지고 있다. 이러한 소용돌이에서 보다 저렴하고 안정된 전력을 공급할 수 있도록 혁신적인 기술개발에 기대하지 않을 수 없다.

사료의 생산비를 절감하여 국제경쟁력을 높이고 결과적으로 축산물의 국제경쟁력을 높이는 것이 모든 정책 결정에 우선적으로 고려되어야 한다. 이를 위하여 행정 및 제도적으로는 사료용원료수입품목의 자유화, 곡류의 수입쿼터제 철폐, 국산곡류의 사료화지양, 사료원료 및 사료에 대한 세제 개선, 사료관리법개선 등의 조치가 취해져야 될 것인데 이러한 문제점들이 개선된다면 20-30$\%$의 사료의 가격경쟁력이 향상되리라고 기대된다. 사료공장의 입장에서 고려해야 할 과제들은 기술의 개선, Computer의 적극응용, 생산시설의 자동화, 생산품의 전문화, 유통질서의 확립 등을 들 수 있는데 이러한 과제들을 발전적으로 해결하므로써 생산비의 절감을 통한 국제경쟁력을 더욱 제고시킬 수 있을 것이다.

The aim of this study is to explore key strategy areas for academic library development planning in Korea. This study started with components of an academic library development plan that were identified in a literature review; those components included among others the major roles, functions, resources, and teaching and research support services of academic libraries. Upon interviewing library staff from 14 academic libraries, this study initially categorized those components into 4 overarching strategy areas and further subdivided them into 12 key components and 24 sub-components. That initial categorization was then reviewed by 6 scholars and practitioners, applying the analytic hierarchy process (AHP), by which this study analyzed the level of importance and priority of the strategy areas and various components. Based on the results, this study ultimately outlines 11 key components and 23 sub-components under the 4 strategy areas for academic libraries in Korea to take into consideration in their development planning.

The purpose of this study is to collect basic data for 'the development of welfare service customized for the elderly' and furthermore provide policy suggestions for enhance welfare services for them in communities, and therefore, understanding local seniors' entire life conditions and needs for welfare service, who live in Masanhoiwon-gu, Changwon-si. To this end, this study would attempt to examine their life conditions and needs for welfare, 600 senior citizens aged 60 or order in Masanheowon-gu, Changwon-si. The findings show that the community has had several difficulties such as increase of the elderly living alone and their poor economic status, chronic illness and lack of volunteer work. Based on them, this study proposed a policy agenda for municipalities to resolve the welfare needs of the elderly.

새 정부는 '행복주택 프로젝트', '임대형 보금자리주택 확대' 등 공공 임대주택 공급확대를 주요 정책과제로 추진할 것으로 보인다. 이러한 공공임대주택 확대 정책은 기본적으로 바람직하나 임대주택의 양적 질적 향상을 위해서는 민간과 공고의 역할 분담이 필요하다. 여기서는 현대경제연구원의 '민간 임간주택 산업 활성화 방안' 보고서를 통해 일본의 민간 임대주택 산업 발전 사례를 분석하고 국내 임대주택 산업구조 개선을 위한 정책적 시사점을 도출해 본다.

국내 정부부처 및 지역자치단체에서 수행하고 있는 연구개발 프로젝트의 선정과 평가에 관한 연구는 광범위하게 이루어지고 있다. 그러나 각 정부 부처별로 실시하는 평가프로세스와 지표의 경우 부처별 특성과, 과제의 특성을 반영하기 위한 프로세스와 지표를 개별적으로 보유하고 있으나, 과제의 평가를 수행하는 조직의 규모나 지역적 특색을 반영하기 어렵다.본 연구는 C 지역의 테크노파크(TechnoPark) 사업자가 수행하는 지역 자치단체 중심 R&D 프로젝트의 특성과 지역적인 특색을 반영한 평가관리 시스템을 개발하고자 한다. 본 연구에서는 먼저 국내 출연연구기관 및 정부부처에서 수행하는 평가시스템의 특성을 파악하고, 각 기관에서의 평가프로세스와 평가지표들을 조사하여 공통적/개별적 특성을 분류하였다. 분류된 프로세스와 지표들과 C 지역의 지역/산업적 특색을 분석하고 C 지역에서 수행한 3년간의 모든 과제에 대한 분석을 수행하여 지역적인 특색을 반영한 평가프로세스와 지표를 도출하였다. 또한 연구개발 프로젝트의 선정평가를 위한 사전 기술성 평가를 위한 기술가치평가와, 프로젝트의 수행결과 이후 나타나는 부가적인 효과를 분석하기 위하여, 프로젝트단위의 균형성과지표를 적용하여 프로젝트의 사후/추적관리 방안을 제시하고자 한다.

동북아물류 중심 실현을 위해서는 종합물류기업 육성과 중국을 중심으로 하는 물류정책이 필요하다. (사)한국물류협회(회장 서병륜)와 한국로지스틱스학회, 매일경제신문, 물류신문사가 공동으로 주최하고 대신정보통신(주), (주)진양로지스틱스, 로지스올 그룹이 후원한 제10차 물류정책토론회에서 이와 같은 주장이 제기됐다. 지난 3월 23일 전국경제인연합회 회관 대회의실에서 200여명이 참석한 가운데 개최된 토론회에서 서병륜 (사)한국물류협회 회장은 개회사를 통해 ''정부는 중국경제의 역동적 성장으로 인한 위기를 우리의 국부창출을 위한 기회로 전환하고자 동북아 물류중심 로드맵을 발표하고 국가물류체계 개선대책을 내놓는 등 물류산업의 발전을 위해 다각적인 노력을 해오고 있다''며 ''이는 정부뿐만 아니라 물류관계자 모두의 노력 위에서 실현될 것이므로 우리도 이를 위해 매진해야 한다 ''고 말했다. 진형인 한국로지스틱스학회 회장은 인사말을 통해 ''동북아 물류중심화 실현을 위해서는 여러 가지 해야할 과제가 많다''며 ''이와 같은 과제해결을 위한 토론회와 많은 연구가 필요하다''고 말했다. 이번 토론회에서는 ‘동북아 물류중심 실현을 위한 선결과제 및 제도적 지원방안’이라는 주제로 제1테마 ‘중국의 물류 환경 변화와 동북아 물류중심화 전략의 보완방안’, 제2테마 ‘국제경쟁력을 가진 종합물류기업의 효율적 육성방안’으로 나뉘어 해양수산개발원원 임종관 박사와 SJ-GLS의 이병욱 박사가 각각 주제발표를 진행했다.
