Industry specialization and wireless convergence in Daejeon (대전의 산업특화와 무선통신융합)

  • Development of policy incentives and policy direction in the innovation economy is always important. Innovations policy have characterized industrial dynamics, leading to a transformation of the market structure of the specific industry. The paper explores the development of industry convergence for understanding the change of the wireless industry in Daejeon. Although its initial focus is R&D center, The business model has become the research and development of external demand than its own product research and development. For regional innovation, the wireless industry policy should be provided with their own product development pattern.

Priority Analysis of Information Security Policy in the ICT Convergence Industry in South Korea Using Cross-Impact Analysis (교차영향분석을 이용한 국내 ICT 융합산업의 정보보호정책 우선순위 분석)

  • In recent years, industrial convergence centered on ICBM (internet of things (IoT), cloud, big data, mobile) has been experiencing rapid development in various fields such as agriculture and the financial industry. In order to prepare for cyber threats, one of the biggest problems facing the convergence industry in the future, the development of the industry must proceed in tandem with a framework of information security. In this study, we analyze the details of the current industrial development policy and related information protection policies using cross impact analysis and present policy priorities through the expert questionnaire. The aim of the study was to clarify the priorities and interrelationships within information security policy as a first step in suggesting effective policy direction. As a result, all six information security policy tasks derived from this study belong to key drivers. Considering the importance of policies, policies such as improving the constitution of the security industry and strengthening of support, training of information protection talent, and investing in the information security industry need to be implemented relatively first.

  • The paper explores the relationship among paradigms, ecosystem which need to establish broadcasting, information and communications industry as the core of national competitiveness in the digital convergence era, and proposes the future progressing strategies and policies directions that consider environmental factors which all mass media converged on Internet. This paper makes an attempt to contribute innovative & integrated perspectives in the industry.

Analysis of Policy Trends in Convergence Research and Development Using Unstructured Text Data (비정형 텍스트 데이터를 활용한 융합연구개발의 정책 동향 분석 )

  • This study aims to analyze policy changes over time by conducting a textual analysis of the basic plan for activating convergence research and development. By examining the basic plan for convergence research development, this study looks into changes in convergence research policies and suggests future directions, thereby exploring strategic approaches that can contribute to the advancement of science and technology and societal development in our country. In particular, it sought to understand the policy changes proposed by the basic plan by identifying the relevance and trends of topics over time. Various analytical methods such as TF-IDF analysis, topic modeling (LDA), and network (CONCOR) analysis were used to identify the key topics of each period and grasp the trends in policy changes. The analysis revealed clustering of topics by period and changes in topics, providing directions for the convergence research ecosystem and addressing pressing issues. The results of this study are expected to provide important insights to various stakeholders such as governments, businesses, academia, and research institutions, offering new insights into the changes in policies proposed by previous basic plans from a macroscopic perspective.

Artificial Intelligence and Blockchain Convergence Trend and Policy Improvement Plan (인공지능과 블록체인 융합 동향 및 정책 개선방안)

  • Artificial intelligence(AI) and blockchain are developing as the core technology leading the Fourth Industrial Revolution. However, AI is still showing limitations in securing and verifying data and explaining the evidence for the results, and blockchain also has some drawbacks such as excessive energy consumption and lack of flexibility in data management. This study analyzed technological limitations of AI and blockchain and convergence trends to overcome them, and finally suggested ways to improve Korea's related policies. Specifically, in terms of R&D reinforcement, we proposed 1) mid- and long-term AI /blockchain convergence research at the national level and 2) blockchain-based AI data platform development. In terms of creating an innovative ecosystem, we also suggested 3) development of AI/blockchain convergence applications by industry, and 4) Start-up support for developing AI/blockchain convergence business models. Lastly, in terms of improving the legal system, we insisted that 5) widening the application of regulatory sandboxes and 6) improving regulations related to privacy protection is necessary.

  • 2007년 12월 28일 ‘인터넷멀티미디어방송사업법(안)’이 국회 본회의를 통과함으로써 2008년 4월 18일 동법이 효력을 발휘하게 되었다. IPTV 상용화를 위한 기본 틀이 정해짐에 따라 시행령과 허가지침 등의 제정을 통해 2008년 6월경에는 본격적인 IPTV 서비스가 제공될 것으로 보인다. 미디어 규제정책이나 IPTV의 성장에 비해 시장에서 뒤늦게 출발하기는 하였지만 IPTV를 시작으로 하는 우리나라 미디어 융합 시장은 크게 발전할 것으로 전망된다. 분석결과에 따르면, 낙관적인 관점에서 볼 때 2008년부터 2012년까지 IPTV 가입자는 496만 가구, 매출액은 1조 2,876억 원, 생산유발효과는 10조 1,750억 원, 고용효과는 5만 6천 여 명이 될 것으로 보인다. 지금까지는 IPTV가 미디어 융합을 주도하였지만, 향후에는 보다 새로운 서비스가 미디어 융합을 촉진.발전시킬 것이다. 4G와 NGN 기반의 신규서비스, Web 2.0 TV 기반의 창의적인 비즈니스 모델, 임베디드 미디어 서비스 등 향후 나타나게 될 새로운 미디어 서비스의 발전을 위해 미래지향적인 미디어 정책과 규제프레임을 갖추어 나가는 것이 무엇보다 중요한 시점이 되고 있다.

제2의 IT산업 도약전략

  • 최근의 IT기술혁신은 단일 산업군을 넘어선 융합형 기술 혁신이 주도하고, 이동성, 내재화, 지능화가 극대화되면서 IT가 전 산업의 생산요소이자 인프라로 그 역할이 중요해지고 있다. 이에 그 동안 하나의 독립산업에 머물던 IT산업은 국가 전체의 경쟁력을 좌우하는 기반산업으로서 그 역할이 확대되고 있다. 미국, EU, 일본 등 선진국들이 IT 융합전략에 박차를 가하고 있는 것도 이 때문이다. 이러한 상황에서 우리나라도 'IT Korea 미래전략'이 발표되고, IT산업의 진흥을 총괄하는 정보통신산업진흥원(NIPA)이 출범하였다. 이는 그 동안 국가주력산업으로 기능해온 IT산업이 전 산업의 경쟁력 제고를 지원함으로써 국가경제발전에 기여할 수 있는 새로운 전기가 마련되었음을 의미한다. 이에 정보통신 산업진흥원은 2010년 IT산업의 새로운 도약을 위한 전략목표로 1) IT융합을 통한 타산업과의 동반성장, 2) 산업경쟁력 원천으로서의 소프트웨어 경쟁력 제고, 3) IT산업 성장기반 고도화를 선정하였다. 정보통신산업진흥원은 IT산업 정책의 총괄기획자 및 코디네이터로서 IT사업의 전(全)과정을 지원하는 입체적 산업지원 체계를 구축하고, IT정책 간 연계를 통해 정책시너지를 극대화함으로써 새로운 IT융합전략의 성공을 이끌어 갈 것이다.
