최근 급격한 기술혁신으로 기술간 융합이 가속화되면서 융합정책이 새로운 화두로 부상하고 있다. 그러나, 최근까지의 연구결과와 정책과제들을 보면 '융합' 이라는 현상 전반에 대한 이해와 통찰에 기반한 것이 아니라 개별기술 분야에서 나타나고 있는 현상들을 종합하여 '융합정책' 이라는 이름으로 제시되고 있는 듯하여 우려된다. '융합기술' 이란 현재만이 아니라 기술의 진화와 혁신이 발생하는 곳에서는 늘 존재하였다. 단지 최근 들어 '융합' 이라는 용어가 더욱 강조되고 주목을 받는 이유는 기존에 발생하였던 '점진적 융합' 과는 달리 발생속도가 급격하고 그 영역이 대단히 광범위하게 나타나는 '혁신적.광역적 융합' 의 성격을 띄기 때문으로 판단된다. 이러한 '혁신적.광역적 융합' 의 공통점은 어느 분야에서 발생하든 IT를 기반으로 한다는 점이다. 이에 따라 IT는 융합의 실체가 IT로 나타나든 타 분야에 내재화되어 나타나든 모든 분야의 원천기술로 작용할 것이 확실시 된다. 본 고에서는 일대 전환기를 맞고 있는 IT 기반 융합의 의미와 현상을 살펴 보고, 이를 토대로 향후 국민소득 3만 달러, 4만 달러 달성을 위한 IT 기반 융합정책의 방향을 제시하고자 하였다.

본고에서는 정보통신산업의 미래, 즉 융합 생태계가 활성화되는 시대를 맞이하여 앞으로 우리나라가 전개하여 나아할 향후 정보통신 산업의 정책방향을 제시하고자 한다. 이를 위해 우선 우리나라의 정보통신정책 변화과정을 살펴보았으며, 현 정부가 추진하고자 했던 융합 초기 시대의 정책과 그 성과를 다각적으로 살펴보고자 한다. 또한 미래의 정보통신 환경이 변화되는 모습을 예측하고 이를 종합하여 향후 정보통신산업의 향후 융합 정책방향을 제안하였다.

본 연구에서는 4차 산업혁명에서 가장 중요하게 대두될 수 있는 융합R&D정책에 대해 소셜 네트워크 분석을 통해 새로운 대안을 제시하려고 한다. 연구장비, 연구성과의 자료들을 활용하여 연구장비 네트워크 분석을 실시하여 융합R&D의 특성 및 구조분석을 실시하며, 연구장비 공동활용 및 다학제 협력연구를 통해 창출될 수 있는 새로운 융합R&D정책에 대한 접근을 시도하려고 한다. 나아가, 연구개발과 사업화 사이에서 더욱 중요한 역할을 할 수 있는 분석과학기술에 대한 정책적 플랫폼 구축관점 대한 시사점을 찾아내려고 한다. 이를 위해 계량적 접근과 비계량적 접근을 동시에 활용하여 연구주제에 대한 타당성을 확보할 것이며, 앞으로 미래산업 및 유망기술에 대한 전략적 선별에 있어 일부 근거를 제시해줄 수 있을 것이다. 이러한 연구결과를 통해 우리나라 기초과학 및 기초과학인프라에 대한 발전적 정책방안과 융합연구 및 융합연구의 사업화에 대한 정책적 관점을 제시하도록 한다. 분석자료는 한국기초과학지원연구원(KBSI) 현황자료를 중심으로 살펴보며, 분석방법은 소셜네트워크분석(SNA:Socail Network Analysis)을 활용한다.

기술융합 정책이 사회 전반에 걸친 파급효과를 극대화하는 방향으로 전개되고 있는 것이 글로벌 추세임에 비해, 우리나라는 기술융합을 단순히 기술혁신의 수단으로 파악하거나 관련 산업에 대한 단기적 시장성과 위주로 정책을 추진하고 있다. 따라서 기술융합의 광범위한 파급효과를 고려하여 기술뿐만 아니라 법, 제도, 문화, 사회 전반에 걸친 효과를 극대화하는 방향으로 관련 정책이 수립될 필요가 있다. 본 고에서는 산업연구원의 우리나라 기술융합의 문제점과 정책적 시사점 보고서를 통해 우리나라 기술융합의 현황과 문제점 등에 대해 살펴본다.

본 연구는 미국의 다양한 연안해운 정책 중 America's Marine Highway Program(AMHP)을 중심으로 분석하였으며 도출된 시사점으로 바탕으로 우리나라 제주도 물류의 고비용을 초래하는 비효율화를 개선하는데 필요한 연안해운 정책의 방향성을 설정하고 공적 역할의 필요성을 위한 기초자료로 활용하고자 한다.

This study examines how scientists understand standardization and standardization policy in the Korean national R&D context and analyze future policy direction of standardization policy. Interview with 15 scientists at universities and government-funded research institutes who have participated national R&D (particularly in the field of technology convergence) were conducted. The results show that considerations of standardization at the process of technology convergence is somewhat different from them at the process of general R&D. Also, considerations of standardization at the process of technology convergence is needed at the later time within the R&D time schedule because of low visibility and forecasting on the technology convergence outcome. It finds that "standardization by private sector" is the future policy direction in Korea. The government needs to be remained as "helper" for private sector to lead standardization in a globalized market

In accordance with importance of the economic value of forests and forest use, the paradigm of development and use has emerged as the dominant paradigm of forest policy. As forests are recognized as an important means of Wellness, the government pursues a policy convergence between forest use and conservation. So, this article analyzed whether the change of forestry convergence paradigm is reflected in policy or not. The purpose of this study was to analyze through content analysis and network analysis, whether the new combined text value are fused in how forest policy. According to the results, the function of utilization which is off the traditional forestry industry and recreation, wellness are acquired a greater importance in the 5th plan than 4th plan. But the 5th plan is insufficient to establish of foundation for forestry management and welfare functions. The evidence suggest a sign of sustained paradigm convergency in forest policy of Korea. As the policy implication in establishing national forest master plan, it is necessary to strengthen policy capability to pursue sustainable forestry utilization, which can converge forest use and conservation.

The purpose of this study was to find ways to impact policies in order to invigorate convergence research as a whole (including science or engineering-based and its humanities-based counterpart), so it can be recognized as the science of its own form. Firstly we looked at the definition of convergence research. Secondly, we looked at the definition of policy and how policies are produced. Lastly, we explored the relationship between convergence research and policy decision making. The current issues faced by the convergence research were the fact that it was largely under-appreciated and inadequately supported both in terms of policy and financial support. In this study, we explore the relationship between research and policy based on a research utilization model, which can be categorized the research and policy relationship into four types. Then we sought for various cases to explore how research can affect policies as scientific evidence; how the technological changes caused by convergence research can be shaped into policies; and then provide insights for what challenges needed to be addressed in order to have a positive impact on the relationship.

연안해운은 도로운송 다음으로 국내화물 수송분담율이 높은 기간운송 수단이다. 현재 정부는 연안해운 활성화를 위한 다양한 지원 정책을 실시하고 있다. 이에 이 논문에서는 연안해운 지원 정책의 주요 내용과 문제점을 살펴보고, 개선방안을 제시하고자 한다.
