The G20 summit is the premier forum for international economic cooperation and it will be held in Seoul in November 2010. However, protests are expected during the Seoul summit, as a part of the deepening global war against capitalism. The Korean Police need to deal with these protests effectively in order to provide security to the participating leaders and make the meeting run on wheel as planned. The current study attempts to analyze the death of Ian Tomlinson who died in the context of a heavily policed protest during 2009 G20 London summit. There are number of unique features regarding this incident, such as the public scrutiny of police conduct through video footage, the police use of excessive force, and the process to hold the police to account for misconduct. This incident caused serious damages to the public's faith in the British police. Based on the analysis, this study found that during the G20 London summit British police had the problems such as the lack of the clear standards on the use of force, improper training in the use of force, poor communications with the media and protesters, inappropriate use of the close containment tactic, and the failure to display police identification. Therefore, this study suggests the inducement of peaceful protests, the adoption of a set of standards on the use of force, public order training that is more directed and more relevant to the public order challenges facing the Korean police, improvement of the communication with the media and protesters, enhancement of individual officer's accountability as public order policing strategies for G20 Seoul summit meeting. However, the most fundamental principle is that Korean police must place a high value on tolerance and winning the consent of the public.

This study aims to analyze protocol & security systems of international conferences such as 2010 Seoul G20 Summit, 2012 Seoul Nuclear Security Summit and to propose Improvement strategies. The results derived from this study are as follows. First, it is necessary to support the establishment of international conference laws. We should select a major agency for 'International Conference Industry Promotion Act', coordinate of the system of international conference laws, resolve potential conflicts, maintain consistent on support organization of international conferences. Second, it is necessary to coordination among different ministries that control security relevant laws. We should solve clashes possibility between a few laws on security system which is closely related to protocol & security of international conference. Third, it is necessary to produce a joint protocol handbook of government for establishing protocol & security system of international conferences. We should try to confirm protocol & security system of international conferences through publishing a joint protocol handbook of government from their own protocol handbook of the executive, the legislature, etc. Forth, it is necessary to build and strengthen expertise of PCOs(professional convention organizers). We should find and assist several PCOs for achieving government policy that develop industrial foundation on international convention and train human resources on international convention expected next generation of promising industries.

The threat factors available for occurrence given G20 Summit Meeting are expected leader terrorism, hostage terrorism, bomb terrorism, public facilities terrorism, and aircraft terrorism. As for the threat groups, which are expected in Korea, the North Korea, Islam extremist group, and the group such as NGO organization of being opposed to international meeting are regarded as having possibility of causing hazard. Thus, the purpose of this study is to suggest VIP Security-measure plans in the main site in preparation for G20 Summit Meeting. Accordingly, each country in the world is adopting 'the principle of Triple Ring' in common. Thus, it elicited a coping plan by 1st line(inner ring) 2nd line(middle ring) 3rd line(outer ring) based on this principle, and proposed even an opinion together that will need to be reflected in light of policy for the VIP security measures. In conclusion, as for the VIP Security-measure plans in the main site in preparation for G20 Summit Meeting, In the inner ring(safety sector), first, an intercepting measure needs to be devised for a spot of getting into and out of vehicles given the Straight Street. Second, the Walking Formation needs to be reinforced boldly in the exposed area. In the middle ring(security sector), first, the control plan needs to be devised by considering particularity of the main site. Second, there is necessity for adopting the efficient security badge operation plan that is included RFID function within security badge. In the outer ring(aid protective sector), first, there is necessity of preparing for several VIP terrorisms, of collecting information and intelligence, and of reinforcing the information collection system against terrorism under the cooperation with the overseas information agency. Second, the urgent measure training in time of emergency needs to be carried out toward security agent event manpower. Third, to maintain the certain pace in VIP motorcade, the efficient traffic control system needs to be operated. Finally, as for what will need to be reflected in light of policy for VIP security measures, first, there is necessity for allowing VIP residence to be efficiently dispersed to be distributed and controlled. Second, there is necessity for allowing impure element to misjudge or attack to be failed by utilizing diverse deception operations. Third, according to the reorganization in North Korea's Organization of the South Directed Operations, the powerful 'military-support measure' needs to be driven from this G20 Summit Meeting. For this, the necessity was proposed for further reinforcing the front back defense posture under the supervision of the Ministry of National Defense and for positively coping even with detecting and removing poison in preparation for CBR (chemical, biological, and radio-logical) terrorism.

Republic of Korea for the last 2012 nuclear security summit in Seoul in three days from March 26, has held great success. This industry watchers at home and abroad through professional meetings and private organizations to promote global nuclear security was intended to draw, for the preparation of this event the most important one of the things that should be addressed at the meeting was over the top guard. The national guard of heads of state and nationally significant as the important issues should be dealt with. So who is responsible for national security summit national guard for a successful guard against participants should have a higher understanding, these stories ever to be dealt with important security subjects is the psychological state of cognition. NGOs occupy so high international position that it is said the age of NGOs or Renaissance of NGOs has came. Recently, they continuously succeeded in hindering and blocking large-scale international events through their violent struggles. This paper studied the concept of NGO, examples of NGO struggles during recent international events and stated anticipated struggles during ASEM III and their trend. Our country successfully hosted the G20 summit in Seoul in November, 2010. Afterwards, however, the Yeonpyungdo shelling incident took place by the North, and the North Korean nuclear issue have strained interKorean relations. Our country is going to host the nuclear security summit, which is of great significance at this point of time. The nuclear security summit is to be attended by 47 countries. The participant countries of this summit is larger in number than those of the ASEM, APEC and the G20 summit that our country has ever hosted. That is a large-scale international conference that invites the UN, the IAEA and the EU, which are three major nuclear-related international organizations. A successful hosting of the nuclear security summit will serve as an opportunity to boost our country's national prestige, and is likely be beneficial to the settlement of the North Korean nuclear issue. Like other international submits in foreign countries, however, violent anti-globalization demonstrations are expected to occur when the nuclear security summit is held in April next year. The purpose of this study was to make a case analysis of demonstrations during multilateral international conferences hosted by foreign countries over ten years between 1999 and 2009, to examine the controversial points over the demonstrations, and ultimately to seek ways of ensuring safety against possible assemblies and demonstrations during the forthcoming nuclear security summit, which is scheduled to be held in April next year. The findings of the study on feasible security measures are as follows: First, information and intelligence gathering should be reinforced, and the inspection should be stepped up. Second, pacification among domestic NGOs and the supplementation of the existing legal devices are required. Third, publicity should be strengthened. Fourth, riot police officers should be selected as early as possible to bolster their education and training, and more reinforced emergency measures should be taken. It's needed to seek assistance from the military as one of emergency measures, and national defense readiness should be bolstered across the nation in collaboration with the Ministry of National Defense when the summit is near at hand. Finally, CBR countermeasures should be taken in preparation for CBR terrorism.

This study's purpose is to present the improvement of effectiveness of security activity for international conference which can be held hereafter. On the basis of security activity problems originating in G20 summit meeding that had been held in Seoul in 2010. I made up questions three times to on the members of the police, military, fire figher and national intelligence service who had experienced in Seoul G20 summit meeding and recognition of possible problem and possibility of improvement on each item of questions was analyzed by Delphi Method. Also interviews with 4 security experts selected from each security agency were conducted to present improvement in each part of problem. The results obtained from the face to face interview with four experts of security-enforcement agency about the role of event site activity stage for international conference are as followings; First, 'security protocol section' protocol and security are needed mutual win-win enough to be compared with adaptative relationship, thereby being demanded the closer cooperation and information exchange. Second, 'situation management section' there is a need of reinforcing the cooperative system between situation rooms of each agency in order to possibly operate all of the security manpower integrally, which are dispersed by function and by event site, in addition to the swift and organic information exchange between wide-area local government and all the security agencies focusing on a preparation planning group. Third, 'security manpower resource management section' there is a need of encouragement and interest in the leadership in order to devise system that all of the security manpower can concentrate on event and to be possibly satisfied the given conditions. Fourth, 'local government cooperative support section' the wide-area local government of a hosting city as international city operates several kinds of the facilities for international conference, supports operation of conference, achieves a ripple effect of event such as tourism, maximizes service of accomodations, and performs the primary responsibility for the maintenance of the traffic facilities, thereby needing to execute special inspection under the responsibility of Si-Do governors.

Since the September 11, 2001, the motives and objectives of terrorism that have been targeted at hard targets such as key national facilities have now shifted towards soft targets such as subways, department stores, and tourist hotels; the attacks on these soft targets are steadily increasing. Simultaneous, unconventional, and indiscriminate terrorist attacks on civilians has also increased. In November, 2010, nearly forty states of the G20 and B20 (Business 20) will join in international summits to be hosted in Seoul. This coming July, an additional 350 troops will be deployed to Afghanistan for the sustainment of public security. Such events are sensitive topics, and there is the possibility of terrorist movement. Korea has successfully hosted various international events such as the APEC and ASEM Summits, and the 2002 Korea-Japan World Cup. The experiences from these events must be applied to ensure the safety of public facilities against the dangers of terrorism. First, counter-terrorism center must be established for the long-term, above the General Officer level to ensure the safety and efficiency of multilateral, international summits, as well as promoting policies and legislation aimed at preventing terrorism. Second, a terrorist threat management system must be secured and safety measures must be emphasized. Third, a fundamental structure must be established for the prevention of terrorism on public facilities, as well as legal and government action against the new threat of IED. Fourth, the police and fire fighting networks' must have a firm rapid response posture on the scene of an attack. Fifth, the state of mentality on the recognition of terrorist threats must be changed and restructured by promoting to and educating the population. Sixth, prevention measures must be established via research and academia. Seventh, for the guarantee of security in public facilities, safety management should employ cutting edge technology such as the 3D SICS and further develop and apply such technology. All methods and resources must be fully utilized for the establishment and strengthening terrorism prevention measures.
