Comparative Study of the Effects of Maintenance Policies on FMS System Availability (통합생산시스템의 정비정책의 시스템가용도에 대한 효과)

  • 본 연구는 통합생산시스템의 정비정책에 따른 시스템 가용 도를 비교 분석한 연구로서 시스템의 평균 고장기간(MTBF)과 정비정책에 따른 시스템 가용 도를 산정하고 최적 정비정책을 수립하는데 목적을 두고 있다. 시스템가용도와 시스템 생산능력을 산정을 위한 시뮬레이션모델을 개발하고 이를 위한 전산프로그램을 개발하여 사용하였다. 사용자를 위한 일련의 사례를 들고 각 정비정책에 따른 시스템 가용도 산정 결과를 보였다.

  • Delay-Time 모형은 고장의 발생 전에 먼저 결점이 일어나게 되고 결점이 일어난 이후 얼마간의 시간(delay-time)이 지나고 나서 고장이 발생하게 되는 모형이다. 이러한 과정에서 delay-time내에 검사를 하여 결점을 찾아내면 고장을 예방할 수 있다. 직ㆍ병렬과 우선 순위를 고려한 대기구조를 갖는 시스템에서 정비정책을 지원하기 위한 시뮬레이션 시스템을 개발한다. 이러한 시뮬레이션 시스템은 신뢰성 기반 정비를 지원하고 Delay-Time모형을 적용하여 효과적인 검사 정책 수립과 예방정비, 정비원, 예비품등을 고려하여 다양한 환경에서 시스템을 평가하는데 적용할 수 있게 하였다.

  • 전투기를 적절히 정비하는 활동은 공군력을 유지하는데 중요하다. 일반적인 정비정책은 정해진 일정으로 주요 모듈의 정비를 수행한다. 그러나, 이러한 정비활동은 시간에 따라 변하는 모듈의 특성을 반영할 수 없다. 이에 본 연구는 변동되는 평균 고장간 시간 (MTBF) 과 평균 수리 시간 (MTTR)을 산출할 수 있는 확률효과회귀모형을 이용하여 시간에 따라 변동되는 모듈의 특성을 반영한 동적 예방정비 주기를 예측하고자 한다. 본 연구의 결과는 대한민국 공군의 전투 준비 태세 향상에 이바지 할 것으로 기대된다.

A Study on the Fisharena Development Policy in Japan (일본의 피셔리나 정비사업에 대한 한 고찰)

  • Illuminating Japanese Fisharena Development Policy, we tried to find out some implications on the utilization of fishing port facilities as a way to accommodate uprising marine leisure demands of Korea. The major findings of this study are concentrated in the following three points. First, Japanese Fisharena Development Policy can be functionalized in Korea as a means of policy, but for the intervening difference of demand situation, precise forecasting on the marine leisure demands has to be preceded and Fisharena should be prepared as a supply buffer. Second, in the development stage of Fisharena, Software side is important as well as Hardware side. On the development and operation, utilizing civil organizations is necessary to bring down the wharfage of Fisharena to not suppress the marine leisure demands. Third, selection of the fishing port and decision of the development scale are additional important points. In particular, preferential consideration of utilizing inner-city fishing ports as small-scale Fisherinas to address the marine leisure demands would be desirable in Korea.

  • 공정거래법의 새로운 도약을 위한 체제정비 중에서도 가장 시급히 요청되는 것은 공정거래위원회의 조직과 절차의 정비라고 할 것이다. 공정거래위원회가 오늘과 같이 발전할 수 있었던 데는 정부가 과감하게 공정거래위원회를 경제기획원에서 분리하여 독립부처로 만들었다는 점이 크게 작용하였다고 생각된다. 왜냐하면 공정거래위원회가 독립부처가 됨으로써 산업정책의 논리나 정치논리에 휘말리지 않고 경쟁의 논리를 일관성 있게 적용할 수 있었기 때문이다.

Improvement of Small-size Multi-housing Area Reconstruction Project Using AHP Analysis (AHP분석을 통한 가로주택정비사업의 개선방안)

  • The policy introduced recently in order to promote small-size reconstruction housing projects for rehabilitating downtown area consists of aged multi houses has been little practiced, as preferential provisions for such projects are more likely applicable for large projects. Several expert interviews and surveys were conducted to find efficient clauses to overcome the problems and their relative weights. As the results, it is revealed that 'relation of floor area ratio' and 'relaxation of building height limit criteria' are the most effective whereas 'purchasing and operating of residents' common facilities with public fund' is little. The study results would be a great interests for public institutions to rebuild aged housing area without destroying local communities and to provide socially disadvantaged class with rental housing at the same time.

A Study on Information Security Policy in the era of Smart Society (스마트시대 정보보호정책에 관한 연구)

  • This study will propose the policy priorities of cyber information security by AHP(Analytic Hierarchy Process) survey. The policy categories for AHP survey consist in the foundation of information security and activity of information security(1st hierarchy). In the second hierarchy, the foundation of information security was classified into laws-system, human resources, h/w-s/w technology and sociocultural awareness. And the activity of information security was divided into infrastructure protection, privacy protection, related industry promotion, and national security. Information policy alternatives were composed of 16 categories in the third hierarchy. According to the AHP result, in the perspective of policy importance, the modification of related laws was the first agenda in the policy priority, better treatment of professionals was the second, and the re-establishment of policy system was the third. In the perspective of policy urgency, the re-establishment of policy system was the first item, the modification of related laws was the second, and better treatment of professionals is the third.

A Study on the Application of PIDO Technique for the Maintenance Policy Optimization Considering the Performance-Based Logistics Support System (성과기반 군수지원체계의 정비정책 최적화를 위한 PIDO 기법 적용에 관한 연구)

  • In this paper the concept of the performance-based logistics (PBL) support for weapon systems is discussed and an enhancement is studied such that prior to the Operational phase, the development of the PBL can begin from the Engineering & Manufacturing Development (EMD) phase together with multiple performance indices considered. The genetic algorithm should be considered for the complex system to solve the maintenance policy optimization. In particular, the requirement of repair level analysis model is developed based on reflecting the PBL concept. To decide the maintenance policy prior to Operational phase in accordance with customer requirements, the PIDO(Process Integration and Design Optimization) technique useful in choosing the performance indices and changing the constraints was used. The genetic algorithm of PIDO tool, like PIAnO and ModelCenter, was verified that it could be applied to optimize the maintenance policy.
